Any states without oil and access to international water can never be more economical and develop than state with those access any where in the world, even if there is no oil but if the state have access to international water it will make it viable... For example top places we hear about in the world such as new York, Texas, California, London, Shangai, dubai, Qatar, Hong Kong, Paris, Cape Town, Rio DE Janeiro, Paris, Cairo and even Lagos in Nigeria is because of the international water opportunity the have, most of those cities are not capital but they are more developed because of the seaport access... So it's not making any sense for you to say any niger delta state is unlucky

How can anyone call any oil producing states with access to Atlantic Ocean unlucky, do you really know the meaning of unlock?

Hmm the distance from Nigeria to Egypt is 3000km and obaseki want to build the same 3000km, that is to say the road obaseki is going to build if measures in straight road will be long from here to Egypt... Nigeria Senate have to change power generation policy so as to encourage state govt to generate power for there state at least that will increase the competition of power among states but the policy of power have now is not encouraging and any economy without competition will not grow
