REMARKS BY THE PRESIDENT OF THE SENATE, FEDERAL REPUBLIC OF NIGERIA, HIS EXCELLENCY, (DR.) ABUBAKAR BUKOLA SARAKI, AT THE ONE DAY PUBLIC HEARING ON THE PETROLEUM INDUSTRY GOVERNANCE BILL (PIGB) 2016 ORGANISED BY THE SENATE JOINT COMMITTEE ON THE PETROLEUM INDUSTRY GOVERNANCE BILL, ON WEDNESDAY 7TH DECEMBER 2016.

Protocol;

1. The petroleum industry remains the mainstay of the Nigerian economy. Oil and gas have been, and will likely remain for the foreseeable future, Nigeria’s most important non-renewable energy source. The industry contributes over 90% of the country’s foreign exchange earnings.

2. The industry is therefore critical to the economic and social development of Nigeria. This all-important sector of the economy has for too long performed below efficiency indexes, with government and investors alike losing significant edge in the oil and gas investment trends. The case for change cannot be more compelling considering that existing petroleum legal, regulatory and institutional structures are out-dated.


3. It is unacceptable that till date, we still import over 90% of needed petroleum products (petrol and chemicals), we flare substantial gas produced, we have damaged our eco-systems and polluted our communities and cannot supply adequate electricity to our homes and industries. This situation has undermined our citizens’ standard of living, life expectancy, our national energy security and has resulted to other unforeseen fall-outs like: labour unrest; fuel queues; high cost of delivery of products; high cost of delivery of overall services in the overall economy; and unquantifiable wastage of national productivity as a result.

4. The state of the industry globally today, has heightened and made it imperative that either we comprehensively reform our local industry to have a chance to keep it alive or become extinct. The oil and gas industry is yearning for good governance,competitiveness, transparency, indigenous participation and accountability.

5. The 8th Senate recognizes that the reason for the dearthof reform in the industry is not due to lack of trying. Since 2008 when the PIB was first introduced through to the 7th National Assembly, several versions of the bill have unsuccessfully made their way through the National Assembly.





While, the PIB was stalling and its passage delayed at the National Assembly, investment decisions in the industry continued to suffer, keeping the country’s future in limbo and denying Nigeria the unique opportunity as an oil and gas leader in Sub Sahara Africa.

6. This history of the petroleum industry reform effortnecessitated a rethink by the Senate on their approach and methodology. This gave rise to the choice of the current reform project by the 8th Senate. In our view, the petroleum sector is a politically sensitive industry with diverse and divergent interests. It was therefore important to recognize that for the reform to succeed,there was the need to unbundle it into manageable compartments that could be passed and implemented in tranches.

7. We were able to achieve this through extensive discussions, collaboration and the participation of all stakeholders; a process that we at the 8th Senate commenced as early as mid-August 2015 with a series of informal contributions that have culminated here today.

8. At this point, let me thank all those who contributed informally in moulding the bill, helping to unbundle its contents so that it is for this reason and others that we are today looking at the first of a series of bills arising from the intended reforms of the industry starting with the Petroleum Industry Governance and Institutional Bill.


9. It is widely acknowledged that major reforms in the governance and institutional structure for the sector are necessary and urgent. A major drawback of the existing framework is the lack of clarity of roles, self- regulation, conflicts and unnecessary overlaps.

10. The key objectives of the Petroleum Industry (Governance & Institutional Reforms) Bill therefore is to reform this segment of the industry by introducing international best practices that have led other countries to success in the development of their various oil and gas sectors. In doing this the bill will enable us;

a) Create efficient and effective governing institutions with clear and separate roles for the petroleum industry;

b) establish a framework for the creation of commercially oriented and profit driven petroleum entities that ensures value addition and internationalization of the petroleum industry;

c) promote transparency in the administration of the petroleum resources of Nigeria;

d) create a conducive business environment for petroleum industry operations.

11. This public hearing therefore is another avenue for us to further hear from you the operators, regulators, experts and other stakeholders in the industry as how best to achieve these objectives and move the industry forward in a manner that is efficient, effective and corrective.

12. It is our hope that by the end of your deliberations today, we would have been able to fine-tune this bill ready for the Senate to consider and pass this first tranche of the bills without any further delay.

13. At the passage of the second reading of this bill, we made a commitment to the Senate, that along with this Governance bill, we will begin to tackle the Fiscal Framework and Host Community issues.

14. I want to use this opportunity to inform you all that we will be starting informal discussions and just as we did on the governance issues, we will be engaging with a lot of you for your contributions, advice and opinions. We believe the two areas, Fiscal Framework and Host Community Issues, truly depend on your engagement with us.

15. The bills on Fiscal Framework and Host Communities will be a shift from the previous approach where the government will force its opinion on all parties.

Here at the 8th Senate, we intend to move away from the way things were done in the past during the consideration of such bills, especially Fiscal Framework and Host communities, we will push for a greater partnership relationship resulting in a bill that is a product of all the views and comments of the stakeholders so that the bill is a win-win for everyone; one that works for government, is attractive to oil companies to come and invest and takes into consideration the concerns of the host communities.


16. Finally let me reassure all stakeholders that this is just the beginning. We will also tackle the issues of downstream, gas and the environment. We are poised and resolved that we will deal with all issues related to the industry, albeit in tranches. This will ensure thoroughness and effectiveness. As a nation we cannot afford any further delay in our effort to reform our oil and gas industry.

17. The journey begins now and I assure you that we will guarantee that all of these bills are passed in record time. I wish you all very fruitful deliberations.

The Federal Ministry of Industry, Trade and Investment, (FMITI) with the support of the World Bank seek to grow small businesses in Nigeria. They seek to grow these businesses along the lines of sales and employment, so that we can eventually grow our economy and reduce our dependence on crude oil. This initiative is called the Business, Innovation and Growth (BIG) Platform and it is operationalized in the Growth and Employment (GEM) Project

The FMITI and World Bank have identified 5 sectors that have high potential for growth in Nigeria; and these are the sectors that will be accessing the support the BIG Platform will be offering:

  1. Construction
  2. Entertainment
  3. Hospitality
  4. ICT
  5. Light Manufacturing (Including Agro processing)

The participating businesses will receive support in the following ways:

- Free Technical Assistance: Including training and consulting services and possibly
- Grants: Available in 5 categories:
                               Equity, Matching, Performance, Institutional, Innovative (please see website for more information on these grant types)

Deputy Senate Leader Ibn Na'Allah raises a motion on the increase in data tariffs by the Telecom Providers over policies of the Nigerian Communications Commission. Senators in all totality condemned the increase of data Tariffs by the service providers in tandem with the NCC.
Senate now resolves to halt the new tariff approval and mandates its Committee on Communications to carry out through oversight on the process to ensure that Nigerians are carried along in the process. Senator Tinubu rises to lead the debate says the restrictions are discriminatory and infringe on the rights of Women. “Some of the restrictions include inability of Women to work at Night, give birth within a given time, work in certain organizations etc”. Senate Chief Whip Olusola Adeyeye supports the bill saying that the bill will give women the opportunity to participate actively in the working environment.
Senator Binta Masi Garba says that in certain organizations, women are not allowed to give birth until after 5yrs which is not fair and calls on her distinguished colleagues to support the bill.
"I support the women in everything, but am sure the people that enacted this bill we are abt to amend were born by Women” – Senator Kabir Marafa. Senator Marafa asks his colleagues to also consider the logistics as there are many things women are good in but men are not and vice versa

#Flash: NO to Data Price Hike

Today, the Senate condemned the proposed increase of data tariffs by Service Providers, in line with the directive of the Nigerian Communications Commission (NCC).

We strongly believe that we must protect the Nigerian people that sent us to Abuja to represent their interests from the height of the irresponsible plan that has been put forward by the NCC.

At a time when the cost of living has gone up for all Nigerians, due to inflation being at 18.3%, the NCC’s actions have implicitly mandated the service providers to increase their costs to maintain their profits. This is unacceptable.

I have seen the power of the internet — and how it serves to give a voice to the voiceless, and a platform for millions to air their views. This is why the Senate will continue to maintain that access to the internet remains affordable for all Nigerians.

On this note, the Senate has resolved to:

- Halt the new tariff proposal by the NCC;
- Mandate the Senate Committee on Communications to conduct thorough oversight on the process that brought it about; and
- Ensure that Nigerians are always carried along when such processes are considered.

Grand Finale of KWIRS Tax Club Quiz Competition Holds Tomorrow

The semi-finals and grand finale of the maiden Tax Club Quiz Competition for secondary schools organized by the Kwara State Internal Revenue Service (KWIRS) will hold tomorrow in Ilorin.

About 45 schools from each of the three senatorial districts of the State participated in the competition, out of which 12 schools qualified for the semi-finals, while 6 will compete in the finals.

The 12 schools that will compete in the semi-finals include Government Girls Day Secondary School, Oko- erin; Queen Elizabeth School, Ilorin; Chapel Secondary School, Ilorin;Federal Government College, Ilorin; Oro Muslim High School, Oro; Government Secondary School, Omu-aran.

Senate will also approve all Tariff regimes before its implementation.

Senate President Bukola Saraki comments that "this is a very important matter. ‪@CustomsNG accounts for close to 20% of Non Oil Revenues and in a democratic setting, such revenue line should come to Parliament. It is an important motion to which after the public hearing an amendment to the law should be brought before the Senate. It will ensure more transparency, less corruption & it will be more stable".


2. The Urgent Need to Investigate Revenue Generating Agencies over alleged Leakages, Non Remittance and MisUse of Generated Revenue.

The Motion sponsored by Senator Yayi Adeola. He notes that S.80(1-4) of the Constitution stipulates all revenue be paid to the Consolidated Revenue Fund


Senator Adeola also notes that the Fiscal Responsibility Act 2007 was enacted to ensure transparency and accountability.

He expressed further worries that Corporations and Agencies of Government have over the years grossly violated letters of the Constitution.

 
Senator ‪@yayiAdeola is disturbed that various audit queries against these agencies further indicates possible mismanagement of public funds

Senator Adeola speaks that in a particular year, Custom generated N178Billion as revenue and spent all N178Billion as expenditure.

Senator ‪@yayiAdeola is worried that despite dwindling oil revenues, agencies are still shortchanging Government of needed revenues.

Deputy Senate President Ike Ekweremadu supports the motion by Senator Adeola. He notes that its indeed an important motion.

Senator Na'Allah says an examination body once generated N3Billion from sales of forms and said it spent N2.9Billion on printing of the forms.

Senate accordingly resolves to constitute a high power AdHoc Committee to investigate the alleged misuse, under remittance/non remittance and other fraudulent practice in IGR collection, accounting, remittance & expenditure by all revenue generating agencies from 2012-2016.

Senate President, Bukola Saraki thanks Senator Yayi Adeola for the motion. He adds that independent revenue and non-oil revenue are very important.

Senate President, Bukola Saraki says agencies are not meeting their targets yet there is abuse of surplus and it will help 2017 budget if we block leakages.

Apex youth legislative body in Nigeria, the Nigerian Youth Parliament, NYP, has commended the National Assembly, particularly the leadership of the Senate led by Senate President Bukola Saraki for the timely intervention on the strike action currently embarked by university lecturers under the aegis of the Academic Staff Union of Universities, ASUU.

Obe Ayodele, said: “We, on behalf of the youths of Nigeria are particularly impressed with the ingenious moves of rising up for the future of our dear nation which the Nigerian Senate has demonstrated with the ongoing negotiations between the legislative arm on behalf of the Federal Government and the Labour Union which has progressed steadily in the last few days towards finding a long term resolution to the recurrent impasse and crisis of strike actions which has often times paralyzed the nations educational sector.

3. The need for a detailed explanation of the $15B proposed MOU with India and over $80B MOU signed by the Minister of Petroleum with Chinese Firms by Senator Clifford Ordia (Edo Central).

-Senate accordingly resolves to invite the Min of State for Petroleum Resources Ibeh Kachukwu to appear before committees on petroleum Upstream, Gas and Foreign Affairs to give a detailed explanation on the subjects of each MOU and its anticipated impact on our economy.
- Senate President said "that it is important that matters like this that have to deal with crude oil processing is brought before the National Assembly to ensure transparency. We must also appreciate the effort of the Minister for coming up with it as it will go a long way to boost our economy & technology but again we must ensure that it is transparent by making us understand the roles clearly".

4. The Need for Intensified Sensitization on Climate Change Mitigation and Adaptation in the Nigerian Agricultural Sector by Senator Gershom Bassey .

Senator Bassey notes that the Intergovernmental Panel on Climate Change IPCC did identify Nigeria as a Climate Change hot-spot.

-Senate accordingly resolves to urge the FG to put machinery in place to sensitize farmers to adjust farming programs to avert climate change.

-Senate also urged FG to carry out awareness campaigns on climate change to educate Nigerians on expectations especially for adaptation and mitigation.

5. Need for the establishment of Dry and Inland Ports at Onitsha, Enugu and other land locked states by Senator Stella Oduah.

Senator Oduah notes that inland water transport, dry ports and inland container terminals provide efficient mode of transportation and the existing maritime ports in Lagos, Port Harcourt and Calabar are being over - stretched.

- Senate accordingly resolves to urge the FG to direct the Nigerian Shippers Council to carry out appropriate feasibility studies for the purpose of establishing inland ports in Onitsha, Enugu, Bauchi, Gombe, Maiduguri, Ilorin and other landlocked states and give priority to previously approved inland ports.

6. Unfair charges by FAAN at the Airports across the Country by Senator Olanrewaju Tejuoso

-Senator Tejuoso notes that Nigerians can't be spending unwisely in the current recession and concerned with several unfair charges at airports.

-Senate resolves to urge the FG to order FAAN to stop this illegality immediately Senate mandates its Committee on Aviation to investigate why the corporate sponsorship of trolleys was discontinued by FAAN and application of huge service charges accruing to FAAN daily with poor services rendered.

-Senate President commends the mover of the motion. He adds that "we must ensure best practices at our airports. There must be conducive and friendly airports; passengers shouldn't pay exorbitant fees".

7. Need to increase the funding of uncompleted dams across Nigeria for optimum performance and service delivery by Sen. Chukwuka Utazi.

Senate is informed that the Adada River Dam Project in Enugu State as well as several other uncompleted dam projects across Nigeria.
Senate resolves to mandate the Committee on Water Resources to do an inventory of ongoing dam and reservoir projects across Nigeria and equally look at the level of completion of the projects towards allocation in the 2017 budget circle.

KWARA UNCOVERS 8863 GHOST WORKERS

Kwara State Personnel Database Development committee says it has uncovered a total of 8, 863 suspected ghost personnel on the payroll of both the state and local governments.

The alternate Chairman of the Committee, Alhaji Isiaka Gold, made this disclosure on Monday while submitting the Committee’s report to the State Governor, Alhaji Abdulfatah Ahmed at the Government House, Ilorin.

He said the 8, 863 personnel could not be verified in the just concluded staff biometric verification exercise, noting that the development could potentially save both the State and local governments N437, 500, 513.56 monthly.

Alhaji Gold said that, as at the time of commencing the verification exercise, the total number of staff on the payroll of both the State and local governments was 81, 446, but only 72, 583 of the workers and pensioners scaled through the verification process.

Giving a further breakdown of the report, the alternate chairman revealed that of the 35, 656 workers on the State government payroll, only 31, 652 were cleared and verified, leaving a total of 4,004 unverified personnel.

He said out of the 45, 790 workers and pensioners on the payroll of the 16 LGs in the State, only 40, 931 were verified, which leaves a total of 4, 859 unverified.

The Committee recommended that the verification exercise should be continuous and that the State government should implement a harmonized staff identification system, certificate verification and clock-in system, which will be deployed by the consultant at no cost to the government.

In his response, Governor Ahmed endorsed all the findings of the committee and also directed the State Ministry of Finance to adopt the Committee’s report to prepare the payroll of both the local and state government workers henceforth.

The governor, however, said that the ministry should warehouse the projected savings until it is ascertained that all workers and pensioners are verified.

Governor Ahmed thanked the consultant and members of the committee for the quality work done and expressed confidence that with the submission of the report, there will be an effective payroll administration at both the local and state levels.

Senate President Bukola Saraki has urged political leaders to empower towards the reduction of high unemployment rate in the country.
Besides, Saraki the former governor of Kwara state urged the state government to continue to make the youth empowerment the main trust of its administration.
The Senate President spoke in Ilorin, the Kwara state capital at the inauguration ceremony of the first batch of beneficiaries of the skills acquisition, training and empowerment programme he introduced.
He said: “It is my hope that from today as well different leaders from all parts of the country will emulate what we are doing and play their role by creating opportunities for our youths.
“I also urge the state government to continue to play special programmes to all the youths and other similar programmes. I want to also appeal to the Kwara state House of Assembly Speaker to look at laws that will can do that can help to create opportunities for a lot of youths who after they get their certificates and they start work so that they have customers to buy their products.
“This is the reason 8th Senate passed the law that has become the talk of the town ‘made in Nigeria’ products. It is our belief that with made in Nigeria products will create opportunities for Nigerians who have products and services will be able to find market.
Saraki added: “We came up with is idea to help youths get things done by themselves. This is why we started this programme. It has taken a while to get the programme here but I am hopeful that with what we are seeing, this is the beginning of the great future for the young people of Kwara state.
“It is my hope and dream that we start with today will become successful entrepreneurs and they will in turn, eventually train more people and people they train will train more people. So that in four years time we will have over 40,000 of our youths who have passed through this scheme.”
Earlier, Governor Abdulfatah Ahmed revealed that the state government has made available over N1.9 billion to entrepreneurs across the state.
The governor said: “For me, it is satisfying to note that the 40,000 youths scheduled to benefit from this scheme are not limited to the central senatorial district but extend across the length and breadth of our dear state.
“Today’s ceremony, therefore, further demonstrates the Senate President’s recognition of youths as the most significant component of our population and the need to deliberately create programs for their benefit as the inheritors of our future.

The Kwara State Governor, Alhaji Abdulfatah Ahmed has directed the new chairpersons of the Transition Implementation committees (TICs) of local government in the state to focus on the payment of salary arrears rather than making new appointments. Governor Ahmed gave the directive on Monday in his first meeting with the TIC chairpersons since their inauguration last week

Alhaji Ahmed directed that all requests for appointments must be directed to him for approval through the Commissioner for Local Government and Chieftaincy Affairs.
The Governor stressed that the TICs were established at a difficult time in the affairs of local governments.

As a result, he said, their mandate is to ensure councils are returned to efficiency levels within the shortest possible time without incurring additional recurrent expenditure.

Governor Ahmed noted that with the submission of the report by the personnel database development committee which identified some unverified workers and pensioners in the state, the local governments are expected to make savings which he said should go towards gradually clearing salary and pension arrears.

In the interim, he gave the assurance that the state government will continue to augment local government allocations where necessary to ensure they meet their obligations.

Alhaji Ahmed noted that it is only after local governments clear the arrears and improve on their internally generated revenue that the local government authorities can embark on development projects in their respective domains.

In this regard, the Governor charged the committees to work with the Kwara State Internal Revenue Service (KWIRS) to enhance their internally generated revenue in order to put the local government councils on a strong financial footing.

According to him, the KWIRS already has a revenue template for all local governments in the state based on their agreements with the revenue agency, stressing that only governments that strengthen internal revenue generation can hope to meet obligations under the current economic situation in the country.

Alhaji Ahmed therefore reiterated his determination to ensure that the local governments in the state are placed on a stronger financial and administrative footing before fresh council elections are conducted.

*Reflection: Driving Kwara State Economy Through SMEs Intervention Scheme*

For onward economic development, no country ever downplays the integral role of the Small and Medium Enterprises (SMEs). Governments, everywhere, leverage their potentials to achieve sustainable socio-economic development and prosperity.

In Nigeria, however, there has been a gross under-performance of SMEs, which has reflected adversely on the economic development. The poor contribution of SMEs to the national Gross Domestic Product (GDP) of the country is not unconnected to the shortfalls of infrastructural facilities, management skills, unfavourable government policies and low technological advancement, among others.

But of all these challenges, problem of financing is de facto. Many potential entrepreneurs lack access to capital hence the natural death of the ideas and the businesses. Worst-case scenario – an empty belly does not favour an entrepreneurial brain.

Perturbed by this ugly trend, the Kwara State Governor, Alhaji Abdulfatah Ahmed in March 2012 launched the Kwara Micro Credit Intervention Scheme to encourage and assist SMEs in the State. The scheme allows new and existing small businesses to bid for funds to establish or expand their businesses.

To kick-start the scheme, the governor approved an initial sum of N250 million, which was domiciled in the State Ministry of Commerce and Cooperatives. Objectively, the scheme is to provide financial support to small business owners who lack access to funds to grow their businesses. It aims, by and large, to stimulate commerce, trade and economy at the local level in the State.

Considerably, the State government had spent a cumulative of over N1.9 billion on the micro credit intervention scheme since it began in 2012, and about 2000 cooperative societies across the State had so far benefited from the intervention scheme.

At this point, it is pertinent to note that the target beneficiaries of the scheme include men and women who have existing businesses, youth with workable business ideas or requisite skills, enterprising women in the rural areas and cooperative societies with traceable business records.
Consequently, over 160 farmers’ associations across the State with not less than five farmers each had benefited from the micro-credit funding under the Off Taker Demand Driven Agriculture Scheme of the state government.

How are funds disbursed?

The disbursement of funds to beneficiaries is done through selected micro finance banks located within the operating environments of the target beneficiaries.

The participating micro-finance banks are referred to as partnering banks. Through their various staff, the banks have personal interactions with the beneficiaries to determine the prospects of their businesses or ideas. The banks are also in a better position to properly appraise and monitor the beneficiaries and ultimately recover such disbursed funds as at when due.

Envisioned by Governor Ahmed, Kwara Micro Credit Intervention Scheme is a purely developmental programme fashioned to foster economic developments by easing business activities, unlocking hidden local potential and stimulating local economy as a first line catalyst to industrial growth.

Improving access to credit is crucial if SMEs are to reach their potential and allow businesses to move from start-ups to established businesses with growth potential in Nigeria as a whole. The SMEs sector, if properly developed has the capacity to contribute significantly to the economic advancement of a country.

Again, Financial Times of London Endorses Award-Winning Kwara Community Health Insurance

The Financial Times of London has once again endorsed the award-winning Kwara Community Health Insurance Scheme for its transformational impact on the people of the State, particularly the rural dwellers.

In an article titled, “The Innovators: devices and services to improve maternal and child health” published on its website on Thursday, the Financial Times listed Kwara Community Health Insurance among few projects with the potential to ease the burden of maternal and child mortality around the world. 

The Financial Times noted that the scheme, which is operated in collaboration with Hygeia Community Health, the Netherlands government and Charity PharmAccess Foundation, was established as the first state health insurance programme in Nigeria, to provide affordable and quality healthcare for poor people.

Additionally, it stated that the scheme allows beneficiaries to access primary quality healthcare services all year round for a premium of N500. The insurance scheme is subsidized by the Kwara State government with support from the Dutch Health Insurance Fund.  

While reacting, the Executive Secretary of the Kwara Community Health Insurance Scheme, Mr. Razaq Abdulsalam said the endorsement is a clear recognition of the impact of the scheme. He disclosed that Governor Abdulfatah Ahmed recently approved the release of N100m for the scheme.

Among the accolades the scheme has received are the 2016 Financial Times/IFC Transformational Business Award, finalist prize at OECD Development Assistance Committee awards in 2014, the United Nations and Bill Gates Foundation recognition for its creative approach to pro-poor healthcare.

Senate President, Dr. Abubakar Bukola Saraki has advised politicians and the media to stop peddling empty speculations about his recent visits to the Presidential Villa and linking such visits to the request by the Buhari administration for approval of the National Assembly to get $29.9bn loan from foreign sources.

Saraki in a statement by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, stated that in all his recent meetings with President Muhammadu Buhari and Vice President Yemi Osinbajo, the issue of the proposed loan has never come up for discussion.

He noted that the comments by some politicians on the loan issue without any factual basis was "unfortunate".  " Like I once told the media, these politically-motivated commentaries are trivialising a serious national issue and presenting it as if it is a personal matter that can be decided at meetings between  Saraki and President Muhammadu Buhari", he stated.

"The National Assembly which I head as Senate President has taken a position on the issue as required of it by the laws of the land and legislative conventions.

"At every point, the present National Assembly will make decisions based on national interest and we have vowed that we will always act in the interest of our people. That is why despite the fact that members belong to different parties, when national issues come to the floor we forget about party affiliations and act as Nigerians elected to protect the interest of Nigeria.

"A visit to the Presidency by the Senate President is a normal thing because we need to consult, discuss, exchange ideas and make suggestions to each other from time to time. More importantly, at this time, when the nation is facing economic crisis, there is need for frequent engagements by the Presidency and the National Assembly.

"It is in fact very unfortunate that these empty speculations by the media are now forming the basis for commentaries by some politicians who are in a position to be better informed. Politicians should stop playing to the gallery or drawing political capital from all issues. When serious national issues are on ground, we should refrain from making statements based on mere sentiments. Similarly, the media should exercise restraint in their reportage and commentaries in order to properly serve our people.

"At a time when we are about to prepare a budget which is aimed at responding to the current recession and our plan is to ensure all issues concerning the budget are ironed out before the budget comes to the floor so that we will have a less tedious process than that of last year, the media should be ready to witness more of these engagements between the Presidency and the National Assembly", Saraki stated.

Senator Monsurat Sumonu notes the need to halt the unnecessary loss of lives due to the refusal of hospitals to attend to gunshot victims. She recognizes the need to build confidence in the public for helping gunshot victims; even if to aid investigations.

Resolution

·         Senate resolves to implore hospitals to extend immediate medical services to save lives of gunshot victims.

Senate President says it’s a clear message that public hospitals must first treat gunshot wounds while communicating with security agents.

2. The Motion on the Urgent Need to end the Illicit Trade in Freshly Minted Naira Notes by Senator Mao Ohabunwa.

Senate also notes that these Naira peddlers lurk around Weddings and other Social Events to ply their illicit trade. Senators Jeremiah Useni and Gbenga Ashafa support the motion on the illicit trade in freshly minted Naira Notes.

Resolution

·         Senate condemns the hawking, selling, and otherwise illegal trading of new Naira Notes.

·         Senate mandates Central Bank to strengthen its system and audit the process of collation and disposition of defaced notes.

·         Senate also urges Central Bank to investigate the allegation that commercial bank officials do in fact sell new Naira notes to illegal peddlers. Senate President thanks the sponsor for the motion and insists on the need for the full compliance of the S.21 of the CBN Act.

3. The Motion on the Urgent Need to examine the Operations of the Nigeria Customs Service Revenue Drive by Sen. Isaac Alfa &12 Co-Sponsors.

Senator Isaac Alfa notes with serious concern that the revenue projection and targets of the Nigeria Customs Service are not being met and the Senate is also worried that Border Posts are not properly equipped with Cargo Handling and Security Scanning Capabilities.

DSP Ekweremadu commends the Senate on its continued focus on not just expenditure but also revenue. He says it's time to look at Nigerian Custom books.

Resolution

·         Senate resolves to mandate it's committee on customs to investigate the Nigeria Customs service to identify leakages and irregularities leading to dwindling revenues.

Senate President says 'that place is stinking; just last week we heard the former Customs Boss returned N1B. The Nigeria Customs should be investigated"

4. The Motion on the Total State of Disrepair and Collapse of the Ekpoma - Benin Federal Highway by Senator Clifford Ordia

Senator Clifford Ordia speaks on the dilapidated and total collapse of the Ekpoma-Benin Federal Highway in view of its strategic importance he adds that the highway is also part of the ongoing Okene-Benin Road Dualization that has been abandoned.

Senator James Manager speaks on the importance of the Ekpoma-Benin Highway to the National Road Transport Network.

·         Senate accordingly resolves that the FG urgently release funds to the Contractor handling the dualization Project.

5. The Motion on the Urgent Need for the Declaration of Emergency over the Security Situation in Southern Kaduna by Senator Danjuma La'ah.

Senator La'ah notes the continued loss of lives and properties in Southern Kaduna Senatorial District and there is a general atmosphere of insecurity in Southern Kaduna at the moment.

Senator Shehu Sani also speaks on the plight of the people of Southern Kaduna. He harps on the need to resolve the continued restiveness.

Deputy Leader Na'Allah also decries the violence in Southern Kaduna. He says it's the responsibility of Govt. to secure the lives of people.

COURTESIES

It is widely established that local governments, being closest to the people, are uniquely positioned to positively impact on the lives of citizens, especially those at the grassroots. Local governments are also supposed to facilitate a strong relationship between the governors and the governed and ensure grassroots development.

Sadly, recent developments in the national economy have severely restricted the capacity of councils to fulfil their statutory obligations. Today’s swearing-in of newly-appointed chairpersons of the Transition Implementation Committees (TICs) in each of the 16 Local Governments signals our resolve to reorganise this tier of government in the interest of the people.

It is perhaps appropriate to congratulate the newly sworn-in Chairpersons on their well-deserved appointments. Your performance in your previous positions has led to your selection.
But the truth is that you have been appointed at a time of great difficulty for local governments in Kwara State. The 16 sixteen local governments have varying degrees of salary and pension arrears. Most have been unable to implement infrastructure projects due to significant reduction in federal allocation and previous inefficiencies in revenue generation.
This cannot continue. I, therefore, expect you to treat the resolution of these problems as priority and approach it with the commensurate sense of urgency and commitment.



You must take advantage of the reduced recurrent expenditure offered by the TIC structure to clear the backlog of arrears in the shortest possible time. You must also prioritize low hanging infrastructure that will bring swift relief to the people.

In this regard, you are to avoid making unnecessary appointments, make prudence your watchword at all times, shun ostentation and avoid any conduct capable of calling your integrity into question.

My government stands ready to support you through this difficult process of rescuing our local governments with the necessary resources and guidance in this admittedly challenging journey.
As you are aware, the Kwara State Committee on Personnel Database Development, of which I am chairman, is expected to submit its report soon.

I am optimistic that once its report is received and implemented, monthly recurrent expenditure in each of the sixteen local government as well as the state level will be reduced, thus freeing up more revenue for your operations.
Following the need to shore up revenue generation, local governments’ partnership with the Kwara State Internal Revenue Service (KWIRS) has led to an increase in Internally Generated Revenue.

You are to key into this by strengthening synergy with KWIRS to generate more revenue in order to meet more of your obligations, especially the prompt payment of salaries.

I am aware that several groups and individuals, especially those in the informal sector, are yet to conform with our revenue reforms by paying taxes.



Let me make this very clear. Just as the welfare of citizens is obligatory on government, the payment of taxes is compulsory for all eligible individuals and businesses. You cannot expect to benefit from services provided by government from taxes, yet refuse to contribute by paying your tax.

Government at state and local government levels will, therefore, not hesitate to invoke the law to punish those found guilty of tax avoidance or evasion.

As you assume your new positions, remember you have been called to serve. I entreat you to shun corruption, divisive politics and put the interest of the people first at all times.

Times are tough but they also present an opportunity. Most people understand the crises we face and the need to implement reforms in order overcome the challenges.

You must therefore take the opportunity you have been offered by ensuring inclusion as you take the tough decisions necessary to navigate local governments out of their peculiar challenges.

At this point, I thank the outgone local government chairmen for their service to the government and people of Kwara State and wish them success in their future endeavors.

Once again, I congratulate the new chairpersons on their new appointment and wish them all the best in this difficult assignment.

14 November 2016, Abuja---Today Senate President (Dr.) Bukola Saraki said, “ending the recession requires dialogue and cooperation from Nigeria’s national leaders.” The Senate President’s comments were in response to repeated questions about his recent meetings with President Muhammadu Buhari and the Senate’s votes to return the President’s Mid-Term Economic Framework (MTEF) and $29.9 billion loan request pending the submission of supporting documentation.

“Reports of rising tension between lawmakers and the president are overblown,” Saraki stated. “The MTEF and the loan request were returned to the executive because both submissions lacked the supporting documentation necessary to conduct due diligence and oversight” he said. “The real concern should be the length of time it will take to receive the requested documentation and the time lost toward beginning the 2017 budget process.”

The Senate President explained that the 1999 Constitution of the Federal Republic of Nigeria gives the National Assembly (NASS) the power to approve federal appropriations. This mean the annual budget, appropriations bills and loan requests must be passed by the NASS.

“What the media is now covering and what the public is witnessing is not political gamesmanship” Saraki observed. “This is the discourse that must occur if we are to figure out the best way to tackle the recession. The growing cooperation between the executive and legislative branch is the only way to move Nigeria forward.”

Both the National Bureau of Statistics and Bloomberg Markets reported today Nigeria’s inflation rate rose in October from 17.9% to 18.3%. Increases in the inflation rate of housing, electricity, water, lubricants for personal transport and education were leading sub-index sectors driving the inflation rate. Additionally, food inflation rose from 16.6% to 17.1% led by increases in the price of bread, cereal, fish and meat.

The Senate President further stated, “at the end of the day we as elected leaders must listen to the testimonies of the people and understand the level of despair in the country.” “I am confident that by working together we can overcome the recession and address the needs of so many in meaningful ways.”

Recession an opportunity to diversify economy: Gov Ahmed

Kwara State Governor, Alhaji Abdulfatah Ahmed says the current economic recession is a blessing in disguise because it provides Nigeria with the opportunity to take necessary decisions to diversify the economy, especially through agriculture.

Governor Ahmed, who stated this on Monday while declaring open the maiden Harmony Agriculture International Fair holding in Ilorin, noted that agriculture remains one of the ways Nigeria can end recession and tackle poverty.

He explained that agribusiness is capable of delivering sustained prosperity by achieving domestic food security, generating exports and supporting sustainable income and job growth.

Alhaji Ahmed said he is excited to see more youths showing interest in agribusiness and assured that the government will continue to support them.

The governor disclosed that the State government will work with a network of investors, farmers, processors and other stakeholders in the agricultural value-chain industry to strengthen the supporting infrastructure to ensure that quality standards are defined and maintained across the value-chain.

Governor Ahmed also advised Nigerian farmers to familiarize themselves with agricultural research and innovation and use the knowledge to expand their productivity and profitability as well as engage in value-added activities like processing and packaging.

He emphasized that agriculture provides a way out of Nigeria’s economic challenges and offers sustained prosperity for the people. The governor, however, said this can only be achieved if the country adopts well articulated and structured approaches to agribusiness, which leverage on modern research and technology.  

Alhaji Ahmed said the country must also promote value addition through agro-processing, attract affordable funding, provide reliable infrastructure such as good roads and irrigation and implement supportive policies.

Earlier in his remarks, the Group Managing Director of Harmony Holdings, Mr. Tope Daramola, stressed the importance of mechahised farming in the transformation of agriculture, and assured that the Holdings will continue to promote improved agriculture in Kwara.

The Harmony Holdings boss disclosed that a database of active farmers in the State is being created to ease the replication of commercial farming projects across the state, adding that the farmers will be provided with the necessary assistance.

Progress in Nigeria and other nations has been uneven and Stakeholders warn against poor quality care with rising rates of over-medicalisation, too few trained staff or basic resources in many regions around the world
 

ABUJA – The 4th Nigeria Family Planning Conference in Abuja this week hosted the Africa regional launch of The Lancet Maternal Health Series. National and international health leaders were on hand for this important gathering, including the Honourable Minister of Health Isaac Folorunso Adewole and Wellbeing Foundation Africa's Founder, Her Excellency Toyin Saraki, Global Goodwill Ambassador to the International Confederation Of Midwives, UNFPA Nigeria Family Planning Champion and wife of Nigeria's Senate President, and Professor Oona Campbell, author of the 2016 Lancet Maternal Health Series.

Mrs. Saraki, a co-author of the previous 2015 Lancet Maternal Health Series: Stillbirths: Economic And Psychosocial Consequences - and having attended the initial launch of the 2016 Series report at the global stage to coincide with the 71st UN General Assembly in September observed that The Lancet Maternal Health Series covers the epidemiology of maternal health, the current landscape of maternal health care and services in both high- and low-income countries, and lays out future challenges and strategies to improve maternal wellbeing.

Speaking at Nigeria's 4th Family Planning Conference in her capacity as UNFPA Nigeria Family Planning Champion, Mrs Saraki addressed stakeholders alongside fellow panelists Professor Oona Campbell who launched the Series, Professor Adinma, Dr Kole Shettima, Dr Tunde Segun and Dr Allisyn Moran with the discussion entitled: "What is family planning doing for maternal health in Nigeria" - Mrs. Saraki noted:

" I welcome the Nigeria launch of the 2016 series which provides all stakeholders and policy-makers the evidence with which to guide concrete actions to improve maternal newborn child and adolescent health services"

"The launch of this report, coinciding with the revised WHO guidelines which recommend that pregnant women in low and middle income regions receive 8 antenatal visits, and increased recommendation from the 4 antenatal visits previously indicated within the WHO's focused Antenatal Care policy, vindicates the Wellbeing Foundation Africa's MamaCare Antenatal And Postnatal Skills And Drills Curriculum model for midwives and mothers respectively demonstrating that the provision of a midwifery-led continuum of care and counsel, along with universal access to high quality affordable health services through community health insurance, improved training in emergency obstetric and newborn care, underpinned by integrating its robust patient-custody health records with digital facility health records and civil registrations data skill-sets are, together. crucial to improving survival and wellbeing"

"As Nigeria's first civil society maternal health visitor program, the MamaCare Classes incorporate a postnatal session where breastfeeding techniques are delivered to mothers along with informed family planning advice - At the Wellbeing Foundation Africa, believing that access to family planning information and contraception is a fundamental human right, empowering women to decide when and where to have a child, and how many children they wish to bear, according to their circumstances, we recommend that mothers space their childbirth by 1000 days, to better sustain the health and socio-economic wellbeing of mother, child and family"

"Considering the 40% improved survival rates delivered over the last 4 years through Nigeria's Midwives Service Scheme, despite government challenges in sustaining state and local government traction on these gains, having advocated for the National Task-shifting Policy, as a follow-up to what was irrefutably demonstrated in Nigeria that when community health workers were allowed to administer injectable contraceptives, the uptake of family planning in hard-to-reach areas went up dramatically."

“It will be hugely beneficial to improve clarity on Nigeria's currently confusing ‘dual-qualification nurse-midwife’ overlap, to provide clear distinctions between the midwifery qualification, and the general nursing qualification. With regards to the recently launched WHO Midwives Voices Midwives Realities Report, which documents the voices and realities of 2470 midwifery personnel in 93 countries and describes, from their perspective, the barriers they experience to providing quality, respectful care for women, newborns and their families."

“I now urge our Federal Government and policy makers to consider integrating the International Confederation of Midwives' Midwifery Services Framework into Nigeria's public health policy as the best practice model to strengthen midwifery services to deliver the full complement of maternal and newborn care, including family planning."

Mrs Saraki further called upon the government and stakeholders to:

● To honor their FP2020 commitments to improving family planning funding and services

● To partner with donors and other non-governmental organizations to increase financing for family planning at all levels

● To strengthen primary health care facilities to provide family planning counseling and services for increased access and improved coverage

● To partner with non- governmental agencies and development partners to build the capacities of healthcare providers across all cadres to encourage task shifting/sharing to overcome human resource constraints

● To strengthen country's forecasting capacities and supply of family planning capacities

● To adopt innovative approaches such as community-based family planning services, involvement of men, traditional and religious leaders as family planning champions to break religious-cultural barriers

● To continuously create awareness on family planning for women and families to make informed decisions on birth spacing.

● To scale up deployment of patient custody health records and facility and health-worker driven digital records databases to provide real-time transparent and accountable community audit mechanisms in measuring public health services delivery


The conference, supported by a wide range of stakeholders including DFID UK, USAID, The Bill and Melinda Gates Foundation, Plan International, Evidence For Action, The White Ribbon Alliance and NURHI, was attended by Nigeria's Honourable Minister Of Health, His Royal Highness The Emir Of Shonga, Former Senator Daisy Danjuma as represented by Dr Edugie Abebe, and a wide range of leaders of women's groups cooperatives and associations including the National Council of Women’s Societies NCWS, and the YWCA.

“I am honoured that The Lancet Maternal Health Series is being launched in Nigeria especially due to its particular relevance to our country,” said Honourable Minister of Health Isaac Folorunso Adewole. “Poverty, inequality, and geographical barriers all clearly play out in maternal health where both our challenges and opportunities abound. We should, therefore guarantee that every woman, everywhere has access to good quality care.” [1]

Maternal mortality in Nigeria decreased by 40 percent from 1,350 deaths per 100,000 live births in 1990 to 814 deaths in 2015 (paper 3, fig 2). There were an estimated 58,000 maternal deaths in Nigeria in 2015, representing 19 percent of the total number of maternal deaths worldwide (paper 1).
 
Approximately one quarter of women worldwide deliver without a skilled birth attendant (paper 3), and while an increasing number of mothers are using birth facilities, the quality of care varies widely. The report cites two broad scenarios to describe the landscape of poor maternal health care – the absence of timely access to care (defined as ‘too little, too late’) and over-medicalisation of normal antenatal, intrapartum, and postnatal care (defined as ‘too much, too soon’). Both scenarios are examples of poor quality care. The problem of over-medicalisation has historically been associated with high-income countries, but it is rapidly becoming more common in low- and middle-income countries, increasing health costs and the risk of harm (paper 2, panel 1). For instance, more than a third of all births to the richest 20 percent of women in Namibia and South Africa are now by caesarean section.

“An essential part of advancing maternal health in Nigeria is accelerating the progress of family planning education and services to all women, thus preventing unwanted pregnancy,” said Series author, Professor Oona Campbell, from the London School of Hygiene and Tropical Medicine. “But women, families and society need births too, and it is unethical and simply unacceptable to encourage women to give birth in places with low facility capability, with unskilled providers, or where the content of care is not evidence-based. This failing should be remedied as a matter of priority.” [2] Most low- and middle-income countries are on course to experience substantial economic growth, which will increase their fiscal space for health investments in maternal and newborn health (paper 5).

The authors of the Series identify five key priorities (paper 6) that require immediate attention in order to achieve the SDG global target of a maternal mortality ratio of less than 70 per 100,000 live births. These include prioritising quality maternal health services that respond to local needs; promoting equity through universal coverage of quality maternal health services; improving the health workforce and facility capability; guaranteeing sustainable financing for maternal and perinatal health; and better evidence, advocacy, and accountability for progress.
