In 1991, Russia, Ukraine & Belarus were the founding fathers of CIS, common wealth independent of States, with other members as: Moldova, Georgia, Armenia, Uzbekistan, Azerbaijan, Turkmenista, Tajikistan,kygiristan.

However, Georgia left the CIS because of Russia's annexation of south Ossetia & Abkhazia,in Georgia in 2008.

Ukraine,one of the founding members of the CIS also left the CIS in 2014 because of Russia's annexation of Crimea.

My question is, how can you be a leader of a union & be fighting, conquering & occupying your own members territories?

This explains why Russia could not form a strong military alliance like Nato.
Since Nato was formed,I don't think the US has INVADED any of Nato's member.

Finally, Russia is not at peace with some its own members in the CIS...& also not at peace with Nato.

What exactly do Russia & Putin want?

After the fall of the USSR, it naturally became a part of Ukraine.

Russia is not USSR. That is the source of your confusion.
