like the other person mentioned, when an interview get to a stage of meeting the CEO, of course, it means u have been considered but u just need to convinced the CEO that the HR have not make a mistake considering u.
The section is a little bit of academics, social and politics, and your ability to showcase your interest in working with the organization.

I finally received a congratulatory message, stating that their CEO was impressed... That I have been considered but that they will get back to me in March.

I guess they are yet to put everything in place. Is understandable as they are a new company.

mind you, they are yet to communicate the salary range. March is just around the corner. Will definitely hint u guys.
