Chief of Staff is not part of running government. The government will function whether or not a Chief of Staff is in place....but government will not function if you dont have Ministers.

So ministers run govt. They are not visitors to President....they are the taskmasters that make his govt function.

CoS can gate visitors, thats understood. Ministers are not visitors. In fact in America, whose system we copied....Minister of State (Foreign Affairs) is fourth in line to succeed President after VP, House Speaker, Senate President.
