US President Barack Obama says he has advised
his successor Donald Trump not to attempt to
run the White House “the way you would manage
a family business”.
In an interview with ABC News, Mr Obama said
that Mr Trump must “respect” US institutions.
“After you have been sworn in,” he said, “you
are now in charge of the largest organisation on
Earth”.
He warned that there was a difference between
governing and campaigning.
“There are world capitals and financial markets
and people all around the world who take really
seriously what he [Mr Trump] says,” Mr Obama
said.
Mr Obama also talked about the US intelligence
agency’s report into alleged cyber-attacks by
Russia and the attempt to influence the 2016 US
presidential campaign.
He said that he had “underestimated” the impact
of such attacks.
“I think that I underestimated the degree to
which, in this new information age, it is possible
for misinformation… and so forth to have an
impact on our open societies.”
He said that a conversation had taken place with
Mr Trump in which he had discussed the
importance of having faith in the intelligence
community.
“There are going to be times where the only
way you can make a good decision is if you have
confidence that the process is working,” he said.
Last week Mr Trump said he was a “big fan” of
intelligence agencies, after months of casting
doubt on the Russian link to the security breach.
But he later raised questions over how the
Democratic Party had responded to the cyber-
attacks.
“How and why are they so sure about hacking if
they never even requested an examination of the
computer servers? What is going on?” Mr Trump
asked in a tweet.

corpers from N5000 naira to N15k depending on

Government wanted to increase the Youth
Corpers allawance to a new salary of N36, 000,
but it was debunked by the former Director

Governor Samuel Ortom of Benue state said on Saturday in Makurdi that his government would clear outstanding salaries of state and local government workers in 2017. The promise was contained in the Governor’s New Year message that was signed by the Chief Press Secretary, Mr Terver Akase. Recall that state government workers are being owed four months salaries, while local government and primary school teachers were being owed eight months. Pensioners are being owed for 13 months. While felicitating with the people of the state as they step into the new year, Ortom said his administration has concluded plans to clear salary arrears in the coming year. “The wage bill of Benue workers in particular will continue to be a priority as our administration plans to clear outstanding salaries at the State and local government levels”, he said. He expressed optimism that 2017 would be a better year which would offer greater opportunities to the people in different sectors of the economy. Ortom said that the state 2017 Appropriation Bill would open up rural roads for ease transportation for effective agricultural produce and enhance mechanized equipment to support farmers. Governor Ortom reaffirmed the commitment of his administration to uphold transparency, accountability, as well as sustained peace and security as demanded by the change mantra. Also the state Chairman, Board of Internal Revenue Service (BIRS) Mrs Mimi Orubibi in her New Year message thanked God for his continuous blessings and protection over his people in the state and beyond. Orubibi explained that his lead board would continue to operate a tax friendly regime adding that the welfare of the masses was the topmost priority of the Ortom lead administration. The Federal government says it has got rid of 50,000 ghost workers from its payroll and subsequently saving the country a huge amount of N200 billion. Malam Garba Shehu, the Senior Special Assistant on Media and Publicity to the President, made this known at an interactive meeting with State House correspondents in Abuja on Tuesday. According to him, about N13billion has been taken off the payroll monthly from February to December this year. Shehu announced that 11 persons championing the syndicate of ghost workers had been handed over to the Economic and Financial Crimes Commission (EFCC) for further interrogation and possible prosecution. “The flagship programme of the Muhammadu Buhariadministration to rid the system of fraud and instill good governance is on course. “Through a notable initiative, the Efficiency Unit of the Federal Ministry of Finance, the government has embarked on the continuous auditing of the salaries and wages of government departments. “When the committee was constituted in February 2016, Federal government monthly salarybill was N151 billion excluding pensions. “Now the monthly salarywarrantis N138 billion, excluding pensions. Which means that the government is making a monthly saving of about N13 billion. That is from February 2016 to date,” he said. The Presidential spokesman explained that the “the pension bill was 15.5bn monthly as at February. “Now, it is down to N14.4 billion, which means average monthly saving is made of about N1.1 billion. |
THE world’s first solar highway has been opened in France, in the not-very-sunny village of Tourouvre au Perche in Normandy. The roadway is just one kilometre (0.6 mile) long, but that still works out at 2,800 square metres of photovoltaic cells—enough, hopefully, to power the village’s street lights. The road was built by Colas, a large Anglo-French construction company. Colas has apparently been working on its own solar road tech, called Wattway, for at least five years. Wattway has been tested in car parks, but this is the first time it has been used on an active road. There will now be a two-year test period, to see if Wattway can withstand the rigour of being pounded by thousands of cars and trucks per day, and whether it can actually provide a useful amount of electricity. Usefulness aside, the main problem with constructing solar roads is their crippling cost. One of the main selling points of Wattway, according to Colas, is that each panel is just a few millimetres thick and can thus be installed on top of an existing road, which in turn massively reduces construction costs. Having said that, the one kilometre road in Normandy cost €5 million (£4.3 million) to build. And that’s for a single lane of a two-lane highway. Expanding that out to €10 million per kilometre for a two-lane solar road, you’re looking at a total cost measured in billions or even trillions of pounds to cover a sizeable portion of a country’s roads with solar panels. France has over a million kilometres of roads; the United States has over six million. And that’s not counting the larger highways with more than two lanes… Fortunately, Ségolène Royal, France’s ecology minister, has a much more reasonable goal in mind: she would like to see solar roadways replace one kilometre of every 1,000 in France. Again, assuming she means two-lane solar roads at around €10 million per kilometre, the total cost would be €10 billion — not bad, assuming the panels (and the accompany electrical system) don’t need regular maintenance and that they produce enough electricity to be worth the much higher initial outlay. Every solar panel needs to be wired up. Indeed, their questionable efficiency is one of the main reasons that more solar roads are not currently being built. Colas says that Wattway’s photovoltaic efficiency is 15 per cent, which is pretty good (commercial panels that you might put on your roof are at about 20 per cent). But that does not take into account the fact that the solar panels are flat on the ground, rather than angled towards the sun’s trajectory, significantly reducing efficiency at higher latitudes. Heavy traffic could also block sunlight; as could snow, mud, and perhaps standing water after rain. Back in 2014, a 70-metre solar bicycle path was built in the suburbs of Amsterdam in the Netherlands, at the utterly insane cost of €3 million. In its first year, it produced about 3,000 kilowatt-hours (kWh) of electricity—enough to power an average home. At the current wholesale price in the UK (about £40 per megawatt-hour), that same €3 million would’ve bought you about 65,000,000 kilowatt-hours of electricity, enough to power about 21,000 homes for a year. Obviously the maths are a bit better on the €5 million road in Normandy, but that’s still an awful lot of money to spend on powering the village’s (population 3,300) street lights. The Wattway brochure suggests that 2,800 square metres of solar roadway ought to be able to power about 140 homes—about 420MWh per year. Though clearly, if they are just looking to power the village’s street lights, they’re not expecting anywhere near 420MWh in reality, perhaps due to the low amount of direct sunlight in Normandy. Muhammadu Buhari is a simple man. Spartan by nature, he rarely smiles but when he does , one can see that behind his taciturnity might be hiding a jovial man. He stands ramrod straight, which is an achievement for a 74 year old man, and in private moments you can see a warm man. This is the picture that was sold to us in 2014 before the elections; as he wore a sexy urbane suit and sat behind a presidential table , while interacting with his grandchildren. He did not look like the hapless hat cladded Mr. Goodluck Jonathan . The reasons why Buhari is failing Nigerians cannot be found on the exterior . You have to look into his psyche to understand the reason why 18 months into his administration what is emerging is the picture of a tired old man, helplessly out of his depth. Mr. Buhari ’s psyche makes him put loyalty way above competence , which explains why his coterie of incompetent aides consistently makes one bad decision after the other. There are glaring examples of this . Immediately after Buhari ’s inauguration, it was discovered that the National Security Adviser had treated the Central Bank as his personal piggy bank and regularly driven vans there to withdraw funds . Mr . Dasuki is currently in detention for those actions but the Central Bank Governor who had carried out his president’s orders in a manner reminisce of the Idi Amin days in Uganda has held on to his post. The same CBN governor has laid waste to the Nigerian forex markets with a string of incoherent policies which have created the perception of incompetence, further weakening the naira . One day , he claims to have floated the naira , the next he requires Bank MDs to only sell forex at a rate that he informs them of. Imagine a scenario where whenever a bank ’s customer wants to sell forex at a rate above the agreed rate , the MD has to call the CBN governor for permission, completely truncating the vaunted fairness of the entire system . The international markets are now actively betting against the CBN governor, yet his boss won ’t fire him. Mr. Babachir Lawal , the Secretary to the Federal Government of Nigeria , obviously learning rapidly from the impunity, proceeded to get a contract to provide succour to the devastated North- Central region by cutting grass in a region where millions of misplaced people are starving. The contract was awarded to a company owned and operated by him, even though there are civil service rules against such transaction . Even when he resigned from the company, he still retained himself as the signatory to the organisation ’s account. Mr . Buhari has only belatedly asked for a probe after the National Assembly indicted the man! The Chief of Staff to the President, Mr. Abba Kyari, who is now officially the gate keeper to Mr . Buhari , has been accused in numerous instances of influence peddling . Mr. Tukur Buratai , the Chief of Army staff , was accused of paying fantastical sums to acquire homes in Dubai a few months ago , while the Minister of the Interior was accused of buying houses in Boston. Mr . Buhari generally does not comment about the alleged corruption within his inner circles. Here his taciturnity is at its best. But it is this blind loyalty and inability to objectively assess the people closest to him that has always being the president’s Achilles heel . In 1985, even though he knew that the then Chief of Army Staff , Major General Ibrahim Babangida was harbouring evil thoughts against his government , he did not move against him until the coup of August . Also while at the Petroleum Trust Fund , one of the complaints about Mr . Buhari was that while he had performed significantly well , he had also surrounded himself with a cabal of trusted aides who , based on his belief in them , used the Fund to enrich themselves . Of the current crop of ministers , there isn’ t a single one that has had a star performance, yet they are retained till date . In fact the Youth and Sports minister , Solomon Dalung has single handedly seized the title of worst minister in the history of the Nigerian state, which is a hard task considering the long list of sub- par ministers that we have had since independence . Mr. Buhari still has about two years to turn around his administration. He would do well to start by washing the Aegean stables that is his cabinet and immediate staff clean . He should fire all ministers and staff who have the faintest whiff of corruption and incompetence around them . And , replace them with strong technocrats who would have access to the president at all times , while being allowed do their jobs free of hinderance . Ekiti State Governor Ayodele Fayose has accused Buhari-led administration of making up stories of defeat of Boko Haram insurgents - The govenor has named this Christmas as the worst in Nigeria's history and demanded to stop pervasive hunger and economic recession instead Ayodele Fayose, the governor of Ekiti state, has once againg attacked the All Progressives Congress (APC) led federal government on behalf of Nigerian people The anti-APC governor has reacted to the recent news about the Nigerian army smashing the last enclave of Boko Haram terrorists in Sambisa forest doubting its truthfulness and describing it as a trick to diver the attention of people from the fact of a ravaging hunger countrywide. Lere Olayinka, the special assistant to Ekiti state govenor on public communications and new media, has issued a statement that reads in part: Hunger and Boko Haram defeat "Whenever Nigerians cry of the pains and sufferings they are going through, the federal government will come with stories like "20 Chibok girls found", "$1 billion found in Mr A, B or C bedroom", "Boko Haram technically defeated", "We have captured Sambisa forest" just to divert attention. It is painful that Nigeria under President Mohammadu Buhari has become directionless either due to the cluelessness of the president or his old age that has foisted a purposeless leadership on the country. Christmas and no cash This year’s Christmas is the worst in the history of Nigeria. People cannot afford to celebrate and enjoy themselves due to the hardship caused by the APC government. To make matters worse, the Central Bank of Nigeria (CBN) also created artificial scarcity of cash, such that people could not access their hard earned money in the banks as most banks in the country do not have cash to pay their customers. Like I have maintained, the main issue confronting Nigerians now is hunger and hunger does not speak the language of political propaganda that is being used by the APC led federal government. It is therefore no longer about diversionary news, it is about preventing Nigerians from dying of hunger. Buhari's hatred and vindictiveness The only solution to the myriad of problems facing the country is for those holding power in Abuja to face the sad reality that it was the hard stance of the president, his statements against Nigeria and its people both at home and abroad coupled with his demonstration of hatred against some sections of the country and desperation to crush his perceived enemies that led us to where we are today. It was the president that went to foreign countries to de-market Nigeria by calling all Nigerians thieves and dishonest people. He was the one who created atmosphere of economic and political instability in the country by his acts of nepotism and vindictiveness? Therefore, for the country to move forward, the President must change his attitude from a vindictive military dictator to a civilian president of all Nigerians." Cabal, unemployment and stone age Things were never like this at any time in the history of Nigeria apart from 1984. They are not running the economy of Nigeria by the open participation of Nigerians but by some cabal, who see themselves as superior to others. By their failure to involve those who know more than them, they have succeeded in creating unemployment instead of three million jobs that they promised Nigerians per year. They have taken Nigeria back to the Stone Age and it will take several years for the country to recover, if it will ever recover." It is no longer news that no fewer than 21 ex-governors and deputy governors who are either senators or ministers in the current administration are collecting outrageous pensions from their states, even as they are also collecting their full emoluments from the Federal Government coffers. But unknown to many Nigerians, the story does not end at that point as there are several other public servants who are also drawing double pay from the Federal Government or from state governments because they a serving government on different capacities now, but were former this and that at the federal or state level. The list is endless; retired military men, customs or police officers etc. They might also be retired civil servants who have been reappointed by government in new capacities as director generals, ministers, board members, Ambassadors etc. Analysts say though the affected people have not broken any law of the land, they said that it is, however, immoral and detrimental to the Nigerian economy, especially during this recession period. They noted that the country is losing a whopping sum of N200 billion annually due to the anomaly. The state governments are reportedly spending not less than N80 billion annually on pension payments to these former governors who are also drawing salaries from the Federal Government as serving senators and ministers. Latif Adedeji, a Professor of Transport Management at the Ladoke Akintola University, Ogbomosho, Osun State, who lamented the situation, said the country is faced with the situation because it is a nation that continues to recycle people in every administration. According to him, the states and Federal Government is paying over N120 billion to other officers of government who are now serving the government in new capacities. The Revenue Mobilisation Allocation and Fiscal Commission RMAFC) approves payment of 300 per cent basic salary as severance allowances for political office holders on leaving office. The former governors who now senators are: Bukola Saraki (Kwara), Rabiu Musa Kwankwaso (Kano), Kabiru Gaya (Kano), Godswill Akpabio (Akwa Ibom), Theodore Orji (Abia), Abdullahi Adamu (Nasarawa), Sam Egwu (Ebonyi), Shaaba Lafiagi (Kwara), Joshua Dariye (Plateau) and Jonah Jang (Plateau). Others are Aliyu Magatakarda Wamakko (Sokoto), Ahmed Sani Yarima (Zamfara), Danjuma Goje (Gombe), Bukar Abba Ibrahim (Yobe), Adamu Aliero (Kebbi), George Akume (Benue) and Isiaka Adeleke (Osun). Former deputy governors now in the Senate are Mrs Biodun Olujimi (Ekiti) and Enyinaya Harcourt Abaribe (Abia)while Danladi Abubakar Sani was the acting governor of Taraba State. Former governors but who are now ministers include Rotimi Amaechi (Rivers), Kayode Fayemi (Ekiti), Chris Ngige (Anambra) and Babatunde Fashola (Lagos). Largesse for ex-governors According to the Lagos Pension Law allegedly approved by former governor Bola Tinubu in 2007, a former governor will enjoy the following benefits for life: Two houses, one in Lagos and another in Abuja (property experts estimate such a house in Lagos to cost N500m and Abuja N700m). His successor, Babatunde Fashola will enjoy the same largesse in addition to his emoluments as a minister in President Muhammadu Buhari’s cabinate Others are six brand new cars replaceable every three years; furniture allowance of 300 per cent of annual salary to be paid every two years, and a close to N2.5 million as pension (about N30 million pension annually). He will also enjoy security detail, free medicals including for his immediate families. Other benefits are 10 per cent house maintenance, 30 per cent car maintenance, 10 per cent entertainment, 20 per cent utility, and several domes-tic staff. In Rivers, the law provides 100 per cent of annual basic salaries for ex-governor and deputy, one residential house for former governor “anywhere of his choice in Nigeria”; one residential house anywhere in Rivers for the deputy, three cars for the ex-governor every four years; two cars for the deputy every four years. His furniture allowance is 300 per cent of annual basic salary every four years en bloc. House maintenance is 10 per cent of annual basic salary. In Akwa Ibom, the law provides for N200 million annual pay to ex governors and deputies. Such a person enjoys a pension for life at a rate equivalent to the salary of the incumbent governor/deputy governor respectively. A new official car and a utility vehicle every four years; one personal aide and provision of adequate security; a cook, chauffeurs and security guards for the governor at a sum not exceeding N5 million per month and N2.5 million for the deputy governor. There is also a free medical services for governor and spouse at an amount not exceeding N100 million for the governor per annum and N50 million for the deputy governor.
