You know, when I told a friend and fellow YOUWIN 3 awardee a few hours ago that I was trying to drum up support from Nairaland for our proposed march to the Villa, he told me I was just wasting my time because the only time the YOUWIN 3 thread on Nairaland comes alive is when a tranche is about to be paid, and the awardees signed up there are more interested in controversy, insulting each other, etc. Now I see he was right! The new coordinator at the YOUWIN secretariat took over in late February and he's still the one there, so the talk about delay in payment because there is a new coordinator is completely false. The YOUWIN secretariat itself does not effect payment to any awardee, all they do is ascertain awardees that are eligible for payment and forward the names and other details to finance and accounts at FMF to effect payment through the CBN. Thirdly, I know several awardees visit both the YOUWIN secretariat and FMF for general inquiries, I've met a few there. But never at anytime has the secretariat invited a few awardees to brief them on the happenings at the secretariat, or what is causing delay in payments. Effecting payments lies strictly with Finance and Accounts at the FMF. And never a time did I say the secretariat had ceased to function, you guys should understand that most of the core officials at the YOUWIN secretariat are originally staff of the FMF, they were just deployed to the secretariat when YOUWIN was formed. The only new hands brought in were those chicks that usually answer the phones and the consultants from the various business schools, DFID and the world bank. It's a pity I am unable to get anyone from here willing to join my march, but it's OK. And for the umpteenth time, I am not any Muhammed83 or Muhammed, and please you guys should stop playing with the name of the Holy Prophet (Peace be unto Him) like that. I'll be happy to join the YOUWIN 3 forum on Facebook if someone will provide me the link.

I just can't stop laughing at what I'm reading! Who is Muhammed83? Firstly, I'm female so no way my name can be Muhammed for those of you that are not muslims. You guys just want my telephone number by all means, well it's easy, just join me in Abuja for the planned march to the villa! The number of awardees in Abuja willing to participate just went up to 19 and we now have 1 from Benue.

If we can make the number at least 200 I think we will be able to attract the kind of attention we need. Alaolani, in case you have not noticed, I am not here to pick personal quarrels with anyone, I am here to find ways to make the FG commit to pay me the 3rd tranche of my business grant because that is what I was promised.

I agree with you totally my friend! I expected a man who had tried 3 times previously before becoming president to have known exactly who and who would make up his cabinet, but it is a shame that is not the case with our dear president! He has already given us an inkling of what he intends to spend the next 4 years doing, and that is fight Boko haram and go after GEJ and the ministers that served in his cabinet. GEJ was sworn into office in May, and by October the YOUWIN program was already in place. But if I must speak frankly, we are in this mess because of NOI, and it is exactly the same thing staff at FMF say whenever I go there. She had the power and all the time in the world to conclude YOUWIN 3 before the expiration of GEJ's tenure, but decided to keep extending it so her principal could use it to campaign for re-election.

What difference will talking to me make? I expect you guys to be making up your minds to come to Abuja so we can together march to Aso Rock instead of wanting to talk to me to argue about the info I've provided.

I guess there is only one way to test the veracity of my info - we wait and see! The earlier you guys make up ur minds to join me in marching to Aso Rock the better for us all. If we do not take action now, I tell you we will soon receive notifications of the scrapping of YOUWIN! It seems to me that President Buhari is still pondering whether to scrap the program or not and just a little push can make him decide in our favor.

Info just reaching me is that at about noon yesterday the perm sec FMF received a memo from the presidency instructing her to only approve funds meant for salaries and await further instructions on other payments. This means that payment of tranche 2 to batch 2 will not happen next week anymore. The big question now is : what can we (awardees) do to at least extract a statement from GMB on if he plans to allow YOUWIN 3 run it's course or not? I already provided an answer to this question - we organize, march to the presidential villa and demand to speak to our president. With the way the president is looking for love and support from all angles I am sure that if we do this we will get a positive response from him. It's useless calling or emailing the secretariat because even them do not know, and that's the truth, the best you will get is 'you will be paid but we do not know when'

I have authoritative info that the perm sec at FMF has gotten clearance from the powers that be to continue payment. And so awardees in the 215 currently being processed should start receiving alerts anytime from next week. I also understand that those 215 would be split in two.

If by the end of this week we do not get positive news as to when those yet to receive 2nd tranche will be paid and when the rest of us can start to trigger for 3rd tranche, I suggest we all assemble at Central Business District and march from there to the presidential villa carrying placards 'Bring back our girls' style. I know this might be a bit tasking for awardees that live outside FCT, but if that is what we have to do to get the attention of Mr President then I think it is worth it! Like I said before, for those yet to receive tranche 2 stay in touch with your independent monitors to get the outcome of their meeting to be held before the end of the week.

I am not writing just to give hope to those yet to be paid tranche 2. Everything I've posted here so far are facts, my mother is a director at the FMF, so the FMF is a place I visit atleast twice every week. I just do not want you guys to be mislead by people posting lies like the fellow who said all the staff at the YOUWIN secretariat had left with NOI. Yes it is true that the pioneering coordinator who also doubled as one of her special advisers in no longer there, but he has since been replaced by someone else.

If you have any concerns about any of my posts, just state it, and I'll respond ASAP. Also, for batch 1 tranche 2 payments, not every awardee that was visited by monitors in April and approved was included in batch 1. A few were left out and will be paid with batch 2. The secretariat did that to create a balance, because almost all awardees were visited and approved by monitors in April and the number was more than the secretariat could accommodate in batch 1, so some awardees in states with large numbers were left out because the secretariat wanted an even spread in batch 1 payments. To explain further; states like Lagos, Abuja, Rivers, Edo, Bauchi, etc that have large numbers of awardees not everyone was included in batch 1 even though you had triggered, been visited and approved, while states like Kebbi, Zamfara, Yobe that have few awardees everyone that had been visited and approved by monitors was paid in batch 1. This info is no secret, just pay a visit to the secretariat and you'll get it. The YouWIN secretariat is located in the FMF.

Glad I am finally able to post on this thread! This info is incorrect! I was at the YouWIN secretariat in person last Wednesday, and I met and spoke to Mr. Chris, who is in-charge of monitoring at the secretariat. Even some of the monitors haven't been paid, and they've all been invited for a meeting next week. As for payment to awardees yet to receive 2nd tranche, the permanent secretary at the ministry of finance wants approval from the president before asking the CBN to release payments. And let me correct a misconception, because I've been lucky to look at the draft agreement for the YouWIN program between the FG and development partners. The world bank sponsors the seminars, workshops, trainings, etc. While the DFID takes care of monitoring, pays the school of start-ups, Pan african university and others that help with the evaluation of concept notes and business plans. The business grant itself comes wholly from the FG. I wonder how someone can claim that the DFID is giving business grants to Nigerian youths when they don't even give business grants to UK youths. The program started by the Cameron govt which is a bit similar to YouWIN is financed by the UK govt. Before the end of next week, those yet to receive second tranche should have an inkling as to when they will be paid, just stay in touch with your independent monitors, as the issue will be discussed in the meeting slated for next week. I have been paid 2nd tranche, but I felt I should share this so those of you yet to receive yours don't lose hope. What we can do to help ourselves is find ways to reach President Buhari, those of us with Twitter accounts, let's send him tweets, send him Facebook messages, etc., and those that know high ranking APC members, speak to them about the YOUWIN program. NOI can't help anyone now, so you guys should just let her be!

The YouWIN secretariat is shut. All the staff there have left with NOI. If you have not been paid, you have to pray hard. There is money for the program, but no one to administer it. The best bet is to wait for a new minister to come on board and declare what will happen. It is likely the program will be rebranded as I don't see how all the money devoted to the program will be sent back to the World bank and DFID.
