Former Military Head of State, Ibrahim Badamosi Babangida, IBB, has recounted a civil war experience that nearly took his life after his command, 82 Battalion, came under heavy bombardment from Biafran forces on March 27, 1969.

IBB stated that the Biafran artillery began an uninterrupted bombardment of their positions, noting that not even Nigerian troops’ aggressive response to those attacks deterred Biafran troops.

In his just launched book, ‘A Journey in Service’, the former military Head of State recounted that it was during that fierce fighting that a Biafran Ogbunigwe shell wounded him.

IBB’ss words: “Now, the attention of federal troops shifted to Umuahia. After the first attempt to take Umuahia by the Third Marine Commando failed, Colonel Shuwa gave that task to Lt-Col. Danjuma, who commenced the invasion of Umuahia just days before March 27, 1969. That attack would go on until April 24, 1969.

“As a Major, I was Commander of the 82 Battalion, one of the seven Battalions deployed by Lt-Col. Danjuma to invade and capture Umuahia.

“But to get to Umuahia, we had to first go through Uzuakoli, a mere 13 kilometres away. On March 27, we came under heavy bombardment from Biafran forces. But somehow, we held our ground and bulldozed our way to the outskirts of Uzuakoli.

“Then, under my command, on April 1, the 82nd Battalion attacked and captured Uzuakoli. But as it turned out, our victory came with severe costs.

“Now acutely aware that from our position in Uzuakoli, we were only a few kilometres away from Umuahia, the Biafran artillery began an uninterrupted bombardment of our positions.

Not even our aggressive response to these attacks deterred them. It was during that fierce fighting that a Biafran Ogbunigwe shell wounded me. The shrapnel landed on the left side of my chest and came close, we would later find out, to affecting my lung. I was fortunate.”

The former head of state continued: “Initially, I wasn’t aware that I had taken a hit. Partly because of the intense and prolonged firefight, I never heard a shot or felt the impact. I smelled some burning human flesh.

“In those brief seconds, the wound didn’t hurt. Then suddenly, as I grabbed my chest and felt blood oozing out, I felt like a kick in the trunk had left me with a numb, throbbing pain. And then, my feet started to gradually go numb, first above the knee, then below it. At that point, I think I fell and had to be moved, and one of the other commanders, Mamman Vatsa, took over the command of my battalion.

“My casualty evacuation process was slower than my colleagues would have wanted. It was getting past dusk, and since the available makeshift runway lacked take-off and landing gears, an improvised runway had to be created from a convoy of military vehicles with their full lights on! Once that was done, I was promptly evacuated to the Lagos University Teaching Hospital, Idi-Araba, Lagos.


“Surprisingly, despite the throbbing pain, I remained alert and conscious from the moment I took the hit through the period of my evacuation.

“Even though I wasn’t sure of the nature of my injury, my spirit was upbeat. While I didn’t think I was about to die, I knew this would be a life-changing experience.”

Organised Labour through the Nigeria Labour Congress, NLC, has forced the Federal Government to reduce telecommunications tariff hike from 50 percent to 35 percent.

Vanguard gathered that the reduction followed a meeting of the 10-man committee comprising government and NLC representatives at the office of the National Security Adviser, NSA, on Friday, February 21, 2025.

According to government sources, an official communique announcing the tariff reduction is expected to be released any moment from Saturday, February 22.

It was gathered that the meeting started around 4 pm and ended about 7 pm, where NLC representatives insisted that the tariff hike must be withdrawn.

Sources informed Vanguard that after much pressure from NLC representatives in the 10-man committee, the government and NCC buckled and agreed on 15 percent reduction.

Recall that NLC had on February 12, expressed outrage over the hike in tariff by telecommunications companies despite an earlier agreement reached with the Federal Government and the Nigerian Communications Commission, NCC, and demanded immediate reversal of the hike to avoid unpleasant consequences.

According to NLC, “If the telecommunications companies fail to revert to the old tariff by the end of February 2025, a total shutdown of their operations nationwide will commence from March 1, 2025.”

To show its seriousness, NLC declared that as a first step in resisting the arbitrary tariff hike, it directed that from Thursday, February 13, 2025, (today) workers and other willing citizens should boycott the services of MTN, AIRTEL, and GLO daily between 11:00 AM and 2:00 PM until the end of February 2025.

Leaders of NLC in a communique at the end of their Central Working Committee, CWC, meeting in Lokoja, Kogi State, Tuesday, February 11, urged workers and citizens to suspend the purchase of data from the telecommunications companies which has also become one of their greatest tools for exploiting Nigerian citizens.

The communique signed by the President and General Secretary of Congress, Joe Ajaero and Emma Ugboaja, respectively, directed NLC State Councils and industrial union affiliates to commence immediate sensitisation and mobilisation of their members and the general public within their jurisdictions.

The communique reads “The CWC of the NLC was convened in Lokoja, Kogi State, Tuesday, February 11, 2025, to deliberate on pressing national issues, including the 50 percent telecommunications tariff hike, the proposed Tax Reform Bills, and to rollout the Compressed Natural Gas CNG -powered buses for the North Central Zone of Nigeria.

“The CWC received with grave concern the news that telecommunications companies have commenced the implementation of a 50 percent tariff hike today (February 11), despite an earlier agreement reached with the Federal Government and the Nigerian Communications Commission (NCC). “It was recalled that a 10-man committee had been constituted to deliberate on the matter within two weeks and report back before any final decision would be made on the new telecom tariff structure.

“The CWC strongly condemns this action by the telecommunications companies, describing it as a betrayal of trust, an affront to the principles of negotiation, and a direct slap on the government and its institutions and a disdain for Nigerian people.

“CWC-in-session believes that this is a further demonstration of Regulatory capture and impotence in the midst of corporate onslaught and the continuing abandonment of workers and masses to corporate fat cats by the government.

“This unwarranted and premature tariff hike demands an immediate response from our collective resolve since government clearly favours the rich against the people.

Resolutions

“The CWC demands an immediate reversal of the tariff hike, which took effect today( February 11), and insists that the companies revert to the previous tariff until the committee completes its deliberations and reaches a conclusive agreement.

“As a first step in resisting this arbitrary tariff hike, the CWC has directed that, beginning Thursday, February 13, 2025, Nigerian workers and other willing citizens shall boycott the services of MTN, AIRTEL, and GLO daily between 11:00 AM and 2:00 PM until the end of February 2025.

“All workers and citizens are urged to suspend the purchase of Data from these companies which has also become one of their greatest tools for exploiting Nigerian citizens.


“We also demand the repatriation of all funds siphoned out of the country by these companies.

“If the telecommunications companies fail to revert to the old tariff by the end of February 2025, a total

shutdown of their operations nationwide will commence from March 1, 2025.

“All NLC State Councils are directed to commence immediate sensitization and mobilization of their members and the general public within their jurisdictions.

“All NLC Affiliate Unions are requested to mobilize their members across the country to observe electronic silence during the designated hours.

“We implore all of our Civil society allies and other interested stakeholders are to join us in making this action effective.”


Tax reform bills
On the Tax reform bills, the communique said “the CWC also reviewed the ongoing discussions around the Tax Reform Bills being considered by the government. While acknowledging the need for fiscal reforms, the Congress insists that any tax policies must be designed to alleviate the burdens on Nigerian workers and not worsen the existing economic hardship.

“The NLC shall engage with relevant authorities to ensure that tax reforms are fair, equitable, and worker-friendly.

“The Nigeria Labour Congress remains committed to defending the rights and welfare of Nigerian workers and citizens. The CWC calls on all Nigerians to unite in this struggle against exploitative economic policies and to actively participate in the outlined actions to demand justice and fairness in telecommunications, taxation, and transportation policies.”

AS Nigerians grapple with unprecedented economic hardship, the cancellation of free ATM withdrawals represents a new and unfair financial blow. The unbearable cost of living marked by sky-high inflation, relentless electricity, telecom tariff hikes, and crushing fuel prices have pushed many citizens to their financial limits. The Governor of the Central Bank of Nigeria, Olayemi Cardoso, should reverse the cancellation.

Rather than offering relief, the CBN has imposed new charges on basic transactions, further bleeding customers. This policy is regressive taxation, targeting the most vulnerable members of society.

The CBN’s obsession with levying nuisance taxes on bank customers is worrisome. In May, the CBN was forced to reverse its directive to banks to impose a Cybersecurity Levy of 0.5 per cent on electronic banking transactions after public outcry.

It has revived its underhand tactics by cancelling the three free withdrawals per month allowed to bank customers on other ATMs.

Under the new directive, withdrawals from a customer’s bank ATM remain free. However, customers using another bank’s ATM will be charged N100 per N20,000 withdrawal when using ATMs located within bank premises. For withdrawals made at off-site ATMs, N100 per N20,000 withdrawal will apply, along with a surcharge of up to N500.

The CBN stated that the policy is expected to “accelerate the deployment of ATMs and ensure that appropriate charges are applied by financial institutions to consumers of the service”, citing rising costs. This is punitive; the argument is weak.

Inflation has driven up the cost of essential goods and services by double digits. Electricity tariff (Band A) was raised by 307 per cent from N68/kWh to N225/kWh in April.


The telecom services tariff has just been raised by 50 per cent. Basic transportation is out of reach for many after petrol prices shot up by 500 per cent.

Food is barely affordable for most, with nearly 11.7 per cent of the world’s population in extreme poverty found living in Nigeria, per Statista.

Amidst this, it is galling that banks already making record-breaking profits would target Nigerians with additional charges for withdrawing their money.

It appears that the CBN is prioritising corporate greed over citizens’ welfare. It seems lost on the CBN that its policy to float the naira and incessant interest rate hikes with no discernible effect on inflation is largely responsible for the pervasive misery in Nigeria.

The banking sector in Nigeria is far from struggling. In the first nine months of 2024, 10 major banks posted a combined pre-tax profit of N4.2 trillion, equal to 15.27 per cent of the 2024 budget and double the N2.07 trillion posted a year earlier.

These humongous figures are derived from high-interest loans and multiple layers of charges on customers. Rather than ensure adequate oversight to protect customers from exploitative practices, the CBN is finding additional ways for banks to make easy money. The CBN’s decision to further squeeze everyday Nigerians with ATM withdrawal fees is insensitive, cruel, and provocative.

Why should customers pay N600 or 3.0 per cent to withdraw N20,000 when banks have pegged daily withdrawal limits at N20,000 and N5,000 for customers and non-customers, respectively?


Many small businesses, including transporters, rely on cash transactions. PoS operators are bound to have a field day with exorbitant charges.

Most ATMs are free in Britain, except the ones deployed by independents. Banks pay a small interchange fee for their customers on other bank ATMs.

The CBN, which is supposed to protect customers, has allowed banks to levy all sorts of fees, including account and card maintenance, in addition to the statutory EMTL. Many Nigerians have migrated to fintech firms to escape extortionate charges and shoddy services.

Wealthier Nigerians, who have access to more advanced financial services and digital payment options, will largely avoid these new fees.

Therefore, the National Assembly, the Federal Competition and Consumer Protection Commission and the Nigerian Labour Congress must intervene to stop this travesty.
