Surely, the institute can not be spending 25%(assuming it was allocated 1bn which i doubt becuase that institute is dead) of its budget on corporate social responsibilities and such an institute with little output can not be having more than a billion naira for its non discretionary spendings. A good auditor will pick this up easily.

Simply meaning, increase the prices of fuel in Nigeria to N10,000 per litre today, smuggling will continue because, the demand is price inelastic and they have a more valuable currency....in fact, it will increase
