For Nigeria to become a true Federal state, we have a long way to go but we both know our leaders and we the citizens are not ready to follow such path.. we are only interested in looting, favoritism, short cuts to God knows where, corruption...unless we change our attitude.. federalism will remain as a discussion only.

got the same text but on checking it again, the first was function based and this one is competency.. although I can't tell the difference in both
