truth be told, enugu is still a village, most part of the state capital littered with old houses, filth. i passed Agbani road, zik avenue, and most part of town has bad road and overflowing refuse dump, at night everywhere is dark no street light. every house in the town has drawing well water, no proper running water, the town has serious water problem. overall enugu is so much overhyped, what i saw on ground is not different from a village outlook. again there's no money in the town, everywhere is just dull and depressing.

APC reveals where it has placed Governor Okorocha

The All Progressives Congress, APC, has warned the Imo State Governor, Rochas Okorocha, against attacking the leadership of the party.


The party also accused the governor of forgery, while advising him to seek the path of caution and reconciliation.

The ruling party warned that it would no longer tolerate constant assault on the party either directly or indirectly.
In a strongly worded statement yesterday, the party through its National Publicity Secretary, Mallam Bolaji Abdullahi, said it was reacting to an advertorial in a national daily in which the governor made some wild and libellous claims against the leadership of the party.


“The sensible thing to do when you find yourself in a ditch is to stop digging. We therefore, once again urge Gov. Okorocha to tread the path of caution and reconciliation and to work with the duly elected Party executives in the state for the good of the Party,” APC told Okorocha.

“We shall, however, not tolerate his constant assault on the Party, either directly or through proxies.

According to the party, in recent weeks, “Okorocha, has made libellous attacks on our Party and its leaders a daily occurrence. Hardly a day passes by without Gov. Okorocha verbally assaulting our National Chairman, Chief John Odigie-Oyegun and other Party leaders over the recently concluded Congresses in Imo State.”


The statemet read thus, “Governor Rochas Okorocha’s Libellous Attacks on our Party and its Leaders In recent weeks, the Imo State Governor, H.E. Rochas Okorocha, has made libellous attacks on our Party and its leaders a daily occurrence. Hardly a day passes by without Governor Okorocha verbally assaulting our National Chairman, Chief John Odigie-Oyegun and other Party leaders over the recently concluded Congresses in Imo State.

“In an advertorial published in the Daily Trust Newspaper of June 11, 2018 and titled in part: ‘Let The Truth Speak For Itself’ which was signed by a known associate of Governor Okorocha, one Hon. Ireagwu Obioma, who styles himself as ‘Acting Secretary, Imo APC’, a number of false claims were made against the Party.

“The import of the allegations was that the Party was aware of a court order preventing it from conducting the Imo State Congress following receipt of a copy of the so-called court injunction which directed it to maintain status quo.

“But nothing can be further from the truth. Even the published documents in the advertorial do not support this position and in fact gave a lie to the governor’s version of events, that the Party was duly served and prevented from going ahead with the Congress in Imo state.

“A cursory look at the published court papers revealed that the Party was served the so-called court rulings on May 18, 2018, while the Ward and Local Government Congresses which produced the recently inaugurated Party executives from the state was held on May 5th and 14th, 2018 respectively, four days before the court ruling was issued. In fact, we strongly believe that the court ruling being paraded as injunction does not serve Governor Okorocha’s interest.

“At the time of the ruling a new set of Party executives had been validly elected, consequently the court ruling directing that the status quo is maintained, actually means that no one should interfere with the newly elected APC party executives in the state.

“Also in the advertorial, a so-called internal Party memo was published, which purportedly showed that we were aware of the pendency of the legal issues involving the congresses in Imo and Abia States. The published ‘memo’ by the agents of the Imo State Governor is fake.

“No such memo was generated by our Party. A casual look will reveal the inconsistency of the published document. The memo, according to the published advertorial, was generated by the Chief of Staff to the APC National Chairman, Edwin Ikhinmwin but was signed by the Party’s Legal Adviser, Dr. Muiz Banire (SAN).

“It is impossible for such an incoherent document to have emerged from our Party, or any sane organisation – for one person to generate a memo and another person to sign it! Indeed Banire, our Party’s Legal Adviser and the Chief of Staff, have denounced the document as fake, stating clearly that they neither originated nor signed such memo.

“This is therefore, a clear case of forgery borne out of desperation. We are currently seeking legal advice on how to proceed with the matter to ensure that those culpable are identified and duly punished. The sensible thing to do when you find yourself in a ditch is to stop digging.

“We therefore, once again urge Governor Okorocha to tread the path of caution and reconciliation and to work with the duly elected Party executives in the state for the good of the Party. The crisis in the South-east zone of the All Progressives Congress (APC) took another turn on Monday as one of the leaders of the party in the zone, Osita Okechukwu, said Imo State Governor Rochas Okorocha can leave the party if he so desires.

The upheaval is particularly serious in Imo where local party leaders are up in arms against the governor over the control of the party in the state.

In the series of congresses that led to the constitution of a new state executive for the party in the state, the governor and his adversaries held parallel elections with the national secretariat endorsing the leadership produced by the group opposed to Mr Okorocha.

Addressing journalists before the inauguration of state chairmen of the party at the APC national secretariat in Abuja on Monday, Mr Okechukwu, who was appointed Director-General of Voice of Nigeria (VON) by President Muhammadu Buhari, said the actions and inaction of Mr Okorocha caused APC setback in the last four years in the South-east region.


According to Mr Okechukwu, the recent development where the governor’s camp lost in the party’s congresses followed a plan to reposition the APC to win elections in the South-east.

The governor is displeased over congresses held in the state, leading to speculations he may leave the party as his efforts to get it to overrule his local opponents failed.
But Mr Okechukwu declared on Monday that without Mr Okorocha, the party will win the 2019 general elections, including parliamentary seats and governorship seats in the South-east.

“At least there are more than 60 political parties now, Okorocha is free to join any of his choice. Though, we are not forcing him to leave, what we are saying is we have taken the leadership out of his hands because he was playing God,” he told the journalists.

“He was personalising power, so the majority of the leadership and membership of the APC in the South-east said ‘Thank you, so far so good enough is enough’.

“So what I am just saying is that he was at liberty to leave APC. But let nobody anywhere think that the APC will lose because we have retrieved the party from him. No. APC is the winner as a political party. Mr president is going to get more votes, we are going to win more parliamentary seats, more governorship seats without him.


“In my place when the bird is dancing on the main road, it means there is a drummer in the bush and I am pointing at the drummer of all that is happening in the South-east.

“But luckily, majority, over 90 per cent of the leadership and membership of the APC in the South-east has said enough is enough to our former leader, Owelle Rochas Okorocha.”

When asked to explain what he meant by Mr Okorocha being behind crisis rocking the party in the region, Mr Okechukwu said: “From day one, he kept us where we are in the APC government of the Federal Republic of Nigeria because in that meeting where he insisted he must run for residency, he was virtually aware that there is a convention called zoning. He is not a small boy, he is a brilliant person. A brilliant person with high business acumen.

“We thank the people of Imo State, (APC National Organising Secretary, Osita) Izunanso and others, the people we recruited, we retrieved from him. They did so well. They have killed a lion.”

Reacting to Mr Okechukwu’s statement, one of the conveners of APC Restoration Coalition in Imo State, Toe Ekechi, said the VON Director General was only expressing his own opinion.

He said the party in the state would love for the issues to be resolved so everyone can work together towards the success of the party at large.

“He who wears the shoe knows where it is pinching most. Osita Okechukwu is from Enugu State and I am from Imo State. Rochas Okorocha is the governor of Imo State. I think there is joy in heaven when one lost sheep is found.

“We will be most joyous to see our Governor Rochas Owelle Okorocha come back to the fold and decide to work with us as a family to ensure the success of APC in 2019. And that is not taking away the fact that he has the right to make political decision that suits him. But in terms of what we want, we wish that we work together.

“I will not want it to degenerate to that extent, not necessarily in the interest of the party; but more importantly in his own interest and I think he is a smart governor and won’t want to contemplate leaving APC.”

He, however, expressed confidence that even if the governor decides to leave the APC, the party will be sustained in the state.

“The kind of discipline we have in this coalition, we are more than able, prepared to sustain APC in Imo State,” Mr Ekechi said.

Imo State Governor Rochas Okorocha paid President Muhammadu Buhari a fresh visit on Thursday at Aso Rock villa, this time in company of former Edo State Governor Adams Oshiomhole.

The meeting, held behind closed doors, has political watchers wondering, with some already concluding that it may not be unconnected to the controversial primaries held in Imo.

However, Hillary Ekeh, state chairman of the APC, who has refused to acknowledge the suspension order on him by the state exco, while speaking to Daily Sun asserted that Governor Okorocha’s visits with the President are meaningless, insisting that the party stance on the congresses are final.

Ekeh said that the congresses were duly conducted in accordance with the provisions of the constitution of the party, reaffirming that the governor’s visit will be of no impact.

“It is not possible, we do not need to go to Abuja to visit the President. The congress committees have already written their reports – which is the final journey – and they did that in accordance with the congress guidelines. It is not ‘Kalu and Kalu Nigeria Ltd’, this is APC,” he said.

Ekeh went on to say that: “The party has a constitution, Oshiomhole is an aspirant, if he wins, he will also come in to be sworn-in to guide and defend the constitution of the party. Even if he wants to amend the constitution of the party, it is the NEC that would do that. So Okorocha’s visits does not have any influence. Maybe Oshiomhole is going to solicit for the President’s support for himself.”

Speaking on why the state congress election was held at a different venue, Ekeh alleged that the invasion of the state party secretariat earlier by thugs caused the relocation of the election to another venue, of which the national leadership of the party was already aware.

Speaking on having held the congress at night, Ekeh said: “It is only a novice who does not know that elections can enter into the night; this is a congress where government thugs set the party office on fire, and the congress guidelines say that the congress must take place at the party secretariat, and if the party secretariat is not convenient for the congress to take place there, that the chairman of the congress committee would chose another public venue that is not a residential house by himself and inform the state chairman of the party, who in turn will inform the delegates of the new venue. The chairman could see that the place was burnt and besieged by thugs and police, then he went round to chose another place after writing to the national party. So there is no guideline that says the party can not hold at night.”

Governor Okorocha, on his part, has said that he and Oshiomhole’s visit with President Buhari should not raise eyebrows.

Speaking on his behalf, Okorocha’s Chief Press Secretary Sam Onwuemeodo said that as the Governor, as chairman of the Progressive Governors Forum and leader of the party in the state, does not need permission to visit the President.

“Do not forget that asides being governor of Imo and, indeed of APC extraction, he is also, by the grace of God, the Chairman of the Progressive Governors Forum. So, from time to time there could be reasons to warrant his going to see President Muhammadu Buhari. In other words, his visit to Mr President at any time shouldn’t raise any eyebrows,” he said.

The spokesman similarly noted that visiting the President with Oshiomhole, a former governor of Edo State and a front line aspirant to the national chairmanship of the APC, should also not be seen as unusual.

“Nothing stops the former Edo State governor from asking him [Okorocha], in his capacity as the Chairman of the Progressive Governors Forum, to accompany him to see the President and Commander-in-Chief of the armed forces of the Federal Republic of Nigeria, perhaps, to intimate him of his legitimate ambition to lead the party,” Onwuemeodo said.

“Yes, the Governor had gone to complain of the bad politics played with the party’s congresses in Imo. The stealing of the sensitive materials for the congresses, which were later found in a hotel in Abuja with the aides of those who made away with the congress materials. The ugly incident had a lot of security challenges which the culprits were obviously not mindful of. The disappearance of the congress materials could have led to major security challenges in the state if not for the statesmanly way the Governor handled the whole situation. So, the Governor had gone to the President as the leader of the party in the country to complain of what could rightly be described as a deliberate denial of Imo people, especially APC members in the state, the right to elect their party officials, by those who carried out such worrisome action. The Governor, as a good party man, did what was expected of him in the circumstance.”

The spokesman concluded that “It is also wrong for anybody to begin to link every visit of the Governor to the President with the issues arising from the aborted congresses in Imo. The Governor visits the President and will continue to do so whenever the need arises.”

A coalition of strong men and women from Imo State has lately forced Governor Rochas Okorocha to the ground largely making him irrelevant in today’s state congress of the ruling All Progressives Congress, APC. Did the governor overreach himself with his ambitious plot to foist his son-in-law as his replacement?


When earlier this year, Governor Rochas Okorocha’s longtime right-hand man and deputy, Prince Eze Madumere stopped wearing the muffler that was a signature identity of his loyalty to the governor, not a few Imo stakeholders believed that he had finally removed the yoke from his neck.

Among those who recognised the sign of liberty on Madumere were Senator Ifeanyi Ararume, who had earlier become disenchanted with the governor. Ararume was quick to identify with Madumere in an alliance that inevitably shook the political firmament in the Heartland State
.

Madumere had come a long way in his relationship with Okorocha, having taken what was thought as a sabbatical from his job at Pepsi Company Inc, in the United States to strategise for the Okorocha Governorship campaign in 1999.


Since then, he had stayed glued to Okorocha journeying with him in the several political adventures he undertook. Madumere served as Okorocha’s chief strategist in the 2003 presidential bid on the platform of the All Nigeria Peoples Party, ANPP and subsequently as chief of staff when he, Okorocha was the special adviser to the president on inter-party relations, the job Okorocha was offered after he pulled out of the 2003 presidential contest.

When Okorocha became governor in 2011, Madumere was there as chief of staff and got himself into the main pie when Jude Agbaso was controversially removed as deputy governor of the state.

The point of contention between Madumere and Okorocha was the governor’s insistence on projecting his present chief of staff and son-in-law, Uche Nwosu as his successor.

The governor’s preference for Nwosu was despite the fact that the governor and Nwosu come from the same Orlu Senatorial Zone, the zone which has produced the governor of the state for 15 out of the past 19 years of the Fourth Republic.


The injury with the projection of Nwosu was worsened by the governor’s apparent determination to singlehandedly apportion all the nominees for federal and state offices, starting with himself as the senator representing Orlu Senatorial District from 2019.


Madumere who claimed that his governorship aspiration was divinely inspired thus started searching for human factors to facilitate his ambition and thus his quick alignment with Ararume who had himself had the ambition to be governor since 2007.

“I will pursue my gubernatorial ambition to a logical conclusion. I am in the race to serve people of Imo State. I have the requisite leadership qualities and vision to take the State to a greater height,” Madumere said.

“I have no regret because it has made me even stronger in my bid to make the difference in changing the tide for the people. Any development that does not trickle down to the masses is a misplaced priority.”


For Senator Ifeanyi Araraume, who joined APC, in 2015 differed with Okorocha when the said agreement he entered with him (Okorocha) was not honoured.

It will be remembered that, in 2015, when the governorship election was declared inconclusive, Okorocha apparently not too sure to emerge victoriously, sought Araraume’s support.

It is alleged that there was an agreement that Okorocha would handover to Araraume, in 2019 as part of the reason for the support


Ararume’s son, Ifeanyi Ararume Jnr. was also appointed a commissioner in the state. When Araraume saw that it was not going to work out, he called his acolytes and formed an alliance to beat Okorocha in the game of politics.

For Senator Benjamin Uwajumogu, representing Imo North, his differences with the governor started when Okorocha endorsed Nnamdi Obiaraeri, currently the commissioner of Information, as his choice to pick the ticket of Imo North in APC. Uwajumogu served as speaker of the State House of Assembly and was crucial to the impeachment of Jude Agabso as deputy governor.

Uwajumogu decided to join strength with Araraume who is from the same senatorial zone to struggle for political survival.


Another close ally was Mr. Theodore Ekechi, who served Okorocha as Commissioner of Information who helped to form the Imo APC Restoration Coalition.


Part of the agenda of the APC group, as outlined by Ekechi, was to make sure that Governor Okorocha, does not succeed in installing his son-in-law as the next governor of the state.

According to Ekechi, “We are embarrassed because this theatre of the absurdity as we have confirmed has the full backing and financial muscles of Imo State Government as the persons being endorsed.

“As a matter of fact, this is an anomaly and points to a dangerous and destructive party politics of APC in Imo State.

“We sincerely call on Governor Rochas Okorocha as the leader of the party in Imo State to instil law, order, discipline as well as promote peace and tranquillity as the party gets set for the all-important primaries in the state.”

Among APC stakeholders who cued into the agenda to stop Okorocha’s son-in-law, include former Commissioner of Information, Vitalis Ajumbe, former mayor of Owerri zone, Ichie Best Mbanazo.

Former Deputy Speaker of the Imo state House of Assembly, Donatus Ozoemena, Former Secretary to the State government, Jude Ejiogu, former Senior Adviser to Okorocha on politics, Alan B. Onyemaechi, among others.

Last Thursday in what may have been the group’s most decisive move, the coalition petitioned the national leadership of the party with a demand for the expulsion of the governor. The move flows from what the stakeholders alleged as the transformation of the governor into a bull in a china shop apparently determined to bring down the house with everyone inside!

The stakeholders of the All Progressives Congress (APC) in Imo have declared that they have made Governor Rochas Okorocha politically irrelevant in their determination to rescue the party from imminent collapse in the state.

The News Agency of Nigeria reports that Theo Ekechi, who spoke to newsmen after a closed-door meeting with the APC national leadership on Thursday, May 17, in Abuja, said the stakeholders had overwhelming evidences against Okorocha.

Ekechi said he had made it impossible for the governor to get attention from any quarter in the state and in the South-East region.

“There have been wide jubilation in Imo because we have rescued the party from Governor Okorocha, we have made it impossible for him to get help from anywhere.

“He cannot run to any political figure in the state because none is with him, he cannot approach any clergyman in the state.

“In his desperation, he ran to Sokoto, Daura and even to the vice president, but help has refused to come,” he said.

Ekechi further said Rochas’s inaction was responsible for the problems facing the party in the state and the South-East generally.

In a petition submitted to the party’s national leadership, the stakeholders detailed what they described as the governor’s sins and appealed for state of emergency in the state.

Ekechi called on the party’s national chairman to bring to the notice of President Muhammadu Buhari the crisis in Imo before it completely gets out of hand.

He alleged that the state was being mis- managed under Okorocha, adding that the governor was running the state like a personal estate.

He also alleged that the governor was harassing and intimidating perceived opponents in the state.

NAIJ.com earlier reported that the metropolitan archbishop of Owerri Ecclesiastical Diocese, Imo state, Reverend Anthony JV Obinna, condemned Governor Rochas Okorocha’s endorsement of his son-in-law, Uche Nwosu, to succeed him in 2019.

This Day reports that the cleric at the weekend during his speech on the celebration of the Easter at the Maria Assumpta Cathedral, Owerri, said Okorocha was planning to extend his tenure to third term by trying to impose his son in-law as governor of Imo state.

NAIJ.com also reported that Reverend Geoffrey Okorafor, the bishop of the Anglican Diocese of Egbu, Imo, said that Governor Rochas Okorocha had not only failed God, but has also disappointed the people of the state.

OWERRI—ATTEMPT by Imo State Governor, Rochas Okorocha to stop the state’s Local Government congresses held weekend, was foiled by a letter from the All Progressives Congress, APC, National Working Committee, which mandated that the congress must hold.

An APC chieftain in Owerri West Local Government Area, Mr. Jasper Azuatalam told Vanguard that Okorocha had sent police officers to attempt to stop the congress, but on showing them proof from the NWC that the congresses have been approved to hold as scheduled, the police officers allowed the congress to continue.

This was as mixed reactions trailed the congresses.

While the chairman of the party in the state, Hilary Eke, conducted the LGA congress, said to have taken place in the 27 local government areas of the state, Governor Rochas Okorocha, had insisted that a new date be fixed for the Local Government congresses.


Some of the local government areas where the congresses took place, saw thousands of the party members came out to exercise their rights.

Vanguard however gathered that there were shootings by thugs in Umuaka in Njaba Local Government, there were shootings by thugs.

A source said though nobody was killed or injured in the shooting, the thugs had arrived the congress venue immediately the congress was concluded.

Some of the local government areas were the congress was said to have taken place included Isiala Mbano Local Government Area, which is Senator Ifeanyi Araraume’s council area and Mbaitoli Local Government Area, where the state Deputy Governor, Eze Madumere hails from.

Others were Ihitte Uboama, Ngor Okpala, Owerri west, Njaba, Owerri North, Ikeduru, Ohaji/Egbema, Oru East, Oru west, Oguta, Owerri North, Orlu, Isu, Ezinihitte, Ahiazu, Aboh, Ehime, Obowo, Ihitte Uboama, Nwangele and others.


“The congress has been concluded the only challenge that we had was that the governor has a counter order and sent the police to stop the congress, so when the came I showd them the prove that the order to conduct the congress was from the NWC, and we were all there until the congress was concluded. It was successful,” said Azuatalam.



Okorocha insists on new date for congress

Reacting, Governor Rochas Okorocha through his Chief Press Secretary said: “The governor of Imo State and Chairman, Progressives Governors’ forum, Owelle Rochas Okorocha has asked members of the Party in the state to relax, assuring them that the National Working Committee (NWC) of the party will fix new dates for the ward and local Government congresses of the party in the state.

“With the unfolding scenarios and incontrovertible evidences, Nigerians have seen that the sensitive materials meant for the ward congresses of the party in Imo were stolen in actual fact and thereby making the exercise not to take place on Saturday, May 5, 2018.

“The National chairman of the party, Chief John Oyegun had also told Nigerians that the local government congresses of the party will be on hold pending the outcome of the report of the Appeal panel on Imo ward congresses.”

It’s testimony toOkorocha’s failure—Ohakim

The former Governor of Imo state, Ikedi Ohakim, described the outcome of the Congresses of the All Progressives Congess, APC, in the state as time for Okorocha to face punishment from the people of the state.

This was as the State Organizing Secretary of Labour Party, LP, Mr. Igboayaka O. Igboayaka, said that Amy party that lost internal democracy cannot lead Imo state.

While Mr. Elvis Agukwe, said that the outcome of Imo APC congress was an outcome to break barriers.

According to Ohakim, by his Chief Press Secretary, Mr Collins Ughalla, said:”The outcome of the ward congress of the ruling APC in Imo State is clear to everyone.

“It was an embarrassing charade, a travesty, and it is an eloquent testimony to the failure the Okorocha administration has been and the kind of failure and pain Imo people have endured for seven years now.

“By the recorded statements of the principal actors in the charade that congress materials were missing and officials detained at govt house and the police station, and going by our own independent monitoring of the congress, there is no doubt that the ward congress did not hold.

You saw how the Governor was humiliated and embarrassed to the point that he went knocking on the door of the National Organizing Secretary of the party in search of congress materials. How did we come this low?

“Governor Okorocha has confirmed that he is incapable of organizing people and resources to achieve a common goal. He has shown he is a total failure when it comes to governance.


“He has shown that he is not what he had claimed to be. He has shown that he became Governor by fraud. He has shown that he is only a big talker and that he is not the political Maradona he said he was.

“Boycotting the Local Government Congress today is the greatest sign of failure and defeat. That Okorocha who behaved as if he owned the state and party is now the person organizing protests and boycotting party congress.


“While I join those laughing at Governor Okorocha because he has been served in his own cup, Imo people should know that those who are now fighting the Governor were those who lied to all of us and put him there for selfish reasons and brought the state to this shameful state. We should get to reject them in 2019.”

In his view, Mr. Elvis Agukwe, said: “This is the struggle to restore Imo state. It is the struggle to restore the party. I can tell you so far so good. It is a struggle to break barriers. It is a struggle for emancipation in Imo state.

“This is to tell you that after your regime you go and another person will take over. What we are seeing in Imo state is that Okorocha is entangled in a power struggle.”

Speaking also, the members representing Aboh Mbaise state constituency in the Imo state House of Assembly, Mr Mike Iheanetu, said: “What is happening in Imo APC is a by product of bad politics. These are visionless strange political fellows. I said this because APC, was never contemplated on a good intention. They were only ready to wrestle power from the PDP.

“Since they got into power they have never met together for any assignment. This is the first time they are meeting together to behave as a political party. They are not used to it and as not a democratically set up party.

If you bring down to Imo state, Rochas has been in this one man business show. He chooses when to play card as he wanted. You recall, in 2015, he gave his ticket to his son-in-law and said he was going to contest for presidency and when he failed he came back and collected the ticket.”

In his opinion, the Imo State Organizing Secretary of Labour Party, LP, Mr. Igboayaka. O. Igboayaka, “Any party that lacks internal democracy cannot lead Imo state. APC lacks Internal democracy. A party that it’s congress is characterized by writing of result sheets cannot assumed the leadership of the state

14 States Can't Survive Without Federal Allocation.

A report released by a magazine, Economic Confidential ,has showed that Bauchi, Benue, Ekiti, are among the 14 states that cannot survive without the federally collected revenue which is mostly derived from the oil sector.

According to the report from the magazine, showing the total allocations received by each state in Nigeria from the Federation Account Allocation (FAA) between January to December 2017, it was gathered that the internally generated revenue from the states were below 10 percent of what they received from the federal allocation in 2017.

The statistical aggregate released showed that most states will find it very difficult to survive without the monthly funds from the Federal Account Allocation Committee.

It was also gathered from the report that states with less than 10 per cent IGR which was 14 in 2016 have increased to 17 states in 2017.
Pointing out the states that may not survive without federal allocation due to poor internal revenue, the report listed Bauchi which realized a meagre N4.3 billion compared to a total of N85 billion it received from the Federation Account Allocation (FAA) in 2017 representing about 5 per cent of the funds the state received from the Federal government that same year.

Yobe was also listed as it generated N3.59 billion compared to FAA of N67 billion representing 5.33 per cent of funds received from the Federal Allocation.

Also listed was Borno state which generated about N4.9 billion compared to FAA of N92 billion it received which is equivalent to 5.41 per cent of the funds it received from the FAA.

Also listed as an unviable was Kebbi with IGR of N4.39 billion compared to the N76 billion it received from the FAA representing 5.77 per cent of the funds it received from the federal account and Katsina with IGR of N6 billion compared to N103 billion of FAA representing 5.8 per cent.

Other poor internal revenue earners are Niger which generated N6.5 billion compared to FAA of N87 billion representing 7.43 per cent; Jigawa N6.6 billion compared to FAA of N85 billion representing 7.75 per cent; Imo N6.8 billion compared to FAA of N85 billion representing 8.1 per cent and Akwa Ibom N15 billion compared to FAA of N197 billion representing 8.06 per cent, Ekiti N4.9 billion compared to FAA of N59 billion representing 8.38 per cent; Osun N6.4 billion compared to FAA of N76 billion representing 8.45 per cent, Adamawa N6.2 billion compared to FAA of N72.9 billion representing 8.49 per cent; Taraba N5.7 billion compared to FAA of N66 billion representing 8.70 per cent and Ebonyi N5.1 billion compared to FAA of N57.8 billion representing 8 per cent.

The report also listed states with Impressive IGR for the year 2017 which included Kwara, Kano,Kaduna , Ogun, Rivers, Edo, Enugu, Delta, Cross River, Anambra, Oyo and Abia States and Lagos state.

However the state in the south with the poorest internally generated revenue in 2017 includes Bayelsa, Ebonyi, Osun, Ekiti, Akwa-Ibom and Imo States generating a total of N934 billion in 2017.

The report however recorded that only 3 states in the north had an impressive IGR for the year 2017.

Pointing Lagos as the state with the highest IGR, the state remains steadfast in its number one position in IGR with a total revenue generation of N333 billion compared to FAA of N201 billion which translate to 165 per cent in the twelve months of 2017.
It is followed by Ogun State which generated IGR of N74.83 billion compared to FAA of N69 billion representing 107 per cent. Others with impressive IGR include Rivers with N89 billion compared to FAA of N178 billion representing 50 per cent; Edo with IGR of N25billion compared to FAA of N75 billion representing 33 per cent.

Kwara State however with a low receipt from the Federation Account has greatly improved in its IGR of N19 billion compared to FAA of N61 billion representing 32 per cent while Enugu with IGR of N22 billion compared to FAA of N69 billion representing 32 per cent.
Kano generated N42 billion compared to FAA of N143 billion representing 30 per cent while Delta State earned N51 billion IGR against FAA of N175 billion representing 29 per cent.

The report also noted that the N333 billion generated by Lagos state was higher that the IGR of 30 states put together whose internal revenues are extremely low and poor compared to their allocations from the Federation Account.

However, states are advised to improve their IGR by diversifying their economy to productive sectors and stop relying solely on the monthly federation accounts revenue that has a major part of it coming from the oil sector.

Archbishop: I’m Not Afraid of Arrest, Insists on Rejection of Okorocha’s Son-in-law for Governorship

The Metropolitan Archbishop of Owerri Ecclesiastical Diocese, Imo State, Rev. Anthony J.V. Obinna, has declared that he is not afraid of arrest, even as he stated for the first time that the state Governor Rochas Okorocha’s regime for the past seven years came as a default as a result of the arrogance of former governor Ikedi Ohakim in 2011.

The outspoken cleric stated this at the weekend during his homily on the celebration of the Easter at the Maria Assumpta Cathedral, Owerri.



He also reiterated his stand in condemning the Okorocha’s endorsement of his son-in-law, Uche Nwosu, to succeed him in 2019, adding that such motive amounted to third term agenda of the governor.

But Okorocha has stated that the Catholic archbishop cannot install a governor of All Progressives Grand Alliance (APGA) in 2019 since he was unable to do that in 2015.

This was just as the governor noted that the Catholic prelate had continued his onslaught against his government using his Easter message as a guise.

In statement by the governor`s Chief Press Secretary, Sam Onwuemeodo, he stated that the latest accusation by Archbishop Obinna against the governor was one too many, and noted that the government would still continue to accord him the desired respect he deserves in spite of the verbal attack.

However, the Archbishop said: “I am not afraid of being arrested because on Jesus Christ I derive my strength. I cannot fear the army or police for arrest. I can only fear the Lord. He is my strength and from Him I am made.

Presenting the 2018 Easter Message tagged: ‘Restoring Confidence and Courage to Imo citizens – A Celebration of Joy of the Risen Christ’, he deplored the system which for the past years had kept Imo citizens in fear of speaking the truth because of fear of molestation from the hands of the present government.

“Jesus Christ is always there to restore confidence and give courage to those who are in fear. For some years in the past, Imo citizens have been living in fear because of bad government. It is absurd and undemocratic for the governor to anoint his son-in-law to succeed him while his daughter will succeed his wife as first lady.

“This is undemocratic and does not give a level playing ground for other party members to participate in the primaries. Christ has liberated us by His death on the cross, therefore, no person can overturn what God has done. It was because the Imo people were not speaking that I had to speak out on March 3 at St. Michael Catholic Church, Ngwuoma, and since then, the Imo people found courage to speak out and condemn unpopular action of the present administration.”

According to the archbishop, democracy demands equity and fairness so that governance can be rotational. It is the best for zones to take their turns and that is justice.

He said: “There is no way I can endorse Nwosu candidacy because it contravenes equity. I have never endorsed him, I only advised him at the Cathedral during the Cathedraticum. Nwosu has never mooted the idea of governorship because he is not ripe yet. It was Okorocha’s idea to extend his tenure to third term.”

The cleric described the publication in a national newspaper (not THISDAY) as “irresponsible” because he had never said he endorsed Nwosu in any event. “It was quite unfortunate that The Sun Newspaper should report me in bad light. I have no intention to support the governor’s son-in-law. Does it mean that there is no credible candidate in Owerri, Orlu and Okigwe other than Okorocha’s son-in-law?”


However, Onwuemeodo, who faulted the claims of the Catholic Prelate that the people of the state have been living in fear and panic, challenged him to mention anyone who has been arrested in the state for criticising the governor.

According to him, “And we humbly wish to challenge the archbishop to mention just one person whom the governor or government has arrested for any reason including criticising him or any other person who the governor has imprisoned since he became the governor in 2011.

“Where the archbishop fails to do this, we ask with every sense of politeness that he corrects that false claim and if he deems it worth doing, he should apologise to the governor.

“Of all the governors that had governed the state, both military and civilian, Okorocha stands out to be the most tolerant and accommodating. We stand to be challenged on this assertion.

“The overwhelming love of the Imo people for the governor means more to us than the weak voice of the opposition in the state made up of few politicians.”

He further pointed out that “it has become obvious that the archbishop has intensified his disdain or hatred for APC, President Muhammadu Buhari and Okorocha this time because of the 2019 election. And the Archbishop should know that most people have become fed up with his repeated unprovoked and unwarranted attacks on the governor and his government using every platform and every event available to him. We do not think that the archbishop should be doing that for the benefit of a particular political party or certain politicians.”
