I don't really understand what this thread is about. Is it about taking an Ibo chieftaincy title or arguing about whether Yoruba is richer generally than Ibos.

Why the North remains at the bottom despite having political power baffles me.

The Ibos are one of the most educated and intelligent tribes in Africa so it makes sense to give them a higher challenge. Some parents even complain if their children score a little above the cut off mark.
