It is not Government per say, it has a lot to do with men's stupidity or ignorance. Whenever you see a virgin land, no matter how flat it is, you will notice that it has a path of water. Some not noticable, while some are very glaring that this path is headed to a larger path or river. And men will close and sandfill all these paths. And sometimes feel even the rivers in some cases with sand.. Is this the Government's blame, partly yes, and partly that of those selling the land. RIP to the dead! True living should take note.
