But dssc certificate is 2011, but u must be registerd with Nigeria society of engineer, which I don't have.

Just apply if u are qualified. Must ppu applying are not registered with their professional associations.

The FCT is actually treated as a state in Nigeria when it comes to issues like this. Whenever u r applying for anything and ur state of origin is required, u will also c FCT on the list. To buttress my point check the recent list of PTDF scholars, you will c FCT there as a state.
Though it is not a state there r indigenous ppu from there.
