The proprietor of Daar Communications PLC, Raymond Dokpesi, has stated that Monday’s decision by the President-elect, Muhammadu Buhari, to bar one of its subsidiaries, Africa Independent Television, from covering his activities was an attempt by the former military Head of State to bring back the era of Decree 4.
Mr. Dokpesi said Mr. Buhari lacks the power to stop the AIT from covering his activities, as doing so would amount to breaking the law.

Mr. Buhari as Head of State promulgated Decree 4, tagged Public Officers (Protection Against False Accusation) on March 29, 1984.

The law was drafted to punish authors of false statements and reports that exposed the Buhari administration and/or its officials to ridicule or contempt. Many journalists were arrested and jailed under the law.

Mr. Buhari’s party, the All Progressives Congress, APC, on Tuesday reversed the decision of the president-elect to stop AIT, saying all accredited media houses are free to report on his activities.

But speaking exclusively to PREMIUM TIMES Tuesday, Mr. Dokpesi stated that Mr. Buhari should be reminded that he cannot return Nigeria to the era of Decree 4.
“I am sure that the President-elect needs to be reminded of Decree 4, and he should be clearly reminded that section 32 of the constitution makes it mandatory for the media to hold public officials accountable to the people,” he said.

He also said Section 39 of the constitution equally grants Nigerians the freedom of expression and to hold opinion.

“The president-elect said that he does not want to be covered by AIT, but AIT has a responsibility to the Nigerian public to report the things that are happening,” he said.
“There are three national networks available for national coverage in Nigeria, the NTA, AIT and Silverbirds. You cannot stop a foremost private station from reporting in Nigeria, it brings us back to Decree 4 era.”
Mr. Dokpesi also acknowledged that Mr. Buhari may have taken his decision based the documentaries ran by the station during the electioneering campaign.

He said Daar Communications is a commercial entity and therefore reserves the right to run anything it considers worthy of being televised. He said there is also a right of response available to anyone who feels strongly about any matter broadcast by the station.
“If they had produced their own documentary to say this is what we want and AIT did not publish it, then that is another matter,” he said.

“What is obviously very clear is the fact that AIT believes that the historical information about the President elect that were ran, were factually correct. Nothing was done to defame him or impinge on his character or integrity.”

Mr. Dokpesi also added that another documentary about one of the national leaders of APC, Bola Tinubu were also factually correct.

The media proprietor said although the documentaries were produced outside of Daar communications, “We take responsibility for the running of these items and I as an individual is satisfied because due diligence was followed in ensuring that the things that are contained were factually right”.

Check out some police officers walking away as some South
African citizens loot a kiosk owned by a foreigner who must
have run for his/her dear life following the brutal
xenophobic attacks carried out by the locals.
These police officers are supposed to be in charge of
protecting properties and lives of foreigners but they’re
doing the opposite.
The shameless South African looters didn’t even respect the
name on the kiosk… abi dey no know the meaning of

About five weeks to the inauguration of the General
Muhammadu Buhari government, the shape of the new cabinet
is beginning to emerge. Daily Sun gathered that the next
Federal Executive Council may be composed of Nigerians who
are not only driven by the desire to restore the dream of the
founding fathers but also share the modest lifestyle of the
incoming president.
Resolved to work with the best, it was learnt that the president-
elect is considering the likes of former ministers of petroluem
and finance, Prof Tam David-West and Dr. Kalu Idika Kalu.
Others are former president of the Nigeria Bar Association
(NBA) and governorship candidate of the Action Congress of
Nigeria in Ondo State, Rotimi Akeredolu; former minister of
sports, Bolaji Abdullahi, presidential aspirant of APC, Mr. Sam
Ndah-Isaiah and Lagos State governor, Mr. Babatunde
Fashola.
It was gathered that while the President-elect is not going to
stand against the APC that won him the Presidency, he has
resolved to pick technocrats and those he trusts to run his
most important ministries.
Towards this end, a source close to the president-elect and
who had been privy to meetings being held, revealed: “It’s the
President-elect’s personal wish to return former Nigeria’s oil
Minister, David West to the Petroleum Ministry.”
According to him, David West is incorruptible, frugal, and loyal
even in trying times.
The source also revealed that while a lot of qualified
technocrats are being bandied about and their names
forwarded by party chiefs and lobbyists for the minister of
finance, the inner circle of the President-elect is leaning toward
the expertise of Dr. Idika Kalu, a World Bank specialist
consultant, who, for many years, worked with the bank’s
various development programmes catapulting the Korean
economy from the third world into its present competitive
global market.
Moreover, explained the source, it was Idika Kalu who, in 2005,
openly opposed the Paris debt relief as canvassed by the
Olusegun Obasanjo administration. In an essay in the
Washington based AMERICA Mi DREAM Magazine, the financial
guru argued:
“What Nigerian authorities have in fact, opted to do is a rather
expensive debt refinancing. More bluntly, our first option in
dealing with our enhanced revenue cannot be for a ‘debt exit
treatment,’ but rather, for the further growth and development
of the Nigerian economy. This is the sustainable way of helping
Nigeria’s fight against poverty, which the Paris club clearly
subscribes to.”
In recognising the leaning of the caucus to Idika kalu, the
source believes that the President-elect, as in the case of David
West, wants Idika Kalu in the ministry of finance. However,
position of the coordinating minister of the economy will be
scrapped, while there will be an economic advisory committee.
For the ministry of sports, Abdulahi, Nigeria’s former Minister
of Sports, may return. He had resigned as minister in Goodluck
Jonathan’ government, owing to his leaning towards the new
PDP, the faction of the PDP, which his mentor, Senator Bukola
Saraki and five governors had formed.
Fashola and Akeredolu, it was learnt, are being considered as
ministers of the Federal Capital Territory and Justice,
respectively.
On security, it was gathered that Buhari is considering one
General Garba as Defence Minister, National Security Adviser
(NSA) or Chief of Staff.
General Cyril Iweze, a then young Igbo officer who served
directly under Buhari in the First Division before the Nigeria
Civil War, may lead the operation against Boko Haram.
General Iweze was the Nigerian Commander of ECOMOG in
Liberia. He’s reputed to have given the Maitatsene sect hell in
the defunct Gongola State.
The source revealed that General Buhari may constitute a
Special Force made of serving officers and retired officers, who
would be given a mandate to finish up the Boko Haram
insurgency.
Nda Isaiah, publisher of Leadership Newspaper, who is noted
for his ‘Big Ideas’ when he contested for APC presidential
ticket, it was gathered my be minister of education.
Meanwhile, it was equally learnt that appointments in the
Buhari government would be subjected to public asset
declaration. Sources revealed that the president-elect would
not have those whose assets run into billions in his
government, as he wants to wage serious war against
corruption.

Arising from a meeting in Abuja Thursday night, the national
leaders and national caucus of the All Progressives Congress
(APC) have officially zoned the office of the Senate President in
the 8th Senate to the North central geo-political zone, while the
Speaker of the House of Representatives was zoned to the
North-east geo-political zone.
A source at the APC meeting which lasted till the wee-hours of
Friday told THISDAY that the party leaders accepted in
principle a prototype office sharing formula that would
accommodate all vested interests within the party.
The source said: “After deft negotiations, the leaders agreed to
cede the position of the Senate President to the North-central
and that of the Speaker of the House of Representatives to the
North-east. They also endorsed a zoning arrangement that
would see the South-west producing the Deputy Senate
President and South-south, Deputy Speaker.”
With the agreement yesterday, the current minority leader in
the Senate, George Akume from Benue State and Senator
Bukola Saraki from Kwara State are expected to engage each
other in a fierce contest for the Senate Presidency.
It was learnt that the position of the Speaker was earlier
allotted to the South-west but had to be moved to North-east
following a strong lobby by leaders from the zone who argued
that such arrangement was necessary to compensate them for
the massive support for the party during the election.
Apart from the sharing arrangement for the principal positions,
the APC meeting which had personalities like the former Lagos
Governor, Bola Tinubu and some governors in attendance also
considered the issue of ministerial appointments.
In line with THISDAY exclusive story yesterday, the APC
leaders also zoned the office of the Chairman of its Board of
Trustees (BoT) to Adamawa State, where the former Vice
President Atiku Abubakar is set to clinch the position that was
hitherto held by the former governor of Osun State and former
national chairman of the party, Bisi Akande.
The source hinted further that the party zoned the office of the
Majority Leader of the Senate to the South-west.
However, South-east did not get any position in the current
allocation but according to a top notch APC member, the zone
will be compensated by other appointments to ensure some
balance and equity. In all the eight senatorial seats in the zone,
the Peoples Democratic Party (PDP) won all the seats. This
has made it impossible for the zone to aspire for any principal
office in the senate.
The same thing happened in the zone for the House of
Representatives. No single member of the House of
Representatives from the zone is from the APC. PDP won all
the National Assembly seats in both arms of the National
Assembly. In fact, in the Presidential Election, the APC did not
score up to 15 percent in any of the states in the southeast.
Another source at the Abuja meeting said the APC chieftains
could not however conclude deliberations on the ministerial
appointments as it was decided that stakeholders in the states
and zonal levels should go back to the areas to hold
consultations on the matter.
It was resolved that the state chapters of the party would each
nominate three persons for ministerial consideration and are to
submit same to the party through the Vice Chairmen and
Deputy National Chairmen on or before Tuesday next week.
The source added that another meeting of the party leadership
is scheduled to hold on Tuesday where they hope to harmonize
issues and finalize discussions on the recommendations to be
presented to the National Executive Committees (NEC) of the
party.
“While the President- elect, General Muhammadu Buhari had
asked the party to discuss the issue of ministerial
appointments and to advise him as appropriate, he has
insisted on retaining the transition committee list. Buhari had
in choosing members of the transition committee made sure
that each of them is tested expert in the various sectors where
they will serve. He was said to be very conscious of their level
of integrity and honesty,” added the source.
A top member of the APC who spoke to THISDAY last night on
condition of anonymity said: “All the positions said to have
been shared are yet to be firmed. Nothing can be confirmed
until the final meeting next week.” He advised that all reports
about sharing of positions should be disregarded until next
week when a final decision would be taken.
