Buhari’s administration to generate 20,000mw of electricity in four years – APCPCO

The All Progressives Congress Presidential Campaign Organisation (APCPCO) on Sunday promised to provide Nigerians with 20,000 megawatts (mw) of electricity within the first four years it takes over governance at the federal level. It maintained that its presidential candidate, General Muhammadu Buhari (rtd) will improve the nation’s power situation significantly, if elected.

The proposed 20,000mw of electricity to be generated by the party in four years time will surpass Nigeria’s present consumption rate of around 15,000mw, the party had said.

Disclosing this in a statement issued by its spokesman, Mallam Garba Shehu, APCPCO expressed disappointment that the federal government under President Goodluck Jonathan-led administration has only succeeded in adding 1.400mw to the national grid in four years.

We agree, the governors are a problem to the party. Governors like Okowa and Obaseki who had an agreement at the Southern governors forum, signed it and went ahead to betray to agreement.

Okowa was even worse because he was the chairman of the forum and the meeting was held in his house.

If these issue of betrayal by these governors isn't settled, the PDP is just playing with itself.

The problem of betrayals include
Them refusing to zone the presidential elections
Them refusing to make sure the presidential candidate and party chairman were not from the same zone.

These were the betrayals of 2022 that led to the betrayals of 2023.

Demola cannot rewrite historh

Wike is the most responsible for this 2023 failure of PDP to save us from ebilokan turn for continuing Buhari and APC shege that was fraudulently packaged as change.

2023: PDP and politics of healing Wike’s self-inflicted injury

Then, the race began in earnest for three years now, reaching a frenzy with the works of the two PDP committees on zoning. The first was the Gov Ifeanyi Ugwuanyi committee on the zoning of the PDP party offices. The Ugwuanyi committee quickly told the world the committee’s assignment did not cover zoning the office of the president. Though this was true, the question is: why didn’t the Ugwuanyi committee zone the PDP chairmanship to the North without aligning it to the divide that would produce the PDP presidential flag-bearer? The second committee headed by Gov Samuel Ortom of Benue state was specifically on the zoning of the presidential ticket and, with the votes of the representatives of all the 17 Southern states without any exception, the Committee unanimously recommended throwing open the PDP presidential ticket, which the PDP NEC simply upheld.

One thing irrefutably stands out – Wike shot himself in the leg. Here was a man who had an overarching influence on both committees but could not insist that the ticket be zoned South. Many had wondered why? The reason is also relatively in plain sight: the Southeast factor. As the clamour for zoning of the presidential ticket of the PDP to South reached its crescendo, many had pointed out the fact that though the PDP Constitution had prescribed zoning of the office of the president to be between North and South since the South-west and South-south had taken their turns in producing the president and the vice in this current dispensation in the persons of Olusegun Obasanjo and Goodluck Jonathan, zoning this time around, should not just be to the South but the Southeast.

Atiku Abubakar went a step further by offering to step down from the race if it would be agreed that the touted zoning to the South would mean micro-zoning to the Southeast. Wike and the rest could not take the Atiku challenge maybe because Atiku would likely back Peter Obi, who was his vice-presidential running mate in 2019 and an ally. The prospects of Peter Obi picking the ticket if PDP zoned South was so real compelling Wike to go for an open contest, believing he could pick it up ahead of Atiku, Tambuwal and Bala Mohammed, given his large war chest.

The lack of state-owned pipe-borne water in the homes of Lagos residents has continued to be a source of concern, a non-profit group, Corporate Accountability and Public Advocacy Africa (CAPPA) has said.

At a press event to mark this year’s World Water Day, the group said its monitoring team’s visit to state-owned waterworks showed that most of them are not operational.

The group said the waterworks it visited include the ones at Maryland, Mushin, Ikorodu, Obalende, Agbowa, Onikan, Ikoyi, and Amuwo Odofin.

Only the one in Ikoyi is producing water, according to CAPPA.

Abuja residents lament three-month water scarcity
5th February 2024

Residents of Karu, a suburb in the Abuja Municipal Area Council of the Federal Capital Territory are groaning over the lingering water scarcity in the area in the past three months.

The residents, speaking to the News Agency of Nigeria in separate interviews on Monday in Abuja, said that the situation was disheartening, especially for those who don’t have boreholes or dug-up wells in their compound.

The water scarcity, according to the FCT Waterboard, was due to a damaged pipeline feeding a major water treatment plant in Usuma Dam, Bwari Area Council of the FCT.

The residents, who said that the water scarcity had persisted for over three months, expressed disappointment that they were not warned in time for them to store water to be able to survive the scarcity.

Oil slump: Bring down fuel price immediately, Fashola tells FG ON DECEMBER 7, 2014

Lagos—As the global oil prices slid further downward, Governor Babatunde Fashola of Lagos State, yesterday, asked the Federal Government to review downward the pump prices of Premium Motor Spirit, PMS,  from N97 per litre in the country in tandem with the slump in world oil price. President Jonathan and Gov Babatubde Fashola of Lagos The Organisation of Petroleum Exporting Countries, OPEC, had last Friday, on its website pegged the oil price at $66.27 per barrel.

Fashola who blasted FG for its reluctance to adjust the pump price of   PMS, made the remarks while addressing hundreds of youths at the  Lagos State and After School  Graduation Development Centre,  AGDC, IGNITE Employability Project 5, Ikeja. He lamented that Nigerians were not receiving fair treatment from the central government like others in oil producing nation. Fashola said, “Now we should be enjoying cheap fuel if the price of oil has dropped globally. Even as we import the product, a major component has reduced in price and while this has reduced, the pump price of fuel in the country still remains the same. “Then something is wrong. If the price increases in the country when the price of oil goes up globally, then it should also reduce when the price of oil drops. “I understand that I am not an economist; they (Federal Government) are the economists. But I have some logic and common sense to ask critical questions.

For instance, if one buy flour at N10 per kilogram, and the bread was sold at N1 per loaf. If the price of flour drops, the price of the bread should also change,” Fashola added. The governor, therefore, urged President Goodluck Jonathan led administration to follow the footstep of other countries that have reduced the pump price of oil products for their citizens. Fashola noted that the oil sector of the country had not been improved to address challenges confronting the nation especially unemployment, saying “The economy is not doing well. Some of you (audience) are compelled to try to survive through whatever means.” On how the oil sector would have addressed the unemployment challenges, he said. “If we are trying to build refinery with Dangote in Lekki Free Zone, LTZ, in Epe; and the construction alone would require 8, 000 workers. It means that they must get to work and back. So there is need for transportation service, there is need for food and other services during work and post construction. “So if we stop importing fuel, and start building refineries and doing other things right the economy will lift. If you build a gas grid for the country and rough estimate indicated that investing $5 billion, many businesses will began to get gas and some of the power installation can also convert to gas and others, there would be sudden positive effect on the country’s economy.”

Betta Edu may have the answers you seek.

Esther125:
An activist, Reno Omokri, has said the prayers of Bishop David Oyedepo of Living Faith Church should have made the suspended Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, conscious of setting good examples while in office.

.ng reported that President Bola Tinubu has suspended Edu for instructing the Office of the Accountant-General of the Federation to pay the sum of N585.18 million into a private account owned by one Oniyelu Bridget, said to be the project Accountant, Grants for Vulnerable Groups in Akwa Ibom, Cross River, Lagos and Ogun states.

The Accountant-General of the Federation, Dr Oluwatoyin Madein, rejected Edu’s directive and refused to pay the said sum.

Tinubu, while suspending Edu, ordered the Economic and Financial Crimes Commission, EFCC, to investigate the minister thoroughly.

Reacting, Omokri said the scandal involving Edu was a wake-up call on Nigerians to distance politics from religion, adding that competence should be the only criteria to occupy an office.

Posting on X, Omokri wrote: “Just the fact that Bishop Oyedepo prayed for you to become a minister alone should have made you more conscious of setting a good example. While nobody is perfect, this recent episode, along with the scandal involving the Yes Daddy leaked audio and the Bishop, is yet another indication that we should not mix religion and politics.

“Competence should be the only qualification for high office. An irreligious person who is competent is likely to be better than a religious person who is not competent or capable. We cannot pray for a better country and then pray for people to occupy positions of power that they are not qualified for.

“That is why China, a country that has wholly divorced all forms of religion from its politics, is feeding, equipping and building Nigeria, one of the most religious countries on Earth.”

Recall that Edu had in a testimony, revealed that Tinubu appointed her minister after Oyedepo had prayed for her.

She disclosed this during the 2023 Living Faith Church’s annual programme, Shiloh.

Insecurity: Recruit 50 million youths into army, Tinubu urges FG

All Progressives Congress chieftain, Bola Tinubu, on Monday, urged the Federal Government to recruit at least 50 million youths into the Nigerian Army to boost Nigeria’s fight against terrorism, banditry and all forms of internal and external security threats confronting the nation.

Tinubu spoke at the 12th colloquium to celebrate his 69th birthday in Kano State.

He said, “We are under-policed and we are competing with armed robbers and bandits to recruit from the youths who are unemployed —33 per cent unemployed?”

“Recruit 50 million youths into the army,” he stated, adding that “what they will eat —cassava, corn, yam, will grow here.”

The APC chieftain, while reacting to recent statistics by the National Bureau of Statistics that over 23 million Nigerians are jobless, also urged the government to create jobs for youths in the agricultural value chains.

He said, “Don’t talk about illiteracy, anybody who can hold a gun, who can handle a gun, who can cock and shoot is technically competent to repair a tractor in the farm.”

Lord Lugard, the former governor-general of Nigeria, in 1926, wrote his unfiltered thought about Nigerians. From his book, The Dual Mandates, come these excerpts: "In character and temperament, the typical African of this race-type is a happy, thriftless, excitable person, lacking in self-control, discipline, and foresight. Naturally courageous, and naturally courteous and polite, full of personal vanity, with little sense of veracity, fond of music and loving weapons as an oriental loves jewellery. His thoughts are concentrated on the events and feelings of the moment, and he suffers little from the apprehension for the future or grief for the past. His mind is far nearer to the animal world than that of the European or Asiatic, and exhibits something of the animals' placidity and want of desire to rise beyond the state he has reached.

"Through the ages, the African appears to have evolved no organised religious creed, and though some tribes appear to believe in a deity, the religious sense seldom rises above pantheistic animalism and seems more often to take the form of a vague dread of the supernatural. He lacks the power of organisation, and is conspicuously deficient in the management and control alike of men or business. He loves the display of power, but fails to realize its responsibility - he will work hard with a less incentive than most races. He has the courage of the fighting animal, an instinct rather than a moral virtue. In brief, the virtues and defects of his race -type are those of attractive children, whose confidence when it is won is given ungrudgingly as to an older and wiser superior and without envy. Perhaps, the two traits which have impressed me as those most characteristic of the African native are his lack of apprehension and his lack of ability to visualize the future"

Guys lets discuss the thoughts of Lord Lugard. he had  a supremacist view obviously. But is he right in the way he describes Nigerians and Africans in general? How many of the issues that he raises are valid?

Letz get some responses

Joe Igbokwe, a staunch supporter of President Bola Tinubu and the All Progressives Congress (APC), has alleged that those who will rescue Nigeria have not been born.

Igbokwe, one of those who campaigned actively for Tinubu in the buildup to the election, said this while commenting on the cost of living crisis.

In a Facebook post on Friday, Igbokwe lamented that a bag of rice now costs N100,000

“With all the rice mills we have in Nigeria, my wife just told me that a bag of rice is now ₦100k plus. Without sounding immodest, I am constrained to say that the men and women that will rescue this country from self-inflicted pains and tears are not born yet,” he wrote.

Recently, Igbokwe, who served under virtually every Lagos governor since 1999, has been critical of some policies of the Tinubu administration, marking a departure of what he stood for.

Two weeks ago, he lamented over the hike in electricity tarrif, asking Tinubu to look into it.

In a post on his Facebook page three weeks ago, Igbokwe lamented that N20,000 worth of units only lasted him for just a day.

He said: “PBAT, please look into the new electricity tariff in Nigeria. It will kill businesses if the government does not act as quickly as possible. I have a small office in Surulere with about 7 units of AC.

“We used to buy 300 plus units for N20,0000. Yesterday we bought N20,000 worth of units and it lasted for just one day. They call it band A group. I pray that we review this.”

While reacting to a question posed to him by a member of the audience: “Is there any hope for Nigeria under the administration of President Muhammadu Buhari?”, Obasanjo replied, “Is there any hope for Nigeria under this administration? I came back from Geneva, Switzerland a few days ago to attend a conference titled, ‘Are elections giving democracy a bad name?’ We had an election, we elected a leader and the good thing about democracy is that the power you have to elect a leader is also the power you have to remove him. Flashback: How Bola Tinubu spoke highly of Buhari in 2015, named PDP ‘Poverty Development Party

National leader of the ruling All Progressives Congress, APC, Bola Tinubu had during the presidential campaign in 2015, referred to President Muhammadu Buhari as the only solution for the security and economic challenges facing Nigeria.

During a mega presidential rally, the former governor of Lagos State recalled how some powerful nations in the world returned to army generals when they were challenged, saying “Major General Buhari would revive Nigeria’s economy”.

He named the current opposition People’s Democratic Party, PDP as the “Poverty Development Party saying they had nothing to offer.

His words at the time were; “Every nation has a period of their own challenges, when America was challenged, they turned to one great man, their ex-military general, General Eisenhower. When the French were challenged, they turned to their general, Charles de Gaulle.

“When Britain was challenged, they turned to their general. Today, Nigeria is economically and physically challenged so we turn to General Muhammadu Buhari. He is the right man for the job. If you talk about military experience, he has it abundantly, he has courage, simplicity, he has it abundantly.

“If you talk about great determination, a combination of vision and ability to perform, honesty and integrity, he has it abundantly.

“I laugh when the incapable government, ‘Poverty Development Party’ PDP were talking. They have nothing again to say, they now want to question the qualifications of General Buhari and look for his certificate”.

Following the manifestos in 2015 which projected the APC presidential candidate as a ‘saviour’, Buhari defeated the then incumbent president, Goodluck Ebele Jonathan with Nigerians expecting a total change in security and economy.

May 12, 2016
Former governor of Lagos, Bola Ahmed Tinubu has expressed his immense support for President Buhari’s decision to remove the fuel subsidy.

In a statement released on Thursday in Lagos, Jagaban said that the Buhari administration made a prudent decision in the removal of the fuel subsidy. The statement read;

“We all want fuel at a cheaper price. under the subsidy, we got the right price but not the fuel. Meanwhile, some were getting rich on the common man’s predicament. They were laughing to the bank while the rest of Nigeria waited in the petrol line. This is not the way to democratic development. It is a recipe for creating a class of economic predators that would feed off the people and in time gain such power and wealth that they would seek to buy and control if not own government as well.

President Buhari has with this decision put an abrupt and just end to this assault against our economy and political system. He has made a courageous and prudent decision. It is time to end the fuel subsidy and to begin to subsidize the true needs of the people.
To Mr. President, I say congratulations for having the courage to remove the subsidy. The President has taken this tough decision in the interest of the present and future generations of Nigerians.

For some time, I have been a proponent of this action. I believed ending of subsidy was the only sure way to put to sleep the myriad demons that had invaded the subsidy process, sucking the blood of Nigeria, swallowing much of our needed money.

Are you asking this because your own state has water flowing in every building of the cities and towns? Or your state's leaders in the HoA and the governors are grossly incompetent dullards in this basic utility for the 21st century?
Should it bother a sensible person that Wike's failure to employ workers for this common utility is depsite Tinubu giving him TSA exemption?

During the Soviet dictatorship of Joseph stalin. He was a brutal dictator with mind of his own. On one fateful day, stalin came to Politburo meeting with a live chicken. Standing in front of audience, He started to pluck the feathers of the live chicken off one by one. The chicken trembled in pain, blood tricking out of its pores. It gave out grievous cries, but stalin being a cruel dictator continued without remorse plucking the feathers out until the chicken was completely Unclad. After which, he threw the chicken on the ground. The Unclad chicken was staggering in pain. stalin goes into his pocket and from his pockets, he took out some chicken food and started to throw it at the poor & hapless creature. The poor chicken in pain started eating and stalin started walking towards his seat. As he walked away, he kept dropping some feeds on the floor & the chicken followed him and sat feeding from his feet.

Joseph stalin then turned to members of his political party leadership. He said, "This chicken represents the people". "You must disempower them, brutalise them, beat them up, starve them and then leave them". "If you do this, go into your pocket & give them peanuts when they are in that helpless and desperate situation, they will blindly follow you for the rest of their life, worshiping you". "They will think you are a hero forever. They will forget that, you're responsible for their sorrowful situation in the first place." Breath taking, isn't it ?

Now! Take a look at all the people some Nigerians are busy defending on social media. Take a look at those they call their heroes. They are the same people who plunged Nigeria into the situation she is. They are the same people who are responsible for their predicaments. Did you see the numbers of people that throng to Saraki's House during this Sallah period to go collect peanuts? People trooping to Bola Ahmed Tinubu Foundation offices to collect branded One kilo bag of Rice & Noddles. Did you see the number of people of all ages who troop out to welcome Ex- convict James Ibori to South South! Do you see the number of handle mop following obi as if he is a seat? what of the one following dino malaye?

They said so in 2022 too but how did it end?
It ended in tears for Whiskey-drinking Wike and Pandora Bitter Obi.

One has to wonder how Buhari was able to win the primaries in this era of stomach infrastructure where dollars are like the Biblical manna that God sent down from heaven to nourish the Israelites as they made their way to the promised land.

Sources close to the APC with knowledge of the way the Primaries unfolded have revealed that it was Rivers State Governor, Amaechi who flew back to Rivers State and returned to Lagos on Thursday morning with enough dollars to make Benjamin Franklin blush.

It has been revealed that Atiku offered the delegates $5000 each, but Amaechi doubled it to $10000 a pop. Thus turning the tables in favour of General Buhari.

Since his adventure into the APC, Amaechi has gone out of his way to prove himself a party loyalist, always the first to shoki or azonto at the many events the APC holds, which he himself is usually the chief sponsor.

According to party insiders, Amaechi has overtaken Tinubu as the major financier of the party. One does not need to wonder why he is always at President Jonathan’s throat over misappropriated oil wells or other such business. Anything that diminishes from the State’s coffers will have a ripple effect on his funding budget for the APC.

In the span of three months, the Federal Government spent approximately N701m to fund the foreign trips of the country’s First Lady, Remi Tinubu, to five countries, Saturday PUNCH can confirm.

Recall that in 2023, the Federal Government allocated N1.5bn for the procurement of vehicles for the Office of the First Lady.

This budgetary allocation was outlined in the N2.1tn supplementary budget for 2023 approved by the National Assembly.

A breakdown of the budget shows the government planned to spend N2.9bn on sport utility vehicles for the Presidential Villa and another N2.9bn to replace operational vehicles for the Presidency.

Former Chief Whip of the Senate, Ali Ndume, however, claimed that the N1.5bn budgeted for vehicles was for the Presidency and not for the First Lady’s office.

However, checks by our correspondent, using GovSpend, a civic tech platform that tracks and analyses Federal Government’s spending, showed that the government paid out the sum of N700,707,532 over three months for the First Lady’s foreign trips to five countries, including two African nations.

On November 17, 2023, the government, through the State House headquarters transit account, released the sum of N77,659,888 for the purchase of foreign exchange ($94,314) for the First Lady’s trip to the United States.

On February 24, 2024, the government, through the State House headquarters transit account, paid the sum of N149,794,284 for the purchase of foreign exchange ($152,831) for the First Lady’s trip to France on January 4, 2024.

On March 15, 2024, the sum of N202,386,198 was also paid by the government through the State House account for the purchase of foreign exchange ($126,834) for the First Lady’s trip to Mozambique that month.

On the same day, the government paid N144,571,785 for the purchase of foreign exchange ($96,118) for the First Lady’s trip to Addis Ababa, Ethiopia, on February 9, 2024.

The government, through the same State House account, paid out the sum of N126,295,377 for the purchase of foreign exchange ($83,967) for the First Lady’s trip to London that month.

Additionally, the government spent a total sum of N314,231,472 on six programmes of the First Lady within four months.

Flashback Friday vibes.

anonimi:
Sanusi/CBN/FRCN indictment report continued

(C) Available information indicates that the Central Bank has over the years engaged in procurement of goods, works and services worth billions of Naira each year without complying with the express provisions of the PPA.

(D) By deliberately refusing to be bound by the provisions of the Act, the CBN has not only decided to act in an unlawful manner, but has also persisted in promoting a governance regime characterised by financial recklessness, waste and impunity, as demonstrated by the contents of its 2012 Financial Statements.

Unlawful expenditure by the Central Bank of Nigeria on ‘Intervention Projects’ across the country

(A) the unacceptable level of financial recklessness displayed by the leadership of the Central Bank of Nigeria is typified by the execution of ‘Intervention Projects’ across the country. From available information, the bank has either executed or is currently executing about 63 such projects across the country and has committed over N163billion on them.

(B) it is inexcusable and patently unlawful for any agency of government to deploy huge sums of money as the CBN has done in this case, without appropriation and outside CBN’s statutory mandate. It is trite that the expenditure of public funds by any organ of government must be based on clear legal mandates, prudent costing and overriding national interest.

Financial infractions and acts of financial recklessness committed by the Central Bank as reflected in its audited financial statements of 2012

(A) pursuant to Section 50 of the CBN Act 2007, a copy of the audited financial statements of the CBN for the year ended 31st December 2012 was sent to Mr. President. Based on the issues raised in the financial statement, a reaction was requested from you to enable a proper appreciation of the nation’s economic outlook.

(B) the response to this query was further referred to the Financial Reporting Council of Nigeria. The review by the council, rather than allay the fears of government, further confirmed concern bout the untidy manner in which you have generally conducted the operations of the CBN.

Some of the salient observations arising from the review are;

(A) in a most ironical manner, it has become obvious that the CBN is not able to prepare its financial statements using applicable International Financial Reporting Standards (IFFS) whereas Deposit Money Banks that the CBN is supervising have complied with this national requirement since 2012.

Undoubtedly, this laxity on the part of our apex bank, apart from calling to question its capacity for proper corporate governance, is capable of sending wrong signals to both domestic and international investors on the state of the Nigerian economy.

(B) the provisions of the Memorandum of Understanding (MOU) signed by the CBN and other Deposit Money Banks on Banking Resolution Sinking Fund have been breached in a material manner. For example, a Board of Trustees (BOT) to manage the Fund has not been constituted since 2010 when it was established. The CBN has however continued to utilise the Fund for certain operations without approval of the said BOT.

(C) contrary to section 34 (b) of the CBN Act 2007 which provides that the CBN shall not, except as provided in Section 31 of the Act, inter alia, purchase the shares of any corporation of company, unless an entity set up by the approval or authority of the Federal Government,m CBN in 2010, acquired 7% shares of International Islamic Management Corporation of Malaysia to the tune of N0.743 billion. This transaction was neither brought to Mr. President’s attention nor was a board approval obtained before it was entered into.

(D) the CBN has failed or refused to implement the provisions of the Personal Income Tax (Amendment) Act 2007. Accordingly the Pay-As-You-Earn (PAYE) deductions of its staff are still being computed in accordance with the defunct Personal Income Tax Act 2004, thus effectively assisting its staff to evade tax despite the generous wage package in the CBN, relative to other sectors of the economy.

(E) the CBN had an additional brought forward to General Reserve Fund of N16.031bn in 2012 but proceeded on a boy age of indefensible expenses in 2012 characterised by inexplicable increases in some heads of expenditure during the year. Examples include:

1. The bank spent N3.086bn on “promotional activities” in 2012 (up from N1.084bn in 2011). The bank spent this sum even when it is not in competition with any other institution in Nigeria;

2. The CBN claimed to have expended N20.202bn on ‘Legal and Professional Fees’ in 2011 beyond all reasonable standards of prudence and accountability;

3. Between expenses on ‘Private Guards’ and ‘Lunch for Policemen’, the CBN claimed to have spent N1.257 billion in 2012;

4. While Section 6(3)(c) of the CBN Act 2007 provides that the board of the CBN is to make recommendations to Mr. President on the rate of renumeration to Auditors, the bank has consistently observed this provision in breach and even went to the extent of changing one of the Joint External Auditors without notifying the office of the President.

5. In the explanations offered by the CBN pursuant to presidential directives, it offered a breakdown of ‘Currency Issue Expenses’ for 2011 and 2012. Interestingly, it claimed to have paid N38.233bn to the Nigerian Security Printing and Minting. Company Limited (NSPMC) in 2011 for ‘Printing of Banknotes.’ Paradoxically however, in the same 2011, NSPMC reported a total turnover of N29.370bn for all its transactions with all clients (including the CBN).

6. It is significant to note that the external audit revealed balances of sundry foreign currencies without physical stock of foreign currencies in the CBN Head Office.

Questionable write-off of N40bn loans of a bank

The above issues are only a few of the infractions highlighted by the review and which point to the gross incompetence and recklessness which characterised the operations of the CBN in the period under review.

However, the CBN also claimed that it paid Air Charter, such as payments to Emirate Airline (N0.511bn), Wing Airline (N0.425bn) and Associated Airline (N1.025bn) to distribute currency by air nationwide. Emirate Airline does not fly local charter in Nigeria, Wing Airline is not registered with Nigeria Civil Aviation Authority and Associated Airline does not have a billion turnover for 2011 because upon enquiry, the management claimed that they have no financial statements and have not had any significant operations for the past two years that will warrant preparation of financial statements.

The breakdown also include “Currency Issue Expenses” of N1.158bn and Sundry Currency charges of N1.678bn under “Currency Issue Expenses.” As they are in 2011 so are similar expenses in 2012. These are difficult to understand.

Other areas of fraudulent activities include

1. Facility Management N7.034bn in 2012 (N5.751bn in 2011.

2. Foreign Bank accounts that have been closed offshore were still operational in the General Ledger for over six months after they have been confirmed as closed accounts by the offshore banks.

3. The “Know Your Customer” policy is not properly followed by the CBN to the extent that the CBN has unknown customer with account balance of N1.423bn since 2008. The CBN claim that it is taking steps to obtain the required details regarding the address of the customer.

Wastefulness

1. Training and travel expenses N9.24bn in 2012 up from N7.65bn in 2011.

2. Expenses on “ATM offsite policy change” came to N1.045bn.

3. Expenses on “Non Interest Banking” N1.359bn in 2012 up from N0.977bn in 2011.

The CBN is still very heavy on expenses on “Project Eagles” spending N0.606bn in 2012 up from N63m in 2011.

Expense on newspapers, books and periodicals (excluding CBN’s publications) is N1.678 billion in 2012 up from N1.670bn in 2011,
