You can give it a go but it's risky. Wouldn't advise anyone to take that path cos Canada actually want strong demonstration that you are there to school and best way to demonstrate that is committing significant part of your tuition

From my personal experience she would have to pay a new application. It happened to me. My potential supervisor forgot to recommend me to the admission committee. I explained to the graduate admission office but they said I had to pay a new fee.

My best advice to you is to try and leave this goddamn country. It is getting worse every now and then, and it may tamper with your mental health. I understand it's not easy to be betrayed but just try and gather yourself back. He will regret his action but you will be better than he left you.
