Politics › FG Orders CBN, NPA, 15 Others To Refund The N450bn Unremitted Revenue.. by BeeBeeOoh(op): 5:19am On Dec 02, 2016 |
• Defaulting agencies face prosecution
• Central bank says it has remitted operating surplusNdubuisi Francis in Abuja Seventeen revenue-generating agencies have been summoned for a meeting to tender proposals on how they intend to repay N450 billion unremitted operating surplus into the Consolidated Revenue Fund (CRF).
The federal government about two weeks ago announced the setting up of a committee to recover the unremitted operating surpluses from the agencies.
This is just as the federal government unveiled plans of a new financing model for its universities and hospitals, taking into consideration their funding model and requirements, in a bid to entrench better controls and improved service delivery.
Briefing journalists in Abuja yesterday on government’s independent revenue sources, the Minister of Finance, Mrs. Kemi Adeosun, disclosed that of the projected N1.5 trillion revenue target from such sources for the year, a total of N272.03 billion had been generated between January and October 2016.
Adeosun said in order to control leakages and increase revenue generation several measures had been adopted, including putting in place a new financing model for federal government-owned universities and hospitals. According to her, the accounts of 33 government agencies had been audited for the periods 2010 to 2015, with 17 of them found to have defaulted in remitting an operating surplus totalling N450 billion.
The defaulting agencies are the Central Bank of Nigeria (CBN), Nigeria Shippers Council (NSC), Nigeria Export Promotion Council (NEPC), National Health Insurance Scheme (NHIS), Nigeria Civil Aviation Authority (NCAA), Nigerian Communications Commission (NCC), Nigeria Postal Service (NPS), National Information Technology and Development Agency (NITDA) and Nigeria Television Authority (NTA).
Others are Bureau of Public Enterprises (BPE), National Pensions Commission (PenCom), Nigeria Bulk Electricity Trading Plc (NBET), Raw Material Research & Development Council (RMRDC) and Nigeria Ports Authority (NPA).
Also on the defaulters’ list are the Nigeria Export Processing Zones Authority (NEPZA), Federal Radio Corporation of Nigeria (FRCN) and Council for the Regulation of Engineering in Nigeria (COREN).
Curiously, three agencies listed among the defaulters, in a press statement two weeks ago by the Ministry of Finance, were not included on the list of 17 released yesterday.
They are the Securities and Exchange Commission (SEC), National Agency for Drugs Administration and Control (NAFDAC) and Petroleum Technology Development Fund (PTDF).
The central bank, reacting, also stated it has always complied with the statutes requiring it to remit its operating surplus to the CRF. A deputy governor who spoke to THISDAY on the phone last night said the finance ministry must have been mistaken including the CBN as one of such agencies that had failed to remit its operating surplus.
“For instance, in 2015, we reported an operating surplus of N108 billion, of which over N80 billion was paid into the Consolidated Revenue Fund, being 80 per cent of the amount that the CBN reported as its operating surplus.
“So the Ministry of Finance must be mistaken, as we have always complied by remitting 80 per cent of our operating surplus to the CRF as required by law,” the deputy governor, who did not want to be named, informed THISDAY.
Adeosun said the 17 affected agencies had been issued notices to come up with proposals on how to repay the unremitted operating surpluses, adding that the agencies in question are to appear for a meeting on December 6 with the committee set up to recover the funds, which is headed by the Accountant General of the Federation, Ahmed Idris.
The Idris committee has been saddled with the task of recovering the outstanding N450 billion, as well as initiating bilateral discussions and undertaking impromptu visits on revenue agencies, going forward. Adeosun observed that the Fiscal Responsibility Act, 2007 (FRA) was designed to provide guidelines and controls to elicit greater accountability and transparency in fiscal operations.
She, however, regretted that “actual compliance with the provisions of the Act has been poor resulting in revenue leakages as confirmed by our audit findings including the Central Bank of Nigeria (CBN), Nigeria Shippers Council, Nigeria Export Promotion Council, National Health Insurance Scheme”.
The minister listed areas where the revenue agencies had breached the FRA provision as non–remittance and under-remittance of operating surpluses due to the CRF; operating without an approved budget; overstating of budgets and spending above budgeted amounts; under reporting of revenues; making payments without invoices and absence of payment receipts, and failure to retire cash advances.
Others are granting loans and grants to parent companies without prior approvals; poor book keeping; failure to reconcile accounts and existence of irreconcilable differences; lack of fixed asset registers and sale of assets to staff; fixed asset register not updated with all items purchased; and purchase of fixed assets directly from internally generated revenue; among others.
In an effort to plug leakages and enhance revenue from independent sources, the minister said the federal government decided to increase the number of government agencies required to comply with the strict provisions of the FRA, including remitting 80 per cent of their operating surpluses. According to her, a circular on the inclusion of 92 additional corporations, agencies and government-owned companies to the schedule of the Act was issued on November 21, 2016.
She also disclosed that henceforth, all government agencies are to submit a budget to be approved by the National Assembly and to improve the quality of their budgeting processes. A circular, she said, had already been issued requesting the agencies to submit for review and approval, estimates of revenues and expenses for the next three financial years, annual budgets (IPSAS-compliant), as well as projected operating surpluses. Adeosun also stated that a review team had been set up to evaluate submitted estimates before the budget submission to the National Assembly.
She warned that agencies that fail to review and approve their budgets as advised would be restricted to payment of salaries until the budget is regularised. According to her, the circular was issued on November 22 with agencies given seven days to comply, adding that “this circular is backed by an Executive Order of Mr. President”. The minister also disclosed that a circular was issued on the approved template for the computation of operating surpluses.
Responding to questions, the minister said since the move to recover the unremitted operating surpluses commenced, some agencies had started making remittances to the CRF, adding that N640 million had been received from the NSC.
On what sanctions the government would mete out to agencies that are in breach of remittances of operating surpluses besides recovering the unremitted revenue, the minister stated that all the audit reports had been sent to parent ministries.
She added that cases that needed to be referred to the Economic and Financial Crimes Commission (EFCC) would be channelled appropriately.
Adeosun also said some of the unremitted surpluses of the agencies might be part of the funds in the Treasury Single Account (TSA), adding that once they present their repayment proposals, a mutually suitable window would be conceded to them. http://www.thisdaylive.com/index.php/2016/12/02/fg-orders-cbn-npa-15-others-to-refund-n450bn-unremitted-revenue/

Politics › N7trn Budget Can't Make Huge Impact - Osinbajo by BeeBeeOoh(op): 5:04am On Dec 02, 2016 |
Vice President Yemi Osinbajo yesterday confirmed that the Federal Government has proposed about N7 trillion as budget estimate for the 2017 fiscal year but said it could not make a huge difference in a N90 trillion economy like Nigeria’s.
Daily Trust had exclusively reported on Thursday that President Muhammadu Buhari proposed a N7.2 trillion budget for 2017.
Speaking yesterday after visiting two agricultural factories in Sagamu, Ogun State, Osinbajo said the Federal Government believed very strongly that it could not deliver on its economic agenda without a serious partnership with the private sector.
He stated: “Our entire budget size for 2016 is something in the order of just over N6 trillion, and we will probably be moving to about N7 trillion in the 2017 budget. But N7 trillion is certainly not the kind of money. It does sound like a fair amount of money, but certainly, it is not the kind of size that can really make a huge difference in a N90 trillion economy such as we have.
“So, the real issue is that the contribution of the Federal Government is catalytic, the Federal Government can only make some catalytic contributions in terms of infrastructure and some incentives for the private sector.
“The real contribution is going to come from the private sector and that is why these partnerships are absolutely important to us, and what we are looking at is some game-changing type of projects, such as we have here. The types of projects that can make a real difference, because when we are talking about backward integration, the whole rural value chain.”
The vice president said President Buhari had talked very much about diversifying the economy as a way out of the current recession, saying “It’s the right and proper thing to do for the country.”
Osinbajo said: “When we’re saying agriculture is the way to go, from agriculture, we can employ a lot of people and then the whole value chain, from farm to table; we can do so much. That requires serious investment, it requires the types of enterprises where significant amounts of resources will have to come, in order to make that difference. So, we’re trying to partner with the kinds of serious investors, serious businesses that can really make a difference.
“And I think that this project is one such investment that I believe will make a significant difference. From listening here today, especially all about the local products, the crops and grains that are going to be used in this factory; Sourgum, the feed mill factory, wheat; all these are for us right on point. With some of what we’re getting, the better yields coming from the wheat that we see today, we think that what you’re doing is going to be really tied to that, because we must be self-sufficient, even in wheat production.
“We thought that was impossible a few years ago, but what we’re seeing now is that there are actually better yielding seeds that we can lay our hands upon, that can increase the yield, especially in wheat, and I think that this tied very well with that. At the moment, there is a shortage of animal feed everywhere, especially because of the shortage of maize. So, the feed mill is going to be absolutely important in achieving some of our objectives.
“The sorghum mill is really a big attraction, so we think that what you are doing is really spot on, it’s really the right way to go and we’re committed to supporting the Honeywell Group in ensuring that this happens and we’ll do all that’s required to make sure that this projects succeeds. We think that there are very very important synergies with other areas of the economy as well and we naturally expect that lots of jobs will come from this, as that is important to us here will be plenty of industrial opportunities, quality jobs that’ll mean more taxes as well.” http://www.dailytrust.com.ng/news/general/n7trn-budget-can-t-make-huge-impact-osinbajo/174160.htmlhttps://d19lga30codh7.cloudfront.net/wp-content/uploads/2015/06/Osinbajo3-e1435063423132.jpg |

Politics › I Approved DSS Raids & Arrest Of Judges - AGF, Malami Abubakar Says by BeeBeeOoh(op): 1:59am On Nov 30, 2016 |
The Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, said on Tuesday that the Economic and Financial Crimes Commission had no exclusive rights to any investigations, including matters relating solely to financial crimes.
He also said his office received full briefing and gave backing to the arrest of some judges by the Department of State Services over allegations of corruption last month.
Malami spoke in Abuja as he appeared before an ad hoc committee of the House of Representatives at the National Assembly.
The committee, which is chaired by Mr. Garba Dhatti, is investigating all cases of invasion of property and arrests of persons by the DSS from May 2015 till date.
The AGF said there were reasonable grounds to justify the arrest of the judges, looking at the high number of petitions that had been received by his office, the DSS, EFCC and other anti-graft agencies.
Citing Section 15 (5) of the 1999 Constitution, he stated that the state had a responsibility to halt all acts of corruption and could deploy any agency with the capacity to achieve that purpose.
He also said the state waded into the matter after the National Judicial Council was duly notified but was not willing to act.
Malami also told the session that judges had no immunity against prosecution, adding that there was no requirement of law which stipulated that only the EFCC must investigate financial crimes.
His position was a clear reference to an earlier submission to the committee by the EFCC. The anti-graft agency had insisted that the DSS acted outside its jurisdiction since the alleged offence of the judges fell under financial crime and did not pose a threat to national security.
Asked whether he ordered the raids on the homes of the judges, Malami replied, “When we are talking about constitutional obligations, it goes without saying that all state instruments, Ministries, Departments and Agencies are under obligation, inclusive of the legislature and the judiciary, to take steps that will abolish all corrupt practices.
“It is in respect of that obligation that whatever issues that arose from the search and arrest of the judicial officers were carried out.
“The state was in receipt of multiple petitions of corrupt practices by the judicial officers and there was further apprehension that if immediate steps were not taken, the possibility of destroying existing evidence that were believed to have been kept within their respective domains would eventually be tampered with.
“Arising from the responsibility created and established by Section 15 of the constitution, the state had to act.
“But, the question of which agency has the responsibility of executing it, my response to that derives from the fact that multiple petitions were written to the Office of the AGF, DSS, EFCC and a lot of other agencies of government.
“To my mind, I have a discretion to look at and weigh the situation and decide which agency against the background of the petition, who will act for the purpose of ensuring that the obligation of the provisions of Section 15 (5) of the constitution are carried out.
“So, whatever evolved from the search and arrest of the judicial officers revolved around the need to comply with the responsibility and obligation vested in them by provisions of the constitution and the need to ensure that the investigation was not in any way tampered with negatively.
“These were the circumstances that led to the operations. It was a clear exercise of the constitutional mandate in respect of what is expected of the State to abolish corrupt practices.”
The AGF explained how his office felt compelled to act after it became apparent that the NJC would not act on the petitions before it.
He added, “When we got the petitions, I had cause personally to write to the NJC, requesting that they take administrative steps to investigate the allegations contained in the petitions.
“A response was made to my office that the NJC could not act unless the petitions were accompanied with affidavits. But, I felt there were no reasons why the petitions could not be looked into on their own merit by placing sanctions on the AGF, while it was a constitutional obligation.
“Incidentally, multiple petitions were also written to the DSS and I requested that they equally write to the NJC to look into the petitions, but it was the same response the DSS got from the NJC that without a supporting affidavit the petitions could not be looked into.
“So, we have a situation where there is reasonable grounds for suspicion for commission of corruption and we have a body saddled with the primary administrative responsibility of looking at such things first, but it seems not to be cooperating in that respect.
“Meanwhile, when issue of commission of corruption practice is established, the executive has the responsibility of investigation without recourse to the judiciary.
“That is how the idea of taking the advantage of Section 15 (5) arose.
“I asked the EFCC and the DSS and another agency to investigate because they were in receipt of several petitions on the same subject and I was informed by the DSS before the search and arrest and I did not object.”
Malami further disclosed how he received reports on the raids.
He said, “The DSS presented a formal report to me before and after effecting the search and arrest; they informed me that the operation will be done at any hour without restriction.
“I had no objection that the operation would be carried out at night because I have taken time to go through the administration of Criminal Justice Act and I was convinced that this operation can be conducted at any hour, any moment without restriction.
“I didn’t have to inform the Inspector-General of Police or Commissioner of Police in the State about the DSS operation because they were also under the same constitutional obligation to act. One of the agencies had investigated, came up with a report and I was convinced.” http://punchng.com/approved-dss-raids-arrest-judges-agf/

Politics › APC Renews Shehu Sani's Suspension Indefinitely - The Cable by BeeBeeOoh(op): 9:29pm On Nov 29, 2016 |
The All Progressives Congress (APC) in Kaduna state has renewed the suspension of Shehu Sani, the senator representing Kaduna central senatorial district, to indefinite effect.
Sani’s 11-month suspension elapsed on Tuesday.
But in a letter addressed to him and circulated to journalists, secretary of the APC in ward 6, Tudun Wada, said the earlier suspension was to enable the senator defend himself against the allegations levelled against him, but he failed to do so.
“As you are aware, your suspension from the party for a period of eleven months elapsed today, being Tuesday 29th November, 2016,” the letter read.
“The suspension, which was in line with the constitution of our great party, the All Progressives Congress (APC), was to enable you to defend yourself against illegalities committed by you against the party as well as breach of its constitution.
“We expected the period of your suspension to give you the grace of being remorseful, but you rather choose to play otherwise, and this made our party to be vulnerable to disunity, disharmony and further shattering the existing peace mechanism within our ward and the state at large.
“Therefore, in consideration of the constitutional provisions as contained in Article 21 (A) i, ii, iii, v, vi, and vii of the constitution of the All Progressives Congress (APC), you are hereby suspended indefinitely from active participation of APC activities.
“This is in conformity with article 21 (D) i-(F) which provides punishment for any erring member of the party.
“With this letter, you are hereby warned to abide by the party’s decision.”
Efforts to reach the lawmaker for his reaction did not yield any result, as he did not answer calls to his telephone line. https://www.thecable.ng/apc-renews-shehu-sanis-suspension-indefinitely

Politics › 2019: North Central Leaders Float New Party - Newtelegraphonline by BeeBeeOoh(op): 6:14am On Nov 29, 2016 |
•Chieftain: We’re tired of playing second fiddle... As the political class continues to make permutations towards the 2019 general elections, some bigwigs in the North Central geo-political zone have concluded arrangements to float a new political party that will be dominated by the people of the region.
The move to create a separate political vehicle, New Telegraph learnt, was because prominent politicians in the region feel short-changed by the dominant parties in the present dispensation and have decided to chart a new course for their own people.
The new party, which started as a sociocultural organisation about five months ago, has since transformed into a political machine with the propagation of its ideology, mission statement and vision which are all geared towards the political emancipation of the people in the region.
Although the new party has undergone necessary clearance at the Corporate Affairs Commission and the Independent National Electoral Commission (INEC), New Telegraphgathered that its promoters were still keeping the name of the party and those behind it under wraps.
Barring any last min-ute twists, the new party will be unveiled as soon as all registration formalities were concluded and its certificate handed over to its leaders.
A member of the Founding Committee of the party who would not want his identity revealed yet, said that the essence of forming the party was to give the people of the region an opportunity to pursue their political aspirations without other people taking undue advantage of them or forcing them to play the second fiddle.
“We want to contribute our fair share to the political, economic and socio-cultural development of this country. We don’t want to rely on our past glory; we want to be able to determine our political future in Nigeria.
Today, when it comes to elections, most zones vote with one voice. Even though we don’t like that strategy, we don’t want to be taken for granted by any group or region.
We have no umbilical attachment anywhere; any attachment we have to any region is purely historical and in this Internet age, North Central is mobilising all its intellectual minds to rise up to the challenge of defining our political future. “We started meetings and consultations in July and so far, state chapters are already in place.
At the moment, we have 10 strategic committees working on various areas such as: Contact and Mobilisation, Finance, Investment and Economic Development, Legal Matters, Research and Planning, Socio-Cultural Integration, Security, Women, Youth and People Living With Disabilities. We are drawing our membership from everywhere across party lines.
The project has received wide acceptance from across the zone and beyond. We have received a lot of goodwill and encouragement based on the track record of some of our leaders,” he said.
According to our source, the fledgling political organisation has completed a study on the character and operations of existing political parties in Nigeria with a view to understanding their strengths and weaknesses, as well as how to avoid their pitfalls.
“We are looking at 2019 with the eyes of an eagle because we don’t want to be taken unawares or for granted any longer. For a long time, North Central has been treated like a “no man’s land”; but, henceforth, we will demonstrate that we are a people with strong socio-cultural ties and a common destiny.
It used to be an open battlefield for political actors who come from far and near to seek our support. But now,we want to build our own political vehicle and determine where we shall go in 2019.
“North Central is very much aware of its political value in the Nigerian polity. By our geographical location and culture, we are strongly linked to all political zones in the country.
We believe that any political vehicle that originates in the North Central has a lot of passengers to pick up from across the rest parts of Nigeria,” he said.
New Telegraph learnt that the new party had opened consultations with many prominent political leaders from the zone with a view to wooing them to join the group.
However, these interactions have remained largely informal because these leaders, particularly those serving in the present administration, would not want to jeopardise the opportunities available to them in their current political parties until the coast becomes clearer. https://newtelegraphonline.com/2019-north-central-political-leaders-float-new-party/

Politics › Aregbesola Yet To Appoint Cabinet Two Years Into Second Tenure by BeeBeeOoh(op): 2:33am On Nov 29, 2016 |
.....Two years into second tenureOsun State is still without an executive council half way into Governor Rauf Aregbesola’s second and final term of four years, Daily Trust reports.
According to the governor, the state finances cannot cater to the payment of salaries of commissioners.
To run his government, the governor appointed some individuals called coordinating directors, without recourse to the state assembly. The coordinating directors play roles similar to those of commissioners, and work with permanent secretaries.
An Osun State High Court in Osogbo had in October this year ordered Aregbesola to defend himself on why he failed to constitute his cabinet since his inauguration on November 27, 2014, following a case filed by Barrister Kanmi Ajibola.
Aregbesola however reappointed Alhaji Moshood Olalekan Adeoti as Secretary to the State Government (SSG) and Alhaji Gboyega Oyetola as the Chief of Staff.
The opposition Peoples Democratic Party (PDP) described Aregbesola’s refusal to appoint commissioners as “barbaric, illegal and unacceptable.”
The Director of Media and Publicity for Osun PDP, Prince Diran Odeyemi, told Daily Trust in Osogbo yesterday that “it is democratically faulty that half way into the life span of the present administration, the state governor refused to constitute his cabinet”.
According to Odeyemi, the non-appointment of commissioners by Aregbesola was partly responsible for several of “his mistakes and inefficiency”, adding that the governor should be prevailed upon by the national leadership of APC to set up his cabinet.
The party said the state’s failure to constitute a cabinet was encouraged by the federal government, whom it accused of granting Osun bailout funds without State Executive Council resolution on the matter as necessary condition for the release of such funds.
“It would surely surprise the whole world that Osun state has no state cabinet, even when those governors elected in 2015 have set up cabinet as demanded by the constitution,” Odeyemi said.
“Aregbesola has been the Governor, the Commissioner for Works and the sole administrator which conflicts with the dictates of genuine democracy and the constitution he swore to protect.
“While PDP is never interested in whatever crises the issue of who makes the list is causing within APC fold, our interest remains the good people of Osun state who always suffer the consequences of APC internal wrangling and off track administration of Ogbeni.”
The PDP also accused Osun State House of Assembly of failing buckle up and check the excesses of the governor in the best interest of the people of the state.
In his reaction, Aregbesola said his government had instituted the most transparent financial system in the allocation of resources that accrued to the state, insisting that he could not pay salaries of commissioners now.
Aregbesola faulted the claim of the PDP that the bailout fund was diverted. He urged the party to always investigate thoroughly before making pronouncement on the affairs of the state.
The governor said: “An accusation as weighty as diversion of bailout funds without proper investigation and concrete evidence to back such allegation simply amounts to recklessness in the exercise of freedom of expression”.
He said Osun pioneered the constitution of a committee saddled with the responsibility of assisting the state government in the allocation of state revenue to ensure prompt payment of salaries as well as adequate running of government.
“In our attempt to ensure transparency in our financial dealings, we inaugurated a committee headed by a veteran Labour leader in person of Comrade Hassan Sunmonu.
“Other members included the chairman of Nigeria Labour Congress in Osun; Chairman of Joint Negotiating Council, Chairman of Osun’s Nigerian Union of Teachers and government representatives, who are not political appointees,” Aregbesola said.
He stated that the committee was aware of how the bailout funds was disbursed and so there is no way his government could have diverted or fixed the bailout as reported by some of the media organizations.
“I cannot be found wanting whether in bailout funds or other funds of Osun as we have been creative in the management of the scarce resources to lift the state beyond the limit of the available resources.
“Despite the meagre allocations coming from the Federal Government, Osun still pays salary. And nobody bothers to ask how we have been consistent in the payment of modulated salary of about N1.7bn when the state even once collected as low as N6 million one time.”
Speaking with Daily Trust in Osogbo on Monday evening, the Director of Information and Strategy in the Office of the Governor, Mr Semiu Okanlawon said: “It’s not the wish of the governor not to appoint commissioner and therefore it’s a situation foisted on him by the economic situation of the country which is known and being felt by all.
“It’s not been easy because this has overstretched the capacities of the few in government and the former appointees who are sacrificing their time and energy and resources to support him in running the government which has however not disappointed the people in ensuring good governance continues.
“For authenticity sake, you can approach the Debt Management Office to know the exact debt profile since traducers have busied themselves fabricating figures.
“We however say Osun has not borrowed beyond its capacity and the impact of the moderate borrowing are felt through our massive infrastructure provision, security, health education social welfare and others,” Okanlawon said.

In his response, Ilorin-based lawyer, Abeny Mohammed (SAN) described the situation as “the way of politicians,” adding that rather than appoint commissioners, many of the elected governors would go ahead to work with permanent secretaries and directors in ministries.
He explained that beyond the provision of Section 14 (3) and 147 of the 1999 Constitution, that provides the President shall “appoint at least one Minister from each State, who shall be an indigene of such State,” which can also be applied to the states, the law did not specify a time frame for such appointment.
For his part, Niyi Akintola (SAN) explained that the president and the governors exercise the executive powers vested in them in Section 5 of Constitution through delegation to the ministers and other appointees.
Therefore, he explained that no governor has breached any law by not appointing commissioners as members of the state executive Council.
“It is the legislature that appropriates money for the executive. The commissioner or the Minister exists at the pleasure of the governor or president as the case may be. Some of them are just appointed for Federal character balancing and nothing more. Some special advisers are more powerful than the ministers,” he said.
Speaking on the issue of appointment of commissioners, a senior lawyer in Osogbo who preferred anonymity said the governor had not committed illegality by not appointing his cabinet. He explained that Section 5 of the nation’s constitution gives the governor the executive power to make appointments whenever he wishes. http://www.dailytrust.com.ng/news/general/aregbesola-yet-to-appoint-cabinet/173715.html

Politics › Army Launches "Exercise Python Dance" For South-East by BeeBeeOoh(op): 2:20am On Nov 29, 2016 |
The Nigerian military has warned the Movement for the Actualization of Sovereign State of Biafra (MASSOB) and Indigenous People of Biafra (IPOB) in the South East to desist from any form of trouble or face its wrath. The warning which is coming ahead of the Christmas and New Year festivities, was also extended to the Fulani herders, armed robbers, and kidnappers in the zone. Briefing newsmen yesterday in Awka at the launching of what it tagged Exercise Python Dance in all the South-East region with its step up quarters in Anambra State, the Deputy Director, Army Public Relations, 82 Division Enugu, Col Sagir Musa, said the prevailing security issues in the region informed the decision for the launch. He said the field training, slated for November 27 to December 27, 2016 would take a form of multi-agency whereby the Nigerian Army and other security agencies were expected to extensively synergize to combat all forms of vices during the yuletide. “The prevalent security issues such as armed robbery, kidnapping, abduction, herdsmen-farmers clashes, communal clashes and violent secessionist attacks, among others, would be targeted,” he said, citing instances of similar operations carried out in various parts of the country with specific targets which he said, yielded positive results. He said an elaborate civil military cooperation (CIMIC) line of operation had been planned during the exercise, while the Nigerian Army corps and services would conduct activities such as medical outreach, repairs of roads, schools and other infrastructure across the region. http://www.dailytrust.com.ng/news/general/army-launches-exercise-python-dance-for-south-east/173721.html
