Before we get carried away by political talking points about the return of fuel subsidy. We should ask ourself where the money that was used to subsidize fuel came from. It comes from the federation account. The subsidy is deducted before whatever is left is shared between the federal state and local government.

The subsidy was initially introduced in the 1970s when we had a military regime, so it was easy for the head of state (Gen. Gown and subsequently Gen. Obasanjo) to introduce subsidy by a simple military decree. The subsidy structure then was what was later continued since the return to democracy.

Now that the subsidy has been removed, what will it take for a president to reintroduce it. Since the cost of subsidy comes from the federation account before monthly allocation, the president will have to convince the 36 state governors and 774 local governments that the cost of subsidy should be deducted before sharing what is left between the each level of government. THIS IS IMPOSSIBLE.

If the president make the deduction without the consent of the states and local governments, they can take federal government to the supreme court for unauthorized deduction.

Lets even assume that the present is able to miraculously get the consent of states and local government, how will they eventually fare. Presently, the recurrent and capital budget of the governments are based on the money received without subsidy. That means if subsidy was to return, they will get less money to use which will eventually lead them to defaulting on their obligations and take more debt.

COVID planners didn't have time to make enough shots for the lockdown.

So they asked pharma companies to do different concentrations. Some were full strength some low strength, others salt water.

So not everybody got the real intended dosage .

That put aside, let's talk about fuel subsidy in the light of what Atiku said about bringing it back.


In an ideal situation, a subsidy would cover part of the cost of refining, plus the whole cost of transportation of fuel. That is how it was done in the past.


So, with that in mind, let's look at costs.

1. Dangote ex gantry price as at now: ₦1185 (AS at yesterday)
2. Fuel prices in Kano: ₦1400 per liter. (E get why). In Maiduguri: N1420 . IN Enugu: N1300, and in Yola: N1450
3. Our target fuel price at the pump nationwide: N200 per liter

In order to get transport costs , let's subtract N1185 from N1450 , which means that we get ;,,,,N265. Yes, transport costs are not uniform, but we have no way of measuring how much fuel is consumed where, and so on,also for ease of calculations, I have decided to essentially act as if the subsidy would be enough to 'cover everywhere' so to speak.

Also, let's make it easier, let's subtract N200 from N1450...that gives us.....N1250 per liter as the subsidy government would pay.

Now then, fuel consumption in NIgeria as at now is: 48 million liters.


NOW....assuming that
1. The cost never changes , and has been that way and will be that way for the whole year
2. NO SMUGGLING:
3. No changes in oil price AT ALL AT ALL.

Subsidy costs per day would be : 60 billion naira.
Subsidy costs for the whole year, assuming not a leap year , would be: twenty-one trillion nine hundred billion naira

Our budget for the year would be: 68 trillion naira. , out of which 30 trillion approx comes from loans alone.

Already the budget has been allocated to the varied branches...so taking money from the budget to pay for subsidy, means that government has to borrow an additional.....21 trillion naira at least. Money that must be paid back.


Now ...there would be smuggling. Keep in mind that with smuggling BACK in the good old days of 2022.., daily consumption was as high as 90 million liters per day.(It was between 64.7 to 74 million, but it may have been higher). It was a bone of contention between customs and NNPC. I'm using the higher end of the figures...because i believe that there was a lot of underestimation

Keep in mind that most smugglers do not use tankers, they use jerrycans, and carry it across the border, or by canoe.

So, with that in mind

Assuming smuggling happens

Daily cost of subsidy: one hundred twelve billion five hundred million naira
Yearly cost of subsidy: Forty-one trillion sixty-two billion five hundred million.

Meaning that government would have to borrow at least 41 trillion naira to replace subsidy money .

Again, note that the government cannot just borrow money like that, it takes a long time to negotiate, and most loans are tied to projects and stuff.

So, we could have a situation where there is no money to spend...meaning

1. Dangote refinery operates at a loss
2. Marketers and transporters do not get paid
3. Scarcity results, since it is not profitable to make enough money.

Note that I have not even included
1. RIsing oil prices, which could dobule the above values noted above
2. Falling oil prices, which could reduce monies available to pay for subsidy, and which would even cause a raise in prices.

Government, finally can reduce prices by

1. Building a pipleine system to pipe petrol from refinery to the cities, we used to have one, that helped keep costs low, but it was wrecked in the 1990's . Kalichukwu tried to revive it in 2016, but it did not work

2. Pay a production subsidy in form of tax breaks and so forth

3. Charging everyone taxes...at one third to one half of income to raise money for subsidy without borrowing.
