On Wednesday, we ran a story on the query the Bureau for Public Procurement (BPP) sent the Minister of Works, Power and Housing, Babatunde Fashola, over the award of 10 road and bridge contracts worth N166 billion.
The BPP said the minister and his ministry violated the laws guiding contract awards in Nigeria in the manner they selected contractors for the projects.
The procurement agency also asked Mr. Fashola to explain, among other things, why the costs of some of the projects were inflated and why some were awarded to unqualified firms. The construction of the roads and bridges, spread across the country, were appropriated for in the ministry’s 2016 budget. But hours after the story ran, Mr. Fashola’s spokesperson, Hakeem Bello, circulated a statement saying it was the valuation committee in his ministry, not him, which committed the procurement blunders identified by the BPP. He also made other hair splitting claims which sought to trivialise the serious issues of accountability raised in our report. Given that our first story was a long narrative of the issues raised by the BPP, and given that the minister may have been too busy to comprehend the key issues in that lengthy report, we believe it is necessary to summarise the issues into a few short questions for him to answer.
Mr. Fashola, below are the questions for you.
You claimed that it was the Evaluation Committee in your ministry that the blunders identified by the BPP and that you should be extricated from blame. But as minister, does every decision taken by the ministry not receive your approval before it is implemented? Does the buck not stop at your table? Did you not approve the report of the Evaluation Committee before it was sent off to the BPP?
Mr. Minister, why did you refuse to respond to specific issues raised by our report in the press statement circulated on your behalf by your media aide, Hakeem Bello, on Wednesday? Why did you try to trivialize serious issues of accountability and competence raised by the report?
Does it not worry you, Mr. Minister, that of the 10 first batch projects for which you sought Due Process Certificate of “No Objection”, none was able to scale BPP’s hurdle? That is like scoring zero over 10. What does that say of your leadership of the ministry?
Mr. Minister, you ran Nigeria’s wealthiest state for eight years. How come you did not know that your ministry should have submitted Environmental Impact Assessment (EIA) reports for the projects for which you sought approval? How come you did not know that EIA was a crucial aspect of project preparation?
Mr. Minister, can you educate us regarding why your proposed contract cost for the Kano-Zaria Road axis, with a distance of about 160 kilometers, was five times the cost of Kaduna-Zaria Road axis that is about 78 kilometres? Can you also explain why the cost is approximately 2.5 times the cost of Abuja-Kaduna that has about the same distance? Don’t you consider this as an outrageous contract inflation ploy?
Why did your ministry not know it was supposed to conduct and submit to BPP, Feasibility and Financial/Economic Studies for the projects?
Mr. Minister, If truly you have since answered the BPP query, why did your spokesperson, Hakeem Bello, fail to disclose this to PREMIUM TIMES when he was contacted for the story? Why did the same Mr. Bello who said he does not speak for the ministry but for you the minister, sign the ministry’s Wednesday statement?
Mr. Minister, why did you and your ministry turn a blind eye to what the BPP described as bid rigging by two companies- Messrs. Rahama Nigeria Limited and Messrs. F.I.K Global Limited – during the selection of contractors for the construction of Burga-Dull-Mbat II-Tadnum-Gobbiya-Badagari-Gwarangah-Sum Road in Bauchi?
Mr. Minister, the BPP accused your ministry of providing false and misleading information to it in what appears a desperate move to disqualify some contractors. Why did you allow that to happen?
Why did your ministry fail in 10 instances to adhere to the nation’s procurement law which demands that jobs be given to lowest bidders who have the financial muscle and technical competence and experience to deliver?

Then where does division of labour sets in? Our administration is full of FIGURE HEADS! Dollarization Of The APC Primaries: How Amaehi Vanquished Atiku #saibuhari
The blogosphere was inundated with reports of the excessive sharing of dollars at the All Progressives Congress which took place during the latter part of last week.
One APC supporter and Special Adviser to Osun Governor on Environment, BolaIlori had blown the scandal open after he saw the beginning stages of the dollarization in action.
He took to his Facebook page and scribbled, “Crazy things are happening here!!! Some of these cannot represent the change Nigeria is yearning for. Excessive dollarization by one of the aspirants to is to say the least obscene. I have been involved in political process for decades now, I have never witnessed this volume of raw dollarization of party primaries. I only read about this kind of things in PDP primaries. A question been asked by conscientious delegates is that whoever can be giving out between $2000 to $5000 to…delegates certainly does not represent the kind of change Nigerians want…those who contributed to the pauperization of Nigeria now revel in dollarization… majority of Ondo delegates are still standing with Buhari but have been reduced from 85% to 70% within 24 hours…the remaining has gone with dollars ooo.!!!!!”
One has to wonder how Buhari was able to win the primaries in this era of stomach infrastructure where dollars are like the Biblical manna that God sent down from heaven to nourish the Israelites as they made their way to the promised land.
Sources close to the APC with knowledge of the way the Primaries unfolded have revealed that it was Rivers State Governor, Amaechi who flew back to Rivers State and returned to Lagos on Thursday morning with enough dollars to make Benjamin Franklin blush.
It has been revealed that Atiku offered the delegates $5000 each, but Amaechi doubled it to $10000 a pop. Thus turning the tables in favour of General Buhari.
Since his adventure into the APC, Amaechi has gone out of his way to prove himself a party loyalist, always the first to shoki or azonto at the many events the APC holds, which he himself is usually the chief sponsor.
According to party insiders, Amaechi has overtaken Tinubu as the major financier of the party. One does not need to wonder why he is always at President Jonathan’s throat over misappropriated oil wells or other such business. Anything that diminishes from the State’s coffers will have a ripple effect on his funding budget for the APC.

After almost two years since Lagos state promised to prosecute the criminals responsible for the deaths. The Lagos State Governor, Akinwunmi Ambode, says he will enforce the verdict of the coroner’s inquest on the September 12, 2014 Synagogue Church building collapse. The governor in a statement by his Chief Press Secretary, Habib Aruna, on Thursday, said his government would uphold and enforce the sanctity of the law in the state, urging residents of the state to also respect the rule of law. Ambode said, “The coroner’s verdict of July 7, 2015, made a number of recommendations which the state government would act upon accordingly. “One of the provisions of the Coroner Law, 2007, is the provision that empowers a coroner to commence an inquest to find out the cause and manner of death which occur in an unusual manner.” The governor added that consequent upon the collapse building on the premises of the Synagogue Church of All Nations, the state government applied that a coroner’s inquest be commenced into the cause of the tragic deaths. He said, “Therefore, the Lagos State Government will cause the prosecution of the contractor, Akinbela Fatiregun of Hardrock Engineering Company Limited; and the Structural Engineer, Oladele Ogundeji, who constructed and supervised the collapsed building, respectively, at the Synagogue Church of All Nations for professional negligence.” The governor added that the government would also prosecute SCOAN for neglecting to obtain building approval before commencing the construction of the building, contrary to the provisions of the Urban and Regional Planning and Development Law, 2010. He appealed to residents of the state to always allow emergency responders to perform their duties during emergencies as they were trained for the purpose. “Also, land owners within the state, who intend to embark on construction, should employ the services of qualified engineers who must obtain building permit before construction,” the governor added.

To: My Brother and sister in d House,
Why are we discriminating between the attitude or say behaviour of the two Religions( Christian and Muslium) ?
Look at this matter about the so call MAN OF GOD, Late Pastor Timothy Olufemi Akanni , The Director of Finance and Supply of INEC while he was alive. It 's a pity and unbeleivable that a pastor of a Penticostal church in Abuja before his death in d october 22 Bellview flight 210 crash at Lisa in Ogun state has secretly married another wife legally without knowing to his only married wife at home which bring about all wahala after his death.(a pastor o)
My Brother n sister where are we going in this world?. Belief me sincerely this life has turned upside down and only God can save us.
YES, My point of view for posting this to the forum is for d two parties ( Christian and Muslim) to stop coment baddly about eah other. Why this? This is bc most people use to say Muslim use to marry more than one wife which most ladies of now adays dislike. (AGREED).
Now, which one is that of a so call man of God, Late Pastor Timothy Olufemi Akanni, that engaged himself in such a thing? Is that a good lagacy for his followers? My bro n Sister, let think twice and know what are doing . Dont look at d behaviour of the Religion leaders else follow d word of God in Holy Books ( Bible and Quran),
Nevertheless, we have seen another case like that of Pastor KING.S and many other cases like that in both religious .
Finally, My Bro N Sister, I will lik to say whichever religion u found yourself just beleif that, that is what God realy want for u and try as much as possible to worship him well in d right way of worshiping in your own religion and he shall answer your prayers.

EFCC seizes N7bn assets of INEC dead director Wednesday, 06 September 2006
The Economic and Financial Crimes Commission (EFCC) has secured a court order, confiscating alleged ill-gotten assets, worth about N7 billion, belonging to a deceased Director of Finance and Supplies of INEC, Pastor Timothy Olufemi Akanni. The assets include cash in local and foreign currencies; landed properties in choice areas in both Lagos and Abuja; shares in bluechip companies; registered schools, bakeries and expensive cars, among others.
The order was granted ex-parte by the vacation judge, Justice Anwuri Chikere, upon a request by the anti-graft commission on behalf of the Federal Government. The Commission had told the court that it was investigating Pastor Akanni for various weighty complaints touching on conspiracy, abuse of public office, diversion of public funds and money laundering.Besides, EFCC alleged that relations of the late Akanni and the deceased's cronies who were still being investigated over some petitions were making frantic attempts to withdraw money from the accounts of the companies sought to be forfeited, being alleged proceeds of fraud.
The anti-graft commission proffered arguments before the court on why all the assets must be confiscated, supporting same with affidavit evidence. The high court judge ordered all the assets and properties listed on two separate schedules by EFCC belonging to the late Pastor Akanni to be temporarily forfeited to the Federal Republic of Nigeria. The deceased director stripped of all his assets by the anti-graft commission was a pastor of a Pentecostal church in Abuja until his death in the October 22 Bellview Flight 210 crash at Lisa in Ogun State. He was one of the 117 passengers that lost their lives.
The interim order confiscating his assets, two weeks ago, was one of the last set of orders granted by Justice Anwuri Chikere of the Federal High Court, Abuja before she was transferred to the Kaduna Division of the court.Pastor Akanni was a director of INEC between 1996 and 2005 during which he allegedly acquired a huge amount of money. No petition was raised when he was in office as INEC director.
Trouble started shortly after he died when his assets were to be shared. Pastor Akanni was said to have married another woman legally without the knowledge of the only wife known to the family. The new wife who claimed to be legally married to Pastor Akanni with children showed up in Akanni's home, claiming to be his widow. The only wife at home never believed herself, given the fact that her husband was a respected man of God. But when the new wife tendered documentary evidence to back up her claim, the first wife known to the family vowed never to recognise her and that the alleged new wife and her children would not benefit from the deceased's assets.
All efforts to make the first wife see reason proved abortive, a development that provoked petitions to EFCC for confiscation of huge sums of money totalling one billion in two local accounts maintained by the deceased before he died. When EFCC moved in, it was discovered that the assets the two women were fighting over were insignificant, given others owned by Pastor Akanni in and outside the shores of Nigeria.
Assets worth N7 billion were uncovered by the EFCC. Investigations are still on-going in the matter since some accounts were traced beyond the shores of the country. But while investigations were on-going, efforts were made to tamper with the rest of the petitions, a development that made the Chairman of EFCC, Mallam Nuhu Ribadu, to apply to court for confiscation of various assets already uncovered and believed to have been acquired with proceeds from ill-gotten wealth.
The uncovered assets, belonging to the deceased pastor, now confiscated, and listed in two different schedules include a house at Victoria Garden City located on Plot H 70, Road 42, VGC; a plot of land measuring 3,510square metres at Banana Island, Foreshore Estate, Ikoyi; a plot registered as 25/25/26 of plot 4, block 5, measuring 1145.5sq metre; 4 terrace houses at Parkview Estate, Lagos; property on 11, Olaosebikan street, off Alli Street, Okota; Victory Plaza located at Area 11, Garki, Abuja and two duplexes situated at 13, Mississippi street, Maitama.

The fraudulent Redeemed pastors have a role model in their GO. collins011: ADEBOYE, REDEEM CHURCH LEADER IN N20 BILLION IMPORT WAIVER SCANDAL
The General Overseer of the Redeemed Christian Church of God, RCCG, Pastor Enoch Adejare Adeboye has been linked to a scandalous import duty waiver said to have cost Nigeria a whooping N20 Billion in revenue loss between 2006 and 2007.
A Fiscal Commission source in Abuja preferring anonymity told Pointblanknews.com during the week that pastor Adeboye, tapping into his well-known ties with former President Olusegun Obasanjo benefited from the shady import duty waiver in which Alhaji Aliko Dangote, Chief Mike Adenuga, Alhaji Saminu Turaki, Mr. Donald Duke and others were prime beneficiaries.
According to the impeccable source, the duty waiver granted Adeboye was said to have been used “dishonestly” by the church to import luxury Sport Utility Van, SUV (usually called Jeep in Nigeria), building materials and Digital Recording equipment some of which were said to belong to top members of the church both within Nigeria and abroad. In other words, the source surmised that Adeboye used his high level connections to “aid and abate” his church members to defraud the nation by not paying the requisite importation fees.
The source said that many of the RCCG’s faithful in Nigeria and abroad had celebrated the “unlawful act” as a “testimony to the goodness of the lord.” It was said that a Pastor Ghandi of the Jesus House, RCCG in Washington DC where the late first lady Mrs. Stella Obasanjo used to worship whenever she was in the United State, was a facilitator of the deal.
Many of the luxury cars that were said to have been imported through the deal were not meant for private use. They were said to have been sold at several car dealerships across the country. The source explained to pointblanknews.com that even if the items were not traded, it was unheard of that “people would import duty-free luxury items into any country.”
The official did not rule out the possibility of a thorough investigation of the deal which he said could make Adeboye to pay and possibly face charges.
A document made available to pointblanknews.com indicated that in 2006, RCCG got an import waiver of N9,831,109,309.00 through certificate no.,BO/REV/12235/S.2/T.133 to import construction materials; generators and vehicles. The value of the imports was N49,155,546,846.00.
In 2007, another import waiver was granted. This time through a certificate number BO/R10260/V111/161, RCCG was granted rights to import building/construction materials with value put at N48,988,454,876.00 with a total waiver of N9,757,690.975.20. The two waivers total N19,588,800,284,20, while the bulk transactions amount to N98,144,347,130.20.
Also 300 luxury cars with value put at $6,923,000, 100 Jeeps (SUV) valued at $8,000,000, Video Equipment valued at $12,000,000.00, were all part of the shady import deals.
It would be recalled that the comptroller General of Nigerian Customs Services, Mr. Jacob Gyang Buba had been investigated by the independent Corrupt Practices Commission, ICPC in connection with an annual loss of N50 Billion in respect of the importation tariff waiver introduced by the Government of President Olusegun Obasanjo.
The spiritual depth of some practices of the RCCG has been subject of concern amongst growing conservative Christian worshippers. Adeboye is often criticized for being interested in quantity and not quality. He is said to have broken his church to model parishes were prosperity theology is often preached. The other class of followership is usually called Redeemed Classical. They are more mortified and often completely scriptural. Apart from Adeboye’s too cozy with the high and mighty elite, he was said to have given tacit blessing to ex-president Obasanjo’s third-term Presidential dream that was truncated with sudden humiliation.
