Learn to read. PTAD was set up to handle retirement matters of those who left service before 2004 when the new contributory pension scheme was created. It is already 20 years. If you left service at 60 years in 2003, you should be 81 year now. Only God's grace will still keep you until you are 96 years in fifteen years time.

As at then, PENCOM would be the agency handling retirement matters. What would be the role of PTAD in 15 years time when the pre-2004 retirees are all dead?

In 15 years PTAD will no longer be required as a government agency as all old retirees prior to 2004 would have been dead by then.
