The Osun State government led by the embattled governor, Ogbeni Rauf Adesoji Aregbesola has begun the part payment of salary arrears it owes his workers. Having being paid since February, the Local Government Workers in Osun State have started to collect their March and April 2015 salaries The alerts for the payment have started coming in from Friday June 26, 2015 afternoon. It was also gathered that workers in others categories in the state would get their payment early next week starting from Monday June 29, 2015 as promised by Governor Rauf Aregbesola. Impeccable sources in the state revealed that labour unions rejected the option by the government to pay them two to three months and return to their duties posts. They insisted that they (workers) would collect nothing less than five months salaries before they would call off the on-going strike in the state. The State Chairman of the Nigeria Labour Congress (NLC), Jacob Adekomi, was said to have handed down the decision during a meeting with government officials in the state. But, the government made it clear that there was no way it could raise five months salaries at once presently, and that payment had to be gradual. NIGERIANS that have expressed surprise that each senator receives N506,600 per annum as wardrobe allowance may be in for a shocker as the lawmakers receive far more allowances under different other categories. Investigation by our correspondent on Monday showed that senators’ allowances totalled N18,642,880 on annual basis. In all, the allowance each senator receives is nine times more than his annual salary. A senator’s salary is pegged at N2,026,400 per annum. Each senator or a member of the House of Representatives is entitled to 19 different allowances. These allowances are for vehicle maintenance and fuelling; domestic staff, entertainment, utilities, personal assistant, constituency, wardrobe, house maintenance, newspapers, recess, accommodation, furniture, severance, tour duty, estacode, special assistant, security, legislative aide and medical. These allowances are specified in the Remuneration Package for Political, Public and Judicial Office Holders prepared by the Revenue Mobilisation Allocation and Fiscal Commission. On an annual basis, the 107 senators receive N1,994,788,160 as allowances. Only 107 senators are eligible for these allowances. The President of the Senate and Deputy President of the Senate receive fewer allowances because most of their needs are fully provided for by the state. For members of the House, the annual allowances payable are about eight times higher than their annual salaries. While the annual salary of a House member is pegged at N1,985,212.50, the annual allowances add up to N15,286,135.25. This means that the 358 members of the House (excluding the speaker and the deputy speaker) get N5,472,436,419.5 annually in allowances. The allowances, however, are in categories. Some are tagged regular while others are tagged irregular allowances. Regular allowances are those that are paid on monthly basis along with the monthly salaries while irregular allowances are paid at other intervals, ranging from annual to once in four years. There are also other allowances not included in this calculation that are paid not at any fixed periods but as many times as they occur in the year. The allowances are calculated as percentages of the annual salaries. While some are higher than the annual salaries, others are lower. Basically, both senators and Reps are paid the same percentages of their salaries as allowances, except the constituency allowance where senators are paid 250 per cent while Reps get 100 per cent of their annual salaries. Vehicle maintenance and fuelling allowance is 75 per cent; domestic staff, 75 per cent; entertainment, 30 per cent; utilities, 30 per cent; wardrobe, 25 per cent; newspapers, 15 per cent; house maintenance, five per cent; and personal assistants, 25 per cent. For a senator, therefore, the vehicle maintenance and fuelling allowance adds up to N1,519,800; domestic staff, N1, 519,800; entertainment, N607,920; utilities, N607,920; wardrobe, N506,600; newspapers, N303,960; house maintenance, N101,320; constituency, N5,066,000; personal assistant, N506,600. For a member of the House of Representatives, the vehicle maintenance and fuelling allowance comes up to N1,488,909.40; domestic staff, N1,488,909.40; entertainment, N595,563.75; utilities, 595,563.75; wardrobe, N496,303.12; newspapers, N303,960; house maintenance, N99,260.62; constituency, N1,985,212.50; and personal assistant, N 496,303.12. The irregular allowances include housing allowance, 200 per cent of the Reps annual salaries; furniture allowance, 300 per cent; recess allowance, 10 per cent and severance allowance, 300 per cent. Housing allowance is paid once a year. Furniture allowance is paid once in four years and recess allowance is paid when the lawmakers are on recess and they go on recess four times in a year. Severance allowance is at the end of the four-year tenure. The housing allowance of a senator is N4,053,800. The furniture allowance is N6,079,200. On annualised basis, the furniture allowance is N1,519,800. The recess allowance climbs to N810,560 if they go on recess four times a year. The severance allowance is N6,079,200. On annual basis, it comes down to N1,519,800. For Reps, the housing allowance is N3,970,425. The furniture allowance is N5,955,637.50. Annually, the furniture allowance comes down to N1, 488,909.38. Also, recess allowance comes up to N794, 084. The severance allowance is N5,955,637.50. On annual basis, it comes down to N1,488,909.38. There are other allowances that the lawmakers are not paid directly but provided and paid for by the government. These are allowances for special assistants, security and legislative aides. What this means is that those engaged in these capacities are paid directly by the government as the allowances cannot be claimed by political office holders. These allowances apply to senators and Reps. Medical expenses are also borne by the government when the lawmakers have need for the services. The lawmakers are also entitled to tour duty allowance and estacode whenever they travel out of the country. For a senator, the tour duty allowance is N37,000 per night while the estacode is $950 per night. For a member of the House of Representatives, the tour duty allowance is N35,000 per night while the estacode is $900 per night. Although political office holders in the country are among the highest paid government officials in the world, our correspondent reports that the worry of many Nigerians is not what they earn officially but what accrues to them through self-appropriation and corruption. The budget of the National Assembly is never broken into components and efforts to get them to break down the budget have not yielded the required result even after the invocation of the Freedom of Information Act. Lawmakers are known to collect huge quarterly allocations, some of which are ostensibly designated for constituency projects. The constituency allowance is different from the constituency project fund. Constituency allowance is paid for the maintenance of constituency office and contact while constituency project fund are appropriated to enable the lawmakers to execute projects in their constituencies. Akure —Former Vice Chancellor of the Federal University of Technology Akure FUTA, Prof Albert Ilemobade was yesterday abducted by gunmen. Ilemobade was the vice chancellor between 1987 to 1995. He was said to have been abducted alongside with his gateman at his Ijapo residence, in Akure, the Ondo state capital. Ilemobade, a septuagenarian was said to have been abducted by gunmen at his residence. The house maid reportedly saw the gunmen when they took the former don away. The gunmen on their arrival at the residence of the former Vice Chancellor approached the gateman, but before he knew what was happening a gun was reportedly pointed at him and he was asked to lead them to the living room where the former Vice Chancellor was accosted and asked to follow them to their vehicle. Vanguard gathered that the gate man was bundled into the vehicle when he attempted to raise an alarm. They reportedly whisked them away to an unknown destination. His car was later abandoned by his kidnappers along Ijare road . Family members of the abducted former Vice Chancellor have besieged his residence. The Police Image Maker Wole Ogodo said investigation into the matter is in progress. It will be recalled that the Executive secretary of Cocoa Association of Nigeria CAN Mr Michael Adewunmi who was kidnapped last week has been released after the family paid an undisclosed amount as ransom. Osogbo—Governor Rauf Aregbesola of Osun State has expressed regret over his inability to pay salaries for months now. He however added that contrary to reports, he was not helpless about the unpaid salaries of civil servants in his state because he has Allah. Delivering a Ramadan Lecture at the Women Development Centre, Abuja, the governor used the occasion to debunk reports that he ever said he was ‘helpless’. He delivered a lecture titled : “Ramadan, Living in The Season of Positive Change”at the event organised by the Al-Habibiyyah Islamic Society. Aregbesola said, “It is extremely painful that I cannot pay salary. It is painful that I have to be in this condition. “I am not helpless because I have Allah and the people with me. And whoever has Allah and the people has everything,” he said, assuring that he was making efforts to pay the outstanding salaries of the civil servants soon. He noted that the state borrowed up to N25 billion from banks to support the allocation from the federation account to pay workers salaries but the banks have refused to continue lending him money. He explained that the state’s wage bill was N3.5 billion monthly and his administration has found it difficult to pay in the face of dwindling allocation in spite of increase in the Internally Generated Revenue (IGR) from N900 million to N8 billion annually. Aregbosola “I didn’t envisage that 400,000 barrels of crude oil would be stolen daily. But the whipping boys must be the governors and I am the ‘Chief’ of the whipping boys,” Aregbesola said. He expressed delight with the re-emergence of Muhammadu Buhari as Nigeria’s leader. Also, the governor hailed the Al-Habibiyyah Islamic Society which organized the event. Aregbesola said “terrorism is a challenge to Islam and it is the Muslims who will solve it”. He maintained that Islam does not support killing without judicial ruling. Some of the dignitaries at the lecture included Chief Justice of the Federation, Justice Mohammed Lawal Uwais, wife of Nasarawa state governor, Mrs Mairo Al-makura, Senators Abubakar Sodangi and Khairat Gwadwabe as well as a former Minister of National Planning, Dr. Abubakar Suleiman and many more. Meantime, the Peoples Democratic Party PDP, in Osun State has described as insensitive and callous the statement credited to the ruling All Progressives Congress APC that workers in Osun state constitute less than one percent of the population. Speaking on behalf of the party Prince Diran Odeyemi, the Director, Media and Strategy said the APC has publicly shown to the world that it has lost focus and not responsive to the plight of Osun citizens. According to the party, “The APC arithmetic of 1% civil servant is a formular coined for them after the election forgetting that these hard working servants are financiers of over 90% of the populace in the state. As a prelude to setting up his administration, President Muhammadu Buhari has reportedly handed over the 800- page Transition Committee Report to a trusted team of his associates, headed by former Lagos State Governor, Babatunde Fashola. Fashola is being tipped to emerge as Chief of Staff to the President because of his pedigree as a former Chief of Staff, governor and a Senior Advocate of Nigeria. According to VANGUARD, Buhari instructed that after all others had completed working on transition report, they should hand over the voluminous document to Fashola to reduce into an implementable format for him to read and take necessary actions. “Hopefully, from next week, some appointments would be announced. Buhari is a fast reader and he will be able to take immediate actions based on the transition report.” |
Nigeria - According to PUNCH, posters and banners of a former Lagos State Governor, Asiwaju Ahmed Tinubu, had disappeared from the All Progressive Congress' national secretariat in Abuja. His banners were hitherto pasted side by side those of President Muhammadu Buhari and Vice- President Yemi Osinbajo. Most of the banners were put up by individuals and groups supporting the APC. It is not clear what led to the disappearance of the posters and banners. |

(1) Christ Is Someone To Know And Trust Christ is more than a system, tradition, or belief. He is a Person who knows our needs, feels our pain, and sympathizes with our weakness. In exchange for our trust, He offers to forgive our sins, to intercede for us, and to bring us to His Father. He cried for us, died for us, and rose from the dead to show that He was all He claimed to be. Conquering death, He showed us that He can save us from our sins, live His life through us on earth, and then bring us safely to heaven. He offers Himself as a gift to anyone who will trust Him ( John 20:24-31 ). (2)Religion Is Something To Believe And Do Religion is believing in God, attending religious services, taking catechism, being baptized, and receiving communion. Religion is tradition, ritual, ceremony, and learning the difference between right and wrong. Religion is reading and memorizing Scripture, offering prayers, giving to the poor, and celebrating religious holy days. Religion is singing in the choir, helping the poor, and making amends for past wrongs. Religion is something that was practiced by the Pharisees, those Scripture-loving, conservative, separatistic, spiritual leaders who hated Christ enough to call for His death. They hated Him not only because He broke their traditions in order to help people ( Matthew 15:1-9 ) but because He saw through their religion to their hearts. (3)Religion Doesn’t Change Hearts Jesus likened the religious Pharisees to a group of dishwashers who clean the outside of a cup while leaving the inside dirty. He said, “Now you Pharisees make the outside of the cup and dish clean, but your inward part is full of greed and wickedness. Foolish ones! Did not He who made the outside make the inside also?” (Luke 11:39-40 ). Jesus knew that a person can change his image without changing his act ( Matthew 23:1-3 ). He knew that religious credentials and ceremony cannot change the heart. He told one of the most religious men of His day that unless a person is “born again” by the Spirit, he cannot see the kingdom of God ( John 3:3 ). Yet from that day until now, many of the most religious people in the world continue to forget that while religion can give attention to outward appearance, only Christ can change the heart. (4)Religion Makes Much Of Little Jesus spoke to religionists who had a passion for detail when He said, “Woe to you Pharisees, because you give God a tenth of your mint, rue, and all other kinds of garden herbs, but you neglect justice and the love of God. You should have practiced the latter without leaving the former undone” ( Luke 11:42 ). Jesus saw our tendency to make rules and to focus on “morally correct” behavior instead of keeping our eyes on the bigger issue of why we are trying to be so right. While the Pharisees were big on knowledge carried out to its logical conclusions, they forgot that God doesn’t care how much we know until He knows how much we care. It was this greater “why” that the apostle Paul had in mind when he wrote, “If I speak in the tongues of men and of angels, but have not love, I am only a resounding gong or a clanging cymbal. . . . If I give all I possess to the poor and surrender my body to the flames, but have not love, I gain nothing” ( 1 Corinthians 13:1,3 ). Religion Offers The Approval Of Men Rather Than God Jesus reserved His strongest criticism for religious people who used their spiritual reputation to get social attention and honors. To such religionists Jesus said, “Woe to you Pharisees! For you love the best seats in the synagogues and greetings in the marketplaces” ( Luke 11:43 ). Then, speaking to His disciples, He said of the Pharisees, “All their works they do to be seen by men” (Matthew 23:5 ). Jesus saw clearly into the practice of religion, which holds the opinions and attention of man to be more important and desirable than the approval of God. (5)Religion Makes Hypocrites Of Us Jesus said, “Woe to you, scribes and Pharisees, hypocrites! For you are like graves which are not seen, and the men who walk over them are not aware of them” ( Luke 11:44 ). What looks better than being dressed right, attending religious services, and doing things that mark us as decent, God-fearing people? Yet how many religious scholars, ministers, and faithful followers withhold honor and encouragement from their wives, attention from their children, and love from their doctrinal enemies? Jesus knew what we often forget: What looks good may have a heart of evil. (6)Religion Makes A Hard Life Harder Because religion cannot change a heart, it tries to control people with laws and expectations that are not even kept by the religionists who interpret and apply the rules. With this “burden factor” in mind, Jesus said, “Woe to you also, lawyers [experts in religious law]! For you load men with burdens hard to bear, and you yourselves do not touch the burdens with one of your fingers” (Luke 11:46 ). Religion is good at describing high standards of right behavior and relationships, but poor at giving real and merciful help to those who realize they have not lived up to those expectations. (7)Religion Makes It Easy To Deceive Ourselves It’s been jokingly said, “I love humanity. It’s people I can’t stand.” The Pharisees acted out a similar idea, but it wasn’t funny. According to Jesus, the Pharisees prided themselves in honoring and building memorials to the prophets. The irony is that when they met a real prophet they wanted to kill Him. Barclay says, “The only prophets they admired were dead prophets; when they met a living one, they tried to kill Him. They honored the dead prophets with tombs and memorials, but they dishonored the living ones with persecution and death.” This is the point Jesus made in Luke 11:47-51 and in a parallel passage in Matthew 23:29-32 . The Pharisees had fooled themselves. They didn’t think of themselves as prophet-killers. Religionists don’t see themselves as the God-rejecting people they are. ( Religion Hides The Key Of KnowledgeOne of the greatest dangers of religion is that it causes us to be a danger not only to ourselves but also to others. To the very religious biblical experts of His day Jesus said, “Woe to you lawyers! For you have taken away the key of knowledge. You did not enter in yourselves, and those who were entering in you hindered” ( Luke 11:52 ). Religionists take away “the key of knowledge” by distracting people from the Word of God and from a “right attention of heart” by the unnecessary additions of denominationally correct traditions and expectations. Rather than leading people to God, religionists shift the focus to themselves and their own rules. Religionists are those who trust the beliefs and actions of their religion to do what only Christ can do. (9)Religion Leads Its Converts Astray In Matthew 23:15 Jesus said, “Woe to you, scribes and Pharisees, hypocrites! For you travel land and sea to win one proselyte, and when he is won, you make him twice as much a son of hell as yourselves.” Converts of religion are in double jeopardy. They bring a double enthusiasm to their new way of life, and with zeal they blindly defend their blind teachers. They put themselves in the trust of people who have exchanged a system of rules and traditions for the life, forgiveness, and relationship of an infinite Savior. (10)Religion is important in its place ( James 1:26-27 ), but only when it points us to the Christ who died for our sins and who now offers to live His life through those who trust Him (Galatians 2:20 ; Titus 3:5 ). You’re Not Alone You’re Not Alone You’re not alone if you find yourself honestly unconvinced about whether Christ rose from the dead. But keep in mind that Jesus promised God’s help to those who want to be right with God. He said, “If anyone chooses to do God’s will, he will find out whether My teaching comes from God or whether I speak on My own” ( John 7:17 NIV ). If you do see the reasonableness of the resurrection, keep in mind that the Bible says Christ died to pay the price for our sins, and those who believe in their heart that God has raised Him from the dead will be saved ( Romans 10:9-10 ). The salvation Christ offers is not a reward for effort, but a gift to all who in light of the evidence put their trust in Him. |
Mr. Jonah Otunla, the Accountant General of the Federation was yesterday June, 12, 2015 relieved of his duties. The Office of the Accountant General of the Federation (AGF) confirmed the removal of Otunla as Accountant and the appointment of Mr. Mohammed Dikwa, as Acting Accountant General. Mr. Otunla was said to have been removed from office because he allegedly misappropriated N2.5 billion of security agencies’ funds. A statement from the Office of the AGF late Friday, said President Muhammadu Buhari approved the change, which takes immediate effect. The statement said Dikwa would fill the position until a substantive replacement was announced. Before being appointed the Acting Accountant General, Mr. Dikwa was the Director, Funds Department in the Office of the Accountant General of the Federation, the statement said. Mr. Dikwa who holds a Bachelor of Science Degree in Accountancy also has a Master in Business Administration and Finance. He had attended the Senior Executive Course 34, 2014 at the National Institute of for Policy and Strategic Studies (NIPSS), Kuru. He was awarded Certificates in Public Finance Management Reforms, Leadership and Governance, High Performance Leadership Programme and Treasury Management at the Harvard University USA, University of Cambridge, Oxford University UK and Thames Valley University UK respectively. Mr. Dikwa is a Fellow Certified National Accountant and Fellow Charted Institute of Taxation of Nigeria, among others. He has facilitated and attended many Courses, Workshops and Seminars, the statement said.
