I always get this message whenever I try to link or use my card to make a payment on a foreign website.

Just now, I tried to link it to PayPal still got the same "declined" notification

Is it that my card is not working or what cos I collected both MasterCard and Visa from the bank last week.

Experienced gurus I need your help pls..
