Your president or Governor will not be the one to arrest a common criminal on thr street, the junior police officers have to do that, the court clerk also have to do their own jobs without expecting bribe and favors. Once these ones are not able to do their jobs as expected, then your society if already fvcked up.
A typical civil servant in Nigeria is even more corrupt than the so called politicians and leaders.
A civil servant who is making 200k a month is stealing so much money that he's able to buy houses in the US, UK and Dubai but interestingly, he does not see himself as corrupt or as part of the reasons why the country is in a mess. He's also telling everyone that the leaders are the problem, his own stealing is ok.
Every Nigerian that is stealing, taking bribe or collecting salary for work not done does not see themselves as part of the reasons why the country is in a mess, they all just want to blame everything on some politicians and political leaders.
The problem with that line of thought is that, even if we remove all Nigerian political leaders today and replace them with new ones, the country will even be worse or remain the same.

Until the average Nigerian is ready to change their own mindset, the country will remain the same.
