Rivers State sons and daughters studying abroad on scholarship were sent home because of #2B, yet, Gov. Wike wants to spend #22B to arm same Rivers Youths in the name of NEIGHBORHOOD WATCH.

The Gov. Wike lead administration has no good plans for the youths.
