Fatalities is the SE are under recorded because most killings in the SE are hidden from the eyes. While in other regions killings are done openly. someone is killed and the body is left in the open but in the SE the body is taken and dumped in deep wells, rivers, farmlands, septic tanks etc. To confirm this, check the number of missing persons in the SE, the number of kidnapped without return, etc. SE is a killer zone.
SE fatalities are actually exaggerated by SW media

ESN put the police in their place and cleared the Fulani issue. They have also dealt with community criminals. Mondays in Igboland are 100% crime free. Not even a car accident. That is why people do not want to end sit at home.
Even while enforcing sit at home they were more civil that Nigeria police and army who kill innocent people anyhow

Bonn, Cologne, Dusseldorf, Dortmund and Essen are so close together you'll rarely know the difference and they sprawl thousands of square kilometers, yet you'll never hear all these places being grouped under only one City like Dortmund metropolitan area.
Talk about London and Birmingham.
Oga, Onitsha is Onitsha, Nnewi, Orlu and Ogidi are on their own too. You can't lump them together and start calling them Onitsha. The other places are jokes to you right?
Experts from international organisations have already done the lumping. Maybe the places you mentioned are not close enough for such lumping. Meanwhile Tokyo is a product of such lumping. Even Lagos is a product of lumping because even Ikeja is not Lagos
