It appears this building is built within a high settlement zone. You need a good foundation engineer for a quick advise, in my little experience you might need to support the foundation.
Also, it seems the compound retains water at that back so the water finds it's way into the soil around there causing the compound settlement and fence wall cracks.
There are great engineers in here, search them out and let them help you out.
