NL folks, Please What's the Difference Between a Minister, Minister of State and Permanent secretary? Who has more discretionary power (Superior) between a Minister and Minister of State?

The first one is the senior while the other is the junior. For instance foreign affairs one sees to the international community affairs while the junior is in charge of foreign issues on the local soil.

Permanent Secretary is a civil servant and the head of the ministry is in charge. He coordinates the activities of the ministries and other government agencies under his or her watch.

Ministers are just administrative officers who ensures civil servants carried out their duties in line with government manifestos.

Former minister of Niger Delta affairs, Godsday Orubebe,
has been spotted in a Code of Conduct Tribunal (CCT) in
Abuja, where he is facing money laundering charges.
Needless to say, Orubebe have been a subject of scrutiny
and have been on the limelight for his roll during the
gubernatorial election were he out-rightly countered the
INEC chairman and accused him of bias which could have
caused a mayhem in Nigeria.
