Former governors of Abia and Enugu states, Okezie Ikpeazu and Ifeanyi Ugwuanyi, Senator Shehu Sani and ex-aide of former President Goodluck Jonathan, Reno Omokri,Reno Omokri, are among those nominated for ambassadorial appointment by the federal government. Vanguard gathered that they were among those being screened by security agents, pending the release of the list. Recall that the country’s ambassadors were recalled from their postings almost a year ago without replacement, fuelling concerns over what that would have on Nigeria’s diplomacy. It was learned yesterday that the resume of those nominated had already been sent to relevant security agencies for background checks. Although one of the appointees confirmed his appointment on grounds of anonymity, efforts to get others to do same proved abortive. On why the names of the appointees had not been released, a Presidency official had said anonymously: ‘’They (those appointed) are already doing security checks with the Department of State Service, DSS,. ‘’When they have cleared security checks, we will release the list. The Nigerian Bar Association has waded into the lingering case involving 15 former domestic workers of ex-first lady, Dame Patience Jonathan, who have remained in detention for six years over alleged theft of jewellery and other valuables. A top official of the association, who spoke to Sunday PUNCH on Saturday, said the NBA was also engaging with Mrs Jonathan to resolve the matter. Our correspondents had reported that 15 aides of the former first lady were held in the Okaka Custodial Centre, Bayelsa State, for allegedly stealing jewellery from Mrs Jonathan. Those affected are Williams Alami, Vincent Olabiyi, Ebuka Cosmos, John Dashe, Tamunokuro Abaku, Emmanuel Aginwa, Erema Deborah, Precious Kingsley, Tamunosiki Achese, Sunday Reginald, Vivian Golden, Emeka Benson, Boma Oba, Salomi Wareboka, and Sahabi Lima. The defendants were brought before the High Court of Bayelsa in 2019. They were accused of stealing seven gold bangles and jewellery, five Samsung air conditioners, two sets of upholstery chairs, and six Samsung flat-screen televisions valued at N200m. They were also slammed with 18 counts bordering on conspiracy to commit murder, conspiracy to commit felony to wit: armed robbery, conspiracy to commit felony to wit: burglary and stealing, among others. A top official of the NBA, who spoke on condition of anonymity because the matter was in court, disclosed that efforts were ongoing to resolve it. The source disclosed that the association had begun engagement with key stakeholders, including legal representatives, the Bayelsa State Government, and the former first lady. “We have reached out to the former first lady. We have reached out to some of the lawyers. We have also spoken to the Attorney General of Bayelsa State to look into the matter, and we have spoken to the lawyer of the former first lady about the possibility of resolving the matter because it is unnecessarily getting attention,” he stated. He emphasised that the NBA was committed to ensuring that the case was resolved as quickly as possible and that the rights of all parties were protected. “We will continue to speak with the parties. The Attorney General has promised that he will look into the matter and get back to us, and we have spoken to the chairman of the NBA in Yenagoa, who has told us the steps she is taking to ensure that whatever needs to be done is done,” the source added. He noted that certain factors had contributed to the slow pace of the case, including the birth of a child by a defendant and the insistence of defence lawyers on a trial-within-trial procedure. “There are many defendants who have different lawyers, and so each of the lawyers has to cross-examine people, and that is what is causing the delay. At some point, one of the defendants even had a baby, which affected the speed of the case,” he stated. While acknowledging the sensitive nature of the matter, the official urged the judiciary to offer clarity to the public on the status of the matter. “I think the court should also put out its own story and explain what is happening,” he added. Prison head warns detainees Meanwhile, a source told Sunday PUNCH that the controller of the Bayelsa Custodial Centre warned the inmates against divulging information to the public. The source said, “This morning, the head of the Okaka Custodial Centre called them to say that anyone who knows who is posting news of their detention online should be asked to stop. He said the action would worsen their case. “He stated that it was posted online that he (controller) and others had a meeting with Patience Jonathan, but he clarified that he does not know the former first lady and they had never met. He also mentioned that they falsely accused him of torturing them. He asked them if he had tortured any of them.” Also, one of the defendants refuted the claim that a pregnant detainee was causing the delay in the trial. According to the inmate, the lady in question, Wariboko Salomi, a sickle cell patient, was granted bail due to her pregnancy. The source added, “Her (ex-first lady) relative was at the police station with us, but they released him because he was a witness in one of her cases. Even some policemen who were securing the house were detained. But later, the CSO, Colin Otutu, said they were the ones securing and staying inside the compound. He instructed that they should be released.” Husband divorces detainee In an interview with Sunday PUNCH, Gladys Achese, the sister of one of the detainees, Tamunosiki, revealed that her sister’s husband divorced her after she spent years in prison. She said, “After their marriage in February 2018, my sister wanted to quit her job, but her husband asked her to continue until October, telling her that since they had just married, it would help cover their expenses. She continued working. When she was ready to stop in October, he asked her to continue until December, explaining that it was because the year was almost ending. This almost caused problems for them. “When December came, she stopped working forcefully, as he was unhappy that she quit. Up until the time of her arrest, they were living together. Since her arrest, the husband and his family have not reached out to our parents or visited our house to inquire about my sister. He did not go to the prison to visit his wife. He only went with his mother directly to the former first lady, and she called for my sister to be brought to her residence. The Federal Government is vetting potential candidates to fill diplomatic roles in its 109 missions, 76 embassies, 22 high commissions, and 11 global consulates, Sunday PUNCH reports. Impeccable sources familiar with the developments revealed that a former Minister of Aviation under the Obasanjo administration, Mr Femi Fani-Kayode, and a former Deputy Governor of Lagos State, Femi Pedro, are among the nominees. Sunday PUNCH also gathered that the vetting is not conducted centrally, as nominees are being asked to report to the DSS offices nearest to them. Presidency officials confirmed to our correspondent that several candidates had been contacted to provide personal education and work history. “They’re already doing security checks with DSS. When they have cleared security checks, we will release the list. “Only those who have been cleared are announced. The process is ongoing. I know that we should have a list before the end of this month (April),” one official revealed, preferring to remain anonymous as he was not authorised to speak to the press. A second source said, “The vetting is not done centrally. It is based on the location of the nominees. Nominees have been reached to provide personal history and information such as where they attended school, what appointments they have held, and the like. So, it is by location.” Tinubu’s 4Ds and funding issues Since September 2023, President Bola Tinubu has operated his 4Ds—Democracy, Development, Demography, and Diaspora—foreign policy without ambassadors. That month, he concluded a sector-wide reassessment of Nigeria’s foreign policy, which saw over 83 career and non-career ambassadors recalled from their stations. Last December, reliable sources close to the President confirmed that Tinubu spent part of his holiday reviewing the names of nominees with plans to transmit a consolidated list to the National Assembly before the end of the month. However, updates in January revealed that the President changed his mind. Our correspondent gathered that the process suffered delays due to the paucity of funds—to the tune of $1bn —required to pay arrears of foreign service officials, settle a backlog of overheads, replace ageing vehicles and renovate embassy buildings. One official, who spoke on condition of anonymity, said, “You see, the major issue is money. Not money to pay them [ambassadors], because how much is their salaries and benefits? The main money is CAPEX [Capital Expenditure]. By the time they put the cost together to fix the issues, it is running to almost $1bn. “Most of those embassies, almost 90 per cent, are rundown. Either the residence is not good, the embassy does not have a functional office, or their rent has expired. The embassies that are buoyant may not be up to 10 as we speak. “I understand that some of them don’t have serviceable vehicles. The last vehicles they bought were from 10 years ago. Some of them are broken down, and ambassadors cannot use such vehicles because they carry the image of the country. Some of them don’t even have power and running water. So, if you post ambassadors there today, you’re sending them to trouble.” The Minister of Foreign Affairs, Yusuf Tuggar, also attributed the delay to financial constraints. “It is a money problem,” Tuggar said during a ministerial briefing in Abuja last May. “We met a situation where foreign affairs was not being funded like it should be. Some loopholes are exploited by the likes of Binance. It is a money problem. “There is no point sending out ambassadors if you do not have the funds for them to even travel to their designated countries and to run the missions effectively, one needs funding. Mr President is working on it, and it will be done in due course,” Tuggar said. A foreign service official explained that though provisions had been made in the 2025 budget to cover some of that cost, the funds were hardly enough. Nominees on the list Senior Presidency and foreign service officers say although the complete list of nominees is highly classified, some prominent and controversial figures are being screened. One official said, “They’re going to announce the appointments soon. They are being screened as we speak. The names of the nominees are highly classified for now because not every one of the names listed will eventually make it through. “FFK [Femi Fani-Kayode] is on the list. These are some of the controversial names that have been put forward as well. Then there is Fola Adeola [founder of Guaranty Trust Bank Plc] and Femi Pedro too. They’re moving on with the process more quickly this time.” Giving reasons for the slow process, another official explained that the vetting was necessary to avoid complications that might hurt the country’s standing on the global scene. “The nominees are being vetted, and background checks are being conducted on them. It is usually done so that the nominees will not have any security issues and their deployment will not have a negative impact on the country,” the official said. There was also a claim that Reno Omokri, a former aide of former President Goodluck Jonathan, was on the list. But a credible source in the Presidency denied it. “Reno is not on the list. But FFK is there,” the source said. The President’s Special Adviser on Information and Strategy, Mr Bayo Onanuga, who earlier spoke about the delays, said nominations for ambassadorial roles must be thorough before a final list is transmitted to the National Assembly. “Don’t forget that the ambassadorial list has two components. There are career ambassadors and political ambassadors. The foreign affairs list and the consolidated list will still go through certain processes before they are released,” he explained.
