In a well run country that is diverse and large, there might be a need for a unified defense department for national security but there is certainly no need for a unified police service for internal policing especially in a very multi ethnic and diverse nation and if in a nation like Nigeria some people are saying the police service must be unified then their ambition is clearly internal colonisation of the whole country. If you are afraid the country will break up if policing is decentralized, your ambition still remains internal colonization and not development. The purpose of the struggle for independence is already defeated ab initio if the ambition of some of us still remain to colonize others from different ethnic groups and stunt their growth. We are now fighting for freedom after independence?
In actual fact, even the unified ministry of defense must still have army divisions in each federating unit to be made up of local people while there is only one command. Anything short of that can not be described as adequate for a multi ethnic nation.
The system in Nigeria has gone beyond broken as some political leaders have armed ethnic militias to the tune of tens of thousands of men under arms and these politicians can not pay those they have armed salaries as can states or local governments etc. They have no income stream to do that. As a consequence, these armed men now roam the country imposing taxes on communities and extracting ransom from the families of kidnapped victims in order to continue funding their operations and livelihood. There are thirty thousand men with families in the Lakurawa alone not to talk of the Boko Haram and other groups and they have to feed themselves and families. A while ago, Boko Haram was reported to be collecting revenue in excess of two hundred million dollars per annum. The Muslim groups legitimize what they do as halal since the prophet also collected jizyah from people by force. The non Muslims just do their thing.
It will not be easy to dislodge them but it will hardly be possible at all without the decentralization of internal security. All ethnic groups have to be empowered to defend themselves and secure their territory. Don't say they will secede as they have the fundamental right to do that. Please with all due respect, point to the law that gives them the fundamental right to do that? |
