There are strong indications that the Benue State government may reduce the salary of workers in order to cope with the huge wage bill hanging on the neck of the administration. Governor Samuel Ortom gave this hint on Wednesday, during the inauguration of the board of civil service commission, declaring that the huge wage bill coupled with economic recession had compounded the challenges of his administration. As of the time of filing this report, the state is owing five months salaries to its state workers, while local government workers are being owed six months salaries. The governor, who lamented the huge wage bill which he put at N7.8 billion monthly including local government workers, pension allowances and monthly overhead, however, submitted that ‘retrenchment is not an option’. “The past administration in its own wisdom raised the wage bill which shows that what a civil servant in Benue earns doubles what his counterpart earns in neighbouring states like Imo or Nasarawa states. “Even most states who enjoy 13 per cent derivation still owe backlog of salaries, though, retrenchment is not in mind, but very soon, we will hold stakeholders’ meeting to look at what we can do, after all, Nasarawa has reverted,” he disclosed. The governor charged the newly inaugurated members of civil service commission to work hard and sanitise the state civil service for better productivity. He also charged them to be fair in their dealings in the affairs of promotion, discipline and other responsibilities as dictates by their duty. The chairman of the board, Professor Jerry Agada, a former minister of state for education under the Yar ‘Adua promised that the members would not betray the confidence reposed in them.

A 35-year-old man, Ejike Onyejekwe,
has been killed in the FESTAC Town
area of Lagos State.
PUNCH Metro learnt that the victim,
who lived on 21 Road, K Close,
FESTAC, was stabbed to death after
winning a lot of money from a lottery.
Our correspondent gathered that
Onyejekwe, to celebrate the winning,
bought drinks for his friends and threw
a party last Thursday and Friday. It was learnt that on Friday evening, he was heard arguing with an unidentified person on the phone. He allegedly told his friend he was going to see the man, but never returned. His corpse was allegedly discovered the next day on one of the estates. A resident, who did not want to be identified, said the chairman of the estate called the attention of residents to the corpse on Saturday. He said, “I was sipping tea around 7am when I heard the chairman blowing a whistle. I thought it was strange, but my wife called my attention to the surging crowd on the estate. “I went downstairs and saw the corpse on the road. Like everybody, I was alarmed. We could not tell how the corpse got there or who he was. He had multiple stab injuries in the head. We all resolved that the case should be reported at the FESTAC Police Station.” It was learnt that some of the victim’s friends later identified him. The corpse was said to have been deposited in a morgue, while the police arrested and detained the chairman of the estate and his secretary; they were later released. A source told PUNCH Metro that the victim won a lottery few days to his death. He said, “The man won a lot of money in a lottery and from last Thursday to Friday, he was asking his friends to drink at his expense. “He was called on the phone that Friday evening and he went to meet a man. I suspect that a gang stabbed him and used an object to hit him in the head. There were bruises on his knees and it appeared they dragged him on the floor as well. “When the police were removing his corpse, blood was dripping from his mouth and nostrils. He was murdered in cold blood.” A friend of the victim, who did not identify himself, said his relative had visited the community. “I can’t say why he was killed. Nobody knows. He just returned from a visit to the village,” he added. The Police Public Relations Officer, SP Dolapo Badmos, confirmed the incident, adding that the case had been transferred to the State Criminal Investigation and Intelligence Department, Yaba. She added that the police had already arrested two suspects in connection with the death. She said, “The chairman of one of the estates reported that at about 7am, he woke up and saw the victim lying lifeless with injuries on his head and body. The corpse was deposited at the Isolo General Hospital Mortuary for autopsy. Two suspects, Suleiman Ahmed and Ibrahim Yusuf, were arrested and the case transferred to the SCIID for further investigation.” |

THE Borno State Attorney General
and Commissioner for Justice, Mr.
Kaka Lawan, said on Tuesday that
Boko Haram was a creation of the
factional Chairman of the Peoples
Democratic Party, Ali Modu Sheriff.
Lawan, who spoke at the ongoing
56th Annual Conference of the
Nigerian Bar Association in Port
Harcourt, explained that the
insecurity created by Sheriff in Borno
few years ago metamorphosed into
Boko Haram.
Calling for the arrest and
prosecution of the factional
chairman of the PDP, Lawan
specifically said that bad governance
and impunity reigned during
Sheriff’s administration as the
governor of the state between 2003
and 2011.

He added that the creation of the
Ministry of Religious Affairs by the
then Sheriff administration in Borno
and the killing of the head of the
ministry in the 2009 turmoil
worsened the level of insecurity in
the state.
“Ali Modu Sheriff was a former
governor of Borno State for eight
years and left the state in a state of
insecurity.
“The issue that happened in Borno,
the insecurity that brought us to
this situation we are in, was as a
result of bad governance, illiteracy,
lack of respect for the rule of law,
impunity in the administration of Ali
Modu Sheriff and the Federal
Government then did not checkmate
his excesses and it escalated to this
level.
“Up to today, he is moving freely and
nobody is talking to him. All hands
must be on deck, if actually justice
must be done to the hundreds of
people that were killed in the
Federal Republic of Nigeria.
“He (Sheriff) should be arrested. He
should be investigated. He should
be interrogated for the facts that we
have just mentioned in Port Harcourt
here. His records were known to
everybody, even to you media men.
“The Federal Government is aware;
the state government is aware; you
media men are aware. They are not
only facts; they are notorious facts.
All and sundry are aware.
“Can he deny that fact that he was a
governor between 2003 and 2011?
Can he deny that Muhammed Yusuf
freely operated between 2003 and
2009 and the aberration laws he
passed?” Lawan queried.
But Sheriff has dismissed the
allegation by the commissioner,
saying Lawan was not sincere and
that he was acting the script
allegedly written by Governor
Kashim Shettima.
Sheriff, who spoke through his
Special Adviser of Media, Mallam
Inuwa Bwala, said that the
commissioner should look inward to
the government to enable him to
know those behind the Boko Haram
menace in the state.
He said, “The commissioner is
talking rubbish. He’s acting the
script of his governor. Sheriff made
the governor what he is today.
“Those who are making the
allegation should know that three of
his (Sheriff) brothers were killed by
Boko Haram, his family is being
threatened by the Boko Haram.
“The AGF’s predecessor died in
circumstances not clear. What killed
him and who killed him? The people
are suspecting who is behind the
killing. I pity him, he doesn’t know
what he is talking about. He is
serving in a government that created
and funded Boko Haram.”

Naira, yesterday, appreciated by 3.52
per cent to close at N315.93 to a
dollar at the interbank market,
prompting calls for foreign investors
to take advantage of the
appreciation.
However, the naira suffered a loss in
value as it depreciated at the
parallel market to trade at N402 per
dollar, weaker than N397 it traded
at its previous session as dollar
shortages gripped the official
market. The naira, which hit fresh
record low since the central bank
floated the currency on the official
inter-bank market in June, first
touched N400 on the black market
this month.
On the inter-bank market yesterday,
no trade was posted until three
minutes before the end of the
session, when the central bank
which has been reducing its dollar
sales, intervened, traders said. Only
three deals worth $0.75 million were
traded at 305.50 per dollar, a level
the market has closed at since
Monday.
Specifically, according to Bloomberg,
in the last two weeks, Exotix Partners
LLP and Standard Bank Group Ltd.
have told clients; most of who fled
after the country started imposing
capital controls from late 2014, that
they should start buying naira
assets again. The naira which has
been the worst-performing currency
this year among more than 150
globally has depreciated 37 percent
against the dollar since the Central
Bank of Nigeria, CBN abandoned its
peg on June 20, while bond yields
have jumped to more than 20
percent. The naira strengthened 4.6
percent to 315 per dollar on Tuesday
after falling to a record 350.25 on
August 19, 2016.
“The cheap naira is attracting
foreign investors,” said Lutz
Roehmeyer, a money manager at
Landesbank Berlin Investment, which
oversees about $12 billion of assets.
“At 325 per dollar, the naira is too
weak” and Landesbank anticipates a
rebound, he said.
Roehmeyer’s funds have doubled
their holdings of naira debt, albeit
in the form of bonds issued by the
World Bank’s International Finance
Corp. rather than the Nigerian
government, to the equivalent of
around $9.2 million this month, he
said.
The CBN fixed the currency in
February 2015 at 197-199 per dollar
to stop it plunging amid the decline
in the price of oil, on which Nigeria
depends for 90 percent of exports
and the bulk of government revenue.
He relented after 16 months as the
country stumbled toward a recession
and foreign reserves fell to their
lowest level in 11 years.
The naira has now weakened more
than any other major oil currency
since mid-2014, when crude prices
started retreating. It’s lost almost
half its value against the dollar in
that period, compared with 46
percent for Kazakhstan’s tenge and
35 percent for the Colombian peso.
That makes it a good time to buy
Nigerian one-year Treasury bills with
yields of about 22 percent, Stuart
Culverhouse, chief economist at
Exotix in London, wrote in an Aug. 9
note. The potential return is more
than 33 percent if the naira
strengthens to its fair value of 290
against the greenback, he said.
In April, one-year T-bills yielded just
10 percent.
Oil Production
The trade is not for everyone, given
Nigeria’s outlook. The economy will
shrink 1.8 percent this year, its first
contraction since at least 1991, the
International Monetary Fund
forecasts. Oil production has sunk to
a near three-decade low of about
1.5 million barrels a day as
militants attack pipelines and export
terminals in the south of the
country.
While Landesbank Berlin and Exotix
say the currency has fallen enough,
others aren’t convinced. The naira
will weaken to 396 by year-end and
515 by the second quarter of 2017,
according to Access Bank Plc,
Nigeria’s fourth-biggest lender.
Forward prices also predict worse to
come. Three-month non-deliverable
forwards trade at 357 to the dollar,
and one-year contracts at 394. The
median forecast of economists in a
Bloomberg survey is for the currency
to stabilize at 344 this year.
Sidelines Preferred
“The combination of a cheaper naira
and higher yields on naira paper are
tempting, but we remain comfortable
on the sidelines,” Brett Rowley, a
managing director at Los Angeles-
based TCW Group Inc., which
oversees $195 billion of assets, said
in an e-mailed response to
questions on Aug. 16. “Restoring oil
output would help assuage our
concerns.”
Investors are also yet to be
convinced that the naira truly floats.
The central bank sold dollars at 309
last week and may be trying to keep
the rate stronger than 320,
according to Craig Thompson of
Continental Capital Markets SA,
based in Nyon, Switzerland. The
naira trades at 395 on the black
market, 20 percent weaker than the
official rate.
“The exchange rate is closer to fair
value in the eyes of most investors,”
said Andrew Howell, a New York-
based frontier-markets analyst at
Citigroup Inc., the world’s biggest
foreign-exchange trader. “But there
still aren’t many inflows. You can’t
really call it a normally-functioning
exchange rate yet.”
Mitigating Risk

Still, bond investors are closer to
pulling the trigger than they have
been in more than a year. They’d be
even more confident if they were
able to mitigate the risk of further
depreciation by buying the naira-
settled futures that Nigeria
introduced in June, according to
Stephen Bailey-Smith, senior
economist at Copenhagen-based
Denmark’s Global Evolution Fonds A/
S, which manages $3.2 billion of
assets.
Nigerian local-currency bonds have
lost 17 percent in dollar terms this
quarter, through yesterday,
compared with the 3 percent average
return for 31 developing nations
monitored by Bloomberg indexes.
The yield on benchmark government
naira notes due January 2026 has
climbed 226 basis points since June
to 15.08 percent.
“We haven’t come back in to the
local market yet, but we’re looking at
it closely,” Bailey-Smith said. “If you
can get a yield above 20 percent and
hedge the FX risk, it’s not a bad
trade at all. The futures market is
intended to help you do that, but
it’s difficult to buy them.” |

The Peoples Democratic Party in Ekiti
State has criticised President
Muhammadu Buhari for seeking
emergency powers from the National
Assembly to manage the economy.
The party said it was a “clear
manifestation of the clueless and
confused nature” of the people at
the helm of affairs.
It also noted that such an
“embarrassing and authoritarian
demand” was an indication that the
ruling All Progressives Congress is
incapable of delivering on its
promises and is therefore seeking
excuses for its poor performance.
The party also said Buhari’s demand
was one of the ways APC seeks to
hold Nigerians by the jugular, using
state powers.
The PDP, in a statement by its state
Publicity Secretary, Mr. Jackson
Adebayo, in Ado Ekiti on Wednesday,
said, “Is it not dastardly for the
President to say he is seeking
emergency powers for his
administration to handle the
economy?
“Then, what are the duties of those
in the Finance Ministry and other
sectors involved in the day-to-day
management of the economy? If they
are unproductive, why not send
them away?”
The party noted that the present
situation also happened in the
Second Republic when most of the
states then used to receive zero
allocation from the Federal
Government.
“The president then didn’t throw
away the constitution to solve the
problem; but rather constituted
proactive economic team that
brought the situation under control
before the then General
Muhammadu Buhari overthrew the
government and dismantled the
process, fostering hardship on
Nigerians.
While calling on the people to reject
any attempt to turn the country into
a republic where tyranny and
dictatorship would reign supreme,
PDP advised the Federal Government
to return to the drawing board and
seek protection from the
constitution, rather than looking for
a shortcut that would “bastardise

Police have arrested and charged
two semi-naked women for having
sex in a park.
Exeter Crown Court heard the two
drunk women were found at Pilton
Park in Barnstaple on the ground
and performing sex acts on each
other.
31-year-old Martina Loosemore and
Anita Hare, 45, both of Barnstaple,
North Devon, admitted outraging
public decency.
The judge, Phillip Wassall, will be
sentencing Hare next month while
Loosemore’s sentencing was deferred
for three months.

I’ve always believed there’s no point
hanging on to a dead marriage where
both partners no longer see eye to
eye. The few victims who’ve had the
guts to pack such a marriage in have
confessed to being relieved - and
happy. Joy’s marriage was already on
its back, with the hooves virtually in
the air, when she told me she would
rather be on her own than live with
the ‘lodger’ her husband had turned
into. Not one to act on impulse, I
asked her to give such a hard decision
a deep thought before she threw in
the towel.

“It’s not as if I have children to
consider,” she said. “I have only one
daughter, and she’s in the university.
Most of the time, I’m on my own
whilst Cyril (the husband) lives his
own life. He goes and comes as he
pleases. Well, I want to do the same
without being labelled adulterous! I
feel I can work better and improve the
quality of my life without a stressful
marriage.”
Her chance came when she heard on
the grapevine that Cyril had been
giving a lot of attention to Mubo. “She
was his old flame, his ‘first love’ as he’s
often bragged,” Joy explained. “And
I’d had my suspicions that he was
seeing her even before the rumours
became rife. There wasn’t anything
special about her and I have always
found her dull and annoying, but they
went way back. He even admitted
visiting her now she was single again,
but that they were just good friends. I
didn’t really believe him and didn’t
particularly care either.
It was around this time that finishing
touches were completed to the
rundown bungalow I was
refurbishing. I wanted to let it at first,
but decided to move in with my
daughter. My problem was selling the
idea of our living happily apart to Cyril
and I reckoned with lover girl on his
mind, it would be easy.
“Cyril wasn’’t buying any of that at first,
but I explained I would rather be on
my own and he needed to move on
with his life. We both have good jobs
and healthy investments so there
were no financial obligations tying us
down. I felt enormous relief after I left
and was in the least surprised when
Joy moved in with Cyril a few months
later! We hadn’t even discussed
getting a divorce. When next he visited
our daughter and I teased him about
it, he said he might have the
traditional engagement ceremony
with her. The gall of the man! But
what was the point of getting angry
with him? I’d moved on with my life,
so should he.
“Since there was no bitterness when
we separated, he visited as often as
he could to see our daughter and to
sort out details of our divorce. He
always loved a good gossip and with
lots of news to swap on our friends,
our conversation sparkled once more.
I was in the kitchen preparing lunch
one evening when he dropped by. He
teased me as he often did and I
laughed flirtatiously with him. For the
first time in a long while, I took an
interest in his tall physique and the
chest hair peeping from his shirt. He
was looking at me with the same lust,
then we kissed.
“Thank goodness our daughter was
out as we made out on the settee!
The passion between us hadn’t been
this intense and frantic in years. ‘Hey,
we could still rock together’, Cyril
thrilled. We made love again - but it
wasn’t the humdrum, tired’ marriage
sex’ we used to have. This was raw
and hungry, hard and fast. The sense
of taboo and familiarity made it an
explosive mix. Afterwards though, 1
refused to cuddle up to him so as not
to confuse physical desire with love.
Besides, I was enjoying being a free
and single woman and had no desire
to return to the straight jacket of our
marriage. ‘I’m not planning on us
coming back together,’ Cyril said
sheepishly. ‘I wouldn’t want to hurt
Joy.’ He was relieved when I smiled
naughtily at him and teased him he
was my bit-on- the-side now. That
sort of set him off as he entered my
bedroom and we were off again. He
then freshened up and raced back to
his ‘jailer’ while I lay in bed, grinning
like the cat that got the milk! Sad
boring Joy! I’d got one over on her.
I’d proved I was still an attractive,
passionate woman at
46 - and I had no qualms about the
situation in the slightest. After all, what
have I done but sleep with my own
husband! Cyril couldn’t have felt too
guilt-stricken either as he started
visiting me whenever he knew our
daughter was out. Each time, we
wasted no time in getting down to
business in the safety of my bedroom.
Our hot and smoking romps
continued as our divorce came
through and didn’t stop after he and
Joy married. Our illicit sex is still too
exciting to both of us to give up.
“Lately, he’s been grumbling he’s not
happy with Joy. That’s no skin off my
nose and I’m sure our affair doesn’t
help. But do I feel guilty? No way!
Do I wish them well in their marriage?
Hell no! What did Cyril expect,
marrying an old flame like her? He
should have had enough sense that
rekindling an old flame seldom works.
As for me, I now have the best of
both worlds. The freedom of living on
my own - and the power of knowing
Cyril can’t get enough of me. I won’t
be giving that up in a hurry for
anyone!
Once in a while, I run into both of
them at parties. Joy always looks a bit
apprehensive when she sees me, and
she believes she’s responsible for my
broken marriage. It’s all I could do not
to laugh out loud. Now that I’m my
husband’s mistress, I’ve got my libido
back! Let her be the one to lie awake
nights, wondering why she’s not
getting as much nookie as before!” |
The Delta State University, Abraka, has
sacked six of its lecturers for their
involvement in several offences
including alleged sexual harassment
of female students.
The University Governing Council at
97th regular meeting held on Friday,
August 12, 2016, affirmed their sack
after a disciplinary committee set up
to investigate the allegations against
them recommended their dismissal
having found them culpable.
Investigations revealed that the sacked
lecturers were also involved financial
extortion for marks, leaking of
examination questions and other
corrupt offences.
