The six Governors of south west region under the
auspices of the Western Nigerian Governors Forum
on Wednesday formally admitted Lagos State into
the O’dua Investment Group with a total of
115million shares thus growing the share equity of
the company to 690million.

Lagos State into Oodua Investment Group at the
Quarterly meeting of the Western Nigeria Governors
Forum, held at the Lagos House, Alausa, Ikeja, on
Wednesday, March 28, 2018.
The Governors – Akinwunmi Ambode (Lagos), Rauf
Aregbesola (Osun), Abiola Ajimobi (Oyo), Rotimi
Akeredolu (Ondo) and Ibikunle Amosun (Ogun), in a
communiqué issued at the end of a two-day
quarterly meeting held at Lagos House in Alausa,
Ikeja, also ratified a document allowing Lagos to
acquire land in their respective states for massive
rice cultivation and production.
Specifically, all the Governors resolved to embark on
a Rice Accelerated Program for Integrated
Development (Western RAPID) to further consolidate
actions on food security and job creation in the
region, while a Regional Agriculture Summit to be
sponsored by Lagos State, was agreed to be held in
Ibadan in May 2018.
The forum, which is being coordinated through the
Development Agenda for Western Nigeria (DAWN)
Commission, also signified interest in the concession
of the Murtala Muhammed International Airport.
Reading the communiqué to journalists, Director
General of DAWN Commission, Mr Oluseye Oyeleye
said: “The States of the Region as a bloc will be
monitoring the process for the Murtala Muhammed
International Airport Concession into a world class
infrastructure.”
He said the Governors also resolved that DAWN
Commission, Focal Representatives and Agriculture
Commissioners of the region would hold a technical
session with Nigeria Incentive-based Risk Sharing
System for Agricultural Lending (NIRSAL) and
develop a state by state roadmap in four weeks
before the Regional Agriculture Summit scheduled
for May 2018.
It was also agreed that DAWN Commission should
work on reviving Regional Inter-School Football
Competition, and as well conduct a study on the
successes in Education in Ekiti State for peer
learning/adoption among the Western Nigeria states.
Also, the Governors directed the DAWN Commission
and the Focal representatives to structure a
programme on the Omoluabi Ethos of the Yoruba
people.
However, Ogun State Deputy Governor, Mrs
Yetunde Onanuga, who represented Governor
Amosu, raised some reservations about the land
deal, saying that the State Government on account
of previous issues with Lagos on the similar subject
matter would be refraining from releasing land to
the State until the said issues were resolved.
Nonetheless, Onanuga said: “We will be prepared to
sign this memorandum later when some of these
issues are straightened out.”
When asked by journalists on way out of the issues
raised by Ogun State, Governor Ambode said he
was optimistic that all the States would join in the
effort to ensure food security and create jobs for
the people.
He said: “What has happened is that we wanted to
expand the agric output of our rice mill and in doing
so, we decided that all the south west States should
be able to cultivate rice and supply paddy to the
proposed rice mill that is coming up in Imota in
Lagos.
“So, what we have done is that four other States
have agreed to sign the Memorandum of
Understanding which they have actually done today
and so what is happening between Lagos and Ogun
is that there were some minor issues that were
outstanding before and based on that they could
not sign today but you could also hear that they are
committed to signing when those issues are
resolved.
“We are having a 32-ton per hour rice mill in Imota
and we are going to require 32,000 hectares of
paddy cultivation which even the whole of the south
west cannot even provide but because we are
interested in integration and also independence, it
is important that beyond going to Kebbi or Kano, all
the south western states should also benefit from it
and the idea is that we are trying to procure land
there but we will also use the people and the
farmers in the respective states to cultivate the land
and by so doing we have created employment in
those States and we will be off-takers to the
paddies that they are producing and so I am able to
buy it and also use it for my own rice mill and then
sell it in Lagos and so I create employment across
the region and at the same time put money into the
pocket of our people,” Governor Ambode said.
Earlier, Governor Aregbesola described the
incorporation of Lagos State into the economic
framework of the south west region as historic and
long coming since 1948, adding that the
development would strengthen the O’dua
Investment Group and drive the development of the
region.

African and European diplomats on Wednesday
lauded Nigeria’s agriculture sector for its role in
pulling the country out of recession.

They gave their commendations at the ongoing 4th
International Agro Food Fair, taking place in Lagos.
According to Mr Ibi Ikpoki, representing the EU
trade delegation, the Nigeria agriculture sector has
played a huge role in the country’s exit from
recession.
“The Nigerian agricultural sector has also played a
crucial role in job creation, women and youth
empowerment and contributed immensely to
poverty alleviation.
“Therefore, I am delighted today that agriculture in
Nigeria is gradually evolving from being seen as a
mere activity to a business, moving primary
production to value addition.
“This is why this annual exhibition continues to be
relevant for the development of the agri-business
and packaging sectors among others.”
Ikpoki also congratulated the Nigerian government
for the improvement in the ease of doing business
in the country.
Citing figures from the EU Trade Desk, he said that
total EU trade in Nigeria increased by 27 per cent
from 19.9 billion euros in 2016 to 25.3 billion euros
in 2017.
“This trade increase mirrors the improvements in
Nigeria’s external trade as a country that exited
recession in 2017.
“Permit me to use this opportunity to congratulate
the Nigerian authorities for some notable feats
experienced in 2017, including the improvement in
ease of doing business.
“On ranking, we saw Nigeria jump 24 places from
169 to 145 and also emerged one of the top most
improved 10 countries.
Ikpoki also spoke on the EU’s increasing investments
in Nigeria, in spite of the bureaucratic bottlenecks in
doing business in the West African country.
The Netherlands Ambassador to Nigeria, Mr Robert
Petri, said also that the innovation Dutch companies
were exhibiting at the fair would help boost
agriculture processes in Nigeria.
“The Netherlands has innovative solutions for
agriculture and for tackling high population growth
and climate change such as in Nigeria.
Also speaking, the French Consul, Mr Laurent
Polonceaux, said his country’s partnership with
Nigeria on agriculture had resulted to the
participation of 50 French companies at the fair.
The Commercial Counsellor to the Austrian Embassy
in Nigeria, Ms Nella Hengstler, commended the
organisers of the fair, noting that Africa was the
new hub for Agro-food fairs.
“So, despite the visa wahala and all the travel
issues, I think it makes sense to come here and
exhibit our products in Africa.”
Similarly, the Acting High Commissioner of South
Africa to Nigeria, Mr Bobby Moroe, said that the fair
offered great opportunities to Africa and Nigeria.
“It’s a great opportunity for Africa and Nigeria. You
realise the statement made by the president that
Nigeria will not have oil forever.
The Agrofood fair is being held for the fourth time
in Nigeria with countries like China, Turkey and
some Nigerian agriculture entrepreneurs exhibiting
their produce at the fair.
Over 80 exhibitors and about 1,000 participants are

OYIGBO – The $186 million Afam Fast power project
would be ready for commissioning next month, the
Federal Government has announced.
The project tagged “power on the wheel” initiated
by the All Progressive Congress APC, government in
2016 would add 240 megawatts of electricity to the
national grid when it fully becomes operational .
The project located on Afam III the premises of
Afam Power PLC, in Oyigbo LocL Government of
Rivers State, is being executed in collabation with
the Government and the General Electric, GE.
Disclosing this during the ministerial press visit, the
Managing Director of Afam Power PLC, Engr.
Olumide Obademi said the turbines project is 90
percent completed.
According to him, “Similarly, the job on the 132KV
switchyard for power evacuation is already
completed.”
Engr. Obademi recalled that, sometimes in 2016, the
Federal government of Nigeria had an MoU with
General Electric, GE, to supply fast power in line wit
its incremental power programme.
Explaining further, he said, “By January 2017, the
civil works commenced in preparation for the arrival
of eight GE TM 2500 Turbines and its auxiliaries
with a total capacity of 240mw of 30mw each.
“Before the end of 2017, all the eight turbines and
the auxiliaries arrived site. installation and
asssemblying commenced immediately.
“Presently, the installation of the turbines and
generators had been completed, meanwhile the
installation of the auxiliaries are in progress and
about 90 percent completed.”
Speaking while conducting journalists rounds the
project, the Managing Director of General Electric,
Mohammed Mijandad said the project he described
as very beneficial to the country and its people
would be completed any moment from now.
He said the GE is only waiting the Federal consent
on the securitization for the project to take-off,
which according to him has capacity to supply
power to 1.5 million homes.
He added that, The TM 2500 generator set, which is
trailer mounted can also be installed faster than
traditional power plants and make it ideally suited
to meet nigeria’s growing energy demands.
He said the turbine is able to switch between gas
and LPG fuels can provide increased plant
operability allowing for more reliable power
generation.

ByMichael Eboh A member of the Board of Trustees of the Hydrocarbon Remediation Project, HYPREP, Mr. Mike Emuh, has said that the Federal Government is planning to engage a foreign firm that would convert wastes from the soon-to-commence cleanup of Ogoni land to electricity. In an interview with Vanguard in Abuja, Emuh, who is also the National Chairman of Host Communities of Nigeria Producing Oil and Gas, HOSTCOM, said the cleanup was yet to commence because of the issue of the wastes and the search for a suitable site where it can be dumped for the conversion to electricity. He said: “There was also a technical problem, which is if the cleanup takes up, where would the rubbish that was cleaned be dumped? Wherever it is dropped, it becomes toxic and becomes disastrous to health. Based on that, before the cleanup is started, you must have a site whereby the envisaged waste from the cleanup exercise can be converted to energy. “This type of arrangement is not yet practised in Nigeria. Get to Lagos and Kano and see the menace caused by wastes because of the population. If we are to carry out the Ogoni cleanup, we must have a company that would convert the waste to energy. That would also increase energy in the country.” Emuh, who is representing oil- producing communities on the HYPREP Board, said the cleanup is presently at the demonstration stages and a number of companies are already at the sites displaying their competencies. According to him, the project was delayed because of issues of locating a site where the wastes can be dropped for conversion to energy; Nigeria’s economic recession and challenges in the Niger- Delta region which hampered Nigeria’s revenue profile and the inability of the Federal Government to include the project in the country’s budget in 2016 and 2017. He said: “The issue of the delay in the cleanup of Ogoni land, running to two years now, is as a result of the nature of what the project looks like scientifically. Africa and Nigeria, specifically is not used to remediation projects. It has not been done before in Nigeria. “In terms of remediation, which is different from oil spillage cleanup, it has to do with getting back the original soil. A contractor, who is an expert in that, had to demonstrate. The demonstration is to prove that chemicals can be put into the devastated land and the destroyed ecosystem can be revived and the original water bodies that had been polluted can return to its natural state. “To demonstrate and prove that it can be done takes over one year, before the chemical can sink down and produce the result; before the ground begin to produce the normal plantations for which it was known for. That is what the contractors have done. “There is a little bit of relieve in the country and I believe that by June, many companies would have resumed, would have approved contracts for many companies to resume.” He maintained that ever since the demonstration was carried out by the Former Minister of Environment, Mrs. Amina Mohammed, the project had commenced, as since then, companies are at site carrying out demonstrations and are actually trying to prove the worth of their demonstrations. He stated that over 80 companies applied for the cleanup, while only one indigenous company displayed the required competency to fully undertake the project. “Based on the Nigerian Content Act, the contractors are largely expected to be from Nigeria, but we discovered that only one indigenous contractor is qualified, that had what it takes, in terms of its demonstration at the site. The rest are foreign contractors. “To demonstrate is capital intensive. You have to spend your own money until the contract is awarded to you. And you have to go for bidding based on public procurement laws. Those are the processes that the contractors are going through,” he noted. The Transmission Company of Nigeria TCN, said it has completed the installation and commissioning of two brand new 60MVA 132/33kV power transformers in its transmission substations in Uyo and Kano. electricity This is even as the company energized its Nsukka 30MVA transmission substation in 2016 that not operational, due to way leave issues. In a statement signed by the General Manager (Public Affairs) Mrs. Ndidi Mbah, TCN said that the brand new 60MVA 132/33kV power transformer in its Uyo transmission substation, was installed to replace the burnt 60MVA LEEC power transformer which caught fire in the substation last month. The 60MVA power transformer which was energized on 22nd March, 2018, increased the number of 60MVA power transformers in the substation to three and has equally increased the Uyo Substation capacity from 120MVA to 180MVA. The additional transformer capacity means improved power supply to distribution customers of Port-Harcourt DisCo in Uyo Oron, Mbo, Ikot-Ekpene Abak, Ethan, Airport and environs. In the same vein, the capacity of Dan Agundi Substation, Kano State, has increased from 60MVA to 120MVA, with the successful installation of a brand new 60MVA power transformer in the substation. The transformer installation which was initially awarded to a contractor was taken over by TCN engineers, with a mandate to complete installation within two weeks. The new Dan Agundi transformer TCN said, has been delivered and would be energized on Saturday, 24th March, after all the pre- commissioning tests have been completed. Once energized, electricity transmission to Kano Electricity Distribution Company for delivery to its customers in Kano would improve substantially. The statement further revealed that the Nsukka 30MVA Transmission Station, Enugu State, was energized on the 20th of March, 2018. The substation which had been completed since 2016, was not operational because of Right of Way issues as well as court injunctions which stalled the stringing of the 132kV transmission line to the substation. However, with the intervention of the Enugu State Governor, Ifeanyi Ugwuanyi, the transmission line project was completed and energized.
