South south are a conglomerate of many different entity.

It would appear that boko haram is even more principled than the Nigerian gov. Kudos for having the decency to reject Amnesty, becos u don't deserve it.

Nigeria should consider imposing the death penalty on convicted rapists, the women's affairs minister has said.

Rape had reached an alarming level, with seven to 10 cases reported weekly in Nigeria, Zainab Maina said.

The BBC's Chris Ewokor in the capital, Abuja, says poor communities are worst affected by rape and there are few successful prosecutions.

The death penalty exists in Nigeria for crimes such as murder, but it is rarely implemented, he says.

Mrs Maina said her ministry was determined to tackle rape.

"It is also trying to make the police set up a gender desk in every police station to handle such cases so that serious punishment, perhaps death sentence would be handed to culprits," she is quoted by Nigeria's This Day newspaper as saying.

Our reporter says the main problem in socially conservative Nigeria is the stigma attached to rape.

Many people are scared to disclose they have been raped, either because they will not be believed or because of the difficulty in proving cases in court, he says.

In the few cases where there are convictions, rapists are fined or sentenced to a few months in prison, our reporter adds.

In recent years there have also been some prosecutions of men accused of raping children from poor communities.

While Mrs Maina's attempt to focus on the problem will be welcomed by civil society groups, it is too early to say whether the rape laws will be overhauled, our correspondent says.

The Nigerian Islamist group Boko Haram has rejected the idea of an amnesty.

Last week President Goodluck Jonathan asked a high level team to look into the possibility of granting the militants a pardon.

The announcement was made via an audio statement believed to be from the group's leader Abubakar Shekau.

In recent years Boko Haram has carried out a campaign of violence across northern and parts of central Nigeria killing at least 2,000 people.

The group says its members are fighting to create an Islamic state in Nigeria's predominantly Muslim north.

Mr Shekau said his group had done no wrong and so an amnesty would not be applicable to them.

It was the Nigerian government that was committing atrocities against Muslims, he said.

"Surprisingly, the Nigerian government is talking about granting us amnesty. What wrong have we done? On the contrary, it is we that should grant you [a] pardon," AFP news agency quotes him as saying in the Hausa language audio recording.

BBC Nigeria correspondent Will Ross says that northern religious and political leaders have been urging President Jonathan to grant an amnesty to the militants as they say the army's response to the insurgency is not bringing peace.

The amnesty panel was set up by the president last week and includes senior military representatives, presidential sources said.

The move surprised many as President Jonathan had dismissed the idea of amnesty and dialogue, our reporter says.

In 2009, then-Nigerian President Musa Yar Adua granted an amnesty to thousands of militants wreaking havoc in the oil-rich Niger Delta in the south.

The violence fell dramatically but there are worrying warnings of further unrest in the Delta, analysts say.

The Nigeria Labour Congress, NLC, on Thursday in Abuja directed workers (Nigeria Airways)in Abuja and Lagos to prepare for a solidarity strike on April 10 to protest against the nonpayment of pensions to retirees and gratuity.

The Acting President of NLC, Promise Adewusi, gave the directive at a news conference preparatory to the solidarity strike.

He said that the briefing was to re-state the congress' resolve to embark on a peaceful protest.

"For the purposes of clarity and removing all doubts, all our members are expected to stay off work in Abuja and Lagos on April 10 and March to designated areas which they have all ready been informed of.

"All workers, all members of organised labour in those two cities, Abuja and Lagos, are to stay off work in solidarity and in support.

"And mass in this rally at least to show our disappointment at the whole issue of pension mismanagement and the underlining corruptive tendencies surrounding it," he said.

Mr. Adewusi said the only thing that could shelve the protest was a show of willingness on the part of the Federal Government to address the "gross criminalities and inequities in the pension fund administration in the country".

He commended the leadership of the senate for investigating the criminalities and fraud in pension fund administration and its courage in asking for the disbandment of the Pension Reform Task Team.

In his remarks, Ali Abatcha, National President of the Nigeria Union of Pensioners said the union was ready to fight on unless government met its demand.

"If they meet our demand, then we won't have any reason to go on strike," Mr. Abatcha said.

Two of the issues in contention are the nonpayment of outstanding arrears of pensions to millions of retirees and the non-enrolment of hundreds of thousands of pensioners in the Federal Pensions payroll.

Others are non-payment of death benefits to deserving next of kin, non-implementation of payment to pensioners to reflect the 53.4 per cent salary review, among others.http://allafrica.com/stories/201304051099.html
