The Chairman of the Presidential Declaration Committee Dr. Haliru Bello, on Friday disclosed that President Goodluck Jonathan will formally declare his intention to run for 2015 Presidential election on November 11. Speaking with State House correspondents at the end of the committee’s inaugural meeting at the Banquet Hall of the State House, Abuja, Bello said the venue for the declaration will be decided in the committee’s next meeting. He said: “The President gave us the task to organize the modality of creating a platform for him to meet Nigerians and announce his response to the various calls for him to come out and declare his interest in the presidential election. “The President has not said anything yet, but it is like all Nigerians have called on him. It is our honest hope that he will come out and say yes to the demand of multitude of Nigerians. “We expect he will say yes, but we cannot say yes for him. We will wait for him to speak. “The date that is fixed is Tuesday, November 11. On that day, there will be a forum for the President to meet Nigerians to announce his decision. “The venue is yet to be decided. That will be decided at our next meeting. When we come out on November 11, the President will face the people of Nigeria and say yes to their demand. “If he says yes, it will be yes. If he says no, then it is negative. But you are aware that our party, the Peoples Democratic Party in all its organs, from the caucus to the Board of Trustees and the National Working Committee had decided that President Jonathan should be given the first option of refusal with the PDP ticket.” “If he is going to contest, the PDP will give him preference. As the President, he has performed and we are satisfied with what he has done.” According to him, it is only when he declines the offer that the PDP could look at any other contestant. Katsina State Governor, Ibrahim Shema, disclosed that members of the committee were grouped into sub-committees during the inaugural meeting. Some of the groups, according to him, include secretariat, venue and decoration, media and publicity, security, protocol and mobilisation. All Progressives Congress (APC) governors demanded yesterday an emergency meeting with President Goodluck Jonathan over the cash crisis that is crippling the states. Besides, the governors said at a meeting in Ilorin, the Kwara State capital, that they had not endorsed any aspirant as their presidential candidate. They supported the emergence of “a consensus candidate or any other candidate in so far as it is in tandem with the party’s internal democracy”. The meeting was attended by Governors Abdulfatah Ahmed (Kwara), Rauf Aregbesola (Osun), Abiola Ajimobi (Oyo), Abdulaziz Yari (Zamfara), Rabiu Kwankwaso (Kano), Ibrahim Gaidam (Yobe), Chibuike Amaechi (Rivers) and Rochas Okorocha (Imo). The governors were worried that allocation from the Federal purse keeps crashing, even as the central government says the country is not broke. Many states, they said, may not be able to pay their workers. “On consensus, our forum is in full support of consensus as one of the ways to produce our presidential candidate or any candidate in the party for as long as it is done with regards to respect for internal democracy. There will be no imposition of candidate in our party”, the chairman of the forum Owelle Okorocha, said, reading the communiqué. He went on: “Our forum has not adopted any candidate, neither has our Governors’ Forum adopted any candidate, but we shall encourage consensus and dialogue within the leadership of the party and aspirants to see how we come up with a candidate but where that is not possible, like true progressives, we shall have free and fair primaries from the APC.” On the dwindling revenue allocation from the federation account, Owelle Okorocha described the situation as “awful”, adding that many of the states might not be able to pay salaries. Said he: “We looked at the dwindling resources of the state coming from FAAC on our monthly allocation, which has made it imperative that most states may not afford to pay salaries as a result of the dwindling resources. “This has become a very serious concern to us as governors and we felt that issues that affect the lives of our people must never be politicised. We refuse to accept that this nation is broke. I thank God that the Federal Government is not broke, that if the nation is not broke, what is due to states as revenue should be paid to the states. This idea of cutting down what should go to states does not in any way promote democracy and democratic dividends and so we as progressive governors do call on the Federal Government to look into the issue of dwindling resources or convince us as to why the states should not get what is due to them. “We do not know why our colleagues in the PDP are not talking of this matter. If they are not talking, it is either they are not affected or somehow they are getting something from the back door, which we do not know. “But if that is not the reason, I think the Presidency or the Federal Government should act quickly on the present ugly situation which this terrible condition of dwindling revenue has caused us by making sure that the states get what is due to them at least to pay the basic salaries of the workers. We also deliberated on the need to continue to pray for Nigeria for the successful 2015 election, which every Nigerian is looking forward to.” On the 2015 general elections, Okorocha said: “We must disappoint those who believe that Nigeria can never have free, fair and credible election by making sure that 2015 shall come to pass and Nigeria will raise its head high among the comity of nations and be one of the countries that have conducted free and fair elections. “It is our firm belief that our party will provide for Nigeria the long-awaited purposeful, visionary leadership, come 2015. SARKIN Hausawa of Lagos, Alhaji Sani Kabir, yesterday, told the Federal Government that northerners in the South West have arrested more than 1,000 members of the Boko Haram insurgents in parts of the South West. Speaking when the Arewa Council of Chiefs in the South West paid a visit to the Minister of Special Duties and Intergovernmental Affairs, Alhaji Kabiru Tanimu Turaki, SAN, in Abuja, Alhaji Kabir said the arrests were made at different times. He said that those arrested were Boko Haram members who fled from the Civilian JTF/military onslaught on the insurgents in the North East and those who came to the South West to further the insurgency. Kabir said the Council has taken it upon itself to ensure that Boko Haram did not take root in the South West because according to him, such a development would complicate the security challenges facing Nigeria. He said, So far in the South west, we have peace and this is achieved through the collaboration of Arewa people and Arewa chiefs. If you can confirm with the security agencies, we have arrested more than 1,000 Boko Haram members throughout the south west states. We promptly report any suspicious movement to the security agents because we believe that the problem is actually the Nigerian problem but if there is any breakdown of law and order in the south west, we are the prime targets irrespective of whether one is a member of Boko Haram or not. “All the Arewa sarkis (kings) in the south west are up and doing to make sure that we do not allow any breakdown of law and order in our communities.” On how they effected the the arrest, Kabir said, “we inform our leaders that when new people come into their midst, they should observe their behaviour. Some of the leaders in the south west are northerners, some of them are from Borno State, they can know. There were even instances where JTF came from Borno State to identify some of them.” On their support for the re-election President Goodluck Jonathan, Alhaji Kabir said, “I will like to start by going back to 2011 electioneering campaign. There was a team that was led by the president and the vice president and they met with the Council members and we pledged to give our assistance and support during the election period and beyond. Since that time, there has been no communication between us and the president or the federal government.
