A leader of the Fulani community in Oyo State, Alhaji Yakubu Bello, has urged President Bola Tinubu to form a cabinet peopled by capable Nigerians of all ethnic, religious and political persuasions to enhance the country’s unity and development.

He noted that Tinubu’s track record while he held sway as the governor of Lagos State, his sagacity and progressive politics stood him in good stead to become the kind of president Nigeria needs at this period to tackle its challenges and get back on track.

He saluted the president’s courage in confronting the contentious issue of petrol subsidy and commended him on the manner in which he is managing the outcome of the decision.

Bello advised Nigerians to bear the pains of the subsidy removal in the hope that the result will bring long-lasting succour to the citizenry.

- The frequent attacks have sent residents, especially those in communities, in panic mode A report by ThisDay indicates that three women have been confirmed dead in Plateau after they were shot by bandits in Vatt community, Barkin Ladi local government area of the state. The report quoted a youth leader in the community, Mr. Dalyop Solomon, saying that the victims were killed while they were harvesting tomatoes in their farms on Monday, October 7.

Solomon gave the names of the deceased women as Tabitha Joro Dung, Ngo Yop Gwom Pam, and Zong Peter. He said their corpses had been deposited in the mortuary in the locality. His words: “Our people are mourning because suspected armed Fulani militias invaded a tomatoes farm where local women were harvesting the crops at Vatt community.”
According to him, security agencies had visited the place and had promised to fish out the perpetrators. Plateau state continues to suffer numerous attacks from unknown gunmen especially in local communities.
Many residents in the state live in Internally Displaced Persons camp as their homes have been invaded and taken over by militia groups. The federal government's promise to relocate the IDPs back to their various homes and communities have not yielded any positive outcome.

“By stabbing the deceased in the lower part of his abdomen, she did not intend to cause grievous harm to the defendant. The defendant has established factors necessary to prove self-defense. I find that the defendant acted in self-defense as she was a victim of an unprovoked assault. The defendant is not guilty of murder, but I find her guilty of the involuntary manslaughter of Edet Ebong. Section 227 of the Criminal Law of Lagos State prescribes life imprisonment for the offense of involuntary manslaughter. This is a clear case of recklessness on the part of both the deceased and the defendant. I hereby sentence the defendant to ten-years imprisonment with no option of fine. The sentence will take effect from the month of August 2015 which is when she has been in custody,” Justice Taiwo said.
NAN reports that Edet’s trial commenced at the high court on July 5, 2017 with five witnesses including Esther Ebong, the sister to the deceased, a medical doctor and the Investigating Police Officer (IPO) testifying for the prosecution. In her testimony, Edet stated that the deceased came to her apartment at midnight and woke her up to request that she cook a meal for him, but she had refused because she was tired. “Upon hearing that I was tired, he went into the kitchen and saw the engagement ring he had given me beside the stove. He became angry and asked why I was not wearing the ring. He broke a mirror and used part of it to stab me, I was bleeding and I was crying out to the neighbors for help,” she said.

Edet further stated that it was during their scuffle that she stabbed Ebong in his abdomen with a kitchen knife. Earlier before the sentence was passed, the Defence Counsel, Ms. Favour Eboh-Mgbehoma, had asked that the court temper justice with mercy. "We plea to the honorable court to put into consideration that the defendant could have ended up being the victim.She is a first time offender, a young woman who has her whole life ahead of her.She has been in custody since 2015 when she was 23-years-old and she had learnt all the bitter lessons of life,” Eboh-Mgbehoma said.

Conflicting directives from Abuja municipal agencies and an unyielding minister may have cost Nigeria an opportunity to set a global record with the construction of what would have been the world’s biggest billboard in the country’s capital, Abuja.

The shoddy handling of the approval for the construction of the billboard by Abuja city officials has also cost Lona Global Resources Limited, an indigenous outdoor advertising company building the billboard, at least N800 million in wasted investment and a debt lawsuit to boot.
In 2017, when Idoko Ilonah, the chief executive officer (CEO) of Lona Global Resources, broached the idea of erecting the biggest billboard in the world, he was trying to outdo his other records in the outdoor advertising business.
In 2011, his company built the biggest billboard (20mx40m) in Nigeria – an LED digital billboard installed at the Murtala Muhammed International Airport in Lagos. Similarly, in 2016, it made another record by installing the biggest billboard in Africa (20mx80m) at the Nnamdi Azikiwe International Airport Road by Lugbe Interchange, Abuja.

Banking on how hitch-free the process of the installations of its two previous recording-setting billboards was, the company had already concluded an arrangement with the management of Guinness World Records and had made the necessary financial commitment for the endorsement of the planned world’s biggest billboard.


“We opted for the location to complement the aesthetic ambience and beauty of the proposed New City Gate, and for technical feasibility and projected profitability,” the company said.
When on April 24, 2017, Lona Global Resources got approval from the Department of Outdoor Advertising and Signage (DOAS) to install the billboard near the New City Gate along Airport Road, Mr Ilonah thought nothing was going to stop his company.
But he should not have been too optimistic.

Trouble started three days later when the executive secretary of the Federal Capital Development Authority (FCDA), Umar Jibrin, visited the site proposed for the installation of the billboard and faulted DOAS decision to allocate the plot for the installation of the billboard.
Mr Jibrin said the plot was within the area marked for the new Abuja City Gate and he ordered a review of the approval for the location. He also set up an interdepartmental committee comprising the directors of DOAS, departments of urban and regional planning, engineering services, public building, Abuja Metropolitan Management Council (AMMC), among others.


The committee, during its meeting of June 6, 2017, recommended a new plot along the Airport Expressway/Wawa (Centenary) district.
After its meeting, via a memo addressed to the FCDA executive secretary, and dated June 19, 2017, the Director of Engineering Services, M.S. Audu, an engineer, informed of the interdepartmental committee’s new location suggested for the billboard construction.
The memo read in part; “The recommended adjustment is to restrict the billboard within the airport expressway/Wawa (Centenary) district/New City Gate plot buffer, thereby eliminating the likelihood of encroachment into private committed plots within Wawa (Centenary) district. The Department of Public Building has been duly consulted in arriving at the above proposed mega billboard centre line alignment adjusted coordinates.”

The GPS coordinates for the location of the billboard it gave was 310413.213E/989441.997N and 310322.213E/989314.997N.
In a similar development, the Director of the Urban and Regional Planning Department, Zaliha’u Ahmed, in another memo addressed to the FCDA executive secretary, confirmed that the new site provided was arrived at after inputs from other relevant departments.
The memo read in part, “It was determined that the site (new site) is unencumbered and located about 150m away from the new city gate within the 60m wide buffer of the Musa Yar’Adua Airport Expressway.
“The proposed billboard does not encumber the adjacent Wawa District design. The site is expected to cover not more than 5,000m square bordering the present centenary city project.
“The proposed site is oriented ‘linear wise’. Site terrain has been established as suitable for locating the billboard structure.
“No obstruction posed by the erection of the billboard on site as there are no front-facing developments earmarked on the adjoining area. The hill and open space/green area behind the billboard will still be visible as a background.”

Mr Ilonah said after securing the new approval, work on installing the billboard commenced almost immediately. He said his company spent N800 million on the design and fabrication of steel and other items. He said he was, however, shocked when the Minister of the Federal Capital Territory, Muhammad Bello, ordered the work to stop.
The order was informed by a letter of complaint to the minister from the management of Centenary City Plc, promoters of the Centenary City project, objecting to the new location of the billboard.
The company argued that the erection of the billboard would obstruct the view of the city.


The letter, which was signed by the company’s managing director, Odenigwe Michaels, sought the minister’s intervention, suggesting the approval for the billboard’s location must have been given in error.
“The Honourable Minister may wish to recall that the Centenary City Project is an investment-driven project. As a result, an act that creates panic in the minds of the investors will not be good for the project. Let me also note that the claim that the location of the massive billboard is on a ‘Wayleave’ is not founded as wayleave is not intended for activities that will affect the adjoining developments,” he wrote.
Mr Ilonah told PREMIUM TIMES that his company wrote a series of letters to the minister explaining its position and predicament. He said his company was not even interested in insisting on its rights only appealed for understanding from stakeholders on why the installation of the billboard should not be stopped.

He said he even promised to remove the billboard whenever the government was ready to construct the new city gate. He said none of the stakeholders responded to his pleas.
“We took N300 million loan from a financial institution at five per cent interest rate and had already secured advertorial from the Globalcom Communications running to about N300 million as the first user of the board when completed,” he said.
Company Writes Vice President

After hitting a brick wall with the minister and other stakeholders, Lona Global Resources took its case to Vice President Yemi Osinbajo, who was the acting president at the time.
In a letter to Mr Osinbajo, in August 2017, the company argued that Mr Bello’s order stopping the installation of the billboard was not in consonant with the government’s avowed policy to better the ease of doing business and support for local content in public procurement.
The vice president, through a letter signed by the deputy chief of staff at the presidency, Ade Ipaye, wrote Lona Global Resources Limited, notifying it that Lona’s complaints had been forwarded to the minister concerned for “review and necessary action.”
PREMIUM TIMES cannot confirm if the minister responded to the letter from the acting president or not. But when reached for comment, Mr Osinbajo’s spokesperson, Laolu Akande, replied with a terse SMS: “Please ask the Minister.”
The company wrote another letter of appeal to the president in November 2018, but it seemed to have encountered a similar fate as that written to the acting president in 2017.

More than four months after the letter was successfully received, which was signed for by one M. Saminu on November 27, 2018, the president has failed to either acknowledge the letter or take any action.
When reached for comment, the president’s media aide, Garba Shehu, said enquiries on the matter should be directed to the FCT minister.
The FCT minister did not respond to multiple calls and SMS sent to his mobile phone requesting comment.
However, the minister’s media aide, at a meeting with Lona’s management on February 12, said the minister must be acting on the advice of relevant government departments including the security agencies. He added that the FCT administration was only concerned about the safety of the capital city and the protection of its laid down rules and regulations.

“The truth is that we are partners in progress because if investors are not in the FCT and Nigeria by extension, what would the government achieve? But while we are partnering, we need to recognise the fact that the Minister is only an appointee of the President and the security operatives usually give advice based on their observations on major developments including a project as big as this,” he said.
When reached for comment, Mr Odenigwe said the DOAS erred in approving the installation of the billboard at the location.
“No development on a road Wayleave should ever negatively affect the development adjacent to it. So the Department of Outdoor Advertising and Signage (DOAS) is not allowed to indiscriminately allocate sites without consideration of the effects on adjacent developments! That is due process.”
Debt Lawsuit

Meanwhile, Lona Global Resources said due to the failure to install the billboard, it has been unable to meet its financial obligations to the financial institution that loaned it N300 million. Also, the company is in trouble with Globacom over its failure to deliver services paid for.
“We, therefore, appeal to Nigerians to help us beg the FCT authorities before our business investments are finally ruined,” Mr Ilonah, the firm’s CEO, said.

As the Cerebrospinal Meningitis (CSM) season reaches its peak in Nigeria, no fewer than 44 people have died from the disease, the Nigeria Centre for Disease Control (NCDC) has disclosed.
The NCDC declared that the 2018/2019 meningitis season began on October 1. The agency said in preparation for this year’s outbreak, all states in the meningitis belt were formally placed on alert on November 8, 2018.
The meningitis outbreak is usually synonymous with the dry season. This begins around November and peaks around March and April, when the temperature is hottest before subsiding in June/July every year.
Since the onset of this year’s season, NCDC in its situation report (October 1 to March 17) said a total of 395 suspected cases have been reported from 14 states. Out of these, 43 samples were positive for bacterial meningitis. Most of the cases tested positive for the meningitis strain C. There are several different types of meningococcal meningitis (A, C, W) that can cause epidemics.
However, the C strain of the disease is quite new to the country and caused a major meningitis outbreak in Nigeria two years ago.

So far, 44 deaths have been reported in the latest outbreak taking case fatality ratio to 11.1 per cent.
In the reporting Week 12, 14 states – Anambra, Bauchi, Bayelsa, Borno, Ebonyi, Gombe, Jigawa, Katsina, Kebbi, Kwara, Niger, Sokoto, Yobe, and Zamfara – have recorded at least one confirmed case across 40 local government areas.
PREMIUM TIMES reported how the Executive Director, Niger State Primary Health Care Development Agency, Usman Ndanusa, said that CSM has claimed eight lives in Borgu Local Government Area of the state.
Mr Ndanusa, who is a Pharmacist, disclosed this in an interview with the News Agency of Nigeria (NAN) on Wednesday in Minna.
Cerebrospinal Meningitis



CSM remains a major public health challenge affecting countries in the African meningitis belt. In Nigeria, 25 states and the Federal Capital Territory (FCT) are often most affected.


CSM is an acute inflammation of the membrane covering the brain and the spinal cord. It can lead to death if left untreated. The disease is contagious and can be transmitted through tiny droplets of respiratory secretions from an infected person during close contact such as coughing or sneezing.
CSM is more common among children and people less than 15 years and deaths are higher among untreated cases. As the season gets drier, more cases are expected to be reported.

However this year, the country has not witnessed a large outbreak of the disease as compared to 2018 and 2017 respectively.
Between Week 1 and 11 (2019), 588 suspected meningitis cases with 36 confirmed laboratory cases and 40 deaths were reported from 141 LGA in 25 states. However, during the same period in 2018, 1872 suspected cases with 208 confirmed laboratory samples and 175 deaths from 191 LGAs in 25 states were reported.
Also when compared to 2016/2017 season, there is a decline. Between December 2016 and June 23, 2017, Nigeria recorded severe cases of the disease with a total of 1,166 people dead. Unfortunately, children between five and 14 were most affected accounting for 6,791 cases out of a total 14,513 cases recorded in 24 states.
Zamfara was the most affected state in terms of casualties, followed by Sokoto and Katsina. Together, they accounted for about 89 per cent of the cases in 2017.
The 2017 outbreak, which reached an epidemic alert threshold, was declared over six months after the first case in 2017. Fortunately, in 2018, the casualties from the diseases were not as high as that of the previous year.
However, a report from NCDC for the last four weeks shows that no local government has reached an alert threshold. Also, the casualties reported from the disease are also lower than in 2018.

The mass vaccination embarked upon by the government in 2017 and 2018 to contain the meningitis outbreak seems to be paying off.
In March 2017, the World health organisation supported Nigeria to request and receive 500,000-polysaccharide meningitis A+C vaccines from the International Coordinating Group (ICG) on Vaccine Provision
The vaccines, funded by Gavi, the Vaccine Alliance, were used for reactive campaigns in Zamfara (420,000), Sokoto (20,000), and Katsina (50,000) states.
“With the outbreak, almost 2.5 million doses of vaccines were provided for reactive vaccination campaigns. At the end of the exercise, 2,118,035 people (coverage of 86.7%) were vaccinated in 50 LGAs across 4 states to curtail the spread of the disease,” WHO had said.
According to WHO, substantial progress has been made in recent years in protecting Africa from the disease due to one of the main epidemic types, through the successful introduction of the Men A conjugate vaccine (MACV) against meningitis A.

“Since MACV was introduced in 2010, more than 260 million people have been vaccinated across 19 countries. This has resulted in a reduction of the number of meningitis cases by more than 57 per cent. Much work, however, remains to be done to protect the region from meningitis C outbreaks and other types of the disease,” the global health agency said.
Early Preparation

NCDC in its latest weekly report on the disease indicated that an early preparation has also paid off as surveillance of the disease started since October last year.
NCDC and partners had commenced preparedness activities, through the national CSM Technical Working Group (TWG).
The Director-General, NCDC, Chikwe Ihekweazu, said the TWG had completed a risk assessment exercise for prioritisation and issued letters of alert to states to ensure adequate preparation for the season.
He said the national Cerebrospinal Meningitis Emergency Operations Centre has been monitoring cases and ensuring preparedness and coordination of response across the states.
“The multi-agency CSM Emergency Operation Centre has been activated,” he said.
Media messages have been developed and disseminated through conventional and social media. Monitoring of the situation continues across the high-risk states. Outbreak investigation and control measures have commenced, he said.

Signs and symptoms of CSM

Signs and symptoms of CSM include sudden high fever, severe headache, stiff neck, sensitivity to light, difficulty concentrating and convulsion in children.
The major risk factors include overcrowding and sleeping in poorly ventilated rooms. The disease is vaccine preventable and can be treated if presented to the health facility early.
Five important things to prevent CSM

1. Avoid overcrowding and ensure adequate ventilation in the home.
2. Cover your nose and mouth with disposable tissue or blow.
3. Wash your hands frequently especially after coughing or sneezing.
4. Visit the health facility when sick.
5. Health workers should practice Universal care precautions at all times.

Three students of the Federal University of Technology, Owerri (FUTO) were on Wednesday found dead in a hostel after allegedly overdosing on mixture of tramadol, codeine and vodka.
A fourth student was still alive but unconscious and was rushed to hospital.
The bodies were found at the Sunshine Castle Hostel, Umuchima ihiagwa, one of the communities close to the university.

Two of them, according to a witness’ account, died instantly while the only lady amongst them and another male student were found unconscious.
They were immediately rushed to the Federal Medical Centre Owerri where they were admitted at the Intensive Care Unit.
The male student later died at the hospital, after efforts to revive him by a team of medical personnel failed.
Following the incident, students of the hostel have vacated the hostel while the caretaker has been arrested by the police.

The spokesperson of the University, Uche Nwaelue, said that the institution cannot yet confirm if the victims were its students.
The state’s police spokesperson, Orlando Ikeokwu, a Superintendent of Police, confirmed the incident.
“The caretaker reported the matter and our men visited the scene and found the four of them stark naked and unconscious,” the spokesman said.

Hours after President Muhammadu Buhari accused the National Assembly of inflating debts to be repaid by the federal government to deserving states, the legislative arm has denied any wrongdoing.
Mr Buhari on Tuesday said the total amount approved by the National Assembly to Delta and Taraba States was higher than the amount ‘approved’ by the Federal Executive Council (FEC).

He also asked the National Assembly to send details relating to the amount approved by the legislative arm to both states.
The debt repayment in promissory notes is for projects executed on behalf of the federal government by various state governments.
According to him, while the Federal Executive Council approved the total sum of approximately N78 billion as reimbursement to Delta and Taraba state governments, the lawmakers approved N90 billion, “which is higher than the amount approved by the Federal Executive Council”.

However, in a statement on Wednesday, the Special Adviser on Media and Publicity to Senate President Bukola Saraki, Yusuph Olaniyonu, said the president’s accusations and the media reports were wrong and must have resulted from “misinformation to the president by his aides”.
He said the Senate approved the exact figures for Taraba and Delta States that was submitted to it by the Executive through the Ministry of Finance as stated on page 402 of a document titled, “Federal Ministry of Finance Submission of Federal Government of Nigeria Outstanding Liabilities to National Assembly, May, 2018”.

Part of Mr Olamiyonu’s statement read, “the President had claimed in his letter to the National Assembly dated March 5, 2019 that ‘While the Federal Executive Council approved a total sum of N78, 601, 631, 430.16 as reimbursement to Delta and Taraba State Governments, the National Assembly approved N90, 236,461, 031.36, which is higher than the amount approved by the Federal Executive Council’.
“The Senate would like to clarify that the breakdown which the Executive through the Ministry of Finance submitted to the National Assembly showed that the outstanding liability due to Taraba State is N22, 254,062,330.08 while that of Delta is N67, 982, 398, 701. 28 while the total for the two states is N90, 236, 461, 031. 36.

“Therefore, the National Assembly approved the figures submitted to it by the Ministry of Finance as approved by the Federal Executive Council (FEC) for projects executed on behalf of the Federal Government. At no time did the executive forwarded the figure of N78,601,631,430,016 to us and we do not know where the President got that figure from.”
It said the Senate decided to make the clarification in order to set the records straight “and disabuse the minds of the general public”.
“We believe the President must have been misinformed and misadvised by his aides while writing the letter he sent on this issue to the National Assembly,” he said.
The statement however, failed to address another issue raised by the president – which is that the National Assembly failed to approve reimbursements to Bauchi and Kogi States after a FEC approval.

The Nigeria Police, in conjunction with Hewlett Packard (HP) Nigeria recently carried out a raids in Abuja, Lagos, Ogun and Osun states last month, successfully disrupting criminals dealing in production and trade of counterfeit HP print cartridges and components.

Several premises were targeted as part of the raid, including extensive outlet stores and a hidden manufacturing site for fakes. As a result, the authorities were said to have seized over 28,000 HP illicit cartridges and printing components.

Worried about the incessant fake HP products in the Nigerian market and in other regions of the world, HP, in collaboration with the Nigeria Police, established the HP’s Anti-Counterfeiting and Fraud (ACF) Programme, through which it is addressing the issue of counterfeit products around the HP brand.

HP, which has been operating in Nigeria for decades, said counterfeiting was illegal, and advised customers to watch out for genuine HP products before purchase.

“For users, such unlawful imitations can cause a multitude of problems including performance and reliability issues. Should your printer break because of using counterfeit ink or toner cartridges, you could also have issues with your manufacturer’s warranty becoming not applicable.

Jones, disclosed that across Europe, Middle East and Africa (EMEA), over the last five years, approximately 12 million counterfeits and components have been seized by local authorities, supported by HP.

At least 120 people have been killed in a series of alleged attacks by the Fulani militia on Christian communities in the Adara chiefdom of southern Kaduna in Nigeria since February, according to the nonprofit group Christian Solidarity Worldwide (CSW).

The organization reported 52 people were killed and 100 homes were destroyed last Monday in the latest attacks on Inkirimi and Dogonnoma villages in Maro, Kajuru Local Government Area (LGA). The victims included women and children.

Survivors of the attack told CSW that their assailants divided into three groups. One group shot and killed people, another set fire to homes as people ran away, and the third waited in the bush to intercept fleeing villagers.

The Gombe State Police Command said it had arrested a soldier attached to 301 Artillery Regiment Gombe for allegedly armed robbery and 19 others for various offences.
Mr Muhammad Mukaddas, the State Commissioner of Police, told newsmen in Gombe on Thursday. that the soldier was arrested on Wednesday along Tabra Village via Gombe Bye-pass.

According to him, the suspect has confessed to the crime and will soon be charged to court for prosecution.

“The police from Gombe Division arrested one Ojobo Sunday, a Private soldier attached to 301 Artillery Regiment Gombe in a case of armed robbery.

“The suspect boarded a commercial motorcycle Bajaj boxer, asked the motorcyclist Abubakar Garba that he wanted to make a phone call.

“At the point he pointed an AK47 Rifle with breech No. 16470 with 24 round of live ammunition and snatched away the motorcycle.

“The victim raised alarm and was chased by patrol team who received a distress call and subsequently arrested him,” he said.

He further said that 19 other suspects were arrested in a case of armed robbery, theft of motorcycle, receiving stolen properties, conspiracy and culpable homicide.

According to him, one woman among the suspects was also arrested for abandoning her five-day-old baby.

The police boss added that all suspects would be charge to court for prosecution.

He also appealed to people in the state to continue to partner with the police in providing useful information toward reducing the rate of crime.

Noble Youths Mass Support Association (NYMSA), an NGO, has congratulated the governor of Rivers, Nyesom Wike on his re-election.

Indigenous People of Biafra (IPOB) on Wednesday dismissed reports that members of the pro-Biafra group burnt a police station in Anambra.



Naija News recalls that the police on Monday paraded five suspected members of the pro-Biafran group over the burning of one of its police stations in Ajali, Orumba, Anambra State.

A statement by the group’s Media and Publicity Secretary, Emma Powerful, said the suspects recently arrested and paraded were not their members.



The pro-Biafra group wondered why police always linked IPOB which had remained a non-violent organisation, with criminal matters.

“IPOB members never carted way AK-47 rifles, burnt police patrol van or police station at Ajali, in Orumba, Anambra State, and will never do so until Biafra’s freedom is restored,” IPOB said.

The group also asked governors of Anambra and Abia States to release those arrested in their respective states, insisting that they remained responsible for the ongoing manhunt and illegal arrests as the chief security officers of the states.
