First they need to summon d courage to condemn the terrorists operating on the north.
2.Each state should resolved to form an armed vigilantee/forest guard.
3.A fund should be open to compensate victims of terrorism, insurgency.
4.A fund should set aside to procure equipment for the forest guards:drones,rifles,night vision gear etc
5.Almajiri system should be banned in the north,all almajiri children should be enrolled in real schools.
6.They should demand from federal government to publish & prosecute terrorists arrest & sponsors through a special court.
7.Each state should enforce ban on open grazing,each state should setup cattle ranches.

It is only when they rusle cattle that security forces responses with full force not when human beings are killed.

We have a very porous borders in the north, couple with bordering arid region like Chad,Niger where there is little farming activities making d people there poor & unemployed so easily recruited as terrorist,the northern folks considers the Nigeriens as more brothers than any Nigerians from d south..even the customs & immigration personnel manning d borders are from d north they sees themselves as brothers so anything is allowed to pass.

I am guessing you live in southern Nigeria where you'll find many road blocks and check points by security operatives extorting road users.

It's a different thing in the North, there are not check points by security agents.
I was surprised when I drove from Abuja to Kano during the heat of boko haram and only encountered 2 check points. One between Abuja and kaduna, the second one in kaduna state as you are approaching the city.
There was no single check point from Kaduna state to Kano state. A journey of about 240 kilometers
