You can play a game without a disc only if you bought the game from the PSN store. In that case it is attached to your user account and you can download and play at anytime.
You cannot install from a disc and then run the game without the disc.

I have Bloodborne. I would like to swap for either Doom and Evil Within.

I have both. from my perspective, here are some of the pros and cons.

PS4
Pros
1. You can play a lot of great exclusive games that are not available on PC. e.g God of war, uncharted 4, bloodborne, horizon zero dawn etc
2. You dont have to worry about system requirements for new games. Just get the game, pop in the disc and play.
3. A PS4 is much cheaper than a PC so getting one would not set you back financially too much.
4. You can sell a game after playing to recoup some of the cost

Cons
1. Games are much more expensive than PC. It keep getting worse with the fx situation.
2. You need to pay PSN subscription fees to play online. (around $50/year, i think)

PC
Pros
1. A lot of games are cracked. you dont have to buy most single player games if you can't afford to.
2. A new gaming laptop with get you better framerate and graphics quality than a PS4.
3. A gaming laptop is portable. you dont have to rely on a TV to play your games.
4. You dont have to buy a UPS for when PHCN strikes.
5. Online gaming is free as long as you have bought the game.
6. A PC has other uses besides gaming.

Cons
1. Effing expensive.
2. No console exclusives for you.

With that vram and processor, it would be advisable to go for some of the better optimized games from last gen. off the top of my head, here are some examples. remember to turn down graphic settings and resolution when playing and update your laptop graphics drivers.

The Witcher 3: Wild Hunt. Taking my time. Playing at a higher difficulty. Feels like the best game ever!

You can play your games offline. You need to either start steam without being connected to the internet or click the steam menu and select "Go offline". Also whats your user id so I can add you up

i usually download games with LAN at work. i'm not interesting in gta v yet though. too expensive for a 2 year old port. i already pre-ordered the witcher 3. i'll be playing that from day one.

i think swift has a plan that is unlimited at night for less that 10k. consider that.

DmC Devil may Cry 2013 on PC. Great game. Currently on my third playthrough on Son of Spada difficulty mode

Just finished The Last Of Us. Excellent game. Like Uncharted art and gameplay combined with The Walking Dead atmosphere and theme. The plot isn't as amazing as Bioshock infinite though. Altogether a solid adventure game! Next is Sleeping Dogs (PC) and probably Black Flag (PS3)
