The Comptroller General of the
Nigerian Customs, Abdullahi Dikko
Inde, has turned in his resignation
letter to President Muhammad
Buhari indicating he wishes to
leave the job on August 18,
according to sources in the
presidency.
Mr. Dikko has two years to the
expiration of his tenure, and it is
unclear why he has decided to go
in one week’s time. Our sources
however note that several
Customs leaders are currently
being investigated for corruption
and some may be fired or
arrested.
President Buhari is reportedly
looking to fill Dikko’sposition with a
Customs officer from the South-
South.
It is understood that President
Buhari had earlier turned down
the resignation letter, asking Mr.
Dikko to give him time to study the
Customs and its operations, but
that he has now accepted the
resignation.
SaharaReporters learnt that the
President, whose tenure has seen
officials of several government
agencies turning in similar
resignation letters, has resisted
such attempts. Our sources say
Buhari prefers to watch and then
fire them the way he did with
former NSA Sambo Dasuki and
military Service chiefs recently.
It would be recalled that in 2009,
one Olajide Oyewoleaccused Alhaji
Inde Dikko of having forged his
academic credentials with his help.
In a video testimony obtained by
SaharaReporters, Oyewole said the
Customs boss illegally obtained
Certificates No 10912 and 10993)
belonging to the Nigerian Institute
of Management, and also forged
the West African Examinations
Council Certificate No. NGSG
37836, documents that enabled
him to eventually become
Comptroller-General of Customs.

OTARU — Jun 30, 2015 3:20 am | 0 Comments The saga and provocative debacles oozing from the Nigeria Immigration Service recruitment is becoming odious and embarrassing to Nigerians especially the youths who are at the receiving end. It is often said that nothing is hidden under the sun and all things done in the secret will be revealed someday. Apparently, the scandalous and dubious recruitment which has espoused by the Nigeria Immigration Service (NIS) is becoming glaring by the day to the chagrin of well- meaning Nigerians. The face-saving moves and tactics the service Comptroller General–David Parradang employed to exonerate himself from blames and culpability has further escalated the shoddy deals being perpetrated by him since assumption of office. Independent investigations have shown that the act of sabotage and delay in the recruitment exercise or in some cases recruiting people without issuing them appointment letters are as a result of the Comptroller General’s attempt to over step his operational mandate as against the recommendations of the Prisons, Customs, Immigration and Fire Service Board and the presidential committee set up to look into the ill fated recruitment exercise of March 15th 2014, which is a clear interference and contravention of the Act establishing the Board and its parent Ministry of Interior who are unarguably the employer of the Comptroller General. Some of these attempts to manipulate the process is believed to be responsible for the stampede that claimed the lives of innocent Nigerians and leaving many injured during the botched March 15, 2014 recruitment exercise and the attendant disgrace and shame it bequeathed to then President Goodluck Jonathan-led federal government. It was reported that incidences of counter instructions to the supervising field personnel of the service in order to carry out favoritism of sorts resulted to the poor organisation which led to the incidents of death. It is therefore galling to watch the Nigeria immigration Service– a one-time noble institution being brought to disrepute on account of narrow and parochial interests. We also note with concern, the high handedness and unethical conducts by the CG to circumvent the public service rules and regulations guiding the recruitment and promotion into the paramilitary service. Matters of recruitment and promotion are a primary responsibility of the Board which is now being sidelined by the CG who ordinarily is an employee of the Board and is expected to be subjected to the recommendations and approvals of the presidential committee and the Board on matters relating to recruitment and promotion exercises. While other paramilitary services are in compliance with their terms of references and modus operandi, it is only the NIS that is in conflict with the process. This is one factor that has continued to fraught the exercise with favoritism, nepotism and other social brigandage that nearly brought the service to its knees. Only recently in an attempt to deceive the Nigerian public on his innocence, an online news blog was reported to have indicted the Board’s director and other officials, calling for their probe. This in our findings has shown that they are not only spurious but diversionary of the real questions begging for answers by the Nigerian public. We implore Nigerians to carefully examine the acts establishing the paramilitary service and their regulatory Board to ascertain the level of damage being done to the service. However, it is unthinkable and irrational that an employee should wield so much power to exercise full control of its employer. In other climes, the Comptroller General ought to have resigned or sacked for gross misconduct and for superintending over a scandalous recruitment exercise rather than choosing to use the media to blackmail individuals in order to cover his inadequacies. Recruitment process into the
Service starts with
advertisement of vacancies
in print and electronic
media, as well as the Service
website

followed by examination/
interview training of
successful candidates and
deployment. The process
recognizes only the Federal
Character principle of
geographical spread. The
Nigeria Customs Service is an
equal opportunity employer

The Minister of Interior, Abba Moro, on Monday explained why he is yet to leave office seven months after he masterminded a poorly organised recruitment exercise that killed no fewer than 20 applicants in stampedes at overcrowded venues across the country. After the March 15 tragedy, several Nigerians demanded the resignation or dismissal of Mr. Moro and the Comptroller-General of Immigration, David Parradang, as well as their criminal prosecution for involuntary homicide. The duo, with Mr. Moro more culpable, had put in place a sham recruitment process that enabled the interior ministry to extort at least N520 million in compulsory levy imposed on applicants. The minister, who initially blamed impatience and refusal by applicants to abide by instructions for the tragedy, has since accepted responsibility for the incident. He has however refused to step down. But speaking on a Channels TV’s breakfast programme, Sunrise, on Monday, Mr. Moro made it clear he would not resign, saying he would rather stay put in office to clear the mess caused by the incidence. “The point at which we are now is not about resignation. That time has gone,” Mr. Morro said in respond to a question over why he refused to quit despite widespread calls by Nigerians on him to do so. “At the time (people were calling for his resignation), I think emotions were very high. I was in the eye of a storm. “At that time, a lot of options were on the table… The issue is do you resign or do you stay to sort out the problem that have been created? “I decided that staying and mopping up the mess caused by the lack of proper implementation of our plans is better. That’s point we are now.” The minister said Nigerians should consider the tragedy as an accident which he too did not plan for or envisage. “I also have families. I didn’t set out on that journey knowing that accident would occur that would lead to the death of human beings. “We took everything into proper perspective. If we had succeeded, a few Nigerians would have congratulated us for the job well done. “But now that accident has happened, we will learn from what happened,” he said. Mr. Moro also explained why his ministry was yet to implement a directive by President Goodluck Jonathan that three family members of each dead applicant be given automatic employments. He said after President Jonathan made the announcement, the Federal Government also set up a committee over the recruitment tragedy, and that his ministry preferred to wait for the panel to present its report before acting. “Finally, the report is ready, waiting for submission and implementation,” the minister said. “The next level is implementation. What I can say is that the people affected should exercise understanding and patience. Nobody will allow further mistakes.” Only 4,556 vacancies were advertised by the immigration service, but 520,000 applicants registered to write the March 15 recruitment test. Each applicant was required to pay N1,000 processing fee to be eligible to participate. A PREMIUM TIMES report estimated that the NIS made at least N520 million from this compulsory levy imposed on applicants. The extortion of the job seekers was done in flagrant disregard of the directive by the House of Representatives that government agency should desist from charging applicants taking part in recruitment exercises. However, in his reaction to the tragedy at the time, Mr. Moro attributed the deaths to the applicants’ “impatience.” “The applicants lost their lives due to impatience; they did not follow the laid down procedures spelt out to them before the exercise,” Mr. Moro had said. “Many of them jumped through the fences of affected centres and did not conduct themselves in an orderly manner to make the exercise a smooth one,” Mr. Moro had added. Mr. Moro’s comment sparked anger across Nigeria, with many citizens taking to social media to call for his immediate sack. The Federal Government and the National Assembly constituted separate committees to probe the tragedy at the time. But the reports of the panels are yet to be made public. |
