reflexionz:You need to understand the purpose of this policy properly it is meant to deal with the poor services the Discos render due to their incompetence and poor infrastructure. By this move also the LPUs will buy their electricity straight from the Gencos there by utilizing the stranded power at the Gencos thereby creating a short term solution to that problem. The spinoff from this will be that the LPUs will be able to reduce their overheads, invest more thereby creating more investments and ultimately more employment generation will be enabled. The profit from the Genco end will be that they will receive more revenue and be able to expand their capacity by building more turbines thereby increasing available MW. The result of all this will be Nigeria being set on the path to sustainable energy availability. Lastly, the ordinary users will also benefit as the gap left by the LPUs will create availability so more power to the ordinary users. |

The embattled ex-Chairman of the Presidential Task
Force on Pension Reforms, Alhaji Abdulrasheed
Maina, has accused the 7th Senate, led by David
Mark, of aiding pension thieves.
The accusation, contained in a letter which leaked
on Friday, was written to the Senate on June 19,
2015.
In the letter, Maina alleged that over N3tn hidden
had yet to be recouped from 97 pension offices
before he fled the country.
Maina said in the letter that he was seeking a
review of his case.
Saturday PUNCH on Friday reached out to the law
firm representing Maina, Messrs Mamman Nadir &
Co., on 36 Ali Akilu Road, Kaduna, which confirmed
the authenticity of the leaked letter.
The letter, referenced PRTT/PEN/NASS/SEN/16/
VOL1/05, was channelled through Senator Nneji
Achonu’s (Imo North Senatorial Zone) office to the
Senate President.
The letter was titled: “Pension reform task team —
Appeal for review of investigation by the Senate
Joint Committee on Establishment and Public
Service and States and Local Government
Administration, 2011 – 2013.”
In the letter, Maina noted that the task team, which
took off effectively in January 2011, saved the
country N1.6tn from “pension thieves,” adding that
“we used financial intelligence to achieve
groundbreaking achievements in our assignment.”
He said the team’s efforts led to the arrest of 46
persons involved in the looting of pension funds and
were handed over to the Economic and Financial
Crimes Commission, which is now conducting the
trial.
From the leaked letter, it appeared that the pension
boss resurfaced in the country shortly after the
inauguration of the President Muhammadu Buhari
administration on May 29, 2015.
The letter read in part, “We, members of the
Pensions Reform Task Team, wish to use this
medium to apologise for our little late response to
reaching back to you. We had to put the issues
together and source for appurtenant materials. We
appreciate your understanding, sir.
“As a refresher, the PRTT was inaugurated on June
10, 2010, by the immediate past administration of
Dr. Goodluck Ebele Jonathan, GCFR, with a clear
mandate to restructure the Head of Service Pension
Office, Police Pension Office, among others. We did
our utmost best with precision and national
interests as our guiding principles.
“The PRTT took off effectively by January 2011. We
used financial intelligence skills to achieve
groundbreaking achievements in our assignment.
“N256bn is still stolen monthly. As it is, there is a
leakage of N256bn monthly from the current IPPIS,
which needs to be blocked urgently. We are also
aware of some government hidden accounts which
need to be mopped up. We can be used to engage
any department of government in sanitising the
financial workflow to avoid loose ends that remain
susceptible to leakages.
“Based on the revelations of massive/monumental
fraud and outright stealing of pension funds, which
was brought to public attention by the PRTT, the 7th
National Assembly by resolution dated November 2,
2011, mandated its Committee on Establishment and
Public Service, State and Local Government
Administration, to conduct a comprehensive
investigation into the management and
administration of Pension funds in Nigeria.
“There were general expectations that the various
dimensions of irregularities associated with the
management of pension funds in Nigeria would
come to an end as a consequence of the
investigations being conducted by the Senate Joint
Committee.”
Maina maintained that while the Senate haunted the
task team, the same body favoured the “pension
thieves,” adding that the Senate Joint Committee
ended up creating more problems than solutions to
the endemic corruption and fraud prevailing in the
system.
He said that before leaving Nigeria following threat
to his life, the PRTT had worked so hard that
pension payments stabilised.
Maina noted that the biometric system adopted by
the team exposed 73,000 ghost pensioners in the
office of the Head of Service alone.
“Some pensioners got a backlog of about 30 years
paid into their accounts. All payments were ordered
under the signature of the Head of Service monthly,”
Maina said.
Also, Maina disclosed that shortly after he was
forced out, the Office of the Head of Service was
enmeshed in a N35bn fraud.
He added that the ICPC conducted an investigation
into the matter but regretted that “till date, they
have yet to commence the prosecution.”
“Today, it (pension) is worse with the Police
Pension Office, where millions are taken out of
pension funds daily. We have pieces of evidence to
substantiate this,” he added.
Maina noted that his dismissal process was
concluded under 36 hours without giving him the
opportunity to be heard.
“As we write to you, Abdulrasheed A. Maina has
been dismissed from the Civil Service for being
absent for three days, while his life was under
threat following a gunshot attack on his person in
front of the Head of Civil Service Office, where his
office was located in February, 2013. Attached are
copies of letters from the Nigeria Police Force.

The Bank of Agriculture says Nigeria has saved
over $600m (N216bn) from not relying on rice
import from Thailand and other countries, after the
nation’s domestic mass production increased under
the Anchor Borrowers’ Programme.
The Executive Director, Risk Management and
Finance, Bank of Agriculture, Niyi Akenzua,
disclosed this when he led a delegation of the bank
management on a courtesy call to Oyo State
Governor, Abiola Ajimobi, in Ibadan, on Thursday.
Akenzua said it was worthy of commendation that
the country had committed itself to diversifying from
oil, with emphasis on revitalisation of agriculture.

According to the Ministry of Agriculture, Nigeria
import bill was $22bn (N7.92tn) as recently as
2016.
Akenzua said it was necessary to enlist the support
and involvement of state governments in the
Anchor Borrowers’ Programme, which, he said, had
freed the country from reliance on importation of
rice.
Akenzua said, “We enjoin Oyo State to participate in
the Anchor Borrowers’ Programme, as we
expanded the scope of beneficiaries. The pilot
scheme was so successful that $600m was saved
from rice importation due to massive rice
production in the country.
“One or two rice millers in Thailand closed down
because Nigeria, which has always been their major
importer, has stopped importing their rice.
“We used to spend $22bn importing food into
Nigeria and with our consciousness that every
square metre in the country is arable land, we felt
that it was not sustainable. Of course, the crash in
crude oil price has forced us back to agriculture.”
In his response, the governor commended the
Minister of Agriculture and Rural Development,
Chief Audu Ogbeh, for what he called the positive
changes he had brought into the agriculture sector
since taking over the ministry.
Ajimobi said that the state was supposed to be the
food basket of the nation if past leaders had seen
agriculture as a major solution to hunger and
economic driver, as well as a main source of
employment for the youth.
According to him, the state is in good stead to be a
major agriculture hub.
It is unclear how much the governor has focused
on agriculture since the inception of his
administration in 2011.
He advised the new management of the BOA to do
all that was humanly possible to sustain the
momentum in its renewed drive to revitalise the
agricultural sector.

Succour has come the way of police officers who served in the defunct Biafran Police during the 30 months Civil War as President Muhammadu Buhari has approved the payment of pension to those who were granted presidential pardon in 2000. The Pension Transitional Arrangement Directorate (PTAD) yesterday announced that about 162 of such retired police officers and 57 next of kin of those who died will be paid their pension benefits in the first phase of the payment with effect from tomorrow in Enugu. A statement from the PTAD management said after their pardon, a verification exercise was conducted for them by the defunct Police Pension office and recently by PTAD and the Police Service Commission. The statement reads: “The general public would recall that Nigeria witnessed an ugly Civil War between July, 1967 and January, 1970 and as a result of that unfortunate period in our history, some members of the Armed Forces, the Nigeria Police and paramilitary officers who took part with the secessionist were dismissed from the service. “The dismissal of those officers was commuted to retirement in the year 2000 through a Presidential Amnesty granted on May 29, 2000 by the Administration of the then President, Olusegun Obasanjo. “A verification exercise was conducted for the pardoned officers by the defunct Police Pension Office and recently PTAD on one hand and the Police Service Commission on the other. “Despite the presidential pardon and verification of these officers, many of them remained unpaid years after the pardon. President Muhammadu Buhari on Friday said allegations of under-representation of Igbos in his government were unfounded. He said while he gave the South-East zone four substantive ministers, he could not take any decision on foreign policy and investments without the input of two of them. According to a statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, the President spoke while receiving leaders from the region led by the Deputy Senate President, Ike Ekweremadu, at the Presidential Villa, Abuja. He said Buhari told his guests that while seven states in the North got Ministers of State in his administration, the South East got four substantive ministers. discussion between President Muhammadu
Buhari and the World Bank Group President ,
Jim Yong Kim , was deliberately twisted by
those who it said specialise in such acts.
Media reports had it that Kim disclosed in
Washington DC, United States of America ,

northern part of Nigeria.

support for the rebuilding of the North East
