Bola Tinubu has become the first world leader to pardon over 70 convicted drug offenders at once, sparking widespread outrage and accusations of rewarding criminality amid Nigeria’s deepening security and drug crises.
The revelation, shared by data firm StatiSense, showed that 29.2 per cent of those granted presidential pardons in October 2025 were convicted of drug-related crimes, followed by illegal mining offences at 24 per cent and homicide at 13.5 per cent.

Fraud and corruption cases made up 12.3 per cent, while hijacking and other offences accounted for about 5.8 per cent each.

The data also revealed that those convicted of firearms violations, robbery, kidnapping, and human trafficking were among the freed inmates, raising questions over the government’s commitment to justice and national safety.

Online commentators, led by social critic S.A.L.A.K.O (@UnkleAyo), condemned the mass release, describing it as “the most disgraceful display of impunity in global leadership history”.

He wrote, “Never in the history of world leadership has any president granted pardon to 70 drug criminals at once. Not even in Colombia with the Medellin cartel, Mexico with the Sinaloa cartel, or Italy with the Sicilian Mafia. Another first for Nigeria.”

The commentator accused Tinubu of using state power to reward political allies and entrench loyalty within his inner circle.

“He has kept his goals simple — immortalising his name at the core of the nation’s symbolic representations, repaying all his previous cronies with unquestionable access to whatever is left of the nation’s treasuries,” he said.

Public reactions to the move have been swift and damning, with many Nigerians expressing shock at what they see as a deliberate attempt to undermine the rule of law.

A user, @therealmogul, lamented, “When Sowore called him a criminal, the DSS took it personal.”

Another commentator, @manlike_Ovie, said, “Imagine the lives of the prosecutors that put them away. There’s no way these criminals won’t come for them.”

Critics argue that the decision further exposes Nigeria’s declining moral and institutional integrity under Tinubu’s administration, warning that the release of convicted criminals could worsen insecurity nationwide.

“He just proved that he loves crime,” wrote @Nithsmit, pointing out that the government continues to detain EndSARS protesters while pardoning drug lords and kidnappers.

Analysts have also warned that the move could damage Nigeria’s international image, especially as the country struggles to fight narcotics trafficking and rebuild trust with global anti-drug agencies.

@ChukwudumIkenna commented, “Our tattered image in the international community has been destroyed.”

The presidency has yet to respond officially to the growing outrage or clarify the rationale behind freeing so many convicted offenders.

Observers say Tinubu’s action reflects a dangerous precedent where loyalty and political expediency override justice and national security.

As Nigeria battles rising drug use, kidnapping, and banditry, many citizens now fear that the line between state power and criminal protection has been completely erased.

Global human rights watchdog, the Amnesty International, has strongly condemned the recent clemency and pardons granted by the administration of President Bola Tinubu to individuals convicted of human rights crimes, drug trafficking, illegal mining, among others.

Amnesty International on Monday warned that the move risks entrenching impunity and denying justice to victims.

President Tinubu on Saturday granted sweeping clemency and posthumous pardons to a total of 147 convicts, inmates and deceased Nigerians, including Maryam Sanda, Ken Saro-Wiwa, Sir Herbert Macaulay, Major General Mamman Vatsa, Professor Magaji Garba, and dozens of illegal miners, drug convicts, and white-collar offenders.

The gesture, which the Presidency described as a mark of “compassion, justice, and national healing,” was recommended by the Presidential Advisory Committee on the Prerogative of Mercy, chaired by Attorney-General of the Federation and Minister of Justice, Prince Lateef Fagbemi (SAN).

In a statement issued on Monday, Amnesty International said, “Amnesty International is deeply concerned by the clemency and pardons granted by the government of President Bola Tinubu to some persons convicted of human rights crimes, as the pardons for these crimes prevent reparations for victims.”

The organisation faulted the process and intent of the government’s clemency exercise, accusing authorities of prioritising perpetrators over victims of abuse.

The way and manner Nigerian authorities carried out the exercise seemed to prioritise the perpetrators instead of access to justice and effective remedies for the victims and their families,” the statement read.

According to Amnesty International, the decision could have far-reaching consequences for accountability and the rule of law in Nigeria.

The actions of the government have the potential of undermining the rule of law, preventing the emergence of the truth, the determination of guilt or innocence by a court and reparations for victims, as well as entrenching impunity for human rights crimes,” the group warned.

The human rights body urged President Tinubu to reverse the decision and ensure that justice remains central to the government’s approach to reconciliation and accountability.

“President Bola Tinubu should reconsider his government’s pardons for those convicted of human rights crimes, and uphold and ensure the rights of the victims and their families,” Amnesty International added.

According to the State House statement signed by Presidential spokesman Bayo Onanuga on Saturday, 175 names were originally considered, but 147 ultimately received mercy through pardon, commutation of death sentences to life imprisonment, or sentence reduction.

Among those honoured posthumously were Sir Herbert Macaulay, pardoned for a 1913 conviction imposed by British colonial authorities; Major-General Mamman Jiya Vatsa, executed in 1986 for alleged treason under the military regime of General Ibrahim Babangida; and the late Ken Saro-Wiwa and eight members of the Ogoni Nine, executed in 1995 under General Sani Abacha’s dictatorship.

The full list includes: Ken Saro Wiwa, Saturday Dobee, Nordu Eawa, Daniel Gbooko, Paul Levera, Felix Nuate, Baribor Bera, Barinem Kiobel, and John Kpuine.

The federal government also listed the Ogoniland community chiefs — Albert Badey, Edward Kobaru, Samuel Orage, and Theophilus Orage — as victims to be officially honoured.

White-Collar Convicts, Drug Offenders, And Political Figures Among Beneficiaries

Notably, former lawmaker Hon. Farouk Lawan, ex-UNIMAID Vice Chancellor Professor Magaji Garba, ex-ICPC convict Barr. Hussaini Alhaji Umar, and former SUBEB boss Ayinla Saadu Alanamu were among those pardoned or had their sentences reduced.

Others include Dr. Nwogu Peters, Mrs. Anastasia Nwaoba, and former drug offenders like Nweke Francis Chibueze and Abiodun Elemero, all of whom were serving various terms for cocaine trafficking and fraud.

A striking category of beneficiaries were more than 60 illegal miners, mostly young men in their 20s and 30s, who had been sentenced to three years each in 2024.

Their names include Babangida Saliu, Adamu Sanni, Abdulkarem Salisu, Abdulaziz Lawal, Abdulrahman Babangida, Maharazu Alidu, Zaharadeen Baliue, Babangida Usman, Zayyanu Abdullahi, Bashir Garuba, Imam Suleman, Abbeh Amisu, Lawani Lurwanu, Yusuf Alhassan, Abdulahi Isah, Zayanu Bello, Habeeb Suleman, Jubrin Sahabi, Shefiu Umar, Seidu Abubakar, Haruna Abubakar, Rabiu Seidu, Macha Kuru, Zahradeen Aminu, Nazipi Musa, Abdullahi Musa, Habibu Safiu, Husseni Sani, Musa Lawali, Suleiman Lawal, Yusuf Iliyasu, Sebiyu Aliyu, Halliru Sani, Shittu Aliyu, Sanusi Aminu, Isiaka Adamu, Mamman Ibrahim, Shuaibu Abdullahi, Sanusi Adamu, Sadi Musa, and Haruna Isah.

Nigeria’s Minister of Works, Dave Umahi, has defended the controversial cost of the ongoing Lagos-Calabar Coastal Highway, insisting that the project, estimated at over ₦1trillion for its first section, is justified and even undervalued compared to global standards.

Speaking while giving a detailed breakdown of the figures while addressing newsmen in a recent interview, Umahi disclosed that the first section of the 700km coastal road, spanning 47.47 kilometers, would cost ₦1.067 trillion and feature six lanes, flyovers, underpasses, and extensive shore protection.

“A standard coastal road is going for N7.5billion per kilometer of standard highway,” Umahi said.

“However, this N7.5 billion includes all the fillings, shore protections, solar lighting throughout, and planting of trees.”

According to the minister, the ₦7.5 billion per kilometer figure is derived from dividing the total cost of ₦1.067 trillion for the 47.47-kilometer stretch by the number of lanes and converting it to the standard two-lane measurement used for federal highways.

"The first section, 47.47 kilometers, is costing ₦1.067 trillion and is six lanes. When you divide this ₦1.067 trillion by 47.47 and by two, you will get 11.57 — a kilometer of three lanes,” Umahi explained.

“A standard federal highway is two lanes. So by the time you now divide by three and multiply by two, you will see that a standard coastal road is going for ₦7.5 billion per kilometer.”

Umahi said the figure covers not only the construction cost but also shoreline defenses, solar-powered street lighting, concrete retaining walls, and landscaping.

He claimed that the ministry had faced challenging terrain along the route, encountering deep pits up to 20 meters which had to be excavated and refilled in stages before concrete laying could commence.

“You encounter a pit of up to 20 meters and then this pit we removed and then refilled with lumps in levels and stages and then we are passing through there now. At kilometer 32, we also have encountered such,” he said.

The minister further compared the coastal highway project to earlier asphalt-based road projects awarded by previous administrations.

He argued that the current use of reinforced concrete makes the new road longer-lasting and more cost-effective.

“As at five years ago, the cost of one meter cubed of concrete awarded by the past administration was ₦729,000 per meter cubed,” Umahi said.

“We started the coastal highway with ₦350,000 per meter cubed. So leave out the president or any other person, hold me accountable, ask me questions, come for debate, and I will give you the cost of one meter cubed of concrete.”

Umahi added that the project had been reviewed and approved by Dutch and other international financial institutions, which, according to him, described it as “undervalued.”

“The Dutch bank that led the other international banks to review the cost of the project said it was undervalued. And when it was time to fund the 70% loan component, the project was oversubscribed by 100 million US dollars,” he stated.

The Works Minister, a former governor of Ebonyi State, challenged critics of the project to “be objective” and “tell the public the truth,” stressing that both he and President Bola Tinubu were committed to transparency.

“If the financial institutions can give us this credit, we are ready to face anybody. But when you are criticising us, be very objective and tell the public the truth,” Umahi said.
