Last night’s secretive and rather abrupt trip to London by Nigeria President-Elect Muhammadu Buhari caught several of his political associates unawares, several of them learning about it only when we broke the story.

Asked if the President-Elect had any health issues that may have required urgent travel overnight, they insisted he appears to be healthy.

Meanwhile, sources have told SaharaReporters that the efforts by the Minister of Petroleum Resources, Diezani Alison-Madueke, to speak with Buhari aboard the British Airways aircraft failed abysmally as the President-Elect only greeted her during the boarding process and then quietly settled into his seat 2K in First Class. The embattled Minister, SaharaReporters learnt, had somehow booked herself into seat 3K, seating directly behind Buhari on the six-hour flight.

Our sources said she rose up a few times and tried to stir up a conversation with the President-Elect, but that he only nodded and let her get back to her seat without permitting any dialogue. The flight arrived Heathrow in London at 2:15p.m. local time, but the passengers didn’t disembark until 2:45pm due to delays at the airport.

Other Nigerian dignitaries in the First Class compartment of the flight included the chairperson of the National Electricity Commission, Sam Amadi, as well as Senator Philip Adida, Segun Awolowo, and Hakeem Bello-Osagie, who sat in 4K directly behind Diezani.

When the airline crew announced passenger disembarkation, Buhari asked if Diezani had any of her bags in the overheard compartment so he could step out of her way. It then turned out she had occupied the entire overheard compartments with several of her carry-on bags, traveled with two of her aides also in First Class. Buhari was reportedly traveling with only one aide.

The Nigerian High Commissioner to the UK, Dalhatu Sarki Tafida, met Buhari at the airport.

As SaharaReporters reported earlier, Minister Alison-Madueke was originally scheduled to travel to the UK next Tuesday as she is billed to address the Nigerian Senate on Monday regarding the fuel scarcity crisis. Our source disclosed that upon learning of Mr. Buhari’s trip, she booked herself on the same flight in the hope of an opportunity of a direct discussion with the man who takes over the governance of Nigeria one week from today. Her Ministry, reputed as being one of the most corrupt, is likely to be among the first to come under Buhari’s scrutiny.

The leadership of the All Progressives Congress (APC) in Rivers State has described the eight-year reign of Rivers State Governor, Chibuike Rotimi Amaechi, as unequalled since the creation of the State in 1967, stating that Governor Amaechi is the best governor in the history of Rivers State.

“Governor Amaechi has set new standards in governance, not only in Rivers State but, indeed, nationally. History will record him as not only the best Governor Rivers State has ever produced since its creation but also as one of the best in the country,” Rivers APC said in a statement issued on Tuesday in the State capital, Port Harcourt.

APC, which made this declaration in the statement signed by its State Chairman, Dr. Davies Ibiamu Ikanya, said it came to the conclusion after a detailed study of Amaechi’s performance in office and comparing it with that of his predecessors, as well as his brother-governors across the country.

It thanked Nobel Laureate, Prof. Wole Soyinka, APC National Leader, Asiwaju Bola Ahmed Tinubu, and eminent jurist, Justice Adolphus Karibi-Whyte, for acknowledging Amaechi’s feats during their remarks at the recent public presentation of the compilation of the achievements of the Amaechi administration at Lagos recently by Dr Yemi Ogunbiyi and Dr Chidi Amuta in their book. ‘Dynamics of Change: The Amaechi Years’.

The statement said “Prof. Soyinka did not only describe Amaechi as the arrowhead of the change that led to the change in the country, a man of principle and strong conviction, who was willing to stand by his belief at a great risk, but also praised the giant strides made by the Amaechi administration.

Asiwaju Tinubu affirmed that Amaechi has charted the critical path to total political and economic emancipation of the people of Rivers State, leaving a legacy of high quality schools, hospitals, roads, bridges, security and human capacity projects, among others. On his part, Justice Karibi-Whyte stressed that Governor Amaechi was key in bringing all the ethnic nationalities in Rivers State struggling for leadership together and fostering peace in the State.”

Rivers APC said that Amaechi’s ability to achieve so much despite unceasing efforts by the extremely hostile Peoples Democratic Party-led Federal Government and some misguided Rivers State politicians testifies to the Governor’s uncanny gift in crisis management. It assured Nigerians that Amaechi will take the magic wand to the centre under the incoming APC-led Federal Government.

“We are confident that Governor Amaechi will continue to remain a worthy Ambassador of Rivers State and will set new standards in whatever position our great party and our leader, President-elect Muhammadu Buhari may wish to use him in the new dispensation,” Rivers APC said

A former Minister of Niger Delta Affairs, Elder Godsday Orubebe, has denied media reports that he was leaving the Peoples Democratic Party to join “his folks” in the All Progressives Congress.

Orubebe said in a telephone conversation with our correspondent on Tuesday that he was “a proud and committed member” of the PDP, who is with the President in his bid to reorganise the party.

He said those behind the fictitious report hacked into his twitter account.

The former Minister also threatened to drag online media houses, who published the story of his alleged defection to the APC without contacting him, before the court.

He said, “It is not true that I am leaving the PDP for APC; it is not true and it cannot be true. I am taking online media, who have published the story to court.

A cloth dealer, Cyprian Edundu, 38, has been arrested by the police for allegedly raping a nine -year-old girl.

PUNCH Metro learnt that Edundu, who is allegedly dating the victim’s mother, lives in the Ojo area of Lagos, where her lover resides. The indigene of Imo State had lured the girl to his room sometime in October 2014 and allegedly raped her.

It was gathered that Edundu, after the act, warned the girl not to inform anybody.

The girl, however, reportedly told her mother when Edundu tricked him into his room and attempted
to rape her the second time.

PUNCH Metro learnt that the suspect was apprehended after the minor’s mother, identified simply as Amaka, reported the incident at the Ojo Police Station.

Edundu, in a statement he made to the police, denied the allegation, claiming that he only sent the girl on an errand. He said there was a relationship between him and Amaka, adding that the woman used to send the girl to him whenever she needed money. He said:

“I merely sent her (the victim) on an errand. I didn’t rape her. Amaka, her husband and I are very close. One day she (Amaka) came to my room half-naked, asking for money. She seduced me one morning when she needed N5,000. That was the first time we had sex. She sent her daughter to me whenever she needed something.”

Amaka, however, refuted having extramarital affair with the suspect, but she admitted that she usually borrowed money from him. She said:

“I never went out with him (Edundu). Yes, I collected N5,000 from him, but I paid him back. The first money I got from him was N1,000. He is just a neighbour to me and nothing else.”

Edundu was brought before an Apapa Magistrate’s Court on one count of rape.

The charge read, “That you, Cyprian Edundun, sometime in October 2014, at about 10am on Semach Street, Agric, Ojo, in the Lagos Magisterial District, did defile a nine-year-old girl without her consent and thereby committed an offence punishable under Section 137 of the Criminal Law of Lagos State of Nigeria, 2011.”

A police prosecutor, Inspector Olusoji Ojaokomo, told the court that a medical test conducted on the girl at a general hospital in Lagos revealed that her “hymen had been ruptured.”

The accused pleaded not guilty to the charge.

The presiding magistrate, Mr. P.A. Adekomaya, admitted him to bail in the sum of N100,000 with one surety in like sum.

The case was adjourned till June 10, 2015 for mention.

Governor Abdulaziz Yari of Zamfara state has emerged chairman of the Nigeria Governors’ Forum, as exclusively projected by PREMIUM TIMES[1].

Mr. Yari emerged at the end of the meeting of the Forum held at the Lagos/Osun Hall of the Transcorp Hilton Hotel, Abuja, Nigeria’s capital.

The outgoing chairman of the body and Governor of Rivers State, Rotimi Amaechi, read the communique of the meeting to journalists.

Mr. Amaechi said Mr. Yari emerged chairman by consensus and would serve for a period of one year.

Mr. Yari was former deputy chairman of the Forum.

A new deputy chairman was however not elected at the meeting to replace him.

The Rivers Governor also said after over a year of bickering, the governors had now “reconciled and are United as a single umbrella association of the 36 state governors of Nigeria”.

Mr. Amaechi also said in the light of the fact that funds in the Excess Crude Account were last disbursed in May 2013, “there is the need for the Minister of Finance and coordinating Minister for the economy Dr. Ngozi Okonjo -Iweala to provide explanation for accruals to this account from June 2013 to April 2015 which is estimated at over N20billion”.

The Rivers Governor added that induction programme for new and returning governors would be held in June 2015.

He said the induction is aimed at equipping new and returning governors with knowledge of global best practices of establishing and running their offices.

In addition, Mr. Amaechi said the Forum resolved at the meeting to set up a Governors’ Forum Academy to be called “The NGF Leadership Academy” which will be responsible for capacity building of governors and other officials holding public office.

He said the academy would be overseen by the NGF secretariat.

About 20 governors, including some deputies, attended Monday’s meeting.

Monday’s meeting is the first time the state chief executives came together as a united body.

The Forum descended into crisis in May 2013 after the election of officials split the body into two.

At the election, held at the Rivers State Governors Lodge in Abuja, Mr. Amaechi defeated his Plateau state’s counterpart, Jonah Jang, by 19 votes to 16.

However, indications at the time suggested that the Presidency was pushing for the emergence of anyone but the Rivers governor as NGF chair because of the political differences between Mr. Amaechi and President Goodluck Jonathan and his wife, Patience.

After the election, Mr. Jang refused to accept defeat and formed a parallel NGF with his colleagues who voted for him.

As indication emerged Sunday that the Forum was uniting and electing a new leader, the Bayelsa state Governor, Seriake Dickson, circulated a statement demanding the postponement of the election.

His suggestion was however ignored, with the Niger state Governor, Babangida Aliyu, saying earlier on Monday that all governors had agreed to bury their differences, come together as a united body and move on.

Rivers State House of Assembly has extended its invitation to Commissioners and Head of Government parastatals to Monday, May 18, 2015.

The Deputy Speaker of the House, Leyii Kwanee, who presided over the plenary, gave the extension following theabsence of some commissioners others.

Kwanee declared: “If any person wants to test the will of this House, on Monday 18th 2015, 10a.m., we will be compelled to issue a warrant of arrest. No one can test the will of the House.”

The House had summoned the nine commissioners for Finance, Agriculture, Power, Health, Tourism, Information, Budget, Works and Transport.

Heads of ministries, department and agencies (MDAs), the Accountant-General, Chairmen of Board of Internal Revenue, Rivers State Assembly Service Commission and Secondary School Management Board.

But, on Thursday, only three Commissioners – Transport, Budget and Power – as well as the chairman, Rivers State Assembly Service Commission, appeared before the House.

The state lawmakers had summoned the government officials over the state’s economy and conflicting reports from government, which they said were “very embarrassing” to them, following a motion brought by the Deputy House Leader, Nname Ewor.

As the session commenced, the Deputy Speaker, Kwanee, had suggested that the House should adjourn to the next sitting to allow other officers invited to be present, adding that some of the commissioners wrote in to ask for permission.

Kwanee’s suggestion was strongly opposed to by some of the lawmakers, particularly the Deputy House Leader, Ewor, representing Ahoada East Constituency I and Benibo Anabraba, representing Akuku-Toru Constituency II.

Ewor, who presented motion, expressed: “If we want to screen them, they will rush down from any part of the world they are, to attend because they want to get job. This is a matter of urgent importance. I do not know what is more important to them than this. We need to do something, so, that we can be taken serious.

PRESIDENT of neighbouring Benin Republic, Mr. Thomas Boni Yayi yesterday met with the President-elect, Muhammadu Buhari where he pledged to support Nigeria in tackling the menace of the Boko Haram Islamists group.

Yayi, who met Buhari at the Defence House in Abuja, also pledged to strengthen cultural and bilateral ties between Nigeria and Benin Republic.

He had earlier paid a valedictory visit to President Goodluck Jonathan during which he described him as an example of African statesmanship.

The Beninoise leader, who fielded questions from journalists after the closed-door parley with Buhari, said he felt at home anytime he is in Nigeria.

Said he: “I am here to recognise the President of Nigeria, and congratulate him. ‎Benin is the 37th state of Nigeria, and 55 percent of population in Benin comes from Nigeria, you know I am at home here. So I am here because my brothers, sisters of Nigeria have recently chosen my senior, the President Buhari as the President in order to better their destiny. Buhari is well known to people because of his integrity, his experience as a former head of state of the great Nigeria.

The Benin Republic President said that Jonathan not only conducted one of the best elections in the continent, but also demonstrated rare statesmanship by conceding, noting that as Nigeria’s next door neighbour, Benin would have felt the negative impact of any social consequences of the elections in Nigeria.

He explained his inability to come to Nigeria to congratulate Jonathan before now for presiding over a hitch free and successful election and for congratulating his challenger, General Muhammadu Buhari even before the result was announced, but because of the legislative election held in Benin.

According to President Yayi, “I came to congratulate my brother, President Ebele Jonathan. He is a very great statesman; he organised the election peacefully in the largest country in sub Saharan Africa.

“To us the election was very transparent and peaceful and coming back, he took a wonderful decision by a great statesman by calling his challenger to congratulate him even before the final result was released.”

“We look forward to Buhari ‘s ability to take up challenges as Nigeria’s president in the sub region. Today, Boko Haram is the issue, peace is the issue, the enforcement of ECOWAS treaty is also an issue and we see Nigeria’s economy as the engine of the sub region economy.

“Mr. President, let me tell you that you are an able man, you can do all these things. May God Almighty, Allah let’s take the appropriate steps under your Presidency, so that your mandate will be successful for not only Nigeria, but for the good people of Nigeria, for our sub-region, our continent and the entire world.

“I have come to convey our congratulations of Benin to the President Elect, Buhari. Benin and Nigeria are very close. In the area of culture, tradition and the two countries are together as you know, I am sure that our President, President Elect will grant me with the same ‎solicitations given his mandate.

“Benin will always be by your side, the side of great Nigeria and will support the great Nigeria, after his inauguration. So, I want thank you my senior, the President Elect, God will bless him, God will bless the great Nigeria and our sub region, my President.”

The president-elect thanked the Beninoise president for felicitating with him noting that relationship between Nigeria and Benin republic would be strengthened under his presidency

He noted: “I am truly impressed with the prepared speech delivered by the President of Benin and we thank him very much for identifying with Nigeria. Being so close a neighbour and with the ethnic and cultural affiliations, which he identified, is making it easy for Nigeria

Minister of Finance Ngozi Okonjo-Iwela, has directed the immediate termination of the partnership with FORCECOM Networks Ltd., on the Graduate Internship Scheme (GIS) under the Subsidy Reinvestment and Empowerment programme (SURE).

This was contained in a statement issued to newsmen on Thursday in Abuja by Mr Suleiman Haruna, Communication Specialist to SURE- P.

The statement said the minister further directed that the firm should be investigated by the security agencies.

The minister said the firm should be investigated for deploying interns to work on mobile money business months after they were deployed to the company.

She also accused the firm for presenting `time sheets’ which showed that the interns had worked and requested payment of their monthly stipend when they did not work.

According to the statement, the GIS guideline stipulated that interns should be paid for the number of days they worked every month.

The statement said the Managing Director of the frim; Mr. Paul Okafor coerced interns to sign undertaking to pay N7, 500 of their monthly stipend for training with Lekki Business School.

It also alleged that the company fraudulently convinced graduates to register in Jan. 2015 and set their hire date as Nov. 2

The soldiers under the aegis of Patriotic officers said President Goodluck Jonathan could’ve stopped the Boko Haram insurgents from developing into a terrorist group, but he deliberately stopped efforts to snuff it out when it was still a mere threat.

"During these periods your government deliberately denied our troops of adequate equipment to arrest the situation on time. It is a well-known fact that your government budgeted a lot of money to combat insurgency”

“Everyone knows that part of the budget was used to arm the Boko Haram, thereby making them more ferocious and deadly as we witnessed.

“While most part of the budget was looted by your corrupt appointed senior military commanders. Imagine a whooping sum of over Four Billion naira is budgeted quaterly for the administrative and logistic upkeep of troops in the ongoing operations in the North East.

“Despite these entire huge amounts, our troops grossly complain of basic necessities including even their regular allowance. Lt Gen KTJ Minimah must be rhte richest Chief of Army Staff in history aside Lt Gen OA Iherjirika (rted),” it said.

It called for the removal of several officials who were imposed on the Nigerian army.

Former President Olusegun Obasanjo has rebuffed repeated pleas from concerned member of the Peoples Democratic Party to help revive the party following its defeat in the March 28 presidential election.

President Goodluck Jonathan, who flew the PDP flag in the March 28 election, lost to his All Progressives Congress challenger, Muhammadu Buhari, a former military head of state.

The party, which has ruled Nigeria since the return of democracy 16 years ago, also lost its majority status in the National Assembly just as it won a fewer number of states unlike in the past election.

With the defeat, the ruling party will now take on the opposition role as from May 29 when Mr. Jonathan hands over power to Mr. Buhari.

Since the defeat, the party’s senior members have been bickering with one another with some demanding the exit of its National Chairman, Adamu Mu’azu and other officers, who are accused of working against the party during the election.

Concerned about the future of the party, some of its leaders have been reaching out to Mr. Obasanjo to return to the party and help build it ahead of future elections.

The former president had in February directed a fellow PDP member and ward leader to openly tear his party membership card at a forum in Abeokuta, the Ogun State capital.

PREMIUM TIMES gathered that among those persuading him to return to lead the party were serving governors and federal lawmakers who believed the party should play viable opposition in the next dispensation.

Mr. Obasanjo’s close allies said the anxious party men have been pressuring the former leader, who was the first elected president on the party’s platform, by either visiting him or through telephone calls.

This newspaper learnt that the former president, who was also the PDP leader and Chairman of its Board of Trustees, has repeatedly rebuffed the request to return to the party.

Sources close to him said at some point he told those mounting pressure on him that rather than returning to the party he would encourage viable opposition from other standpoints.

“I’m done with party politics here on earth and in heaven. Period,” Mr. Obasanjo was overheard telling a PDP chieftain who telephoned him recently to raise the matter.

Mr. Obasanjo was also said to have told some people pressuring him that he could have considered returning to the party had his membership card not been publicly thorn before the general elections.

He was quoted as saying his membership card has been shredded and that “as it is now, a goat has eaten up the pieces”.

Mr. Obasanjo confirmed to PREMIUM TIMES in a telephone interview that he has been under pressure to return to the PDP but vowed not to do so.

“I’m not ready to discuss partisan politics because I’m done with it,” he said.

After a meeting with Mr. Jonathan sometime in February, the outgoing governor of Jigawa State, Sule Lamido, had assured that the PDP would beg Mr. Obasanjo to return to the party.

“When a father is angry with his children, the children should beg him. Baba is more than a party man. He is an icon, a national symbol and a leader and inventor, a creator of all the institutions today in Nigeria from the president to the governors, who are his own sons, are all his creations.”

“And so when a father is angry with his children, we will only say we are sorry to him. But then, we cannot be renounced for whatever it is…….We might have made some mistakes, but abandoning us is not the solution because the country is first before anything else. So, he is our Baba even up to the president.”

But Mr. Obasanjo told PREMIUM TIMES he has foreclosed any possibility of returning to the PDP.

“I agree that Nigeria needs a strong and viable opposition and I will continue to encourage that,” the former President said. “I will continue to do that even without belonging to a political party. I have moved beyond party politics.”

The Economic and Financial Crimes Commission, EFCC today re-arraigned Mamman Ali, son of former Chairman of the Peoples Democratic Party, Ahmadu Ali and two others for alleged complicity in N4.5 billion fuel subsidy fraud.

Ali was re-arraigned alongside another oil marketer, Christian Taylor and his company— Nasaman Oil Services Ltd before Justice Adeniyi Onigbanjo of a Lagos State High Court in Ikeja.

The defendants were previously arraigned on July 26, 2012 and their trial had commenced before their co-defendant, Oluwaseun Ogunbambo, absconded.

This prompted the EFCC to amend the charge against the defendants which led to the re-arraignment.

In the amended charge, counts of conspiracy, obtaining money by false pretences, forgery and use of false documents were increased from nine to 49.

The EFCC counsel, Mr Seidu Atteh said the defendants had fraudulently obtained N4.5 billion from the Federal Government between January 2011 and April 2012.

Atteh said the money was for subsidy payments from the Petroleum Support Fund for the purported importation of 30.5million litres of Premium Motor Spirit.

The defendants were also alleged to have forged a bill of lading and other documents which they used in facilitating the fraud.

The alleged offences were said to contravene Sections 1(3) of the Advance Fee Fraud and Other Fraud Related Offences Act of 2006.

The offences also violated Sections 363(a) and 364 of the Criminal Law of Lagos State 2011.

The defendants again pleaded not guilty to the charge.

Following the arraignment, the judge allowed Ali and Taylor to continue to enjoy the N20 million bail which he had earlier granted them after their initial arraignment on July 26.

Atteh told the court that the prosecution was ready to continue with the trial following its inability to apprehend Ogunbambo.

The matter was adjourned till June 30 for trial.
