An American woman from Pennsylvania said she falsely accused an innocent man she never met of trying to rape and kidnap her all because he looked 'creepy'.

Anjela Borisova Urumova, 20, pleaded guilty to filing a false police report against 41-year-old Daniel Pierson, whom she accused of attempting to kidnap and rape her.

Pierson was held on a $1 million bail, charged with multiple felonies and spent a month in jail as a result of the false claims.

According to the Bucks County District Attorney's Office, Urumova alleged that on April 16, 2024, Pierson attacked her outside of a supermarket.

She claimed that he had pulled her pants down and struck her in the face.

As part of the investigation, Middletown Township Police collected and reviewed available surveillance videos from multiple retailers in the area of the reported attack, and a detective with the Bucks County District Attorney's Office conducted a forensic review of Urumova's cellphone data,' the DA's office said in a release.

'The review led to the discovery of multiple inconsistencies and contradictory information with Urumova's account of the attack.

Urumova was confronted by authorities and 'admitted she lied about the entire incident', confirming she hadn't been attacked by anyone, prosecutors said.

Urumova also said that she 'specifically targeted' and identified Pierson as her attacker because she had 'seen him and the truck in the past' and was able to describe him and the vehicle to the police.

She described the vehicle as a dark blue Ford F-150 pickup truck with a 'thin blue line' sticker on the back windshield with visible dents and rust on the exterior.

The injury to her face was allegedly due to an altercation with a family member.

'Her grandmother, who Urumova claimed suffered from dementia, did not recognize her as she entered the house and threw a plastic object at her, striking her in the lip. This incident allegedly caused the laceration to her lip that she later blamed on Pierson,' the criminal complaint said, Law & Crime reported.

Urumova pleaded guilty to seven misdemeanour charges: one count each of false alarm to an agency of public safety and tampering with or fabricating physical evidence, two counts of false reports, and three counts of unsworn falsification to authorities.

The charges against Pierson were dropped, and he was freed.

Common Pleas Judge Stephen Corr deferred sentencing so she can undergo a pre-sentence investigation.

The Ministry of Foreign Affairs announced on Saturday that Nigeria has accepted the invitation to join BRICS as a partner country.

The ministry disclosed this in a statement issued in Abuja by Kimiebi Ebienfa, Acting Spokesperson for the Ministry of Foreign Affairs.

According to the statement, the partnership will help align Nigeria’s aspirations for inclusive growth and regional integration, in line with the best practices of strategic autonomy.

The statement reads, “The Federal Government of Nigeria has accepted the invitation to join BRICS as a partner country.”

It further emphasised that this formal acceptance highlighted Nigeria’s commitment to fostering international collaboration, leveraging economic opportunities, and advancing strategic partnerships that aligned with the nation’s development objectives.

BRICS, as a collective of major emerging economies, presents a unique platform for Nigeria to enhance trade, investment, and socio-economic cooperation with member countries,” the statement added.


“Nigeria aims to use this partnership to advance shared goals in areas such as trade and investment, energy security, infrastructure development, technology, and climate change.”

The statement also stressed that the partnership aligned with Nigeria’s national aspirations for inclusive growth, regional integration, and active participation in shaping a fair and equitable global economic order, consistent with the country’s ethos of strategic autonomy.

The ministry expressed hope to engage constructively with BRICS members to drive innovation and foster people-to-people exchanges, in alignment with national interests and strategic priorities.

5 things to know about Nigerian scientist, Azeez Butali who made Joe Biden’s honours list

Azeez Butali, a Nigerian scientist, is one of six Nigerians recognised by U.S. President Joe Biden with the Presidential Early Career Award for Scientists and Engineers (PECASE).




This award, established in 1996 by President Bill Clinton, is the highest honour for early-career scientists and engineers in the United States.

The awardees include Azeez Butali, a professor at the University of Iowa; Ijeoma Opara, an associate professor at Yale University; and Eno Ebong, an associate professor at Northeastern University.




Others are Oluwasanmi Koyejo, an assistant professor at Stanford University; Abidemi Ajiboye, an associate professor at Case Western Reserve University; and Oluwatomi Akinlolu, a postdoctoral researcher at Lawrence Livermore National Laboratory.




“It is an honour to be recognised by President Biden and the White House with this award,” says Butali. “It truly takes a village, and I cannot thank those enough at the University of Iowa who have supported me and sacrificed to further our research mission. This award is an impetus to do more.”




Here are five things to know about him:




1. Azeez Butali is a world-renowned expert in the genetics of cleft lip and palate, especially within African populations. These conditions, which affect millions worldwide, often lead to challenges with eating, speaking, and hearing. Butali’s research has uncovered genetic factors contributing to these conditions, particularly in African populations.




2. Butali holds the position of Gilbert E. Lilly Professor of Diagnostic Sciences at the University of Iowa’s College of Dentistry. He joined the university in 2008 and has since earned several prestigious awards, including the Inventor Award and the Leadership in Research Award. In 2023, he was named the 23rd endowed professor in the college.

3. In February 2020, Butali was awarded a five-year grant exceeding $3.2 million by the National Institutes of Health (NIH) and the National Institute of Dental and Craniofacial Research. His project, titled “Refining the Genetic and Genomic Architecture of Non-Syndromic Orofacial Clefts,” focuses on identifying genetic variants associated with cleft lip and palate in African populations.

The project’s goals include replicating and analysing genetic data from genome-wide association studies on cleft conditions and completing whole-genome sequencing of 150 African families to identify rare genetic variants and conducting in-depth analyses of significant genetic variants to understand their role in clefting.




4. Butali’s work extends beyond scientific research to address real-world challenges. He has helped improve access to care for families affected by cleft lip and palate in Africa. Additionally, he has worked on addressing cultural and mental health challenges unique to these communities.




5. Butali is also a co-investigator in a $3.1 million NIH-funded study on non-syndromic hearing loss. For this project, he collaborates with researchers in Nigeria to recruit 500 families and analyse genetic data to identify variants contributing to hearing loss.

Petrol pump price surges to N1,150 after Dangote hike

The pump prices of Premium Motor Spirit, popularly called petrol, have risen to between N1,050 and N1,150/litre depending on the area of purchase, following the hike in the cost of the commodity by the Dangote Petroleum Refinery and various depot owners.




Dealers confirmed that PMS prices would continue to rise since the major component in fuel production, crude oil, has been on the upward swing lately.




The National President of the Petroleum and Natural Gas Senior Staff Association of Nigeria, Festus Osifo, earlier alluded to this when he pointed out that petrol prices might soon rise if the cost of crude oil continued to increase.




“The crude price rose to $80 per barrel today (Thursday). Without exchange rate improvements, PMS prices will increase in the coming weeks,” Osifo stated in Lagos.

On Friday, there was an upward adjustment in the price of petrol produced by the Dangote Petrochemical Refinery.




The $20bn plant raised its PMS from N899/litre to N955/litre at its loading gantry.




The refinery, in an email statement sent to its customers and obtained by one of our correspondents, said its refined products would now be priced at the new cost.

It noted that marketers buying between two million and 4.99 million litres would now buy at N955/litre, while five million litres and above would buy at N950/litre.




The amount marks an increase of N55.5 or 6.17 per cent from N899.50/litre announced as a holiday discount for Nigerians last December.




This adjustment applies to all stock balances yet to be lifted by the stated time, while pending stock as of the effective time will also be repriced at the updated rates.




The statement added that the new price regime took effect from 5:30pm on Friday.




The notice, titled, ‘Communication on PMS Price Review’, read, “Dear esteemed customer, Trust this email finds you well.




“Kindly be advised that effective from 5:30 pm today (Friday), an upward adjustment has been implemented on the gantry price of Premium Motor Spirit. Quantity Previous Price (NGN/Litre): 2 million-9.99 million – N899.50; 10 million litres & above – N895.




“Quantity New Price (NGN/ Litre): 2 million – 4.99 million – N955; 5 million litres & above – N950.

Please note that all stock balances yet to be lifted as of the above-stated time are to be repriced at the new reviewed prices. We shall communicate with customers on their revised volumes based on the reviewed prices, in due course.”




The price increase sparked widespread effects on the downstream petroleum sector, particularly private depots and retail markets.




Findings showed that private depots, despite having old stocks, increased their loading costs to N970 in Lagos and N1,000 in Calabar.




A breakdown analysing petrol price movements at loading depots after the announcement of the new price showed that Sahara depot increased its loading price by N20 to N970/litre from N950/litre on Thursday.




Pinnacle Depot increased its price to N970 from N921, while Wosbab Depot made a similar change to N965 from the N940 it sold a litre of petrol on Thursday.




NIPCO increased its loading costs by N30 to N980 from N950 on Thursday.




Also, a private depot, Rainoil, increased its loading costs to N970 from N950. A private depot, Alkanes, in Calabar, asked retailers to pay N1,000/litre to receive products.

Marketers speak




Oil marketers operating under the auspices of the Independent Petroleum Marketers Association of Nigeria projected a steep increase in the retail cost of petrol, stressing it could hit N1,100/litre in Lagos and neighbouring states.




IPMAN also said petrol customers in the Federal Capital Territory might pay N1,150 for a litre.




The IPMAN National Publicity Secretary, Chinedu Ukadike, said the product would now trade for more than N1,000/litre, especially in hinterlands nationwide.




He stressed that the new change was due to the recent surge in the price of crude oil globally.




Ukadike said, “Yes, Dangote has increased its price to N955. This is only because of the increase in Brent crude. Once it increases, the domestic production cost will also increase.

Nigerians will likely pay over N1,150 at faraway locations, while locations close to the depot will pay N1,100. This is because we will add about N50 logistics costs. Currently, ex-depot prices have increased to N980.




“This change is immediate because crude oil prices, too, are immediate. The refinery told us it has taken effect today, which means prices have increased already. Deregulation in this sector means price will be controlled by forces of demand and supply.




“So, if the force of supply says Brent crude has increased, it means domestic costs will also change. It is no longer funny now. Even marketers are affected by this up-and-down dwindling of prices. It affects our business.”




The Petroleum Products Retail Outlet Owners Association of Nigeria said retailers could not buy a litre of petrol and sold at N1,000/litre, adding that the margin would be higher than N45.




The PETROAN National President, Billy Gillis-Harry, said the Dangote PMS was exclusive of charges imposed by the Nigerian Midstream and Downstream Petroleum Regulatory Authority and that would form part of what retailers would add to the margin.




Though Gillis-Harry said he could not confirm the exact price of petrol at filling stations, he noted that it would be higher than N1,000/litre.




According to him, PETROAN members would still sell at N935/litre due to the agreement they have with MRS Oil, pending when the agreement changes.

I’ve already told you that it’s difficult to do any effective amateur projection on price modulation. One of the reasons is that the cost of the production, the selling price, and the landing price, all of that will be taken into consideration. And the PIA (Petroleum Industry Act) has given provisions for how the price will be computed.




“So, at all times, we’ve got to depend on the PIA’s prescription for pricing. You know, the other day you called me and you told me about an association that said the price could be N500/litre. You can see how false the projections are. So, that means they are not informed by any empirical value,” Gillis-Harry stated.




He spoke further that since he got information about the price change, his team had been making analysis.




“So, before I can speak on prices, I must get the feedback from them, from at least 10 states, and maybe four or five depots. So, for today, you can quote me to say, yes, there is going to be a price change, but that price can only come, maybe by the close of tomorrow (Saturday).




“Because right now, we still have an obligation with the MRS to be selling at N935, and some of us bought products there. So, if they change their prices because of the Dangote price, then the conversation will be different.




“After the price of buying, there must be the price of logistics. Once that is computed, we can then look at what is the most humane profit margin,” he submitted.

Capacity gaps threaten states’ control of electricity market

As provided in the Electricity Act 2023, which was signed by President Bola Ahmed Tinubu in February 2024, state governments and individuals have been empowered to participate in electricity generation, transmission, and distribution.

The Act mandates any state that intends to establish and regulate intrastate electricity markets to deliver a formal notification of its processes and requests to the Nigerian Electricity Regulatory Commission (NERC).

In compliance with the Act, the NERC has transferred regulatory oversight of the electricity market to Lagos, Enugu, Ondo, Ekiti, Kogi, Oyo, Imo, Edo, Niger and Ogun State, but only four states have been so far cleared to take over the electricity market.




Speaking on the expected impact of the transfer of regulatory oversight on power generation, transmission and distribution, Muda Yusuf, chief executive officer, Centre for the Promotion of Private Enterprise, noted the transition challenges of the states taking up regulatory responsibilities for electricity market, stating that not many states have the capacity to manage this transition.

He explained that with the decentralised market, the electricity pricing conundrum would remain a tricky issue in 2025. “The economy is too fragile to absorb the shocks of a fully deregulated or commercial electricity market. The quality of the transmission infrastructures and the consequent frequent collapse of the transmission grid require significant investment which the governments would have to struggle to provide.




“The outlook for the sector remains a major cause for worry in 2025. Not many states have the capacity to manage this transition, this is therefore a major source of risk for the electricity sector in 2025,” he said

Lanre Elatuyi, a power sector analyst, said that as many states get the go-ahead to regulate the electricity market, Nigerians may see higher tariffs.




For him, it may be too early to expect the gains of this reform in terms of improved supply of electricity, noting that it will take time for states to optimally develop their power systems and electricity markets.

He said, “The regulators in the states with their regulatory autonomy will henceforth determine customers’ end-user tariffs in their respective states with no subsidies coming from the Federal government.

Lagos State set to receive six new trains from China to enhance Blue and Red Line operations

The Lagos State Government is set to receive six new trains from China to enhance the Blue and Red Rail Lines. These trains, already scheduled for shipment, will soon arrive to strengthen the city’s growing rail infrastructure.




The Lagos Metropolitan Area Transport Authority (LAMATA) made the announcement on Thursday via a statement on its official X (formerly Twitter) account.




The statement confirmed that the six train sets have passed the factory acceptance test.


This follows a December 2024 statement from the LAMATA Managing Director, Engr. Abimbola Akinajo which disclosed that the Lagos State Government would receive new rolling stock in 2025 to bolster operations on the Blue and Red Lines.


“Six additional train sets will be in Lagos very soon to strengthen the capacity of the Lagos Rail Mass Transit (LRMT) Blue and Red Lines to deliver value to commuters and thereby increase the economic viability of the state.




The six train sets, which have scaled the factory acceptance test hurdles, are scheduled for shipment to Lagos from China,” the statement read in part.




The statement emphasized that the arrival of six new trains will boost trips on both the Blue and Red Lines, enhancing service for Lagos commuters.




The new rolling stock will benefit both lines, with the Blue Line, which operates electric trains, and the Red Line, serviced by diesel-powered trains, seeing increased frequency. The Blue Line, which currently runs 72 trips daily, will see an increase in frequency with the new trains.

The Blue Line began operations in September 2023, with its first 13-kilometre stretch from Marina to Mile 2. Phase two, extending to Okokomaiko, is expected to be completed by Q1 2027.




The Red Line is a 37-kilometre project, with its first 27 kilometres running from Agbado to Oyingbo, featuring stations like Ikeja, Oshodi, and Mushin. Phase Two is under construction, with passenger service beginning in October 2024, following President Bola Tinubu’s February 2024 inauguration.

The Lagos Strategic Transport Master Plan outlines the development of a comprehensive metro rail system, featuring six Light Rail Transit (LRT) lines. Currently, Phase 1 of both the Blue and Red Lines are operational.




In a significant move, Lagos State has partnered with the Ministry of Finance Incorporated (MOFI) and China Harbour Engineering Company (CHEC) to build the 68-kilometre Green Line, the third light rail transit corridor, which will connect the Lekki Free Zone to Marina and integrate with the Blue Line.

Governor Babajide Sanwo-Olu formalized the agreement at the China-Africa Cooperation Summit in September 2024. The 2025 federal budget allocates N146.14 billion in counterpart funding for the Green Line, which will be managed by MOFI on behalf of the Ministry of Transport.

Additionally, the Lagos State Government plans to concession the operations of the Red and Blue Lines to the private sector to ensure their long-term sustainability and help repay loans. This plan would transfer the management of the lines to private operators for a specified period.

However, some experts raise concerns, pointing out that with the Blue Line’s ridership at 2.37 million passengers as of December 2024, the projected returns may not be enough to attract the significant investment required for necessary upgrades

The report by OPEC as highlighted in the Punch newspaper claimed that the Dangote refinery has cut down Nigeria's imports of petroleum products from Europe.




“The ongoing operational ramp-up efforts at Nigeria’s new Dangote refinery and its gasoline (petrol) exports to the international market will likely weigh further on the European gasoline market,” the report states.

Continued gasoline production in Nigeria, a country that has relied heavily on imports to meet its domestic fuel needs in the past, will most likely continue to free up gasoline volumes in international markets which will call for new destinations and flow adjustments for the extra volumes going forward.”




According to the OPEC report, notwithstanding the fact that gasoline stockpiles at the Amsterdam-Rotterdam-Antwerp storage hub remained strong, the gasoline crack spread in Rotterdam against Brent scaled somewhat on robust exports.




As the Atlantic Basin's gasoline balance extends as a result of winter-season demand-side pressures, it further stated that gasoline inventory rises are anticipated to continue throughout the upcoming month

The report indicated that the Dangote refinery intended to take in 13 to 14 shipments from Nigeria's usual monthly program of about 50 cargoes.




Experts at the time revealed that the Dangote refinery might end the decades-long gasoline trade from Europe to Africa, which is valued at $17 billion per year.




In April, Bloomberg ranked the Dangote refinery above the ten largest oil refineries scattered across Europe.

The $20.5 billion Dangote refinery, owned by Africa's richest man, is capable of processing 650,000 barrels per day.

Also, the refinery, which finally commenced production in January after years of delays, outperforms Europe's biggest refinery, the Pernis Refinery, with an installed capacity of 404,000 barrels per day (mbpd).




Furthermore, the Dangote plant outperforms the GOI Energy ISAB Refinery in Italy, which has a refining capacity of 360,000 mbpd.
