As the gap between the value of the Naira at the interbank and parallel market continues to widen, the Federal Government has announced plans to converge the rates by abolishing the parallel market.

The gap between the interbank and parallel market rates has grown to N184.75 as at yesterday, as the naira was sold at N490 to the dollar at the parallel market as against N305.25 at the interbank end of the market, increasing the temptation of round tripping.

The Minister of Finance, Kemi Adeosun, said yesterday that the ministry is in talks with the Central Bank of Nigeria (CBN) to eliminate the parallel market otherwise called black market, which has been blamed for the sinking value of the local currency.

Adeosun said having discussed with the apex bank, “the CBN has promised to do something by putting a system in place to eliminate the black market because it is damaging the economy.”

Earlier in the year, the CBN which sells foreign exchange to bureaux de change (BDC) in the country stopped dollar sales to the BDCs, telling them to source their foreign exchange from other sources. It had also asked banks not to sell dollars to them, a decision it rescinded when it allowed BDCs to buy remittances from banks recently.

In June the apex bank had finally heeded calls to allow a free float foreign exchange market, scrapping the 16 month old peg of the naira at N197 to the dollar. This had led to the sharp decline of the naira at both the interbank and parallel markets as the local currency dropped to around N350 to the dollar before stabilising at N305 at the interbank market while at the parallel market, the currency had gravitated towards N490 which it currently sells at.

Acting director, corporate Communications at the CBN, Isaac Okoroafor, was quoted by Reuters as saying the central bank was working towards “ensuring that the forex market operates as effectively as we would envisage.”

He said the aim was to “ensure there is no black market” but did not give details of how this would be achieved.

Meanwhile, the Chief of Mission, International Organisation for Migration, IOM, Enira Krdzalic, disclosed yesterday that the remittances from Nigerian migrants had increased to about $35 million dollars in 2016.

Speaking at the Annual Migration Dialogue to mark this year’s International Migrants Day in Abuja, yesterday, while quoting statistics by the World Bank, pointed out that the significant increase of remittances of Nigerian migrants from $21 million in 2015 made it the second largest recipient of remittances in Africa.

This according to her, implies that Nigeria ranks the fifth largest recipient of remittances in the world from its citizens who sent home money to relatives and friends.

“According to the World Bank report, remittances have reached levels nearly three times higher than official development corporation funds with global figures of remittances still expected to grow.

“Remittances have been expected to grow at an average of 8 per cent annually in the period from 2013 to 2016, to about 700 billion dollars in 2016,” Krdzalic said.

She explained that migration did not have negative impacts on nations but also had positive impacts when done through the due process and that the aim of the joint initiative was not to stop migration but to work together to ensure that migration process was safer and better managed.

This will be a good measure 2wards curbing this ugly trend of exorbitant exchange rates for the Dollar, Euro and Pounds Sterling in the black mkt.
After all most Towns and cities in Nigeria hv designated banks where one can easily go to make transactions being it money gram, WU, FX.
this will be a Good job if CBN will get it enforced.

Funny! How is BDC banned when it's the true determinant of the naira's rise/fall? CBN can make me laugh.

If CBN keeps using the interbank rates and giving Nigerians false hope, that is what I call DENIAL. Let the black market thrive, CBN's Job is to educate other ministries to rake in the money, stabilize the bank to ensure viable economy and so long as Dollar is the official world currency it won't and can never be manipulated out of the Nigerian financial system.

No, Not even possible with the emergence of Bitcoin and TBC.

This will be the best thing that will happen to Nigeria. Before you embark on this, make sure there is dollar supply to banks to sell to public at 305....CBN must monitor them closely because the banks are also corrupt. They can also ration it, lets say $10,000 a week at 305 for private individuals. If you choose to buy more than $10,000 a week, its your responsibility to source it outside the bank.

If the government try such apart from causing unnatural scarcity it will put pressure on the dollar and like Venezuela it will cause inflation on other items.

Also trust Nigerians, Togo,Benin Republic, Ghana, Cameroon etc will cease the opportunity to reap off citizens.

My advise; the government should stop selling other countries currency and only regulate.

The parallel market exists because the CBN is meddling with the price discovery mechanism by restricting access to forex at the official rate. Remove the CBN's restrictions and its other dodgy market manipulation and the parallel market dies a natural death.

This is a great idea, if implemented properly. Again, the devil is in the details. The black market was supposed to be eliminated when CBN devalued naira back in June. Lets hope this time around, it is for real. And our Bureau De Change members will not start another campaign to discredit this effort.

Lets hope this time around, it is for real. And our Bureau De Change members will not start another campaign to discredit this effort.

I swear i think that is exactly what should have been done a very long time ago, I talk about this same thing with a friend few months ago and i think it's best option..

No black market anymore, CBN should have their agents in different banks in some location where they will sell dollars to private individuals and make sure it's a fix amount weekly and purpose of the money should be known..

The buyer most provide his/her international passport before buying, Only international should be made the only means of ID..

It seems you don't understand what is happening in Nigeria.
The problem.is that even thenbanks don't have dollars to sell,there is shortage of dollar supply ,these abokis have been able to source it somehow,the only way to curb the black market is for the government to pump in about 30billion dollars into the banks ,but Nigeria foreign reserve is even less than that if I am not mistaken.

which yeye policy are u talking about? You are talking about Ghana ,the difference between the black market rate in Ghana and their bank rate is just about 30peswa. So nobody even bother going to banks for dollars. The question u should be asking is how will the cbn fund naika fx demand which is rumored to be about 2billion dollars daily? Does cbn have that capacity?
