Our security agencies could now be better engaged through intelligent active collaboration with financial institutions.

Kidnappers will now know there’s a system that monitors/trails financial transactions and that the kidnapped family members may not have reported the crime. This may deter them and make the business less lucrative.

I believe those in authority know this possible solution but doubt if some may be comfortable with the end to end monitoring of all cash transactions.
