Egypt's parliament has voted in favor of a number of constitutional amendments that would extend the rule of President Abdel Fattah el-Sisi, and would allow him to stay in power until 2030.

The 596-seat legislature, which is dominated by Sisi loyalists, also backed other sweeping changes to the constitution on Tuesday, including giving the military greater influence in political life as well as granting Sisi more control over the judiciary.“The president's current term shall expire at the end of six years from the date of his election as president in 2018,” Arabic-language al-Ahram daily newspaper and public broadcaster Nile TV reported.

“He can be re-elected for another (six-year) term,” they added.
Parliament speaker Ali Abdel Aal said 531 deputies voted for the amendments and 22 others against.

He added that amendments to the constitution were the outcome of dialogue sessions that had been in place over the past two months.

Abdel Aal, however, highlighted that a new constitution should be drafted within the next decade - signaling that Sisi may have another chance to extend his term beyond 2030.

“We need a new constitution; there is no way we will carry on without a brand new constitution within the next 10 years,” the legislator said.
Mohamed Abu Hamed, a member of parliament who pushed for extension of Sisi’s rule, asserted that changes were needed to allow the general-turned-president to complete political and economic reforms.

“The constitution in 2014 was written under tough exceptional circumstances,” he commented.

He hailed Sisi as a president who “took important political, economic and security measures... (and) must continue with his reforms.”

Earlier, opposition figures had called the proposals an "Arab Spring in reverse" and an "attempt to derail the movement towards a modern civil democratic state".

Egyptian authorities blocked more than 34,000 internet websites in an attempt to restrict the Void campaign, which had been launched to rally Egyptians against the amendments.

The campaign had collected more than 250,000 signatures and had established five new websites in an attempt to counter the ban.Moreover, prominent dissident actors Khaled Abol Naga and Amr Waked had denounced the changes to the constitution as a power grab.

“These amendments would take us back to a dictatorship fit for the Middle Ages,” Waked told a news conference in the Swiss city of Geneva.

His fellow actor criticized Sisi's narrative that his rule brought stability.

“Where is there stability in a country that jails children... that treats people badly or that kills?” he questioned.

Amnesty International said that by approving the amendments, the parliamentarians had shown a “complete disregard for human rights.”

“These amendments aim to expand military trials for civilians, undermine the independence of the judiciary, and strengthen impunity for human rights violations by members of the security forces,” Amnesty's deputy director for the Middle East and North Africa, Magdalena Mughrabi, said.Human Rights Watch had also criticized the amendments, arguing they would “institutionalize authoritarianism.”

Sisi came to power in June 2014, one year after he led the military to oust the first democratically-elected president Mohamed Morsi in a coup.

He was re-elected in March 2018 with more than 97 percent of the vote, after standing virtually unopposed.

Human rights groups have regularly criticized Sisi's government for cracking down on opposition activists and supporters of Morsi’s Muslim Brotherhood movement, which has been banned in the country.

Earlier this year, Amnesty International warned that Egyptians were facing an unprecedented crackdown on freedom of expression under Sisi's administration, saying the North African state had turned into an "open-air prison" for dissidents.

A fire that engulfed the French medieval cathedral of Notre-Dame has been fully extinguished after over nine hours of fighting, the Paris Fire Brigade has announced.

“After more than 9 hours of fierce fighting, nearly 400 firefighters from Paris extinguished the appalling fire. 2 policemen and a firefighter were slightly injured,” the fire service said in a tweet on Tuesday.

It said the main structure of the 850-year-old Gothic cathedral had been “saved and the main works of art have been put somewhere safe, thanks to the combined action of the different services of the State working together.”The fire began at around 18:30 (16:30 GMT) on Monday and quickly tore through the cathedral’s timbered roofing, where renovation work was underway. The blaze destroyed stained-glass windows and the wooden interior before firefighters could contain it.

Meanwhile, French President Emmanuel Macron, who called the fire a “terrible tragedy,” said the worst had been avoided.

Macron also announced an international fundraising campaign to raise money for the rebuilding of the world-famous French landmark.

“We will rebuild it together. Paris Mayor Anne Hidalgo also announced a contribution of 50 million euros (56 million dollars) from the city for the restoration of the cathedral, which he estimated to cost hundreds of millions of euros.

French billionaire Bernard Arnault, who runs the multinational luxury goods conglomerate LVMH, also pledged a total of 200 million euros (226 million dollars) from his family and company to help rebuild "this extraordinary cathedral, a symbol of France, its heritage and its unity."

A French charity that works to protect the country’s heritage, Fondation du Patrimoine, is launching an international appeal to raise funds.

The Paris prosecutor’s office said it had launched an investigation into the cause of the incident, which according to several police sources was “accidental.”
Paris’s Notre-Dame Cathedral has gone up in flames, leaving the nation awestruck and prompting fears that the historic structure could suffer unprecedented damage.

The blaze erupted at around 16:30 GMT on Monday, causing the wood-and-lead spire to collapse onto the roof. Locals have been reported by various news agencies as saying that the entire rooftop has been destroyed in the fire.

Nobody was injured, Junior Interior Minister Laurent Nunez told Reuters at the scene.

"It's too early to determine the causes of the fire," he added, but France 2 television reported that the police were treating it as an accident.

The inferno broke out while the structure was undergoing renovation.

A peaceful protest in London to demand more protection for the environment has turned violent as activists say they are frustrated with government’s inaction on escalating ecological crisis.

British media reports showed parts of London had effectively been blocked by climate protesters as thousands joined the action that coincided with similar demonstrations in at least 33 countries.

The Sky News said activists had stormed the headquarters of oil giant Shell in Lambeth, southeast London. Pictures showed smashed windows and glasses of a revolving door at the entrance of the building while other reports said activists had vandalized the property.

"Shell are criminals,” said a woman who was photographed at the smashed revolving door before she was arrested by police. She said that the violent action was worth it as she and other activists were protecting the future for children and wildlife.

Reports said at least five other locations across London had come to a standstill as protesters used road blocks to stop the traffic.
The protesters demanded more urgent government action on climate change and environment protection.

“I am so worried about what’s happening to the planet. We are on a knife-edge now and I felt strongly that I needed to get out and show myself, rather than just talk about it in the pub,” said a retired teacher who was speaking to the Guardian newspaper during the protest.

Protesters were also planning to block London’s Parliament Square, where major parliament and government offices are located.

The protest comes amid some escalating tensions in the UK over government plans to allow dangerous oil production operations in the country including in a site north of England. People have repeatedly protested against the plans, saying they are against UK commitments to improve life standards under international climate agreements.

Facebook Inc. more than doubled the money it spent on Chief Executive Officer Mark Zuckerberg’s security in 2018 to $22.6 million, a regulatory filing showed on Friday.

Zuckerberg has drawn a base salary of $1 for the past three years, and his “other” compensation was listed at $22.6 million, most of which was for his personal security.

Nearly $20 million went toward security for Zuckerberg and his family, up from about $9 million the year prior. Zuckerberg also received $2.6 million for personal use of private jets, which the company said was part of his overall security program.

Facebook has in the past few years faced public outcry over its role in Russia’s alleged influence on the 2016 US presidential election and has come under fire following revelations that Cambridge Analytica obtained personal data from millions of Facebook profiles without consent.

Chief Operating Officer Sheryl Sandberg took home $23.7 million in 2018 compared to $25.2 million last year.

Separately, Facebook said Netflix Chief Executive Officer Reed Hastings would vacate his seat on the social media company’s board and not be nominated for re-election.

Hastings’ departure comes as the Menlo Park-based company beefs up its push into videos. Hastings has served on Facebook’s board since 2011.

The company also said it would nominate PayPal’s senior vice president of core markets, Peggy Alford, to its board in place of University of North Carolina President Emeritus Erskine Bowles, who will also not be re-nominated.

The London-based rights group said Saudi Arabia’s public prosecutor was seeking the death penalty for more people, noting that prominent preacher Sheikh Salman al- Awdah was one of those targeted for execution.

The Prisoners of Conscience, which is an independent non-governmental organization advocating human rights in Saudi Arabia, also announced in a post on its official Twitter page that Awdah, along with two other clerics, identified as Awad al-Qarni and Ali al-Omari, had been in prison for 19 months with no legal reasons.
It further noted that Saudi women’s rights activist Khadijah al-Harbi, who is in her last stage of pregnancy, was arrested in Saudi Arabia last week, as the Riyadh regime was selling to the West the lie that it is “empowering women.”

Saudi Arabia faces international criticism over the ongoing trial of eleven female activists advocating women's rights, some of whom reportedly faced torture and sexual abuse during nearly a year in detention on trumped-up charges related to their activities and contacts with foreign journalists and diplomats.
The activists were detained in a sweeping crackdown weeks before Saudi Arabia overturned the world's only ban on female motorists on June 24, 2018. The women had staunchly advocated for the right to drive.

Saudi Arabia has stepped up politically-motivated arrests, prosecution and conviction of peaceful dissident writers and human rights campaigners.

Saudi officials have also intensified crackdown in the country's Shia-populated Eastern Province.

Eastern Province has been the scene of peaceful demonstrations since February 2011. Protesters have been demanding reforms, freedom of expression, the release of political prisoners, and an end to economic and religious discrimination against the oil-rich region.
The protests have been met with a heavy-handed crackdown by the regime, with regime forces increasing security measures across the province.

Over the past years, Riyadh has also redefined its anti-terrorism laws to target activism.

22-year-old Auburn University gymnast, Samantha Cerio, broke both legs at the NCAA competition, leading to her retirement from the sport.

Samantha Cerio had hoped to deliver a perfect performance at the Pete Maravich Assembly Center in Baton Rouge, La., to help the Auburn Tigers secure a spot in the NCAA’s region final.
Instead, she landed awkwardly after a tumbling pass and fell as her legs crumbled beneath her during a so-called blind landing — in what many have called the worst sports-related injury they have ever seen.

Samantha Cerio, had to be carted out of Friday’s NCAA gymnastics regional in Baton Rouge, Louisiana, on a stretcher after the accident. The 5-foot senior from Huntersville, North Carolina, was attempting a handspring double front on her first tumbling pass when she landed awkwardly and suffered the gruesome injury.

Cerio later took to Instagram late Sunday to announce that she will be retiring as a gymnast. She wrote:

The Senate, Wednesday resolved to override President Muhammadu Buhari’s veto on the constitution of the Federal Republic of Nigeria, 1999 (fourth Alteration, No.28) Bill, 2018 and Industrial Development (Income Tax Relief) Amendment Bill, 2018 respectively.

This development followed the recommendations by Senate Technical Committee on Declined Assents to Bills By Mr. President and Commander-in-Chief of the Armed Forces of the Federation chaired by Senator David Umaru.

The, bill, however, seeks to provide for the first time within which the President or Governor shall lay the appropriation bill before the National Assembly or House of Assembly, to encourage early presentation and passage of Appropriation Bills.

It would be recalled that Buhari declined assent to the bill, saying section 2(b) and section 3(b) of this bill appear not to take full cognisance of the provisions of section 58(4) of the 1999 constitution.

But the hallowed chamber took exemptions to Buhari’s ground for declining his assent wherein he cited section 58(4) of the 1999 constitution.

The committee said, “For clarity, section 58(4) deals with mode of exercising federal legislative powers: general, particularly, the number of days to assent or decline assent to a bill.

“It provides – “Wherein a bill is presented to the President for assent, he shall within thirty days thereof signify that he assents or that he withholds assent”.

The 7-man committee, therefore, explained that the bill in essence seeks to make it mandatory for Mr. President and Governor of a state to cause to be prepared and laid before parliament, estimates of the revenues and expenditure of the federation for the next following year.

The bill, according to the Senate committee, would also make the parliament to pass the appropriation bill before the commencement of the next financial year.

The committee added, “The legislative intent behind this bill is to ensure that we run a normal financial year”.

For the Income Tax Relief amendment bill, it seeks to allow companies that expand their operations in pioneer industry or product to apply for a new pioneer status.

But Buhari declined assent to the bill on the following grounds:

“That there are ongoing consultation by the Federal Ministry of Industry, Trade and Investment with other Ministries, Departments and Agencies (MDAs) on the tax holidays incentive regime for expansion projects, Investments in rural areas, as well as for Agriculture/Agro-processing to be concluded and pave way for presidential orders, or executive Bill’s for consideration and passage by the National Assembly.

“That the consultations would result in fiscal measures that would greatly enrich the quality of the tax holidays incentive regime for these types of projects and investments.

“That at the end, thaes fiscal measures when finalized, would be subsequently submitted to the National Assembly by way of presidential Executive orders, or executive Bill’s for consideration and passage into law by the federal legislature, in due course”.

However, the Senate committee in reaction said, ” Mr. President, Distinguished colleagues, we wish to state here that the committee finds Mr. President’s observation on this bill rather simplistic.

“Certainly, Mr. President’s overall intention to come up with legislative proposal that would stand the test of time, is commendable.

“However, law-making cannot unjustly suffer in anticipation of a proposed legislation.

“Above all, nothing stops Mr. President or anybody for that matter from proposing an amendment to an existing law or even a repeal of an existing law.

“There is nowhere in the world where the President can propose to stop the law-making process by an executive fiat or order.

“The President cannot withhold assent to a bill on the mere fact that consultations are on-going, which will enable him come up with a new bill”.

A third-year student of the Lagos State University (LASU), Shuaib Abdulmujeed, on Wednesday, got six months jail term for engaging in internet fraud.

“The defendant shall be sentenced to six months’ imprisonment as proposed in the plea bargain agreement because of the passionate plea of the defence counsel.

“The sentence shall start from Dec. 5, 2018, which is the day he was arrested,” Justice Oluwatoyin Taiwo of the Ikeja Special Offences Court ruled.

Taiwo said that incidents of cyber crime in the country was becoming alarming.

The News Agency of Nigeria (NAN) reports that Abdulmujeed had pleaded guilty to a three-count charge in a plea bargain agreement with the Economic and Financial Crimes Commission (EFCC).

The defendant pleaded guilty for possessing of documents containing false information and indicating false pretences, contrary to Sections 1(3), 6 and 8 of the Advance Fee Fraud and Other Fraud Related Offences Act.

His counsel, Mr Shina Makinde, had prayed the court to temper justice with mercy, blaming his action on strike by the Academic Staff Union of Universities (ASUU).

“The defendant went into cyber crime as a result of strike embarked on by ASUU,” Makinde told the court.

The defence counsel said that Abdulmujeed was academically gifted but fell victim of peer pressure during the strike.

“The computer recovered from him was bought by his father for his school project, his action is still a mystery to his father and his entire family.

“He has a strong 2.1 (second class upper) student, he is a very brilliant scholar, it is an unfortunate thing that he got into trouble as a result of peer pressure.

“Prison is not a reformative place, I ask my lord to show judicial empathy,” Makinde prayed.

He added that Abdulmujeed had not wasted the time of the court by deciding to enter into a plea bargain agreement.

EFCC counsel, Mrs Anita Imo, had said that the student committed the offences in December 2018 in Ikeja.

“On Dec. 7, 2018, he had in his possession, an email correspondence with the title ‘No subject,” printed from his email address linked to his phone number.

“On Dec. 13, 2018, he had in his possession, documents titled ‘Personal info and privacy’, ‘Hangout with Patricia Appel’ and ‘My Day’, which were printed from his email address which were linked to his phone number.

“On Dec. 13, 2018, he also had in his possession, an email correspondence titled ‘Yahoo’, ‘Re: Money for Scott’, ‘Hello Madam (Flight Agent)’ and ‘Hello Scott’.

“These documents were printed from his email address which he knew contained false information,” Imo said.
