There's a need for the Lagos State Government to convene a stakeholders meeting between the business owners and building developers and those who transact business on Lagos Island to fashion out everlasting solutions to fire incidents in the state. An Real Estate Consultant, Alhaji Abdul-Waheed Ogunbiyi stated this while speaking with newsmen while evaluating the government's efforts in putting out the fire incident at Great Nigeria House held in December last year. He said the rampant fire incidents on Lagos Island are sending people to untimely death, destroying goods and services, crippling businesses as well as damaging property worth trillions of Naira. Alhaji Ogunbiyi who is one of the victims that the fire incidents at Great Nigeria House affected his property, expressed displeasure that the government did not carry them along while conducting post motem that led to the demolition of their building. While giving an account of what happened at Great Nigeria House, Alhaji Ogunbiyi attributed the late response to the fire outbreak and the inaccessibility of the delayed intervention that destroyed the entire building and othe structure surrounding it. He was of the opinion that the firefighters must be trained to act professionally, saying that the firefighters were demanding inducements before attempting to put out the fire which have negative effect on the incident. Alhaji Ogunbiyi canvassed the setting up of a firefighting station near markets, saying that business owners and house developers are under an obligation to inculcate fire prevention equipment and facilities in their structures to mitigate the effects of fire. He called on the Lagos State Government to adequately compensate the owners of the buildings near the Great Nigeria House that were pulled down as a result of the fire incident, saying that the traders and owners of the structures beside the building would be glad to see succour coming their way to ease their hardship. In addition, Alhaji Ogunbiyi disclosed that his company is ready to undertake private firefighting and rescue services, in partnership with relevant authorities, to strengthen emergency response and protect lives and investments across Lagos Island.

The persistent intimidation, arrest, harassment and imprisonment of supporters of Engineer Kayode Ojo, one of the 2026 gubernatorial aspirants of the All Progressives Congress (APC) in Ekiti State, has become a matter of serious concern. This disturbing trend is a blemish on democracy, the rule of law and internal party freedom in Ekiti State. Under the administration of the Governor of Ekiti State, Mr Abayomi Oyebanji, it is increasingly worrisome that members of his own political party, the All Progressives Congress, are being treated as enemies simply because they have chosen to support a different aspirant within the same party. In a democracy, this pattern of intimidation and persecution is not only undemocratic but extremely dangerous, as it erodes trust in governance, weakens party cohesion and undermines public confidence in state institutions that are meant to protect citizens. To a large extent, this persecution is not isolated. Several loyal members of the APC who have openly or quietly expressed support for Engineer Kayode Ojo in his political journey have suffered intimidation, arrest, harassment and unlawful detention. Among those affected are Bayo Aderiye from Ado-Ekiti; Mrs Toyin Abeleje; Taiwo Fabiyi from Emure-Ekiti; Taiwo Otunlape; Bayo Itakorode from Igede-Ekiti; Obebe Oluwafemi Ayekooto from Otun-Ekiti; Olugbenga Kayejo from Ikere-Ekiti; Omoleye Olajide from Ifaki-Ekiti; as well as members of the APC Ward Executive in Ikoro-Ekiti, including the Ward Chairman, Mr Eniola Olomu, the Women Leader, the Youth Leader and other executive members of the ward. These frightening incidents point to a deliberate attempt to silence alternative political opinions within the ruling party through fear and coercion. This is entirely against the political principles of the APC, and we cannot allow an individual to destroy our party. The latest, most frightening and alarming case is the arrest and secret detention of Akogun Abayomi, popularly known as Lustay. On 1 January 2026, after leaving a hotel in Ado-Ekiti along Old Iyin Road, Mr Abayomi was returning home when he stopped beside a police officer he knew and offered him New Year greetings. Shockingly, after exchanging pleasantries, the officer grabbed him and declared that they had been looking for him. Confused, embarrassed and alarmed, Akogun Abayomi asked to know his offence and requested to see a warrant of arrest. However, no explanation, warrant or evidence was provided by the police officer. He was subsequently whisked away after the arrival of other officers and detained in secrecy. As though it were a drama in a theatre, he was denied access to his wife, lawyers, medication, family, friends and political associates. Ironically, no formal charge was communicated, and no official notification was given to his family. These actions clearly violate the 1999 Constitution of the Federal Republic of Nigeria (as amended), which guarantees personal liberty, human dignity and access to legal representation for all Nigerians. As information about Mr Abayomi’s disappearance became public knowledge, his lawyer and a political associate visited the Rapid Response Squad (RRS) office at about 9.00 p.m. the same day, only to be told that he was not in their custody. The following day, his family and concerned associates returned to the RRS office and were again told that he was not there. However, as they were leaving, his wife sighted his vehicle parked within the premises without its number plate and raised an alarm that her husband had been kidnapped by the police authorities. This disturbing development raises serious questions about neutrality in political engagements, transparency, accountability and abuse of police powers in Ekiti State. Following his arrest, Akogun Abayomi was reportedly subjected to further political intimidation by officers of the Rapid Response Squad. The commander, Marcus Ogundola, who has held that position for about nine years, allegedly ordered him to renounce his support for Engineer Kayode Ojo, also known as EKO in Ekiti State’s political space. This unlawful directive was firmly rejected by the victim of political persecution. Such conduct by a police officer reinforces fears that law enforcement is being misused as a political weapon to coerce citizens into forced allegiance rather than to uphold justice and public order. This situation is, without doubt, a national embarrassment. It is a shame to the Ekiti State Government, a disgrace to the Police Command in the state and a serious indictment of the judiciary. Available records show that the same magistrate handling his case is repeatedly used in similar cases and was allegedly summoned from his vacation to carry out this Gestapo-style assignment. We therefore call on the National Judicial Council to urgently investigate the abuse and application of Form K in Ekiti State, particularly as it relates to the violation of the rights of innocent citizens and politically targeted individuals. We therefore call on the Inspector-General of Police, Mr Kayode Egbetokun, to urgently intervene and caution the Ekiti State Commissioner of Police and his officers, especially the Rapid Response Squad commander, against the continued abuse of police powers for political purposes. The Inspector-General is kindly invited to note that numerous petitions have already been submitted against the RRS Commander, Marcus Ogundola, bordering on misconduct, abuse of office, unlawful arrests and political intimidation. Failure to act decisively on these complaints will deepen public distrust in the police and reinforce the perception that law enforcement in Ekiti State has been compromised. While Mr President and leader of the APC, Asiwaju Bola Tinubu, is working tirelessly to mobilise Nigerians into the party through performance, particularly through the re-engineering of the Nigerian economy, Governor Oyebanji appears more focused on pushing people out of the party through intimidation and the unlawful deregistration of APC members. Akogun Abayomi is one of those challenging the deregistration of his membership and that of other APC members in Ekiti State, many of whom are supporters of President Bola Tinubu. This contradiction undermines party unity and weakens grassroots support for the President in the current mobilisation drive ahead of the 2027 presidential election. It is also instructive that the Governor allegedly brought in the Chairman of the State chapter of the National Union of Road Transport Workers, an individual with a violent history who reportedly almost killed his personal driver, to write a trumped-up petition against Akogun Abayomi. This petition was allegedly linked to events of 9 October 2025, when Akogun Abayomi spent the entire day in the company of Engineer Kayode Ojo. This further exposes the extent to which falsehood and intimidation are being deployed to criminalise innocent citizens. In view of the grave implications of these actions, and for peace, democracy and stability to thrive in Ekiti State, we call for urgent intervention by well-meaning Ekiti sons and daughters and concerned Nigerians across the country. We first appealed to the Honourable Minister of Solid Minerals Development, Dr Dele Alake, to use his influence and moral authority in defence of justice. We also call on eminent legal minds and elder statesmen, including Aare Afe Babalola, SAN; Chief Wole Olanipekun, SAN; and Mr Femi Falana, SAN; as well as Senator Babafemi Ojudu and all former governors of Ekiti State, Otunba Niyi Adebayo, Dr Kayode Fayemi, Mr Ayo Fayose and Mr Segun Oni, not to fold their arms while our state is driven towards lawlessness. We further appeal to traditional rulers and Kabiyesis, civil society organisations, professional bodies, individuals and other patriotic Ekiti sons and daughters at home and in the diaspora to rise in defence of the rule of law that is being bastardised by political lightweights in the state. Finally, we call on the National Security Adviser, Malam Nuhu Ribadu, and the heads of all security agencies in Nigeria to urgently intervene to prevent Ekiti State from descending into repression, lawlessness and avoidable instability. Ekiti State must not be allowed to slide into an animal farm where power is abused, dissent is crushed and fear becomes a tool of governance. Political ambition must never be pursued at the expense of human rights, personal liberties, internal party democracy and collective peace. We strongly condemn the continued persecution of Engineer Kayode Ojo’s supporters and demand the immediate release of Akogun Abayomi and all others unjustly detained for their political beliefs. We also call for an independent investigation into these incidents, and for all those found responsible to be held accountable. History has shown that repression breeds resistance, while justice and fairness foster unity and progress. The people of Ekiti State deserve better leadership from Governor Biodun Oyebanji, leadership that respects the rule of law, upholds democratic values and protects the rights of all citizens regardless of political beliefs or alignment. Signed by Spokesman Mr Femi Awojobi Engr Kayode Ojo Campaign Organisation

By: Chief (Prince) Olayiwola Oyedele SHOTOMIWA, Jagunmolu Meri-Ipara, Igbogbo Kingdom Our Distinguished Senator Adeseye Kingsley Ogunlewe won se daadaa too, e ma binu si mi ooo. But let's speak the truth: that period was turbulent for Lagos State, especially with the political heatwave from the Obasanjo Presidency (1999–2007). Today we are shouting "Ikorodu for Governor." But by now, it could have been history. If our Senator had remained in the opposition party AD, he could have succeeded Asiwaju Bola Ahmed Tinubu as a Christian from Ikorodu Division. But Baba left us for greener pastures. And what are we even saying about that small Federal Medical Centre? Senator a ti build gigantic general hospital fun wa ni Igbogbo, yet what we have now is a less-than-20-bed medical centre in the whole of Igbogbo town. This is a total mess. The land should be revoked by the Lagos State Government and rebuilt as a world-class general hospital, because that building is already dilapidated. Let's not pretend: Igbogbo lost the 2007 Governorship slot because Senator Ogunlewe crossed to PDP.We lost many opportunities because of personal interest. Politics should never be a tool for enrichment. It should be citizens first, others follow—just like our Foundation motto: "Service to God & Humanity." Honestly, we deserve an apology from Senator Ogunlewe and others before they leave this sinful world (Oluwa yio je ki won tun bo pe fun wa ooo). I'm not condemning my fathers—God forbid. But I must express this long-held, unsettled truth. We saw Senator Ogunlewe then as a small god, the "Noah" of our generation, sent to rescue Ikorodu Division from developmental desuetude. On this said matter that was raised by Senator Ogunlewe, I was instructed by my boss to inspect the Federal facility (Federal Medical Centre) along Yewa Road, Igbogbo, Lagos State, Nigeria, sometime ago before I left Nigeria for the diaspora almost a decade ago. The building structure was covered by wild plants, and you couldn't see the roofs when walking outside the building facility. I went inside the building through the wild plants to access it (Mo fi aya mi faa bi igbin ki to le wo inu ile naa), where I took pictures of the dilapidated walls and roof. Afterward, I started my investigation in order to give my comprehensive assessment to my boss. But I was shocked and disappointed when I discovered who was in charge of the medical tools meant for the facility upon completion. However, that's how my investigative involvement was stopped, which I never discussed until now with my sender. Since then, they never asked me for any outcome or report of my investigation on the subject matter before I left home. Nevertheless, I believe in the "Law of Karma" and also the "Law of Nature." God will judge everyone. I stand to be corrected, Unapologetically.

Residents and members of the All Progressives Congress (APC) in Shomolu Local Government Area staged a protest on Wednesday, rejecting the outcome of the party's recent chairmanship primaries. The protesters alleged that the process was marred by imposition and a lack of fairness, and demanded that their preferred candidate, Rotimi Olowo, be recognized as the party's official candidate. Funke Nwankwo, an aggrieved APC member, claimed that the primaries were manipulated and urged President Tinubu to intervene. "If Mr. President Tinubu wants his election in Shomolu, he should give us the person we want. We want our mandate back, and merely looking at the crowd here, we know that who is who," she said. Femi Olowole, another aggrieved member, echoed similar sentiments, stating that the process was bastardized by the state electoral committee. "The whole process was highly bastardized by the state electoral committee headed by Honorable Barrister Ogala, and this is not his handiwork alone, it is a connived work with Honorable James Faleke," he said. Evelyn Ayo, a protester, demanded that the party give them their mandate, saying, "We are here for our mandate, we want our mandate in Shomolu Local Government. No imposition." Adepoju Tajudeen, a delegate who voted for Olowo, expressed outrage, stating, "On Saturday, which we believe at the end of the day, our vote was not counted. I voted for my Honorable, Honorable Rotimi Olowo, and we believe that apart from me, we have other delegates that voted for him." Oliyide, another delegate, also spoke out, saying, "My Oga is Honorable Rotimi Olowo, and I voted for him. I wonder why Olowo can't even get a single vote, it is purely rubbish... Olowo had nothing less than 17 delegates for him." Babajide George Ferreira, a delegate of Olowo, questioned the outcome, asking, "When you are the delegate of an aspirant, how can you say he has zero votes? I voted for Olowo Rotimi." The protesters claimed that the primaries were neither free nor fair, with party executives allegedly handpicking Latif Ashimi as the candidate without proper consultation or transparent voting process. They argued that Olowo, a former member of the Lagos State House of Assembly, is the clear choice of the people and that his popularity in the area makes it impossible for him to have scored zero in the primary election.

In a bold move to uplift Ayobo Ipaja Local Council Development Area (LCDA), Chairman Otunba Ladi Oluwaloni has injected N50.7 million into the informal sector, empowering 507 residents with N100,000 grants each through a partnership with Zenith Bank. This initiative, part of a whirlwind six-week tenure since his April 4, 2025, swearing-in by Governor Babajide Sanwo-Olu, underscores Oluwaloni’s vision to revitalize the council without burdening its people. Oluwaloni, a dynamic accountant and administrator, also empowered 10 Community Development Associations (CDAs) with N250,000 each, fostering grassroots development. His transformative leadership has redefined governance in Ayobo Ipaja, tackling long-standing challenges with strategic compassion. Major projects include constructing Kuffo Road to boost the economy, resurfacing Amule and Legacy Roads for smoother travel, and equipping a legislative chamber to honor democratic processes. Healthcare has seen a leap forward with the council’s first modern ambulance, replacing tricycles for emergency transport to LASUTH. Environmental efforts shine through “Operation Clean Up Ayobo Ipaja,” a weekly initiative with the Ministry of Environment and LAWMA, clearing roads and desilting drains to curb flooding. A modern toilet at Pako Market enhances public health and vibrancy. Workers’ welfare, neglected for years, has been prioritized. Oluwaloni doubled non-pensionable staff allowances from N15,000 to N30,000 after 12 years, enriched civil servant packages, and revived a decade-dormant council grader. His reclamation of council land in Baruwa after 18 years highlights his resolve to address entrenched issues. A loyal All Progressives Congress (APC) member since the days of the Alliance for Democracy, Oluwaloni contested the chairmanship in 2011, 2017, and 2021, earning the vice chairmanship in 2021 before stepping up as acting chairman on March 28, 2025, following the former chairman’s passing. His pledge to boost Internally Generated Revenue without taxing residents reflects his fiscal acumen and empathy. National stakeholders are taking note. In six weeks, Oluwaloni has turned stagnation into progress, despair into hope. As Ayobo Ipaja approaches its elections, his record positions him as the ideal leader to deliver prosperity and dignity. “He’s not just a chairman; he’s a movement,” a local CDA leader remarked. With a full term, Oluwaloni’s vision could make Ayobo Ipaja a model for local governance in Nigeria.

A newly surfaced case in Ondo State is raising serious concerns about police conduct and alleged misuse of authority under Assistant Inspector General (AIG) Abiodun Asabi, who was tasked with overseeing security and restoring peace in Zone 17, covering Ondo and Ekiti States. The directive, as reported by the Inspector General of Police in February, emphasised that AIG Asabi was to “oversee a comprehensive and coordinated security response” to bring stability to the region. However, events since his assumption of office appear to tell a different story, with critics pointing to alleged bias and interference in ongoing cases. The case at the centre of the controversy involves a violent incident that took place on 22 April 2022. During what was described as a peaceful gathering, Olaleye Awonusi, the primary defendant, allegedly attacked one of the complainants, Alhaji Sule Alimi, smashing a bottle over his head in an unprovoked assault that left him injured and bleeding. Reports indicate that Awonusi then instructed his associates, including Dotun Awonusi, Adesoji Adeyemi, and Azeez Akinbote, to assault others present, prompting Alimi to flee and seek protection from the Ondo Police Area Command. Initially, the case against Awonusi was struck out but has recently been reinstated after extensive public agitation, including widespread media coverage highlighting alleged injustices in the case. Awonusi, who briefly celebrated freedom from the court, soon found himself embroiled once more as the case was revived. In response, Awonusi reportedly sought intervention from AIG Asabi’s office to also file new complaints against his nominal complainants, including allegations against Alimi and Chief Barrister Loghofela Ayoola, relating to an alleged assault on Dotun Awonusi and his wife, Aina—an issue that had previously been established as untrue by the office of the Police Area Commander situate at Ondo, in whose office the said Dotun Awonusi had fled through the window to avoid prosecution. As tensions escalated, the nominal complainants-turned-suspects responded by filing a Fundamental Human Rights Enforcement Action with the Federal High Court in Akure, aiming to react to what they believe to be an orchestrated campaign of harassment and intimidation. Court documents were served on the investigating officer and AIG Asabi, formally notifying them of the legal action. Yet, according to the defendants’ legal team, surveillance and alleged harassment continued. Officers from AIG Asabi's office have been reported to be keeping watch over the homes of both Alimi and Ayoola, allegedly using unmarked vehicles to conduct their operations. Critics have raised questions over the use of police resources in what they see as a pursuit of private interests, purportedly directed by an individual with substantial influence. In light of these developments, the defendants’ attorneys are now seeking a transfer of the case file to a higher authority, arguing that an impartial investigation is necessary to uphold justice. They contend that the outcome of this case has far-reaching implications, not only for the immediate parties but for public trust in the judicial and law enforcement system in Nigeria Written by Taiwo Owoeye. |
The Court of Appeal sitting in Lagos has reserved judgment in the appeal filed by the Medical Director of Optimal Cancer Care Foundation, Dr Olufemi Olaleye, challenging his conviction and sentence on a two count charge of defilement and sexual assault by penetration of a minor. The court presided over by Justice Olukayode Bada reserved judgment till a later date after parties adopted their briefs of argument in the matter. Other members of the panel are Justice Mohammad Ibrahim Sirajo, and Justice Folasade Ojo. On Oct. 24, 2023, Justice Rahman Oshodi of the Lagos State Sexual Offences and Domestic Violence Court had sentenced Dr Olufemi Olaleye, to life imprisonment for defiling his wife’s 16-year-old niece. In his judgment, Justice Oshodi held that the prosecution, the Lagos State Government had proved the charge against the defendant and the evidence against him was compelling. Dissatisfied with the judgment, Dr Olaleye approached the court of appeal seeking to overturn the decision. At the hearing of the appeal on Sept 24, the appellant through his lawyer, Senior Advocate of Nigeria, Kemi Pinheiro, argued that the the lower court erred when in the absence of any direct evidence, it held that the alleged victim of the crime was a child of 16 years at the time of the offence, adding that there was no direct evidence from anyone who witnessed the birth of the alleged victim of the crime. But the respondent through its counsel, a Chief State Counsel, Olufunmi Aluko countered the appellant’s argument, and noted that it had established the offences of defilement and sexual assault by penetration against the appellant beyond reasonable doubt which led to conviction of appellant by the lower court. The prosecution submitted that there were no contradictions in any of the testimonies of its witnesses. The respondent argued that to establish the offence of defilement, the following must be proven: that the child is underage; that the accused had sexual intercourse with the child; that the consent of the child is immaterial. She held that all these had been proven in the course of the trial which the trial judge relied on to convict the appellant. The respondent further stated that the evidence of the Prosecution witnesses PW1 (Mrs. Aderemi Fagbemi Olaleye, the appellant’s wife), PW4 ( Esther Igbineweka, police officer from Gender Section of the Nigeria Police), PW5 (Dr. Akinbunmi Oyebimpe – the medical Doctor that examined the Prosecutrix) and PW6 (Inspector Abe Leonard -The Police Officer from the Anthony Police Station where the case was initially reported and investigated) confirmed the consistency of PW2 (Survivor’s ) account as to her age. In his appeal, Dr Olaleye had also contended that the medical report of the examination of the survivor tendered by the respondent and which the court relied on did not indict him as the person who committed the offence. In response, the state counsel argued that the judgement of the lower court was not reached solely on the medical evidence, as the medical evidence was just to prove a critical ingredient of the offense of penetration, as well as to serve as corroborative evidence to prove that there was penetration Into the vaginal canal of the survivor. “The judgement was reached based on the medical evidence as well as other compelling and cogent legal evidence as produced and as adduced by the respondent at the lower court”. “These are pieces of legal evidence which proved that the appellant was the actual person who committed the offence and no other person particularly as he was identified by the survivor”. At the lower court, the survivor had testified that she opened up to a school principal and psychologist, Aunty Tessy who called PW1 (Mrs Olaleye) immediately to inform her. The survivor testified that the appellant had been sexually abusing her, that he introduced her to pornography and further graduated to MouthAction with her since March, 2020. She stated that the sexual abuse happened in their home, and the appellant does the act around 2am on a daily basis after switching off the CCTV camera in the home or turning the direction of the camera. She further stated that the appellant threatened her not to tell anyone. The Court of Appeal also specifically inquired from the State Counsel, what interest the complainant had to serve and Aluko responded that the complainant acted in the interest of justice, as a grievous crime against the State had been committed. At the lower court, PW 1 in stating her reason for the report of the crime perpetrated by the Appellant her husband of over (12) twelve years said, “My lord, I was raised to be a strong confident woman. Evil is evil regardless of who is perpetrating it. I have a girl child, I have 8 nieces who all look up to me, who stay with me…… My lord, if this is not curbed, the evil will continue, and my conscience and how my late mother has raised me will not let me rest to cover up evil regardless of if he is my husband or otherwise. After listening to the briefs of both parties, the parties adopted their arguments and the matter was reserved for judgment.

By Aisha Madugu and the Patriots, Abuja The administration of President Bola Tinubu has now been in office for 14 months and his cabinet ministers and other appointees have served for around 10 months plus. As the saying goes, you can judge how well things are going from the early signs. So far, this administration has appointed the largest number of ministers, advisers, senior special assistants, heads of parastatals and agencies of government but that has not translated into effective governance. The quality of the team is what matters, not the quantity, but unfortunately most of Tinubu’s ministers have failed to impress. To put it bluntly, we have many ghost ministers who are invisible and ineffective. Out of the 48 ministers, less than 10 are actually performing their duties diligently and remaining in the public eye. I doubt most Nigerians could even name more than 10 ministers off the top of their heads. The few visible ministers who seem to be working hard include FCT Minister Nyesom Wike, Works Minister David Umahi, Interior Minister Olubunmi Tunji Ojo, State Defence Minister Bello Matawalle, Economic Coordinator Wale Edun and Health Minister Ali Pate. Even the suspended Minister of Humanitarian Affairs, Betta Edu, could be considered among the top 5 most active ministers in this administration. I think the next time the government releases a list of “ghost workers,” some of these invisible ministers’ names should be on it too, and they ought to return their salaries and benefits. The president should not wait for 2 years in office before reshuffling his cabinet because the forthcoming National Protest will definitely see to forcing Mr. President in sacking some of these invisible appointees including some of the service chief who are more interested in looting the system to amass public fund for themselves. Even if you give some of these ministers and appointees 10 more years, they still will not perform. As Tinubu himself has said, Nigerians want to see results quickly. One will wonder why the Secretary to the Government of the Federation- George Akume, the National Security Adviser- Nuhu Ribadu, the Minister of Defence- Badaru Abubakar, the Chief of Defence Staff- Christopher Musa, the Inspector General of Police- Kayode Egbetokun, the Director of state security Service- Yusuf Magaji Bichi, the Chief of Defence Intelligence- Emmanuel Undiandeye, the Minister of Youth, Minister of Information and national Orientation, Minister of Niger Delta, Executive Secretary of TETFUND, DG of SMEDAN, MD NDDC, MD NPA, MD NIMASA, GMD NNPC Ltd, CBN Governor, MD FHA and other big appointees of government have blatantly kept mute over the soon to happen National Protest. The truth is that they don't want to spend a dime from the huge monies being alloted to them. Infact, some of them are abating protest tendencies in disguise. If not for Nigeria's failed security intelligence system, by now, the National Security Adviser would have had a meeting with the frontline Youth Bodies who are spearheading the planned National Protest for possible dialogue. The Ministers and other appointees would have reached out to key Protest coordinators from their respective states and regions to dialogue on the wayforward other than Protest. The two ministers incharge of Youth Development are raw misfits for the job as none of them has command of any Youth organisation in Nigeria. President Tinubu must be pitied at this point in time because he seem to be alone with just a very few appointees working to see him succeed while the other majority of appointees are after how much money they will grab before leaving office. Going by the tactical plans and flows of the forthcoming Protest as monitored by our technical team on social media platforms, it is factual to say that the handlers are perfecting every move to ensure that the failures of Endsars doesn't repeat again. Yes, it is true that the Protest has sponsors but from our independent investigation as concerned citizens, the names mentioned by the Presidency as sponsors of the soon to commence Protest are 90% incorrect. For us, we will just say that internal sabotage is rather playing a vital role in this regard. Even most Pro-government youth bodies are chiefly in the organogram of the key piloters of the said protest as most of the heads are secretly laying claims of being disenfranchised and not being carried along in the scheme of things under President Tinubu's administration. The economic team needs to do better instead of relying solely on the dictates of the World Bank and the International Monetary Fund. The power minister seems totally out of his depth in that role. The president does not need a psychic to tell him that the man is the wrong fit for that ministry. One year more is far too long for the president to wait before changing his appointees. Ten months is sufficient time to judge a team’s performance and fulfil any political promises. Ten months is enough time to settle political debts. Nigeria’s future is more important than any individual or political family. Nigerians have noted that apart from the few visibly performing ministers mentioned earlier, most have been remarkably invisible and ineffective. Nigerians are left wondering what exactly these dozens of other ministers have been doing since their appointments. Are they even showing up to work? What initiatives have they launched? What policies have they implemented? What progress have they made? It is high time they proved they are not just collecting salaries and allowances for doing nothing. Beyond the waste of public funds to pay absentee ministers and appointees, there are real consequences to having a void of leadership across federal ministries, agencies and security formations. Important work is falling by the wayside. Policy reforms are stalling. Service delivery is suffering. Critical sectors of the economy and society are drifting aimlessly without competent appointees to steer the ship. President Tinubu must light a fire under the laggard ministers and service chiefs. He should put them on notice that their performance thus far has been unacceptable. Those who fail to up their game within the next 1 month should be replaced without delay. Nigeria’s future economic prosperity and social development depend on having strong leadership and execution across all levels of government, especially within the president’s cabinet. 65% current crop of inactive ministers and appointees are hampering progress. In addition to shaking up the current cabinet, Tinubu may need to rethink his criteria for appointing ministers in the first place. Too much emphasis was placed on political connections, loyalty, and rewarding allies instead of nominating capable technocrats, experienced public administrators, and highly qualified experts within their fields. Going forward, competency, credentials, and a proven track record of leadership and results should be the main qualifications. One big lie that those bereaved with raw security intelligence have about the Protest is that Igbos will not participate... that is a big lie from those who just want to play to the gallery just to please Mr. President. Igbos who have soft spot for Mazi Nnamdi Kanu are seriously mobilising resourcing and humans to facilitate a well eartquaking protest that will see to the possible release of Nnamdi Kanu. The Elzazaki Movement are bubbling in readiness across the 19 Northern states in conjuction with key Pro-government youth organisations that feels neglected. The practice of handing out ministerial appointments as mere patronage positions needs to end. A swift and dramatic cabinet shakeup may be required to get this government on track and galvanize it into action. The clock is ticking, and the stakes are high for Nigeria’s future.

I. INTRODUCTION The Network for Democracy and Development (NDD), a multi-stakeholder national platform, is committed to the promotion of ethical leadership and good governance in Nigeria. In the wake of the activities marking another year in office by elected public officials across the country, the Network carried out an extensive engagement among its stakeholders on the state of governance in the past one year. Special attention was given to a few critical issues that affect us all. This update is the first instalment as the Network has put in place mechanism for regular interventions on the state of governance in Nigeria. II. GENERAL STATE OF GOVERNANCE In the current scheme of things, little suggests that government at all levels is accountable to the people. Even with the provisions for separation of powers and checks and balances, it is difficult to single out any institution of government that is free of compromises. While Nigerians pay close attention to the activities of the federal government, not much of life-transforming interventions is going on in most of the states that are closer to the citizens. Local governments which should champion community development are largely government only in name. The National Assembly which should be the people’s parliament carries on its activities with scant regard for the citizens it represents. While major bills that could affect Nigerians in some fundamental ways are proposed by members of parliament, the people are made to watch the debates from the sidelines. For instance, there is no evidence to suggest that bills on state police, return to parliamentary system of government, change of the national anthem and creation of new states which may require constitutional amendments emerged from an intensive process of stakeholder engagement. For context, it is important to state that Nigerians, the true sovereigns, need not wait until the parliament organises public hearings before they can have a say on these critical issues. The media which should set agenda for discourses on issues of national importance and the nation’s cultural and religious leaders who should serve as moral voices seem to be overwhelmed by the current state of things. NDD holds the firm belief that impunity, not corruption, is the greatest challenge that we currently face as a nation. III. SECURITY The Network salutes the patriots in the security services for their uncommon sacrifices to keep Nigeria and Nigerians safe. We acknowledge their unrelenting efforts to take the battle to the criminal elements who ravage our communities across the country. There is a general perception that security has marginally improved across the country in recent months. However, this is not backed by any empirical data. Perception can be misleading: while Nigerians, torn between hope and fear, might have adjusted to the sad reality and go about their activities, the true state of things may be underreported by the media. What is incontrovertible is the sad fact that the security challenges that the current set of leaders inherited last year have not gone away. Many farmers in different parts of the country have abandoned their farms as a result of insecurity. Bandits and kidnappers still strike on highways, in schools and in towns and cities. Not much has been done to deal with financiers as well as external forces who fuel terrorism and other criminal activities in Nigeria. What's more, many high profile suspects have found a way to circumvent the legal system. We have observed that the perennial concern about poor synergy among security agencies subsists. This challenge is further complicated by lack of a well-coordinated strategy to manage the security sector. More often than, the occasional successes that our brave men and women in uniform achieve were products of reactionary tactics rather than well-articulated and well-coordinated proactive strategy. The Network is keenly following the debate on state police. While we believe that Nigeria is grossly under-policed, we, however, advise that political leaders should consider other options under the current circumstances. Massive recruitment of new police personnel who may be deployed to their states of origin or residence by the Nigeria Police Force as well as the decentralisation of the management and funding of the service are cost effective and less politically explosive options. Besides, there should be more investment in intelligence gathering and technology to strengthen the security system. IV. ECONOMY The President has shown capacity to take bold decisions in order to take the country out of socio-economic doldrums. His direct involvement in the driving of the economic policies, continuity with projects inherited from the last administration and the opening of new frontiers at both local and global levels are quite commendable. While it is unarguable that Nigeria’s economy has experienced a long spell of instability, the Network believes that the manner by which the President removed fuel subsidy during his inaugural address on May 29 last year is at the root of the current economic challenges. Long before May 29 last year, there was a convergence of opinion among well-informed Nigerians that the government needed to take some drastic measures to review the subsidy regime. However, as we noted in our press statement on the subject on June 7, 2023, there was “inadequate consultation with stakeholders prior to the declaration of the removal of fuel subsidy”, “the root causes of the problem were not addressed while mitigating measures were not articulated”. The cocktail of economic policies that followed this proclamation has thrown Nigeria into a new era of high inflation. Naira is devalued at an unprecedented rate. Cost of living has risen drastically. Cost of doing business is becoming unbearable. Income inequality has widened. Real disposable income has declined. Labour productivity has taken a massive hit as people have to deal with existential challenges. The statistics that are available in the public space, including those published by relevant government agencies, especially the National Bureau of Statistics, are in the main concerning. The palliative measures which were meant to mitigate the effects of fuel subsidy removal and floatation of the Naira were poorly structured, poorly deployed and poorly managed across the country. The Network is concerned that, so far, the federal government’s economic policies are not coherently managed. The one day, one policy of surprises and suspense is unhealthy for a fragile economy like ours. More significantly, there is little to show that these policies are delivering tangible improvements in the living conditions of citizens. Even when citizens groan about their worsening conditions, government has not shown enough sensitivity with the new regime of tariffs that it throws at them. The primary responsibility of government is the welfare and security of the people. While we recognise the enormous challenges that our leaders face, above all else, a simple yet fundamental question that government at all levels should ask is this: has the quality of life of Nigerians improved in the last one year? All other performance metrics fall within the realm of details. V. GENERAL RECOMMENDATIONS The Network calls on the Federal Government to: 1. Review its economic policies towards making life more liveable for citizens; only the living can enjoy the full benefits of reforms. 2. Develop coherent national economic policy and security strategy. 3. Expand the scope of engagement with Nigerians on planned polices before they are announced and implemented. 4. Enthrone a rigorous vetting process before policies and legislations are approved by the President. 5. Review the governing team to ensure an efficient management of the affairs of the nation; there must be an immediate end to the flip flops in government’s decisions that we have witnessed in the last one year. 6. Develop a new national productivity policy that would put the majority of Nigerians to work in whatever sectors they choose to operate. 7. Push through its decision to achieve financial autonomy for local governments; however, this should go hand in hand with a new mechanism for ensuring transparency and accountability in governance at all levels. 8. Conclude negotiation on a new minimum wage within the shortest time possible. 9. Ensure an efficient management of the student loan scheme and other economic interventions. 10. Make available to Nigerians the metrics that the office of the Special Adviser to the President on policy coordination uses to assess the performance of government officials and their respective MDAs. 11. Work in concert with other tiers of government and strategic stakeholder groups to develop measures that would bolster citizens’ confidence in democracy as a beneficial system of government. VI. CLOSING THOUGHTS The Network urges the organised civil society to develop a comprehensive, evidence-based national framework for governance performance review to complement the efforts of the government. NDD, in conjunction with our collaborating organisations, shall commit resources to this important civic responsibility. God bless Nigeria! … Partners Dangote, NB to Sponsor Essay Competition on Drought Resilience As the June 5 annual World Environment Day celebration draws nearer, the Lagos State Environmental Protection Agency (LASEPA) has reaffirmed its commitment to implementing government-sustainable environmental policies aimed at mitigating climate change effects, promoting a circular economy and ensure environmental protection against drought and desertification. In achieving this, the agency stated that it is scaling up its advocacy campaigns in schools and colleges to carry youths along in the implementation of government reform policies geared towards combating climate change and greenhouse effect for sustainable environmental growth. As part of its school advocacy programmes for the World Environment Day celebration for the year 2024, the Agency stated that it is partnering with Dangote Industries and the Nigerian Breweries to sponsor an essay competition among undergraduate students across all tertiary institutions in the State as a way of involving youths in the task of environmental preservation. LASEPA's General Manager, Dr. Tunde Ajayi, who disclosed this at the weekend during a pre-event Press Conference held in Alausa, stated that the essay competition is aimed at raising the consciousness of youth on environmental preservation, desertification and other climate change mitigating efforts towards achieving a sustainable environment for a healthy living. The Theme of the Year 2024 World Environment Day, according to the LASEPA's Boss is: “Land Restoration, Desertification and Drought Resilience”, which also forms the topic on which undergraduate participants in the competition will be tasked. He said participating students are expected to give a write-up that will address environmental challenges in the State while exploring innovative solutions that could be useful in policy formulation. The General Manager revealed that the essay competition is open to undergraduate students of all tertiary institutions in the State and will attract a cash prize of N500,000 for the overall winner, while the second and third runners-up will go home with N300, 000 N200, 000 respectively. Ajayi explained further that there would be other consolation prizes for the participants in the competition, including becoming LASEPA's ambassador on environmental protection, gaining free access to LASEPA e-Library and LASEPA ISO-certified laboratories and other facilities for learning and research development. He therefore urged undergraduates across all tertiary institutions in the State to take the advantage of the competition to enrich themselves in knowledge and material resources, adding that every undergraduate student in all tertiary institutions in the State is qualified to participate in the competition, adding that the entry for participation closes on Wednesday, June 5, 2024. On how to participate in the competition and other necessary guidelines, Ajayi urged interested undergraduate students to visit info@lasepa.gov.ng or the agency’s other social media handles. In addition, the General Manager noted that relevant information and requirements on the essay competition have been sent to all tertiary institutions in Lagos, adding that after the submission deadline on Wednesday, 5th June, 2024, a panel of judges carefully selected on merit will grade the quality of the work submitted by participants for winners to emerge. Ajayi, who commended Dangote Industries, Nigerian Breweries and other sponsors for prioritising environmental sustainability in their Corporate Social Responsibility (CSR) policy, assured that the State government would continue to create an enabling environment for the growth of businesses in the State. He added that the agency will not relent in implementing government policies that will guarantee a sustainable environment that is devoid of pollution or other environmental infractions detrimental to the health of the citizenry. To improve the water transportation system on waterways, the Lagos State Government has awarded the construction of 13 new jetties and terminals across the State. The Eko Atlantic project, which is aimed to provide a permanent solution to the Lagos Bar Beach shoreline erosion in Victoria Island, is also at 70 per cent completion for reclamation with relevant infrastructure already installed. The State Commissioner for Waterfront Infrastructure Development, Yacoob Ekundayo Alebiosu, made this known on Friday at the 2024 Ministerial Press briefing to mark Governor Babajide Sanwo-Olu’s one year in office in his second term. In his address, Alebiosu said the new jetties would create more avenues for water transportation in the state. He said: “To complement the existing jetties and create more avenues for water transportation, construction of 13 new Jetties are currently on- going, while some are at advanced stages of completion. This is in addition to the seven jetties and terminals commissioned and handed over to LASWA for management last year. “At completion, these jetties are expected to promote safe and easy water transportation, reduce travel time and travel distance of communities, reduce pressure on roads as well as enhance commerce and tourism. It will also improve cooperation and interactions among the riverine communities, open up reclamation opportunities for the creation of waterfront schemes and improve connectivity in the coastal areas.” On reclamation and development of 150 hectares at Majidun-Awori, Ikorodu, the Commissioner said this was a private estate jointly owned by Fresh Water (FW) Dredging Limited, Amosu Awori Family of Majidun and others operating under the Garland Trade and Investment Limited to reclaim 150 hectares of Waterfront Land at Majidun Awori for commercial and real estate development. He noted that it was at above 15 per cent completion. Alebiosu at the briefing also spoke on Eko Atlantic “A Land Concession Agreement was executed between the Lagos State Government and South Energyx Nig. Ltd in the Year 2006 to provide a permanent solution to the Lagos Bar Beach Shoreline erosion in Victoria Island under Public – a public-private partnership arrangement. “The development of the Eko Atlantic City Project was incorporated into this agreement which is the reclamation and provision of Infrastructure on approximately 843.999 Hectares of land and the construction of 8.5km defense wall which is known as the Great Wall of Lagos at approximately 8.5 meters above Sea level. Lagos State Government is entitled to five percent of the sale on each plot of land on the scheme which is a source of revenue for the State Government. “The project is at 70 per cent completion for reclamation with relevant Infrastructure already installed and approximately 6.75km of the defense wall constructed. “This project has been able to prevent ocean surge and protect Victoria Island from erosion, provide job opportunities for people in and out of the created additional real estate (Land & Housing), enhance value of surrounding properties, Increase State IGR and increase tourism activities in the State.” In his address, Chairman, House Committee on Waterfront Infrastructure Development, Gbolahan Yishawu, noted that Waterfront and infrastructure was a very critical Ministry and the Governor of Lagos State is saddled with the responsibility of management of land in the state. He said: “The Governor of Lagos State is saddled with the responsibility of management of land in Lagos State as stated in the Land Use Act. The Land Use Act is a constitutional Act, no act or law can take away such powers from Governors of States. Whenever you see someone challenging a Governor of a State regarding land, then they must check themselves or retrace themselves because Governors are in charge of land and they operate through State Ministries.”

In his reaction to the recent development in Ondo State, a business mogul and a Prince of the ancient city of Ondo Prince Adekunle Adeya a. k. a Kunle Omo Alhaja addressed newsmen at Akure, the state capital. Adeya noted that In recent times, there have been debates for state or regional policing. An idea which should naturally fly in the interest of the masses, but in a twist of fate and in the most ironical way the masses are in a quiamire because their interests are already being trampled upon which if care is not taken could be a foretaste of what is to come if and when the national assembly passed the bill regarding state Police. Going by his exposure on how things are done in the western world,Adeya said 'In a more sane society, established security apparatus like Amotekun with the resources in their disposal ought to have estaminated kidnapping or at least reduce it to its nearest minimum. It is appalling to note that the Ondo State chapter of Amotekun which ought to champion the restoration of security and sanity in the south west has engrossed itself in one fiasco or the other.' He went further to state that when the late talk and do governor - Arakunrin Oluwarotimi Akeredolu spearheaded the creation and the functionality of Amotekun,it was with good intentions. But the aim is gradually being defeated as the Amotekun force which was originally meant to be at the borders of towns in the state and on the highways have their vehicles stationed across major metropolises in Ondo state doing God knows what! As if that was not enough, the Amotekun security outfit headed by Adetunji Adeleye have now taken upon themselves the work of the police force. Members of the force now seize motor cycles and exotic cars at will. They neither hand them over to police or charge the owners to court, rather they have devised a means by which the owners of the seized cars and motorcycles have to dole out money for them to have their properties back. According to Adeya, the state chapter got a whooping 800milliion naira from Niger Delta Development Commission ( NDDC) for the purpose of securing the facilities and the oil producing communities in the state. Unfortunately, the Amotekun leadership in the state failed to cover its tracks as it can not justify with evidential proofs of adequate security in those communities after the receipt of such a huge amount of money. It is yet an eye- saw that the innocent men and women at the lowest carde of Amotekun are not being paid the salaries due them. This is an action against all known laws and policies of the Federal Republic of Nigeria, workers are meant to receive their salaries as at when due, irrespective of the status. The last straw that broke the camel's back is the fact that the apex leadership of Amotekun has carefully perfected a method of paying ghost workers who are not officially enlisted in the force. ' Mr. Adeleye has the penchant of mal-treating his workers and subordinates, not only that, he uses his office to intimidate the good citizens of Ondo State ' , Adeya noted. It is appropriate for regulatory and correctional institutions like the EFCC to invite the leadership of Amotekun headed by Adetunji Adeleye for questioning. Similarly, Prince Adekunle Adeya saluted the prompt action of EFCC on the detention of the former state commissioner of finance Mr. Wale Akintehinwa. He noted that he had called the attention of the commission some weeks ago on a number of financial managements perpetuated by the commissioner. However, Adeya said ' Mr. Wale Akintehinwa alone didn't orchestrate the atrocities, the likes of Engineer Raimi Aminu of infrastructure, lands and housing commissioner in the administration of the late Governor of the state, and the former governor 's son Mr. Babajide Akeredolu should be invited ' Report by Bola Oluwole
