Politics › Nigeria's Refineries Working At 8.5% Capacity - The Cable by BeeBeeOoh(op): 5:49am On Dec 22, 2016
Nigeria’s four state-owned refineries, installed to refine 440,0000 barrels of crude oil daily, worked at only 8.55% of their combined capacities from January 2015 to September 2016, an analysis of reporting by the Nigerian National Petroleum Corporation (NNPC) has shown.

This is contained in the maiden issue of NEITI Occasional Paper Series released on Wednesday and jointly published by the Nigeria Extractive Industries Transparency Initiative (NEITI) and BudgIT, Nigeria’s leading technology-driven, civic-advocacy group on budget and public finance issues.

NEITI commended the NNPC “for taking the initiative to provide up-to-date information” to Nigerians on the state of the country’s petroleum sector through the monthly financial and operations reports that the national oil company has been publishing since August 2015.

But it also called on the corporation “to open up more especially by living up to its self-declared commitments to openness, transparency and accountability”.

Data in the NNPC monthly reports are yet to be independently validated or reconciled by NEITI, according to the publication.

“What NNPC has done with its monthly reports could be termed a sea-change,” said Waziri Adio, the executive secretary of NEITI.

“From being the poster-boy for opacity, NNPC is voluntarily embracing openness and providing near real-time information about the state of play of our oil and gas sector today. This is commendable, but also deserving of close and critical examination. For example, what do the reports, looked at together, tell us about our petroleum sector today and what is the implication of that for the public, for public finance and for petroleum sector reforms? That is the rationale for this special report.”

Below are the highlights of the report.

AVERAGE CAPACITY UTILIZATION FOR THE REFINERIES WAS 8.55%

Between January 2015 and September 2016, the average capacity utilization of the Nigerian refineries was 8.55%. The refineries did not process crude oil at all in seven out of the 21 months under review. Consolidated capacity utilization of the refineries was above 20% only in August 2015 (24.08%). It is seen that Kaduna refineries is the poorest performer while the Port Harcourt refinery is the best performer. The reports also reveal that out of the 245.48 million barrels that NNPC received for domestic supply in 21 months, only 24.78 million barrels were delivered to the refineries for processing, amounting to only10.06% of what the NNPC received for domestic consumption.

CRUDE OIL PRODUCTION DROPPED BY 27.23%

Crude oil production fluctuated in the period under review, with the highest production per month recorded in October 2015 (69.49 million barrels) and the lowest recorded in August 2016 (46.56 million barrels). When the production figures for January 2015 (68.07 million barrels) and September 2016 (49.53 million barrels) are compared, there was a decline in monthly production by 27.23%. The same trend was noticeable in terms of average daily production per quarter, as 2.16 million barrels were produced daily on the average in the first quarter of 2015 as against the 1.60 million barrels average daily production per quarter in the third quarter of 2016.

The fall in oil production was largely attributed to growing vandalism and militancy in the Niger Delta region, though production fluctuation was noticeable even before the onset of militant activities. The fall in daily production is likely to negatively impact the implementation of the current budget, given that the budget was predicated on a daily production of 2.2 million barrels.

THE NNPC GROUP CONSISTENTLY OPERATED IN THE RED

For the 21 months under review, the NNPC group made a cumulative loss of N418.97 billion in 19 months. Volatility was also noticeable in the group’s losses, ranging from N3.55 billion in January 2016 to N45.49 billion in September 2015. The group made profit only in two of the 21 months covered by the NNPC monthly reports under review. This was in January 2015 when the group made a profit of N7.6 billion and in May 2016 when it made a profit of N0.27 billion, with total profit in 21 months coming to N7.87 billion, as against the loss of N418.97 billion, with total loss coming toN411.1 billion.

1.28 BILLION BARRELS OF CRUDE LIFTED AND UTILIZED

Between January 2015 and September 2016, the total crude oil lifted and utilized came to 1.28 billion barrels, out of which international oil companies and independents lifted 809.98 million barrels, government lifted 441.37million barrels and those with alternative financing arrangements lifted 30.15 million barrels. The total value of the liftings for the 21 months was $61.17 billion, out which government, IOCs and independents, and AFs lifted $20.9billion, $38.78 billion and $1.5 billion respectively. The reports also reveal that out only 9.74% of the crude lifted by NNPC for domestic crude was delivered to the refineries.

24.24 MILLION LITRES OF PETROL SOLD DAILY

The daily average sales of petrol fluctuated between 15.23 million litres in September 2015 and 35.09 million litres in May 2016. The daily average sales for petrol for the 21 months came to 24.24 million litres, while the daily average sales diesel and kerosene came to 1.06 million litres and 3.12 million litres respectively.

Politics › Britain Demands N7bn Before Ibori's Deportation - Newtelegraphonline by BeeBeeOoh(op): 4:53am On Dec 22, 2016
•Ex-gov freed from prison, put under house arrest

•Delta agog as kinsmen, political associates jubilate

Temporary respite came the way of former governor of Delta State, Chief James Ibori, yesterday in the United Kingdom after a Royal Court of Justice Court 1, London, ordered his release from Huntcombe Prison.

But the Home Secretary, Amber Rudd, did not intend to deport Ibori to Nigeria until he handed over £18 million (about N7 billion at interbank rate) of “proceeds of crime” to the government.

Ibori’s release came following the crash of a lastminute effort by the UK Homeland Office to keep him in prison after serving out his jail term. However, the former governor will be confined to house arrest on Abbey Road, St. John’s Wood area in London pending a confiscation hearing scheduled for January.

The former governor is expected to be visiting the Croydon Police Station regularly before his final appearance in court in 2017. Ibori, a.k.a Odidigborigbo of Africa, was jailed on April 17, 2012, for 13 years by the Southwark Crown Court after pleading guilty to 10 counts of money laundering and conspiracy to defraud. He was, however, due for release on Tuesday after serving half of his sentence.

Ruling yesterday in the application by the UK government to request for an extension of Ibori’s prison remand, Mrs. Justice May declined the request and ordered the immediate release of the ex-governor from prison.

“You don’t hold someone just because it is convenient to do so and without plans to deport them,” the judge held. The Home Office had argued before the court that the government was concerned that Ibori might “frustrate confiscation proceedings” and, therefore, wanted him kept in jail or subject to strict controls on his movement.

The Crown Prosecution Service (CPS), which is pursuing the confiscation proceedings, was “neutral” about Ibori’s release and possible deportation. In his explanation in court on Wednesday, Ibori’s counsel, Ivan Krolic, explained how another defendant in the fraud case had appealed against conviction on the grounds that “police officers in the investigations had been corrupt”.

Krolic said: “The court of appeal rejected that, after counsel for the Crown indicated that there was nothing to support the allegation.” In her ruling to order Ibori’s release, May said: “The Secretary of State appears to have taken it upon herself that Mr. Ibori does remain in this country, in apparent contradiction of the order served earlier this year to deport him.

“The position of the Secretary of State, as very candidly set out by Mr. Birdling (representing the home secretary), is that she accepts that there is an argument that she has no power to detain him. “I have decided that the balance of convenience falls heavily in favour of his immediate release. “I am not prepared to impose conditions involving tagging or curfews.”

The judge said the matter of Ibori’s deportation should be heard before the end of January. A Home Office application that Ibori be electronically tagged and subjected to strict curfew conditions was also rejected.

The judge accepted arguments that the Home Secretary was attempting to misuse her immigration and deportation powers. Ibori’s conviction followed a government anticorruption campaign led by the Department for International Development (DfID) 10 years ago.

But earlier this year, the Director of Public Prosecutions, Alison Saunders, demanded a review of the evidence following allegations that police took bribes and prosecutors covered it up.

“The review team found material to support the assertion that a police officer received payment in return for information,” the CPS admitted in September. Ibori was jailed for fraud totalling nearly £50 million in April 2012.

He evaded arrest in Nigeria after a mob of supporters attacked police, but was arrested in Dubai in 2010 and extradited to the UK, where he was prosecuted based on evidence from the Metropolitan Police.

Ibori, who ruled Delta from 1999-2007, was one of the most influential governors during his time and he established a political dynasty in Delta State.

Politics › Corruption: Arewa Consultative Forum Demands Fair Hearing For SFG.. by BeeBeeOoh(op): 10:01pm On Dec 21, 2016
The apex northern socio-cultural body, Arewa Consultative Forum (ACF) at the end of its National Executive Council meeting on Wednesday called for a fair hearing for the Secretary to the Government of Federation (SGF), Babacir Lawal.

This was also as it demanded constant security surveillance and intelligence gathering around troubled areas of Kaduna, Zamfara and Taraba states where lives and property have been lost, to forestall future occurrences.

Speaking to newsmen in an interview shortly after the meeting which held at the forum headquarters in Kaduna, ACF National Publicity Secretary, Alhaji Muhammad Ibrahim said, the meeting deliberated on national security and other crucial matters.

According to the ACF spokesman, the forum remains on the side of justice for all, and therefore supports the probe of the SGF on the corruption allegations levelled against him, saying such will give him fair hearing.

His words: “It is not in the character of ACF to take sides on allegations of corruption against any government official or private individuals without proper investigation. The rule of natural justice demands that before you pronounce any body guilty of an allegation, you must give him a fair hearing.

“The anti-corruption war cannot be applied selectively, all are subject to thorough investigation. Those found culpable are punished in accordance with the law.

“We therefore support the courage of President Muhammadu Buhari to investigate allegations of corruption against top government officials of his administration. This clearly demonstrates his total commitment to do what is right irrespective of who is involve. It is our hope that the Attorney General of the Federation will avail the officials concerned a fair hearing in the interest of justice.

“ACF is equally calling on Nigerians to support President Buhari in this very difficult anti corruption war. The challenges are enormous which requires collective duty to put all hands on deck to save our dear country from insecurity and corruption”, he said.

On the killings in Kaduna, Taraba, Zamfara and Benue state, Ibrahim said, “We are very concerned and worried about the recurrent communal clashes between farmers and herdsmen in some Northern States like Zamfara, Taraba, Benue and Kaduna.

“This seemingly intractable security challenge in the North which have continued to hinder our socio-economic development is disturbing and unacceptable.

“The recent communal clashes in some communities in Gassol Local Government Area of Taraba State and that of Jama’a and Kauru Local Government Areas in Southern part of Kaduna State where innocent lives were killed and property destroyed, is worrisome and condemnable.

“So, in consideration of these and other insecurity situations in the region, ACF in collaboration with Sir Ahmadu Bello Memorial Foundation is proposing to host a Northern Security Summit in February next year that will address the numerous issues of cattle rustling, kidnapping, communal clashes etc. The Summit is aimed at complimenting the efforts of Government to finding lasting solutions to the problems.

“We commend the efforts of the affected state governments in their unwavering commitment to the pursuit of peaceful co-existence through dialogue and peace building processes among the communities in their States. And we urge the Security Agencies to step up surveillance and intelligence gathering to forestall future occurrences”, he suggested.

The ACF spokesman however expressed condolences and sympathy to the families that lost their loved ones during the clashes.

Politics › El-rufai's Convoy Attack: Governor Cautions Against Reprisal Attack.. by BeeBeeOoh(op): 8:18pm On Dec 21, 2016
… 24-hour curfew imposed on 3 Kaduna LGAs

Aftermath of the Tuesday’s attack on Governor Nasir Ahmad El-Rufai’s convoy by youths in Southern part of Kaduna State, the Governor has appealed to citizens not to retaliate.

The Governor and his entourage were pelted with stones and some of the vehicles broken after addressing some demonstrators immediately after he chaired Kaduna State Security Council meeting in the area.

The official residence of the local government chairman, Dr. Bege Katuka was also burnt.

The governor’s spokesman, Samuel Aruwan in a statement issued in Kaduna on Wednesday described the unfortunate incident as part of the burden of leadership. He added that the Governor is of the view that there must be no reaction to the incident other than a continued commitment to restore peace and harmony.

Meanwhile, a 24-hour curfew has been imposed on three local government areas of Zangon-Kataf, Kaura and Jema’a. The Kaduna State Security Council said it took the step based on credible intelligence about risks to lives and property in the affected areas.

Aruwan statement quoted the Governor El-Rufai as saying that, “in the name of God, I am begging you. No one should take the law into his or her hand over what happened in Kafanchan. Although it is unfortunate, but we must rise above induced prejudice and hatred. We must defeat hate with patience, love and dedication to duty and not eye for an eye.

“It is also a burden of leadership and we will, by the special grace of God, overcome these forces of darkness who are dividing our citizens using religion, ethnicity and politics. I commend the high sense of professionalism exhibited by security personnel.

“I listened to three of the women who led the protesters as they asked me questions. I answered them and even invited them to a larger meeting, but they went on rampage and burnt the residence of the local government chairman.

“The government of Kaduna State and the Security Council sympathize with the chairman of Jema’a local government, Dr.Bege Katuka and his family over the unfortunate incident that led to the burning of their home. Our prayers and support go with them,” the Governor said.

On the curfew, Aruwan said, the governor will update the people of the state on the steps being taken to improve security in the state in a state-wide live radio interview on Wednesday night, from 8pm to 10 pm.

He also disclosed that the Kaduna State Security Council also reaffirmed the ban on all processions and unlawful assembly throughout the state.

The statement said that security agencies have also been empowered to arrest and prosecute any individual or groups that violate these orders.

“Furthermore, the Security Council urged security operatives to ensure best practices in enforcing the directives.

“The meeting, which was chaired by Governor Nasir Ahmad El-Rufai, had the following members of the Council in attendance: The Deputy Governor, Arc. Barnabas Yusuf Bala, Kaduna State Commissioner of Police, Agyole Abeh,, Director DSS, Mohammed Tijjani Wakili,, Brig. Gen. I. Isa, Commander, 1 Division Garrison, Nigerian Army, Rear Admiral T. T. Dakwat, Commandant Nigerian Navy School of Armament, Kachia and AVM Bello Garba, Base Commander, Nigerian Air Force, Kaduna,” the governors statement read.

Politics › Boko Haram: Diarrhoea Hits IDP Camp, Claims 10 Lives In November - Premium Times by BeeBeeOoh(op): 8:35am On Dec 21, 2016
Two years after Boko Haram attacks forced them to flee their homes in the north-east Nigeria, a fresh grief has crept in on some internally displaced persons camped in Wasa, a rural community in the suburb of Apo in Abuja.
Diarrhoea outbreak, the second in just over a year, claimed the lives of 10 children in the camp in November.
Rilwanu Mohammed, the Executive Secretary of the Federal Capital Territory Primary Health Care Development Board, PHCDB, told PREMIUM TIMES that the disease broke out on November 1.

Elizabeth Ibrahim lost her 7-year old boy, Musa, to the outbreak. She said the boy died “as a result of frequent stooling and vomiting”.

“We moved with my husband and four children into this camp a year ago from Gwoza, Borno State when Boko Haram seized our hamlet”, she told PREMIUM TIMES in Hausa.

Mrs. Ibrahim narrated her ordeal as she sat on a mat in front of their two-bedroom flat at the camp, surrounded by her three surviving children. An aged woman and some neighbourhood children sat close by, condoling the bereaved family.

“Musa was not the only one passing stool, we all had been passing stool for a few days”, Mrs. Ibrahim said.
“On the day he died, he went out to play in the afternoon after eating. He later came back, complaining of stomach ache. I gave him ‘Flagyl’ and he went to sleep. Later in the evening, when I tried waking him up, I discovered that he was dead”, she recalled as others around her grunted.
It was not the first time that the camp was hit by the epidemic. Earlier in 2015, a diarrhoea outbreak had claimed six lives in the camp.

LACK OF WATER

Displaces persons, IDPs, narrated how absence of potable water has been a major problem for the over 5000 residents.

“We drink water from the borehole, which we buy for N10 per jerry can,” Mrs. Ibrahim said.
But that was only after an NGO constructed a borehole and installed two plastic tanks in the camp.
“Before then, our only source of water was the stream a few kilometres across the camp”, she added.

Mrs. Ibrahim, like other members of the camp, feels neglected by the Nigerian government. She does not know what the future holds for her family, who like tens of thousands of IDPs displaced by the Boko Haram are scattered across Abuja without any government assistance.

The government has repeatedly asked the IDPs to return to their homes in Borno. But despite government efforts, attacks by Boko Haram on civilians and soldiers are still rampant in Borno, Yobe, and Adamawa, discouraging the displaced persons from returning.

The Boko Haram insurgency has caused the death of over 20,000 people while millions of others like those in Wasa have been displaced from their homes. Unfortunately for IDPs who moved outside of the north-east to Abuja and other places, the attention of the government and local and international organisations is fixed mainly on displaced persons who remained in the troubled region.

ABANDONED HEALTH CENTRE

At the Wasa camp, although two or three families are cramped into each of the two-bedroom flats, there is no facility for health care service in the camp. A primary health care centre donated by the Speaker of the House of Representatives, Yakubu Dogara, was completed in March, but it has not been opened to serve the residents.
Mr. Mohammed, the Abuja primary healthcare official, said the centre was not handed over to his board, so it cannot operate the facility.

Asked what government was doing to prevent future diarrhoea deaths at the camp, Mr. Mohammed said the housing conditions and economic vulnerabilities of the residents would always put them at the risk of the killer disease.

He, however, said the victims of the latest outbreak had been treated by the board, and that the situation was under control.

The secretary said all the children in the community had also been vaccinated, and the two boreholes in the Wasa community decontaminated with chlorine gas.

The IDPs coordinator for Abuja Municipal Area Council, Abdulkareem Mustapha, also said the council had posted a health worker to provide health services at the camp.

The lack of water supply however means that residents of the camp will remain exposed to sanitation problems.
Mr. Mohammed said the primary healthcare board had advised residents against open defecation, practised by residents of the camp.

But Geoffrey Bitrus, one of the residents, said open defecation became the norm in the camp because the pit latrines, donated by Caritas Nigeria, had long been abandoned due to the lack of water, poor construction and poor management.

Evaritus Bassey, a reverend father and Chief Executive Officer of Caritas Nigeria, said the ventilated toilets were short term emergency interventions. He said a Water, Sanitation and Hygiene committee comprising of leaders of the IDPs were taught on management of the pit toilets.

That maintenance never occurred, making the latrines abandoned and a source of diseases of residents of the area.

Reacting to the absence of water and sanitation facilities at the camp, the Communications and Campaigns Manager of WaterAid Nigeria, Oluwaseyi Abdulmalik, appealed to authorities and residents on the need to promote personal hygiene. She described it is one of the most cost-effective ways of reducing child diarrhoea deaths.

While authorities and organisations hassle over who to provide and maintain hygiene facilities at the Wasa camp, residents like Mrs. Ibrahim continue to lament their situation.

she said she never expected to lose her child to diarrhoea and feels strongly that the Nigerian government should pay a closer attention to the welfare of IDPs in Abuja.

Business › FOREX: FG Orders CBN To Abolish Parallel Market - Leadership by BeeBeeOoh(op): 5:25am On Dec 21, 2016
As the gap between the value of the Naira at the interbank and parallel market continues to widen, the Federal Government has announced plans to converge the rates by abolishing the parallel market.

The gap between the interbank and parallel market rates has grown to N184.75 as at yesterday, as the naira was sold at N490 to the dollar at the parallel market as against N305.25 at the interbank end of the market, increasing the temptation of round tripping.

The Minister of Finance, Kemi Adeosun, said yesterday that the ministry is in talks with the Central Bank of Nigeria (CBN) to eliminate the parallel market otherwise called black market, which has been blamed for the sinking value of the local currency.

Adeosun said having discussed with the apex bank, “the CBN has promised to do something by putting a system in place to eliminate the black market because it is damaging the economy.”

Earlier in the year, the CBN which sells foreign exchange to bureaux de change (BDC) in the country stopped dollar sales to the BDCs, telling them to source their foreign exchange from other sources. It had also asked banks not to sell dollars to them, a decision it rescinded when it allowed BDCs to buy remittances from banks recently.

In June the apex bank had finally heeded calls to allow a free float foreign exchange market, scrapping the 16 month old peg of the naira at N197 to the dollar. This had led to the sharp decline of the naira at both the interbank and parallel markets as the local currency dropped to around N350 to the dollar before stabilising at N305 at the interbank market while at the parallel market, the currency had gravitated towards N490 which it currently sells at.

Acting director, corporate Communications at the CBN, Isaac Okoroafor, was quoted by Reuters as saying the central bank was working towards “ensuring that the forex market operates as effectively as we would envisage.”

He said the aim was to “ensure there is no black market” but did not give details of how this would be achieved.

Meanwhile, the Chief of Mission, International Organisation for Migration, IOM, Enira Krdzalic, disclosed yesterday that the remittances from Nigerian migrants had increased to about $35 million dollars in 2016.

Speaking at the Annual Migration Dialogue to mark this year’s International Migrants Day in Abuja, yesterday, while quoting statistics by the World Bank, pointed out that the significant increase of remittances of Nigerian migrants from $21 million in 2015 made it the second largest recipient of remittances in Africa.

This according to her, implies that Nigeria ranks the fifth largest recipient of remittances in the world from its citizens who sent home money to relatives and friends.

“According to the World Bank report, remittances have reached levels nearly three times higher than official development corporation funds with global figures of remittances still expected to grow.

“Remittances have been expected to grow at an average of 8 per cent annually in the period from 2013 to 2016, to about 700 billion dollars in 2016,” Krdzalic said.

She explained that migration did not have negative impacts on nations but also had positive impacts when done through the due process and that the aim of the joint initiative was not to stop migration but to work together to ensure that migration process was safer and better managed.
