The Kano State Police Command has issued an order banning all Durbar activities throughout the State for the upcoming Eid-el-Kabir (Sallah) celebrations as part of enhanced security measures to ensure public safety and peace in the State during the festive period. In a statement released on Thursday by the Police Public Relations Officer (PPRO), SP Abdullahi Haruna Kiyawa, the Police Command said the ban on Durbar activities, a significant traditional events post-Eid-el-Kabir, followed extensive security reports and consultations with relevant stakeholders. “This measure is taken as a result of series of security reports obtained and wide consultations made with relevant security stakeholders to ensure the safety of the larger community,” the Command explained. This is the first time the durbar has been cancelled since the COVID-19 pandemic in 2020. The three-day durbar is the largest festival in the state with a splendid display of horseback riding and cultural activities that always draw a large crowd from within and outside Kano State. Despite the restriction on Durbar activities, the Command has, however, advised worshippers to proceed with their Eid prayers at designated Eid prayer grounds as done in previous years “Worshippers are advised to conduct their normal Eid Prayers at the various designated Eid praying grounds, traditionally done in the past,” the statement noted. The Command urged residents to remain vigilant and report any suspicious activity to the nearest Police Station. The statement emphasised the importance of continued collaboration and cooperation from all stakeholders to maintain a secure environment. “Adequate security deployments have been put in place to ensure no breakdown of law and order in all parts of the State before, during, and after the festive period,” the statement assured. LEADERSHIP reports that the latest development comes on the backdrop of a request by the deposed 15th Emir of Kano, Aminu Ado Bayero, to the State’s Police Command, asking for special security arrangements for him to host the upcoming Eid-el-Kabir festivities in Kano Emirate in a letter addressed to the Commissioner of Police dated June 10, 2024. Bayero was dethroned by the Kano State government about three weeks ago, and in his place, the 14th Emir of Kano, Muhammadu Sanusi II, was reinstated by Governor Abba Yusuf. The former has, however, refused to let go and continued to lay claim to the Kano throne from a mini palace in the commercial city, a development that has put Kano on the edge ever since. Enforcing domestic crude obligations critical to modular refineries’ success Funding for the construction of 20 modular refineries in Nigeria is at risk as foreign investors withhold their money due to a lack of guaranteed crude oil supply for the facilities. These modular refineries, aimed at boosting domestic refining capacity, are facing a major hurdle. International oil companies, the primary source of crude oil in Nigeria, are hesitant to provide guarantees that crude will be available to the refineries once operational. According to operators of the modular refineries, only five out of the planned 20 are currently functioning. The remaining 15, at various stages of completion or with licenses secured, are facing financial roadblocks due to the crude supply uncertainty. “Investors are demanding a certain level of assurance before they release funds for construction,” said a representative of the refinery operators. “Without a guarantee of crude oil, they are hesitant to move forward.” According to Eche Idoko, publicity secretary, Crude Oil Refinery Owners Association of Nigeria, only about five of our members have completed their refineries. The others are having a major challenge. This challenge is that the people who are supposed to finance them have not disbursed financing for construction because they want some level of guarantee. “A guarantee that if they finish the refinery, they are going to get feedstock, which, of course, is crude oil,” Idoko said. CORAN is a registered association of modular and conventional refinery companies in Nigeria. Modular refineries are simplified refineries that require significantly less capital investment than traditional full-scale refineries. Speaking further, Idoko said, “When we approached the regulator, it said it cannot give us that kind of guarantee, this was before the Petroleum Industry Act became implemented. It cannot give us a guarantee because it thinks we will take the feedstock to sell and will not build the refineries. “This, for us, is neither here nor there, because what the financiers were asking for is not that you should supply them the crude, but that we should be able to give them what we call a Conditional Term Sheet and Heads of Terms. And this means that when you finish your refinery as an investor, you will be supplied feedstock.” The CORAN official said this is the reason why most modular refineries in Nigeria have yet to be completed, adding that the Nigerian Upstream Petroleum Regulatory Commission should impress it on IOCs to provide these guarantees. He said modular refiners as well as some downstream operators in the sector have repeatedly called on the regulator to mandate the international oil companies to supply crude to indigenous refiners first before exporting the commodity. “What was done before now is that the regulators would write, quoting Section 109 of the PIA, which talks about the fact that crude oil will be supplied after mechanical completion of the refinery. The financial houses know that the regulators do not own crude and don’t produce the commodity, but they want to see something from your suppliers that when you finish your refinery, they are going to give you crude under some clearly specified terms. “But we have not been able to get the regulators to see reasons and impress it upon these IOCs to give us this kind of documents. So what we have received from them is that the guidelines state that they can supply crude when the refinery is at least operating at 50 per cent,” Idoko stated. The CORAN official added, “This means you are saying the refinery is already completed and is running at 50 per cent capacity. We want the refineries to take off, and so our plea is that the regulator should impress it upon these IOCs to give us the guarantee, which is the Conditional Term Sheet. “At the end of the day you are not doing it for the refineries, rather you are doing it for the country. You see what recently happened, diesel was trading for N1,700/litre, but the moment Dangote refinery dropped it to N1,200/litre, the price fell to N1,200.” He explained that when modular refineries join forces with the Dangote Petroleum Refinery, Nigeria would be an oil refining hub in West Africa, as about 70 per cent of refined petroleum products consumed on the sub-continent are imported. “I can tell you that in terms of the demand/supply gap for refined petroleum products in West Africa, the continent is short by about 70 per cent in terms of what it needs. So 70 per cent of what the whole of West Africa consumes is imported. “So what we are saying is that let us make Nigeria a refining hub and make this country the giant of Africa once again. Let all other African countries start coming here to buy refined petroleum products from us. In fact, Dangote refinery now appreciates what we are doing and is making a move to become a full member of our association. Former Vice President Atiku Abubakar says it’s deceptive for President Bola Tinubu’s administration to claim to have abolished fuel subsidy while expenditure on fuel subsidy may reach N5.4 trillion in 2024, compared to the N3.6 trillion spent in 2023. Atiku said he was shocked to learn that the government under Tinubu is still supporting downstream consumption. In a statement on his X handle on Wednesday, the Peoples Democratic Party, PDP, presidential candidate said the government paying subsidies and lying about it is nothing to brag about, stressing that Nigerians deserve better than deception. He said: “President Bola Tinubu, at his inauguration on May 29, 2023, announced the abolishment of the subsidy on PMS, popularly known as fuel. “Ever since, it has been a bragging right of Tinubu and officials of his administration. “I had in my statement reviewing the one year of the Bola Tinubu administration, urged the government to come clean on the actual position of the subsidy policy. “These were my exact words: “…provide clarity on the fuel subsidy regime, including the fiscal commitments and benefits from the fuel subsidy reform and the impact of this on the Federation Accounts. It is curious that since April 2024, fuel queues have mounted at many filling stations across Nigeria, and the infamous ‘black market’ has sprouted in several states. How much PMS is being imported and distributed, and at what cost? Operatives of the Ekpan Divisional undercover surveillance patrol team have killed a suspected armed robber while one cut-to-size double barrel gun with two live cartridges was recovered from the hoodlum. PUNCH Metro gathered that the incident occurred on May 31, 2024, at about 21.40 hours. Police sources said that the operatives while on routine patrol along Army Barracks Link Road, off Refinery Road, Ekpan, were double-crossed by a tricycle with three occupants in their usual style of robbing innocent citizens but on noticing they were policemen, the hoodlums took to their heels. However, the police gave them a hot chase during which one of the suspects was arrested with a black bag. One cut-to-size double barrel gun with two live cartridges was recovered in the bag. Upon interrogation, the arrested suspect stated that the two other suspects who escaped were his gang members, and they usually double-crossed their victims, robbed them, and sometimes kidnapped them. Following his confession, the suspect was taken to their hideouts, along NNPC Link Road, where he jumped into the bridge in an attempt to escape but was maimed by the police operatives. The suspect was subsequently taken to Ekpan General Hospital for medication but was confirmed dead by the doctor on duty In a similar development, on June 2, 2024, at about 2315hrs, the Divisional Police Officer, Okpanam Division reportedly received a distress call that some young men numbering seven came with two motorcycles and robbed one young man (name withheld). A statement by the police public relations officer (PPRO) for Delta State Command, SP Bright Edafe said that the DPO led operatives to the scene where the suspects on sighting the DPO and his men took to their heels. Six of the suspects escaped while one of them identified as Emeka Okafor was arrested and the motorcycle was recovered. The police statement noted that the manhunt for the fleeing suspects is ongoing. Meanwhile, the State Commissioner of Police, CP Olufemi Abaniwonda has commended the DPO, Okpanam “for his swift response and dedication to duty” urging officers and men of the Command to do the same for their Areas of responsibility to be peaceful. Eight Super Eagles players are stranded at Lagos and Abuja following the shut down of airports in the country by labour unions as part of the nationwide strike action called by the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC). The development has hampered the Super Eagles’ preparations for Friday’s World Cup qualifier against South Africa. Information from the Super Eagles camp in Uyo indicate that 15 players took part in Monday morning’s comprehensive training session at the practice pitch of the Godswill Akpabio Stadium but five of the remaining eight players who are reportedly in the country could not get to Uyo because of the ongoing NLC strike which has stalled domestic flights. The five players who are said to be stuck in Lagos and Abuja are Semi Ajayi, Bright Osayi-Samuel, Calvin Bassey, Frank Onyeka and Paul Onuachu while the trio of Alex Iwobi, Ademola Lookman and Maduka Okoye will arrive Nigeria today. 24 hours after workers crippled Nigeria’s economy, leaders of the Nigeria Labour Congress and Trade Union Congress have reached a deal with the Federal Government to suspend the ongoing indefinite strike. The Secretary to the Government of the Federation, Senator George Akume disclosed this on Tuesday night while unveiling the resolutions of the emergency meeting with organized labour. The four-point resolution was signed by the Minister of Information and National Orientation, Mohammed Idris, Minister of State Labour and Employment, Nkeiruka Onyejeocha, NLC President, Joe Ajaero and TUC President, Festus Osifo. According to the resolutions, the federal government said it is committed to paying a minimum wage that is higher than N60,000. The resolution stated that the tripartite Committee is to meet every day for the next week to arrive at an agreeable National Minimum Wage Importantly, they added that organized labour will meet immediately to consider the federal government’s commitment. “Labour in deference to the high esteem of the President, Commander-in-Chief of the Armed Forces, the Federal Republic of Nigeria’s commitment in iv above undertakes to convene a meeting of its organs immediately to consider this commitment; and No worker would be victimized as a result of the industrial action,” part of the resolution read. A senior executive of organized labour who preferred anonymity told DAILY POST that workers would suspend the indefinite strike and return to negotiation with the government. “For certain, organized labour will suspend its indefinite strike on Tuesday to continue negotiations with the tripartite committee. “This is in line with the commitment extracted from the government after the meeting with the SGF”, he said. Meanwhile, an earlier meeting between the organized labour and leadership of the National Assembly ended in a deadlock. Consequently, workers commenced an indefinite strike on Monday, 3 June over the failure of the government to implement minimum wage and reversal of the electricity tariff hike. NLC, TUC ground Nigeria’s economy Nigeria’s economy was at a standstill Monday as organized Nigerian workers shut aviation, power, banks, ports, energy, road transport, and telecommunications sectors protesting the Federal government’s failure to implement minimum wage and reversal of the electricity tariff hike. Airlines canceled flights leaving passengers stranded at Murtala Muhammed International Airport Lagos, Nnamdi Azikiwe International Airport Abuja and other airports. In the early hours of Monday, the Transmission Company of Nigeria announced that workers shut down the National grid leading to nationwide darkness. Many manufacturers have been operating on diesel which is N1415.06 per litre, while small business owners run on petrol N701.24 per liter. To make the matter worse, the Nigeria Union of Petroleum and Natural Gas Workers, NUPENG, are not exempted from the ongoing strike, making the twin product of fuel and diesel scarce. Also, some banks and financial institutions partly closed operations. DAILY POST observed that banks around the federal Secretariat in Abuja were shut down. This was the case in Kano, Ondo, Lagos, Delta, Bayelsa, Oyo, Ebonyi, Cross River, Akwa Ibom, Benue and other states. Activities at public offices were grounded in compliance with strike action. DAILY POST observed that striking workers shut doors to public offices. The National Assembly Complex was shut down by striking workers. Same with the Federal Secretariat and other offices in Abuja. The same was experienced across all ports in Nigeria. The development has placed Nigeria’s economy already battling with high inflation, unemployment, foreign exchange fluctuations and an energy crisis on the edge. Tension over intimidation There was tension when organized labour alleged that they were surrounded by the Army at the meeting with SGF. However, the Nigerian Army clarified that organized labour’s claim was false and misleading. The Nigeria Army said its operatives at the SGF office accompanied the National Security Adviser, Nuhu Ribadu. Minimum wage proposal by Labour, FG Organized labour had earlier proposed N494,000 as minimum wage, while the federal government is offering N60,000. The organized labour had on different occasions staged a walkout from the tripartite Committee on National Minimum Wage over the government’s refusal to shift ground. Meanwhile, the latest commitment by the Nigerian government has indicated that it is willing to pay a minimum higher than N60,000. Labour, the Nigerian govt should be empirical and realistic on minimum wage – Nwuba Dr Alex Nwuba, President of the Aircraft Owners and Pilots Association of Nigeria in an interview with DAILY POST on Monday said both the government and the labour must be empirical and realistic about the new minimum wage. “It’s most unfortunate the consequences to those who must wait on the gladiators. This is merely the beginning as labour has presented an unrealistic offer and the government unwilling to move beyond its proposal. “Both parties need to be more empirical, as the number proposed by each side does not address the issues and needs of the citizens. “First, suspend the strike and determine what the economy can bear in wages, conduct studies on the required cost of living adjustments, as well as the numbers to keep the economy on track and competitive”, he told DAILY POST. Nigeria govt should grant N150, 000 minimum wages to workers – Ojikutu Capt. John Ojikutu, an industry expert and the CEO of Centurion Aviation Security and Safety Consult said Monday’s shutdown of Nigeria’s aviation sector further added to the problems the industry is grappling with. He noted that if the government is serious about ending the issues of Nigerian workers, it should adopt N150,000 minimum wage. “Nigerian Aviation has been thriving on many problems in the past 10 to twelve months which those in the government are yet to get solutions to. “They should consider the electorates first before themselves because without the electorates, they cannot be what they are. “Minimum pay for the workers, mainly the electorates, should not be less than N150,000. Full privatization of the power sector will prevent national grid shutdown – Olubiyo Kunle Olubiyo, the president of the Nigerian Consumer Protection Network said full and effective privatization of the power sector would have prevented the national grid shutdown by striking workers. He blamed the rut in the power sector across the value chain for challenges in the industry. He urged the government to completely deregulate the power sector in Nigeria. “If the power is fully privatized, NLC, and TUC won’t shut down the national grid. “We are in an emergency. Utility services like water, and electricity ought to be exempted if the workers are well-paid and the sector is effectively privatized. “If the power sector is fully privatized, the nation grid won’t be shut. The Muslim Rights Concern (MURIC) has raised an alarm over the effect of the strike embarked upon by the Nigerian Labour Congress (NLC) on thousands of Nigerian pilgrims and the airlifting operation of the National Hajj Commission (NAHCON). In a statement, on Monday, MURIC Director, Prof. Ishaq Akintola, said a plane sent to airlift pilgrims from Nigeria to Saudi Arabia was turned back by striking aviation workers. He lamented that the aircraft was forced to return to Jedda airport in Saudi Arabia empty. “Meanwhile, thousands of Nigerian pilgrims are now in danger while the airlift operation has already been halted. Thousands of Muslim pilgrims who have left their homes for the airports are now stranded.” “Nigerian Muslims are now asking NLC why it had to declare a national strike at a time more than 60,000 Nigerians are being airlifted. The families of these intending pilgrims are now in a high state of fear and anxiety. “Apart from the confusion and hardship which the ongoing NLC strike constitutes to preparations being made by Muslim faithfuls for the Id al-Kabiir festival, the lives of Muslim pilgrims are now under palpable threat. Is this not sabotage? Is this not intentional? Can a national union of NLC caliber say it is unaware of Muslim preparations for hajj and Salah?” Akintola said. He urged the NLC to immediately call off its strike as Nigeria would not gamble with the lives of thousands of Muslims who are already in camps. “This strike hits the most sensitive nerves in the anatomy of Nigerian Muslims. Call off the strike immediately or face the wrath of Nigerian Muslims nationwide. “This is an emergency and it has to be handled with speed. The lives of more than 60,000 Muslim pilgrims are in danger and the Federal government must move to save them. “In case NLC fails to heed our appeal by 8 am tomorrow Tuesday, 4th June, 2024, we call on President Bola Ahmed Tinubu to declare a state of emergency. It is already clear that recalcitrance is in the DNA of the present NLC leadership. “NLC leaders have detached themselves from the rest of Nigerians. Their demands are irrational and superfluous. The Transmission Company of Nigeria, TCN, says the “labour union has shut down” the national grid, resulting in a blackout nationwide. The national grid shutdown occured at about 2.19 am on June 3, 2024. The Nigeria Labour Congress, NLC, and the Trade Union Congress of Nigeria, TUC, commenced m their indefinite nationwide strike today, over the federal government’s refusal to increase the minimum wage from N60,000. In a statement on Monday signed by Ndidi Mbah its general manager, the TCN, said workers at the Benin Transmission were sent from the control room and beaten by the protesters. The statement read: “At about 1:15am this morning, the Benin Transmission Operator under the Independent System Operations unit of TCN reported that all operators were driven away from the control room and that staff that resisted were beaten while some were wounded in the course of forcing them out of the control room and without any form of control or supervision, the Benin Area Control Center was brought to zero. “Other transmission substations that were shut down, by the Labour Union include the Ganmo, Benin, Ayede, Olorunsogo, Akangba and Osogbo Transmission Substations. “Some transmission lines were equally opened due to the ongoing activities of the labour union. “On the power generating side, power generating units from different generating stations were forced to shut down some units of their generating plants, the Jebba Generating Station was forced to shut down one of its generating units while three others in the same substation subsequently shut down on very high frequency. “The sudden forced load cuts led to high frequency and system instability, which eventually shut down the national grid at 2:19am.” The TCN, however, said grid recovery commenced at about 3:23 am, using the Shiroro substation to attempt to feed the transmission lines supplying bulk electricity to the Katampe transmission substation. “The situation is such that the labour Union is still obstructing grid recovery nationwide,” the firm said. The transmission company said it would continue to make effort to recover and stabilize the grid to enable the restoration of normal bulk transmission of electricity to distribution load centres nationwide. An Abuja-bound Air France flight has dropped off 61 Nigerian passengers in neighbouring Chad and allegedly abandoned them in the country. Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, disclosed the development via his X handle (formerly Twitter) on Saturday evening. The Minister said he had immediately directed the Consumer Protection Department of Nigerian Civil Aviation Authority (NCAA) to swing into action and engage Air France even as he urged the airline to quickly speak out on the fate of the Nigerian passengers. In a video posted by Keyamo, the passengers, including a former member of the House of Representatives, Hon. Johnson Agbonayima, were heard lamenting their fate, saying they hoped the Nigerian authorities will quickly do something about their plight. Keyamo wrote: “It has come to my attention that some Nigerians on an Air France flight from Paris to Abuja are presently stranded in Chad, from where the flight earlier dropped some passengers. “I have immediately directed the Consumer Protection Department of NCAA to swing into action and engage Air France. We shall inform everyone of the outcome soon. Meanwhile, I urge @AirFranceNG to immediately issue a statement on the fate of those Nigerians.” However, in an update provided by NCAA following the directive of the Aviation Minister, the Air France aircraft was said to have developed a fault owing to weatheric conditions. Head of Consumer Protection Department of NCAA, Michael Achimugu, who also took to X to respond to Keyamo’s directive, said the affected 61 passengers have been accommodated in two hotels in Chad pending their airlift to Abuja. Achimugu stated: “We have engaged the airline. Aircraft developed a tech due weather. All 61 passengers have been accommodated in two hotels and feeding is taken care of. Discussions are ongoing to ensure pax are flown in ASAP. Barely four days after killing fifteen fishermen in the Tumbun Rogo community, the Islamic State – West Africa Province (ISWAP) terrorists have given residents of Kukawa LGA notice to quit their communities or face death from the terror group. A resident who fled his community to Maiduguri three hours after receiving the threat, revealed this to Channels Television. While relieving his experience, the resident who begged anonymity, explained that the terrorists had gathered residents of various communities in the lga in the early hours of Thursday, and told them to vacate their homes before Saturday, or else they would be killed. According to him, immediately after they received the threat from the terrorists, communities started vacating their communities, some to Kross Kauwa while others left for Monguno. Kukawa LGA is a local government at Lake Chad that is popular for fishing, farming and other agricultural value chain activities. it is surrounded by Lake Chad and has the presence of troops of the Nigerian Army and the Navy. Although displaced by the insurgents during the insurgency, some communities like Kross Kauwa, Baga, Doron-Baga, Kukawa community, Tumbun Rogo were resettled back by the Professor Babagana Zulum administration. A suspended Deputy Commissioner of Police, Abba Kyari, has been released from the Kuje Custodial Centre in the Federal Capital Territory after spending 27 months in detention. Kyari was detained following his arrest on February 14, 2022, by the National Drug Law Enforcement Agency for alleged involvement with an international drug cartel. Kyari, along with four members of the Police Intelligence Response Team—Sunday Ubia, Bawa James, Simon Agirigba, and John Nuhu—was arraigned on March 7, 2022. Two suspected drug traffickers, Chibunna Umeibe and Emeka Ezenwanne, who were arrested at Akanu Ibiam International Airport in Enugu, were also charged. While Kyari and the IRT members pleaded not guilty, Umeibe and Ezenwanne pleaded guilty and were convicted. Despite multiple applications, Kyari’s requests for bail were repeatedly denied until a recent decision by a Federal High Court in Abuja. On May 22, 2024, Judge Emeka Nwite, granted Kyari bail to allow him to conclude the burial rites of his mother, Yachilla Kyari, who died on May 5. As part of his bail conditions, Kyari was required to deposit his passport with the court and report to the nearest NDLEA office during the bail period. The court scheduled May 31, 2024, for the hearing on Kyari’s main application for bail about the drug trafficking charges. Giving updates, the spokesperson of the Nigerian Correctional Service of the Federal Capital Territory Command, Adamu Duza, confirmed to our correspondent on Friday night that Kyari met his bail conditions and was released on Friday.
