How did you resubmit the second police report? What timing did you use to calculate when to submit the second police report?

Did your Eligibility and background checks say completed on the tracker?

Twice but the second one wasn't requested for I just submitted because I thought the first has expired.

Please I will like to ask, it’s been 5 months since I resubmitted my application after being returned for more information, I still haven’t gotten my AOR.
Has anyone experienced this before?

Yes is absolutely normal. Mine is resubmission too, while others were getting AOR in 2months I got mine in 4months. Nowadays AOR takes about 3months expect yours in 6months or more. I knew someone that got AOR in 8months, the bottom line is it doesn't matter how long it takes to get AOR you will still meet up with others once your application is transferred to Accra VO.

I resubmitted it March 2022, and the documents were received by IRCC March 17

Okay it's resubmission then, you have to be patient your AOR will not be 3months like other fresh applications because it's on the queue of resubmitted applications.
During mine I resubmitted as well, when others where receiving AOR in 2months I received mine after 4months AOR, biometrics and SA all at the same time and I still meet up with others that received AOR before me. Just be patient and hopeful you are still on track.

Please I will like to ask is there anyone that submitted his or her spousal sponsorship application in March and has received AOR from IRCC?
I resubmitted my application March 2022 after IRCC requested for more information, March 17 2022 documents was being received by IRCC, up till now I haven’t gotten AOR, and I read here that AOR do take 80-90 days.
This is the 5th month still no information from them.
