Paucity of funds due to non-approvals by President Muhammadu Buhari was blamed for the inability to pay the entitlements of the former presidents...

Former Presidents Goodluck Jonathan, Olusegun Obasanjo, General Ibrahim Babangida, Alhaji Shehu Shagari have not been paid their salaries and allowances since January this year, it was disclosed on Thursday.

The revelation came as a shock to members of the Senate Committee on Federal Character and Inter-Governmental Affairs who visited the Office of the Secretary to the Government of the Federation (OSGF).

Paucity of funds due to non-approvals by President Muhammadu Buhari was blamed for the inability to pay the entitlements of the former presidents,

Payment schedules were said to have been sent to President Buhari for approval to access funds from the Service Wide Vote to pay the outstanding allowances.

The SGF, Mr David Lawal Babachir attributed the failure to pay the former leaders their entitlement to the unavailability of funds in Service Wide Votes for salaries of former presidents.

Babachir told the committee members: “There is a department responsible for payment of former Presidents. Presently funds are not available in Service Wide Votes to do that. We are aware that there was a protest in Bayelsa State that former President Goodluck Jonathan was not paid, but we have explained that he is not the only one affected.

“Others affected are the Inter-religious council, traditional rulers council and so on. For some reason, we have been writing and writing, but there has been no response. And there is presently no money to pay them.

“The budget for this year’s democracy day was N33 million and we had to do it on credit, we are yet to pay. There are lots of retreats which ought to be organised but there is no money to do any. The last time we got any release was in August.”

The Senator Tijjani Kaura (APC, Zamfara North)-led committee members frowned at the non-payment of the former presidents’ entitlements.

They canvassed joint action between the Office of the SGF and the committee to find an immediate solution to the problem describing the development as “most unfortunate.”

The lawmakers also emphasised the need to draw the attention of the budget office and ministry of finance to the development with a view to having the issue addressed immediately.

Vice Chairman of the committee, Senator Suleiman Hunkuyi, described the non-payment of former presidents as abnormal.

Hunkuyi said, “What we have seen here is an abnormality. Before referring any matter to the National Assembly, it is a function of the executive to appropriate funds. Therefore, the SGF should understand that there is something wrong in this office that must be addressed.

“There is no way you can run the expenses of this office without cash backing. We definitely have to draw the attention of the budget office and ministry of finance to the problems.”

A Governor of Sokoto State, Senator Aliyu Wamakko, also criticised the non-payment of former presidents by the office of the SGF.

Wamakko said, “We can understand if former President Goodluck Jonathan has not been paid because he just left office. But for someone like Shagari, who lives from hand to mouth is something I can’t understand. This development is really unfortunate; It doesn’t indicate seriousness, and it doesn’t indicate fairness.”

The SGF who laboured to calm the lawmakers said, “When I got into this office, there was a lot of money on this account, but there was no Treasury Single Account.”

He said, “Before the government left office, they jacked up salaries. We told former President Jonathan and Obasanjo that they cannot earn twice what the others were earning. So we told them we wanted to review it, and we did. So they now earn what the others earn as well.

“When I came into office, there was N1.5bn in the account. We had payment of all liabilities which came to 700 million. Then we wrote to the President to return what was left to the TSA. That was how we came back to a zero balance.

“It is painful to me because as a person I know all of them (Ex-Presidents) personally. Now, why have we not been able to get the money? We requested for a budget of N700 million complaining, but the President has his way of doing things.

“Look around, you’ll see government vehicles breaking down every now and then. Really, I know the challenges the budget office is facing, but the truth is the funds are not just there. In any government, there are certain agencies that must be served first before others. So we have agreed on that. However, we will lean harder on the finance ministry to see that the situation is turned around.

“As SGF I’m getting embarrassed and demeaned by chasing money coming from demands. All MDAS come to me for things to be done, and it is not quite easy, but we will try our best.

“Last year, these political appointees had nothing. As to assistance, we really need assistance, if not but to retain all that we have budgeted for.”

Babachir urged the National Assembly to intervene by ensuring it approves funds proposed by his office in the 2017 budget to be submitted soon.

“What is in our budget, we need your help to defend it. This is part of the change agenda, so we must learn to sew our cloth according to the material,” he said.

The committee faulted the office of the SGF over replication of 2016 budget details in its 2017 budget proposal.”

Politics › Osinbajo, Saraki, Dogara And APC Governors To Meet Today.. by BeeBeeOoh(op): 10:01am On Nov 17, 2016
•Agitation for inclusive governance persists

•Board, ambassadorial appointments still contentious

Olawale Olaleye

Vice-President Yemi Osinbajo, governors elected on the platform of the All Progressives Congress (APC) and some of the party’s leaders in the National Assembly are billed to meet thursday again at the State House, Abuja, three days after their first meeting, which did not achieve much.

As a follow-up to the Monday meeting, today’s meeting, THISDAY checks at the Presidency suggest, is meant to revisit the pending appointments into boards of parastatals as well as the list of the non-career ambassadors earlier thrown out by the Senate.

The governors and the National Assembly leadership from the APC are said to be insistent on the need for President Muhammadu Buhari to open up his government and hold wider consultations with stakeholders in the party before making appointments, particularly to political positions.

Besides, they argue, such consultations with critical stakeholders in the party, a source said, would ensure that only people with capacity that can deliver on the promises of the party are put into positions.

Contrary to speculations in the media about the Monday meeting, THISDAY checks revealed the sole issue tabled was the need for a more inclusive government at the federal level. Today’s meeting will also be solely on this, a highly placed source told THISDAY.

“I can tell you categorically that the meeting has nothing to do with the loan being sought by the federal government or any other matter at that. It is basically about the appointments into the boards and parastatals and the governors are not taking chances this time,” he said.

According to the source, it is clear to the federal government that those handling these assignments on its behalf before had created more problems than solution and so, the idea of bringing everyone together to decide the fate of the party has become imperative in the light of the ugly challenges that stare the party and government in the face.

Osinbajo, on Monday, had met with Senate President Bukola Saraki, the Speaker of the House of Representatives, Yakubu Dogara, and five governors of the APC behind closed doors at the State House, Abuja, to resolve the rising discontent among APC governors and other stakeholders over the failure of the president to consult critical stakeholders, including governors and the party leadership in the appointments he had made so far.

Governors in attendance were Senator Ibikunle Amosun of Ogun State, Rochas Okorocha of Imo State, Abdulaziz Yari of Zamfara State, Sanni Bello of Niger State, and Jibril Bindow of Adamawa. Osun State Governor Rauf Aregbesola arrived after the meeting had been concluded.

Also in attendance were the Secretary to the Government of the Federation (SGF), Babachir David, and the Minister of Information and Culture, Alhaji Lai Mohammed.

Although there was no official statement from the presidency on the almost two-hour meeting, THISDAY gathered that Buhari, who departed the country for Morocco the night before, had mandated Osinbajo to meet with the National Assembly leadership and the governors to allay concerns and hold talks with them, after mounting complaints that they had not been carried along on several of the federal appointments previously made by the president.

Feelers from the meeting heightened the suspicion that all may not be well among the front line leaders of the ruling party, as the meeting was said to have been very heated. This development is believed to have necessitated today’s follow-up.

Sources hinted that the meeting essentially involved the governors representing the five geopolitical zones in the country and that Osinbajo had been mandated by Buhari to broaden the scope of consultations by bringing in the governors and National Assembly leaders, who had been feeling disenchanted since the outset of the administration.

However, since the APC has no governor in the South-south zone, there was no governor to represent the zone at the meeting. But today’s meeting might be attended by the new Edo State Governor, Mr. Godwin Obaseki, who assumed office on Saturday to represent the South-south.

During the meeting, presidency sources said the issue of board appointments to federal parastatals and ambassadorial nominees was discussed, and the governors made their feelings clear that they were not happy that they had been shut out in past appointments made by the Buhari administration.

Also, the sources said party unity and the state of the party was emphasised by the vice-president against the backdrop of deepening cracks in the APC.

After airing their grievances, it was agreed that a committee headed by the SGF, which had recently drawn up a list of nominees to the boards of federal parastatals, would be reviewed by the governors. This, sources said, is expected to give the governors the opportunity to hold consultations at the state level and decide on whether to retain the nominees on the list or otherwise.

In reviewing the list, the governors were informed that 60 per cent of the slots must be allocated on political considerations as a way of rewarding those who had helped the party to victory in the 2015 general election, while 40 per cent of the slots will be left to technocrats.

With respect to the ambassadorial nominees, the National Assembly as agreed at the meeting, separated the names of career diplomats, whose names had been sent to the Senate for screening and confirmation, while the list of non-career ambassadorial nominees was withdrawn for review by the governors

The source explained that with the withdrawal of the list of non-career ambassadorial nominees, the governors, after consultations, would submit new names to fill the slots for their respective states.

“The president asked Osinbajo to broaden consultations with the state governors and National Assembly leaders on board appointments to federal parastatals and the list of ambassadorial nominees. This stemmed from previous complaints that the president was locking them out on several federal appointments, sometimes leading to embarrassing rejections by the nominees. See what happened with the ambassadorial nominees which caused considerable embarrassment, because the presidency failed to consult with the state governors.

“So, the president mandated the vice-president to reach out to the governors and National Assembly to get their input for the outstanding appointments to the boards of various parastatals. As you know, the disenchantment in the party is rising, so the purpose of the meeting was to forge party unity,” the source stated.

Politics › Nigeria Ranked Third Most Terrorised Nation In The World - GTI Reports by BeeBeeOoh(op): 8:37pm On Nov 16, 2016
The Institute for Economics and Peace has released the Global Terrorism for 2016, a document which helps in measuring and understanding the impact of terrorism globally.

According to the report, Nigeria’s position did not change in the ranking, from what it was last year. The nation still ranked 3rd in the world, with regards to operations of terrorists.

Below is the list of most terrorized nations in the world, a very devastating report for Nigerians who can no longer endure the menace of the Boko Haram Sect.

Though Nigeria still occupies its position as 3 most terrorised nation in the world, the report still reveals that Iraq and Nigeria had the largest reduction on deaths from terrorism from 2014 to 2015.

The gains made against Boko Haram by the Nigerian military, however became the pains of the country’s neighbours – Niger and Cameroon – as the terrorist group spilled over and created more deaths in the two countries than previously recorded.

“Niger recorded a devastating year with 11 terrorism deaths in 2014 rising to 649 in 2015. This is the largest proportional increase of any country and is due to the expansion of Boko Haram,” the report said.

Niger is now 16th in the latest ranking, compared to the 51st position it occupied in last year. The deteriorating terrorism attacks in Cameroon also moved it from 20th position it was in 2015 to 14th in 2016.

ISIL, the Islamic militant group in Iraq, has now overtaken Boko Haram as the deadliest terrorist group in 2015, the report said.

The report said: “Despite the decrease in deaths from terrorism, Nigeria still experienced a high rate of violent deaths.

“In addition to terrorism victims, there were at least 4,422 battle-related deaths from the conflict between Boko Haram and the Nigerian Government in 2015, down from 8,233 in 2014.”

The report said on the average, Boko Haram killed 11 people per attack in Nigeria, and that the attacks were mainly targeted at civilians.

“Four out of five deaths from terrorism in Nigeria are civilians,” it said. “This is one of the highest targeting of civilians anywhere in the world.

“Whilst the majority of fatalities were caused by armed assaults with firearms and knives, there has been an increase in the use of bombings and explosions, a tactic Boko Haram has been increasingly using after receiving explosives training from al-Shabaab.

“In 2013, Boko Haram conducted 35 bombings which killed 107 people. In 2015 there were 156 bombings that killed 1,638. Nearly two thirds of the bombings in 2015 were suicide bombings, which on average killed ten people per attack,” the report revealed.

Politics › Atiku: I Would Have Smashed Boko Haram If I Were Elected President - The Cable by BeeBeeOoh(op): 11:53am On Nov 16, 2016
Atiku Abubakar, former vice-president, says if he were the president of the country, Boko Haram insurgents would not have held sway.

Abubakar said this at the American University of Nigeria (AUN) while distributing relief materials to over 50,000 internally displaced persons (IDPs).

“If you recalled, while we are in office in 2002, such a small uprising, very similar to this Boko Haram, reared their head in Yobe State; we smashed it immediately,” he said.

“I think it requires a steadfast leadership,a leadership that is decisive.
“For Boko Haram insurgents to have overran seven of the 21 local governments of Adamawa state beats my imagination, and the efforts I put in place that prevented Boko Haram from capturing the entire state is left between me and my creator.

‘I don’t even know my father very well. But, it does not prevent me from becoming what I am today. As an orphan, I will continue to identify with the less privileged ones in the society in the rest part of my life.

“As I clock 70 years this year, all my activities will be dedicated to the cause of the internally displaced persons, not only Adamawa, but in Borno, Yobe and other IDPs camps spread across the country.”
